Thank you for the opportunity to provide a response to your rejection.We are a bit confused by the rejection because it has no relationship whatsoever with the initial Revdex.com complaint As far as we can determine, you did not inform us that you had any questions about the equivalency of your report ECE routinely responses to requests for information on the equivalency of a report Clients do not need to go through the Revdex.com process to obtain that information.I have contacted the evaluator who prepared your report and will provide an answer to your question about the equivalency The answer will be provided as soon as the evaluator responds to my request That should be within two working days

Thank you for the opportunity to respond to the client's concerns.The evaluator who prepared the report has already explained to the client why we consider the grade of in the [redacted] to be the equivalent of a D in the United States The grade of is passing when a student completes a supplementary examination, but does not need to repeat the entire class It is a conditional pass the same way a US D grade is a conditional pass We consider it the equivalent of a D in the United States We disagree strongly with the client's assertion that there is no D grade in the [redacted] We cannot think of any other credential evaluation service or one other university in the United States that whose grade conversion does not include a D grade in their Philippine to US conversion scales[redacted] does not accept D grades for transfer purposes That is their decision ECE has no say in their transfer decisions.The client asked us to provide her with an evaluation report The evaluation report reflects our judgment, based on research and experience When the client requested our service, she indicated that she understood that the report was a reflection of our judgment and that she might not agree with our judgment We have done what we were asked and paid to do We understand that the client does not agree with our decision and we understand that the school that she was hoping to attend is not granting her all of the transfer credit she hoped to receive Despite her disappointment, we have provided the service that was requested of us Since we fulfilled the service we promised to provide, we have no basis for providing a refund of the fees that were paid.The client has asked us to return to her the educational credentials We received transcripts directly from the issuing institution in the [redacted] We do not normally pass on to the client documents that were sent directly to us We state this clearly in our application form, which the client indicated she understood and agreed to We have made an exception in the client's case We are forwarding the documents to the client, at our expense The documents are being sent today We are sending the client tracking informationI hope this information clarifies our position.Sincerely,Margit AS [redacted] ***

Thank you for the opportunity to respond.Our latest contact from this client was received on April We responded with an update on April 12.The issue surrounding this case is the recognition of the educational institution in the Philippines that no longer exists We contacted ***, which is the higher education commission that normally handles these situations It turned out that [redacted] had no records for the institution The client is correct in that she provided us with contact information for another government agency Both she and we have been working to track down the information that would allow us to move forward with this case We are still waiting for them to respond to repeated requests for information We understand the client's frustration and have done everything within our power to try to obtain a response.At this point we can offer the client three options:Continue waiting for a response (We have no idea when or even if the government agency will respond.)Prepare an evaluation report that indicates the work she completed is the equivalent of unaccredited work Provide a full refund of the fee paid.Please let us know which option the client prefers

Dear Awa [redacted] ***,On November 9th, our [redacted] , MrJason [redacted] , communicated to you that the transcript you submitted to us included only inconsistent information regarding an expected date of graduation Unlike other transcripts we have received form the same university for other students, your transcript did not provide a date of actual graduation of any other type of Proof of Degree We have written to the University of [redacted] , asking them to verify your degree, but to date, we have not received any reply Without this information, we cannot complete a report that recommends that you have the equivalent of a bachelor degree.ECE's reputation has been built on our adherence to evaluation policy To maintain the trust of the universities and organizations that depend on our professional evaluations, we would be remiss in preparing an evaluation that is not based on our requirements.We understand that you are unable to provide us with the information we are requesting and we will proceed by cancelling your order and refunding to you the amount of $which you have paid to ECE.We are truly sorry that we were not able to provide you with a valid evaluation report and will process the refund immediately

I had to look into more informationI will get back to him but the results will not change in his report

Although some of the facts presented by the client are correct, there are significant differences between his account of the conversation with ECE staff and him, and the versions documented by two separate ECE staff An ECE manager determined that providing a full refund and ending the phone conversation were in the best interests of all parties ECE will refund all money paid to ECE ECE will not pay any amount beyond the fees paid to ECE, including costs incurred by the client to ship his documents to ECE We feel that providing a full refund is a reasonable solution.Sincerely,Margit *S [redacted] ***

We are sorry that the client is not open to accepting a full refund Please note that the client signed an application that clearly stated that our equivalencies are based on the most current information available and that our equivalencies are subject to change Changes in current German secondary education caused us to review all of our policies and resulted in a different conclusion than one at which we arrived years ago We are obliged to adhere to our professional standards and cannot make a change in policy for one student Since it is clear that our current policy will not satisfy the client, we feel the most reasonable solution is to provide a full refund and allow the student to seek an evaluation from another agency We will go forward with the refund It is up to the client to determine if she wishes to use our report or not If the client can suggest a solution that does not involve ECE violating its professional standards, we are willing to review her suggestion.Sincerely,Margit AS [redacted] ***

I am not sure how I can edit the complaint that I filedSure I would like you to forward this to the business and I am happy to remove the comment about the Revdex.com rating for this entity as my complaint will be publicly displayed

Thank you for the opportunity to response to this complaint I checked the history of this file and can report the following: We requested the transcript of the client to be issued in a university-sealed envelope which is a standard Turkey documentation requirementThe client stated that: "The documents I mailed are originals that have wet signatures and stamps on themI cannot get a new one in a sealed envelope without flying back to Turkey and incur an unreasonable costPlease cancel the service and Fedex my original documents at my cost"In our experience, the document we requested is readily available without the extraordinary efforts described by the client Nonetheless, per his request we cancelled the fileAlthough our application form includes the information that we do not provide any refunds and the client confirmed that he understood and agreed to those terms when he signed the application, we provided a refund for the cost of the evaluation report, which we were unable to prepare because the client did not provide the documents needed for the reportWe did not refund the cost of the services that were provided, including processing, rush handling and priority return of documents We explained the following: "We are able to provide you with a partial refund in the amount of $We have retained our $processing fee, our $rush fee and the $delivery fee to return your documents by priority mail."We hope that this information helps the client understand that we are not able to return fees for services that were already incurred.Sincerely, [redacted] ***

We apologize for your misunderstanding ECE has never offered unlimited access to our reports Our obligation when you ordered a report was to provide you with that report, which we did At the time you ordered, our policy was to allow the purchase of copies for years, subject to change Our new policy now allows for the purchase of copies for years from date of issue.Since your report is years old, you have received several notifications from us about the change.You may check with the institution to which you wish to apply It is up to each institution to decide whether or not the report must be sent directly from ECE In the event that in the next two years you need a report to be sent directly from ECE, you are correct in that you will need to reapply.If you do not wish to use the coupon that we are offering now, I am happy to add a coupon to your account for future use with a new report.Thank you for your understanding

Thank you for your questions We have been researching your case The conversion of the credits is correct It is based on commonly accepted methods of credit conversion There will be no change to the credit conversion.We contacted your institution in Brazil concerning the credits assigned to the thesis Our Brazilian born, Portuguese-speaking specialist spoke to four different people about your case They indicated that they could not provide us with a curriculum, but indicated that they might be able to provide it to the client If the thesis was valued at credits, as the client states, the curriculum would clearly indicate this, and it would also be shown on a new transcript If the client can obtain a new transcript that shows credits for the thesis, we will consider revising the evaluation report The evaluator who prepared the client's report has already sent him an email outlining this option.We can provide two options:We can revise the report based on a new transcript that the client arranges to be sent to us, orWe can cancel this case and provide a full refund.Please let us know which option the client wishes to select.Sincerely, [redacted] ***

We have checked into this matter and determined that the client did indeed refer to another agency's policies when he submitted his application. We apologize if there was any misunderstanding about the policies that ECE follows when preparing its reports. We certainly do not apply
another agency's policies and it is unlikely that our phone staff would have indicated that we do. However, knowing that sometimes there can be miscommunication and since we did not follow up on the client's reference to his understanding in his application, we accept responsibility for the situation. We cannot revise his report, since it would violate our evaluation policy. For that reason, we will provide him with a full refund. We already sent him an email confirming this before he filed a Revdex.com complaint. Thank you very much for the opportunity to address your concerns. We are sorry that you encountered difficulty. To summarize, we received your order on 12/27/14, and on 1/21/15, we received some documents from you. On 1/28/15, we communicated to you that in order to proceed with the
evaluation processwe required additional documents in the form of original documents, in sealed envelopes.We did not receive a response to this communication and we sent the communication again on 5/1/15. Again, we did not receive a response.Per our standard procedure, because we could not proceed with the order and we had not received a response from you, we cancelled the order. Another communication was sent to you on 9/6/16, in response to your communication requesting status of the order. We explained that you would need to reapply since your order had been cancelled. We apologize for any lapse or any misunderstanding in our communication. Again, we invite you to reapply and we will certainly apply the $you have already paid to your new order. However, we still require the original, sealed documents that you have not sent to us. If you are unable to obtain the required documents and do not wish to place another order, we are happy to provide a refund to you in the full amount that you paid, $190. They offer two report until March 31/2018.Anytime I need to request a report it has to be send directly from themThat means the two free report doesn't have any value and if I try to send it to any institution it won't be accept itThat means I have to reject it there offer.When they change there policy that means they cancel my account and future access to my report and anytime I need a new report I have to apply as a new customer and submit all the documents again from the beginning which is wrongI pick ECE because my report won't expired however now they change there policy against me.Thanks
