For your reference, details of the offer I reviewed appear below.The business made a mistake evaluating my credentialsI provided logical and reasonable proof where the mistake was and they never changed itAs seen from the last message, the person in charge says that she is going to "look for more information but the report will not be changed"If we analyze that answer, we can realize that there is no will to see or recognize the error they madeHow can someone say that the report will not be changed if he/she does not have all the information to justify that? I had to resort to another credential evaluator and they did an impeccable jobI would advice prospective clients to look for different venues to have their credentials evaluated and not to work with ECE.They have terrible customer service, they do not have expertise when dealing with credentials from Spain,they look for ways to obtain more money from the client and they do not respect deadlines

I accept this because I have received my refund of the shipping in the mail today ($6). I also did receive the product refund of $This was done in suspiciously in bank transactions, $138+ $I'm assuming somebody was going to try and tax me shipping after I made you aware you were shipping it for free. Unfortunately Margit, every statement you made to rationalize ECE's decision to opt for a refund was inaccurateYou were not in the room when the conversation took place and it was not recordedThe manager and I had the conversationHow can you say what did or did not take place if you were not there? When I asked for his manager he told me that he will just refund instead and hung up on me and then went to you out of a desperate self preservation attempt to fill you in before I called backSo so sadYou made it extremely clear that you had to stand with your manager and could not comment on the details because they did not matter anymoreWhen I mentioned that I would report this case to Revdex.com you hung up on meVery unprofessional. To think if your company would have put this much effort into correctly reviewing my transcripts which cost $as you did embarrassing yourself over a $refund we probably would have never been in this situation to begin withYour ego equipped with your arrogance will undoubtedly run Jim Frey's company into closing its doors for good.I pity any other Philippine educated student that mistakenly goes to have their transcripts evaluated by a company that says they reserve the right to contact the Ministry of Education or University directly if needed to do a proper evaluation, but then not do it and tell the customer to get the information themselves.

Thank you for sharing this information. I checked into this case. We prepared an evaluation report in 2014. At that time the customer did not disclose all information about his educational history. We can revise his report based on new information and additional documents,
without additional cost. However, he will need to pay for any copies of the revised report that he requests. We consider this to be fair, especially in light of the fact that we only learned of the additional education after the original report was prepared. We have already explained this to the customer. Below, I am providing a copy of the email that clearly states the situation.In summary, we are happy to revise the report at no cost. However, there is a cost to obtain copies of the revised report.Sincerely, *** ** ***This is a copy of the email sent to the customer explaining the situation:Email sent to the customer on April 2015We responded to your inquiry regarding the evaluation results on November 21st, We will repeat again why your transcript was not evaluated as a four-year completed program."In the process of evaluating your credentials from *** ***, we researched the duration of the complete program in Law which according to our resources should be creditsYou have completed credits including the transfer creditsHaving applied the conversion factor of 0.750, credits come up to US credits which is equal to completion of four years of undergraduate work in the USA.Therefore, the completed *** *** credits are equivalent to US credits which is considered completion of approximately two years of undergraduate work in the USA.You have mentioned graduating from the law school with minimum four year courses takenHowever, the transcript submitted for evaluation does not confirm the award of the degree and the required credits necessary for graduation, nor did we receive the copy of the bachelor degree".Regarding the second part of your comment on not asking you to submit the Diploma at the beginning of evaluation, we checked your application form and the transcript for the proof of the degreeIt is clearly stated in the application form to provide the Name of Diploma, Certificate or Title awardedInstead of listing the name of the credential awarded to you as "Lisans Diplomasi", you wrote the word "Law"In Turkish it is translated as "Hukuk" and it was not clear whether you have graduated or not from just the word "Law"The transcript did not provide the graduation information eitherWe see incomplete programs from *** all the time and your documentation looked like that since no degree was submitted, nor the application form provided any diploma namePlease note that it is a direct responsibility of the applicant to fill out the application form correctly and submit all the relevant documentation matching the application formAs we have already mentioned, this is not the error of ECEYou will have to pay for the copies of the revised reportPlease see the instructions again that were emailed to youWe will not release any copies to you until you have ordered and paid for the copies through your web accountIf you do not have a web account you will need to create oneThank you.Best Regards,

The client requested an evaluation report but did not submit the documents on which we base our report. We provided a description of the documentation that we need and described what the client needed to do to arrange for us to receive the documentation. From the Revdex.com complaint, it

For your reference, details of the offer I reviewed appear below.- I was contacted by *** *** on 8/10/after I sent her a very detailed description of what happened in the businessIn short, poor customer service, lack of expertise on the part of the evaluators in this case, negligence on the evaluator's part to include relevant & important information in the final evaluation, attempts to overcharge this customer to expedite things when several days had passed byI also explained that I had missed an important job deadline because of this delay and also I spent more money because I had to resort to another credential evaluator and pay the expedite fees.My perspective on this matter to bring this to a close is that this firm needs to be investigated and audited by a law enforcement agency or a control agencyThis is because they advertise on several educational organizations where people need to renew or obtain licensesAlso for immigration purposes, etc.They are saying that they have been operating for yearsThat is no excuse for treating me the way they did and making the mistakes they didI requested on three occasions to customer service representative to talk to someone in chargeI always obtained the same answer"Nobody is here to answer your questions, as soon as they come, I will ask them to call you"I started thinking that if that happened to me it could happen to somebody elseI started googling and found several cases with the same pattern.

Although we feel the action we have already taken to refund the entire amount paid by the client is reasonable, we will take the additional action requested and also provide an additional refund of $6. I would like to correct statements made by the client, so as to make sure the record on this case reflects our position.The client wrote: "The
report is inaccurateYour evaluator finalized a report then told me he
was unsure if the results were accurateThis is what has lead to this

worth nothingYour employee did not do a complete job"The report was accurate and the evaluator who prepared it followed complete and correct methodology and policy guidelines. The client was offered the opportunity to have the report reviewed by a senior evaluator because we always give clients the opportunity to have their questions answered by senior staff. We consider this to be appropriate and professional customer service. If we have made a mistake, we take responsibility and make appropriate changesThe client turned down this opportunity for a review. The comments made by the client in this Revdex.com complaint reflect the type of insults he used with two staff members in phone conversations with them. His unprofessional behavior led our staff to conclude that a continued business relationship with the client was likely to lead to further insulting and unprofessional treatment of our staff and to dissatisfaction by him with us. That is the reason we chose to end our business relationship and provide him with a full refund.The client wrote: "You claimed you were not responsible for the shipping costs, but
you supposedly have already have mailed my transcripts and I have not

supplementary examination, but does not need to repeat the entire class.  It is a conditional pass the same way a US D grade is a conditional pass.  We consider it the equivalent of a D in the United States.  We disagree strongly with the client's assertion that there is no D grade in the [redacted].  We cannot think of any other credential evaluation service or one other university in the United States that whose grade conversion does not include a D grade in their Philippine to US conversion scales.[redacted] does not accept D grades for transfer purposes.  That is their decision.  ECE has no say in their transfer decisions.The client asked us to provide her with an evaluation report.  The evaluation report reflects our judgment, based on research and experience.  When the client requested our service, she indicated that she understood that the report was a reflection of our judgment and that she might not agree with our judgment.  We have done what we were asked and paid to do.  We understand that the client does not agree with our decision and we understand that the school that she was hoping to attend is not granting her all of the transfer credit she hoped to receive.  Despite her disappointment, we have provided the service that was requested of us.  Since we fulfilled the service we promised to provide, we have no basis for providing a refund of the fees that were paid.The client has asked us to return to her the educational credentials.  We received transcripts directly from the issuing institution in the [redacted].  We do not normally pass on to the client documents that were sent directly to us.  We state this clearly in our application form, which the client indicated she understood and agreed to.  We have made an exception in the client's case.  We are forwarding the documents to the client, at our expense.  The documents are being sent today.  We are sending the client tracking information. Although some of the facts presented by the client are correct, there are significant differences between his account of the conversation with ECE staff and him, and the versions documented by two separate ECE staff.  An ECE manager determined that providing a full refund and ending the phone...

conversation were in the best interests of all parties.  ECE will refund all money paid to ECE.  ECE will not pay any amount beyond the fees paid to ECE, including costs incurred by the client to ship his documents to ECE.  We feel that providing a full refund is a reasonable solution.Sincerely,Margit *. same university for other students, your transcript did not provide a date of actual graduation of any other type of Proof of Degree.  We have written to the University of [redacted], asking them to verify your degree, but to date, we have not received any reply.  Without this information, we cannot complete a report that recommends that you have the equivalent of a bachelor degree.ECE's reputation has been built on our adherence to evaluation policy.  To maintain the trust of the universities and organizations that depend on our professional evaluations, we would be remiss in preparing an evaluation that is not  based on our requirements.We understand that you are unable to provide us with the information we are requesting and we will proceed by cancelling your order and refunding to you the amount of $230 which you have paid to ECE.We are truly sorry that we were not able to provide you with a valid evaluation report and will process the refund immediately.
