I have reviewed the offer made by the business in reference to complaint ID[redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
We were never offered basic cable and if we had been offered we would have gladly accepted.  The closest thing that was ever said was in an email on 10/16/2013 by [redacted].  This is a direct quote:
"If I may give some perspective, the main reason our owners do not include cable/internet/phone is because that limits the tenants choices. The packages would be the absolute most basic, no HD, no [redacted], no DVR, no Highspeed, one cable box for the entire unit, so forth. With the amount of options available, including packages for all three services, we find it a disadvantage to limit our tenants choices. We do have some properties that include cable/internet or a combination of but only because the entire building is contracted to one provider (like [redacted] or [redacted]) and the owner or building association has a  direct agreement with that service in which we have no involvement. Every single tenant of any of those units pays in addition to the packages included because of the options they do not provide.Such as HD channels, faster internet, and additional cable boxes. They also have to use the provider in the building, they cannot get any other service at the property. Providing this service in actuality is a hindrance to the enjoyment for many of our tenants because it limits the choices you have as to what you want to watch, how you want to watch it, where you watch to watch it and so forth and you may still incur additional costs." 
If Snipes Properties is willing to cover the costs for basic cable we will gladly accept this as a resolution to our problem.

Review: Last September my roommate and I worked with [redacted] from Snipes properties in hopes of renting an apartment in Richmond. We finally settled on an apartment in the fan that sounded too good to be true and turns out it was. We found the apartment when [redacted] posted an advertisement on the Snipes properties website which stated that "ALL UTILITIES included except internet and phone". We then went to view the apartment and we confirmed with [redacted] that all of the utilities were included, specifically cable. We signed our lease which states specifically that cable was included but a few days after we moved in we contacted [redacted] and she went back on her word. She said that there was a miscommunication between her and the owners of the property and that cable was not actually included. We then sent multiple emails and even a certified letter about our complaint with which we included a copy of the signed lease and even the original advertisement. [redacted] stated that she was unable to help us and this left us speechless and we felt hopeless in our situation due to not having funds for legal assistance and fear of pursuing it further because we would have to communicate with [redacted] for another year. We now have paid over $400.00 out of our own pocket for a service that was promised to us. We are moving out of the apartment in two months and we want to get this issue resolved.Desired Settlement: Refund for the full amount of cable that we paid for the year that we lived at this property
