We absolutely acknowledge that we erred in transitioning to a new system without adequate communication to our customers We are in the process of rectifying that situation The options are that the individual can update his record as requested, wait until we have adjusted the system which will allow us to export the majority of this previous information into his new record or, he can request a refund of any and all fees paid We regret this problem and fully acknowledge that we dropped the ball on this which is not the type of service we are know for providing

WE have contacted the testing staff personnel to determine if there was any inaccurate information provide to the exam candidates We were advised that the Proctor expressed sympathy that the candidate had experienced this problems and would not be allowed to take the exam that day but did not
suggest or intimate that the candidate had been provided inaccurate information with regards to the time.Candidates are notified well in advance of the examination of the type of ID that will be required in order to gain admission to the exam site and that no exception will be made This is to protect the integrity of the examination process I regret that this happened but the candidate failed to comply with the requirements which ultimately prevent him from being able to be seated for that specific day for the exam in question. *** ***Chief Executive Officer

I would like to first say that NCEES provides test-taker on the PE exam and other exams with the number of answers they answered correctlyIn the past NCEES would provide test takers with the number of answers they answered correctly on the same test I took (fe exam)Also, NCEES provides a high pass rate of individuals enrolled in a EAC programs and does not include everyone taking the examThe scale does not help, because it varies in every exam and it does not reflect to the answers that a test may have answered correctly

NCEES changed it's policy on the reporting of scores several years ago at the recommendation of our testing consultants The reason being that to provide someone with a scaled score of led candidates to assume that they had missed passing by one point when, based on the conversion process, that was most likely not the case The diagnostic is not intended to provide a method for a candidate to try to determine their numerical results but to provide information on which areas of the exam they performed poorly on and which require additional study The high pass rate on NCEES exams by graduates of EAC programs is expected since they have been fully vetted by the national body that accredits engineering programs in the U.S.*** ***NCEES Chief Executive Officer

We regret this set of circumstances but we had to upgrade our software and require the re-submission of information at the request of our state boards In additional to creating a digital system, some of the information previously provided by applicants has been determined to be inadequate by
several of the state boards This resulted in a delay in that board reacting to an applicant's request for licensure and the applicant having to submit additional information to the state board The revised NCEES system has addressed those deficiencies and will create efficiency on both ends This was not an arbitrary decision on the part of NCEES but one that was mandated by our state boards of licensure

I am rejecting the complaint because I was not trying to get a refund; I was only trying to reschedule an exam for an earlier date.In my opinion, NCEES's justification for the fee does not reflect the situationThey say it is because of fees they incur processing a refundAgain, I am not asking for a REFUND, but merely a rescheduling of the exam; the exam fee wouldn't change, only the date of examinationI would at the very least like an explanation of the RESCHEDULING FEE, not information about a fee for refunds

***:We point out very early in the process that the candidate’s first and last name have to exactly match between their government issued ID and how they have registered to take the exam. *** *** should have amended his record as soon as he received his confirmation letter since the two names did not match completely.Unfortunately *** *** will have to pay the $*** fee again to sit for the exam. The testing company reserved a seat for hours in order for *** *** to take the exam and they will bill us for that time even though he was not allowed to take the exam due to the ID issue. This is one of the more trivial problems that we run into but when you are administering nearly **,exams, you have to be clear in your instructions and then require the testing firm to abide by our regulations.Let me know if you have other questions.***

I have reviewed the response made by the business in reference to complaint ID ***, and have determined that this does not resolve my complaint.I acknowledged in my complaint that some costs were incurred by NCEES and therefore a full refund should not be providedHowever, from my perspective as a consumer, I never took the test that I paid forTherefore payment above the costs incurred by NCEES is opportunistic gain from a consumer in a difficult situationThere was no designation of a non-refundable deposit for a spot reservation, and ultimately I did not receive the product

Applicants are given two warnings when they register for an exam that they check to be sure that they have selected the correct exam and date before they are allowed to finalize the process Once they submit their request, their charge card is assessed the exam fee The money is paid
directly to NCEES who is billed subsequently by the vendor In order to refund any fees paid, NCEES incurs expenses through the credit card company as well as the labor costs which is why we refund all but $of the fee We attempt to prevent these sort of issues through the warnings and feel justified in retaining $to cover our costs As a non-profit, NCEES is not interested in creating a new revenue stream but we are interested in ensuring that we cover our overhead.*** *** *** ***

The candidate has an expired temporary driver's license.  He had a limited extension from the DMV but had this as an email  on his cell phone and had failed to print out for the test administrators.  The candidate failed to provide adequate ID in order to be allowed admission to the...

examination per policy.[redacted]

By policy, NCEES does not provide numerical results on exams, only a notification of pass or fail.  This is a common practice in the testing field since all raw results have to be equated to previous exams and then converted to a scaled score.  Providing numerical results may lead an...

examinee to a wrongful conclusion as to exactly how well or poorly they did on an eam.  The diagnostic provided to each candidate who failed an exam is not intended to indicate an overall performance but to provide data to reflect which subjects they did well on and those they did not do well on to provide direction for future studies.  NCEES test policies are in accord with nationally normed procedures and the pass rates are typically high which would not suggest that NCEES or the state boards are trying to pass or fail and particular population of candidates.  The scoring is done without any information or knowledge of the race, sex, ethnicity, etc. of the exam candidate.[redacted]NCEES Chief Executive Officer

NCEES provides a credentials evaluation service for individuals typically who did not graduate from a U.S. based engineering program who are seeking licensure as a Professional Engineer.  Our office will take the applicant's transcript and course descriptions and compare that against the...

standard used for engineering programs in the U.S. to determine substantial equivalency.  The applicant identifies which state they are seeking licensure and, upon completion, the official review is sent to that state board for consideration and action deemed appropriate.  The evaluation is not intended for any other purpose other than seeking licensure and is not intended to provide evidence of someones suitability for employment ad an engineer. We have provided the services as advertised for the reasons stated and will not release an official copy of the evaluation directly to the complainant.[redacted]Chief Executive Officer

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  Once again, I am not asking for NCEES to accept financial loss. I am simply asking that NCEES not profit from the circumstances. I am asking for a partial refund equivalent to the difference between true NCEES costs and the $350 paid by myself, applied as credit towards my next test.

ABET does not issue engineering licenses in the U.S.  The member boards of NCEES have determined that some programs that are recognized by the Washington Accord are not equivalent to a U.S. based engineering degree.  As such, NCEES requires an evaluation of the degree to determine if it...

A review of Mr. [redacted]'s account indicates that at 12:10 pm on 8/24/17, Mr. [redacted] complained to NCEES about the lack of response on his request to have his record transmitted to North Carolina.  At 3:13 pm. a member of the NCEES staff contacted Mr. [redacted] with information about his account and...

he replied "thank you."  At 4:26 pm, Mr. [redacted] was able to purchase the transmittal to North Carolina and his Council Record was electrically transmitted at 5:11 pm.  It would appear that any delays were partly due to Mr. [redacted] by Mr. [redacted] in updating his Council Record and the failure by some of his references to respond in a timely manner to the electronic requests.  NCEES did amend its in mid-2016 software which caused some confusion by individuals who established their Council Record prior to 2008 and NCEES has taken steps to mitigate and problems assoticated with the transition to the new system.Mr. [redacted] is welcome to contact me directly should he have any additional issues associated with the NCEES Council Record. Jerry C[redacted]Chief Executive Officer

when I called to ask about getting vehicle back I was not told I had ten days to get my car nor was I told that.   O was not handed the repossession paperwork to read any details.  The two gentlemen who came to get the cat left while I was on the phone trying to talk to them.   When I finally was able to find out what I had to do to get car back I was told that I had to pay the whole amount of the car to get it back.   I have another vehicle and I would just like my personal belongings back.  I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.

Yes - we are asking that the references resubmit their forms to us in a digital format in order that the complainant's record will be in the form and format that is being requested by the state boards.  This is as the result of two years of work to revamp our software to be able to provide the product that is being requested by our state boards.

Each time a candidate signs up to take an NCEES CBT examination, they are provided confirmation which they can download confirming the date and time of the location that the candidate has choosen.  If they realized after making the appointment that they made a mistake, they may request the...

error be changed.  After a point in time, the test center has to commit that particular testing carrel to the 6 hours required to take the exam and the test center is not allowed to release the seat.  This candidate obviously did not recognize his mistake in time to be able to cancel one appointment for another that better fit his schedule. There are numerous instructions provided to candidates about what actions to take when they made a mistake or if they need to reschedule an exam.  Therefore, I see no liability on NCEES' part with respect to the candidate's issued regarding taking this exam.

The complainant was provided  an exam authorization by this organization which specifically set forth the date, time and location of the exam.  An examination was produced, coded with the complainant's information and shipped to the exam site.  A seat was reserved for the complainant...

at the exam site and proctors were hired to oversee the examination based upon the total number of candidates.  I am not sure what confusion the candidate referenced in his complaint but there was certainly no confusion about the date of the exam since pencil/paper exams are only offered twice each year and those dates are widely noticed.NCEES incurred the expense for creating the exam and having accommodations available for the candidate to take the exam.  As such, we see no justification for NCEES to provide a refund to the complainant. Jerry C[redacted]Chief Executive Officer

Hello [redacted] and [redacted]The NCEES website will not allow you change your name even when I tried multiple times before the exam. Even if you try changing it now it would not let you. There is no information whatsoever on how to do this. The name on my confirmation letter is  [redacted] and since the website won't let me change it, to further prove my identity I included the name on my government issued ID on my profile to stop something like this from happening. Why didn't the NCEES confirmation page print both names? or even print the profile? are there not other ways of proving ones identity? Even when I chat with the customer service online I use the name [redacted] and they always find my information. I took the exam in May 2013 with that name without any problem. It seems to me that [redacted] wants me to pay for the mistake of his company's website. I cannot agree to pay another $[redacted] after loosing $** last year. The ncees website also says  "IDs must be current and include an
expiration date, your name and date of birth,
a recognizable photo, and your signature."   Everything matches and even all my names are on the confirmation letter and ncees profile. I hope this gets resolved soon. I just want to sit for the exam again without paying another $[redacted]

[redacted]
