I have reviewed [redacted]'s complaint filed by his daughter.  If I had known about the problems [redacted] was experiencing, I...

could have sent him through another vendor that flies out of [redacted].  Unfortunately, we are always caught in the middle between fulfillment companies and clients.  We have absolutely nothing to do with fulfillment.  [redacted] would only have paid us $120.00, not $287 as stated in complaint.  The additional money would have to be refunded by [redacted].  [redacted] will have to contact them directly and request a refund.
Have [redacted] contact me at email address below.  He will need to forward copies of his processed check as verification.  Once I receive requested documentation, I will approve his refund for $120.00.

I am rejecting this response because:
Below is their refund policy.  You will note that a refund is only permitted when a service provider is not able to provide services.  No refund is payable for Non-Compliance with instructions;  Change of Mind;
and, Personal Issue.  I received the refund only because I sent a letter with my payment that stated I was only paying on the condition that no additional fees were due. 
This business is a scam on the public.  Their travel service is promoted by travel agents as "free' travel, which I am sure they are fully aware of...why else would anyone enroll?
You only need to determine the answers to the following questions to know it is a scam:  what percent of refunds are issued and how may customers pay the additional fees.  I'm
sure you will find that the numbers are insignificant.  This means in a worst case they get to keep 10% of all monies paid.  For those who don't meet the refund requirements, the
business gets to keep $148 for not providing any service. 
The Revdex.com has a number of complaints against [redacted] as well as Orbital.  I also note complaints against [redacted] in Florida who initiated contact with me.  These companies
are all in this scam together.  If you visit the Internet you will find multiple stories about how they treat the public. 
 
A: You may receive a  refund (minus a 10% restocking fee) of your activation fee under the following terms and conditions: No Refunds will be awarded after 180 days.You may receive a  refund of your activation fee if the service provider is not able to provide you the services listed on their reservation forms. This may include but is not limited to; going out of business or having no availability. If the service provider becomes a victim of the acts of God, or natural disaster. If the service provider is not able to provide their services to you for any of the above reasons, you will receive a  refund of your activation fee minus a restocking fee.B: You may not receive a refund of your activation fee under these following conditions:1. Non-Compliance: This refers to not following the proper instructions set forth by the service provider. Every service provider has policies and procedures that are clearly listed. If you do not follow these procedures and your vacation is voided by the service provider, you may not receive a refund of your activation with [redacted] Vacations.

[redacted] really does not have a valid reason to request a refund.  She must understand that certificates are promotional and are based on availability.  Hundreds of people have travel using our certificates because they followed the terms and conditions.  I will offer her to exchange her certificate to one of our premium certificates.

There was no mention at the seminar I attended that the certificates were based on availability. I fail to see how my complaint is not valid?? I was asked to come to a seminar, listen to a pitch for basically a time-share program, and was told over the phone I would be receiving a two free airline tickects regardless of a purchase. First, point of complaint, I did not receive two free airline tickets after the seminar, I received two mail in post cards asking to be completed with our personal information with fees in the total of $120.00 to be sent in to Orbital Promotions for our two free airline tickets and 3 day luxury resort stay to be sent to us. So first fraudulent claim was not receiving the promtional product at the seminar. Second point of complaint,  I filled out the post cards and sent them in with the required fees (totaling $120.00). I followed the promtional guidelines as laid out in the postcards. Second fraudulent claim, to date I have not received the airline tickets or 3 day luxury resort, and Orbital Promotions has cashed my checks without providing me the product they stated I would get. Instead they sent me more confusing paperwork to fill out asking for additional fees above the $120.00 I have already paid. There is my valid complaint.
My next point of contention is that I am uncertain how this company can indicate that I have no valid complaint when there are 11 Revdex.com complaints against them to date outlining the same misleading/fraudulent business practices?? Also they currently have a grade of "F" with the Revdex.com, this alone should be an indicator to Orbital Promotions that they are doing something wrong. If [redacted] would like me to converse through email, where is the email address, and why not a phone number?? Again, I see no email listed only a name, so at this time I can't even respond to him as he suggests. At this time I do not consider this resloved, the only way that will occur is if I am reimbursed the $120.00 I have paid Orbital Promotions or I am sent the airline tickets and 3 day luxury stay.
I am looking into to other Revdex.com's in the region, and into federal guidelines for these kind of situations invloving these kinds of company's. I am very curious now to see what kind of fines and penalties can be assesed against these kinds of companies regarding these kinds of scams. I hope my research will help the next person. Just as Credit Card Companies and Banks now have regulations spelling out their terms of borrowing in black and white, these companies should be regulated the same way when it comes to their "promotinal" offers. [redacted] was just hit with a big fine due to this kind of practice a few years ago. I am willing to discuss how this can get resolved if an email or phone number is provided, and there are no additional fees attached. word FREE on any of our certificates.  All of our certificates carry the
following disclaimer that no one seems to take time to read:

representations made in conjunction with this offer by any distributor or agent
other than those included in this offer.’
Have them return all docs along with copy of processed checks as verification.  Once requested documentation is received, I will process their refund.

Review: I received a certificate for free airfare for two and one weeks hotel stay plus a rental car anywhere in the United States. I was told to send the certificate in with $120.00 for processing fee. I sent it in and my check was cashed on 05/22/2014. I waited the time frame I was told to wait to receive my package to book the travel and didn't hear anything so I emailed Orbital and was told they mailed my package out to me so I emailed them again and told them I didn't receive it could they resend it. I didn't hear anything for a while so I called them. I was then told they would try to resend it. After several more calls I was told they resent it. I still didn't receive it so I was told to fax in my information again. I faxed it in and was told I would get a new package in 10 to 15 days. I called several more times and finally received a package with vouchers from Fly Away Vacations for free flights or free flights and two night hotel but was told I had to send $50.00 to cover part of the fees and taxes. I was also told that after they received my deposit they would send forms asking my departure and destinations. So I sent it in and my check was cashed but I didn't hear anything so I called and they finally sent me forms. I mailed the forms back and was told it would take 10 days to send me a quote on the fees and I would have 24 hours to accept or reject the offer and would have to send $25.00 more if I rejected the first offer. I waited the 10 days and didn't hear anything so again I called. I was told they didn't receive my information and they would email me a new form and fax number so I could fax it in. I faxed it in and today I received an offer of $744.00 each person. I looked it up on [redacted] and found the exact same flights for $570.00 each person so I called them. I was told I asked for flights out of an airline which wasn't a major airport but I gave them 3. Also I didn't give them 90 days notice but they stalled so I couldn't. Also I was flying at peak time. Not. Jan.Desired Settlement: I would like the $170.00 that I paid. I would also like to warn others not to fall for companies that offer free flights to attend their seminars.

Review: In February I received two Orbital travel vouchers. The first for three days of luxury accommodations, and the other for two round trip airfares. In order to activate I needed to fill out forms for each and send checks for $50 and $70 respectively. These were "activation" fees. Before I mailed the funds I called Oribital to verify that [redacted] was a location that the airfare vouchers were good to fly out of. I was assured by "Mike" at ###-###-#### that [redacted] qualified, as "it is a major airport served by multiple large carriers". My intent was to gift the air and hotel tickets to my parents for a trip.

When my parents received the destination options listings in the mail, in most cases the cities one can fly into do not even match the cities where the hotels are available. However, my parents felt they could make it work based on an interest in going to [redacted] and [redacted], AZ. In order to take the next step in the process (reserve dates and destinations), my parents filled out forms and mailed another $167 to a separate travel agency that Orbital passed the next step to- [redacted]. This paperwork and funds were sent on April 16th.

On 4/25 my parents received a message indicating that travel was not available out of [redacted]. The closest airport that travel was available from is [redacted] (~450 miles away). I wrote the message below to Orbital Travel, but received no response. I'd like a full refund of all $287 from Orbital. Not only was there a material misrepresentation of facts on their part, but it appears given the number of travel agencies involved that this is some type of scheme intended to trick consumers.

Here is my ask of Orbital prior to writing the Revdex.com:

On 2/16/14 I initiated a travel voucher for my parents after my wife and I received incentive coupons for air and hotel as part of an incentive. Suspicious of any program where I have to send in money to activate a travel voucher, I only mailed money after talking with “Mike” from your office on 2/12. He answered the ###-###-#### number identified on my incentive card. I wanted to make sure that the air travel was good from [redacted]’s [redacted] Airfield, such that my parents were not driving to another city to fly to a destination city. Mike assured me [redacted] would not be a problem- as long as the airport is served by multiple carriers. This is the case with [redacted] ([redacted], [redacted], [redacted], [redacted], [redacted], [redacted]). I proceeded to send two checks via US Mail on 2/16- $50 to activate the hotel and $70 to activate the air tickets. Since that point my parents have proceeded to send another $167 in various fees to make air and hotel reservations. Recently they learned that the airport they’d have to fly out of is [redacted] (closest airport to [redacted]). [redacted] is ~9+ hours away via car.

The purpose of this correspondence is to facilitate immediate reimbursement of the $287 my elderly parents and I have invested with what ultimately appears to be a bait and switch scheme. I can provide proof of receipt and “cashing” of payment should you need this detail.

Please extend me the courtesy of a response no later than 1200 Noon (CT) Friday May 9th. If this has not occurred and reimbursement initiated I will assume that you intend to take no action. AT this time I will evaluate alternative approaches to addressing unethical behavior on the part of your firm.Desired Settlement: Full refund of $287 spent

Review: I attended a sales presentation by [redacted] travel on Sept. 28, 2013, and was promised 2 round trip air tickets, 2 nights hotel stay, and $100 in free gas. Orbital Promotions was handling the rewards.

The activation fees I paid were $120.

I have not received any further communication. Orbital Promotions has not returned any of my calls to their Customer Service number.Desired Settlement: A complete refund of my activation fees of $120.00

Review: My husband and I attended a promotional seminar for time-share in [redacted], NE in January 2014 through a company called [redacted] Travel. We were told that if we listened to a 90 minute seminar we would receive two free roundtrip airfare tickets regardless of whether or not we purchased a package. The seminar was held at the [redacted] Hotel located at [redacted] in [redacted], NE (Phone # ###-###-####). We recieved two vouchers for two free airline tickets and a 3 day stay at a luxury resort. We were adivsed to fill out the vouchers, and pay the $35 fee per person ($70 total) to recieve our two free airline tickets, and $25 fee per person ($50 total) for the 3 day luxury resort stay. The vouchers listed Orbital Promotions as the company the checks were to be made out to and mailed to in [redacted], VA. I filled out the vouchers and sent two separate checks with each voucher, $70 total for the plane voucher and $50 total for the 3 day luxury resort voucher (combined checks $120.00 total). In addition, the vouchers indicated we would recieve two coupns for $50 to either be used at the resort or for a car rental. The vouchers and checks were sent to Orbital Promotions in [redacted], VA and my (2) checks are dated March 28, 2014. The checks were cashed by Orbital Promotions on April 1, 2014. On April 25, 2014 we received a package in the mail, and the information received was extremely confusing, and again they were asking for more forms to be completed and faxed in, with more money to be sent. The vouchers for a $50 resort credit and $50 car rental had a shipping and handling charge for activation of $10.95 each. We were also advised that they would only take a money order or cashiers check to pay the fee to receive our airline tickets. We feel we were mislead as we were told we would receive the free airline tickets for listening to the seminar, we were never told we would have to fill out vouchers or send in any kind of money before the seminar. At the seminar we were told that all we had to do was fill out the vouchers and pay the fees associated, and then we would recieve our two free airline tickets, and 3 day resort luxury stay. The package sent to us on April 25th, 2014 was extremely confusing, and listed all types of restrictions and a time limitation of 30 days for us to get the voucher sent in. We were told the tickets were good up to a year and this was also stated on the voucher, so the time limitation is another fraudulent claim. The paperwork did not list any contact information for Orbital Promotions to even call and clarify the package sent to us. I had to track their contact phone number down through the Revdex.com and was then advised of 10 complaints made against this company with 8 resolved issues, and 2 unresolved issues. I have called the number provided by the Revdex.com and found online through the Revdex.com website to Orbital Promotions, ###-###-#### only receiving a recording everytime I call. I have left a message explaining my complaint, and advising that I would be following up with the Revdex.com if they did not contact me to resolve this. I have not received a return phone call to date. I will also be following up with the Federal Trade Commission to ensure that this company is on their radar. I am so grateful for all the help the Revdex.com can provide.Desired Settlement: I would like a full refund of the total fees I paid to Orbital Promotions and cashed by their company on April 1, 2014 (per my bank records) for a total of $120.00. I feel they are deliberatly making the process difficult and confusing to consumers in the hopes that they lose interest and not proceed with the process of receiving the advertised products of two free airfare tickets, 3 day luxury resort stay. I would like to add my complaint to the existing complaints made by other consumers listed on the Revdex.com website against Orbital Promotions.
