We reached out to the property manager, and the facility management responded with the reason for this ticket as follows: (this is also being sent directly to the customer)
As the customer quoted in the policies of the garage, the customer can be fined for
"improperly parking"One thing that is left out of the statement is that the facility has clearly obvious Blink charging stations the owner provides for electric vehiclesThe cost of which does not total $as he stated was all he cost the property
And finally where the customer was parked, the customer passed by of those stations and then parked across from the other Blink stations.
The property considered him "improperly parked" by not using the Blink charging stations and by using the power from the columnWhich had something happened to the customer's vehicle he would be seeking recourse and that is why the facility provides these resources in a responsible way and that are properly insured and rated for this type of use

not coded at the facility correctly and resulted in the late notice for payment invoice. The violation team has already reached out to you via your dispute from 2/15/18 and let you know that this has been voided as the payment was made and has been updated so that you will not receive any further invoices for this garage rate.we will work with our local team to make sure situations like these do not occur again, and thank you for the opportunity to resolve this for you and that we are reviewing this with our ticket input clerk as to the cause of the entry error.

Complaint: [redacted]I am rejecting this response because:
1. The amount of energy that is withdrawn at the Blink station is far greater than that of a regular outlet. At a Blink station, a full car charge takes around 6 hours, while at a regular outlet, it takes 2 and 1/2 days, at least. If they were the same, nobody would install car stations and everybody would use regular outlets. I connected my car to a regular outlet. The exact cost that I incurred can be calculated the way I mentioned in my original complaint (1.4 kW x 2.5 hours x 16.8 cents = 48 cents). A full charge would have taken 2.5 days x 16.8 cents per hour = $10.08, which is how much it normally costs to charge a car at home. Please review the calculations I provided and you can make sure that NO more than 50 cents were spent on electricity by my car (again, it is not the same to charge at the Blink station than at a regular outlet).
2. I believe that we wouldn't be having this argument if I would have plugged in my cell phone to the outlet, rather than my car. In that case, the business probably would have not complained and fined me. The business might argue that a cell phone and a car do not draw the same amount of electricity, when in fact, *they do*. The difference is that a cell phone charges in approximately 1.5 hours, while a car would need 2 and 1/2 days to charge. But the amount of electricity is the same, so think of this as plugging in my phone for 2.5 hours at their parking garage. If you think that deserves a $40 fine, I will pay for it.
3. In any case, the policies at the parking garage are very clearly shown at the entrance and none of them directs to the use of outlets. The car was perfectly parked in the spot; charging doesn't have anything to do with parking. If there had been any mention to not using outlets or any other resource at the place, I would not have used an outlet. Punishing someone for what seems to be a very arbitrary decision is unfair. I have attached a photo of the policies, so there is no room for interpretation from the business or me.
4. Companies and people in general should be incentivizing mediums of transportation that help our environment, such as electric, not dis-incentivizing them. I think it's really a shame that for a few cents, people who have taken the leap to buy an electric car, are punished for what someone would consider "improper parking".

Complaint: [redacted]I am rejecting this response because:
I visited the web site, and my attempt to appeal was rejected because "the time had passed".  I then attempted to call the business, and was informed via recording that I could not dispute the ticket with a live representative.  I put a great deal more effort into trying to resolve the situation than the business did, before issuing the letter of violation.  It appears to me as if this is an attempt to extort.  (It might be cheaper and easier to pay the FALSE fine and penalty than to raise an objection.)  The last I heard this country is founded on an idea that one is innocent until proven guilty.  This business is making a FALSE accusation, and issuing a fine and penalty without any proof.  If the only proof is the word of any person in their employ, then investigate, because it is a lie, and slanderous to accuse me of something that I have NOT done.  
Keep in mind that this is the first time I have had any idea of this ticket, because I never was ticketed.  The day that I received the notice I took action, but the business rejected it because "the time for appeal had passed".  The vehicle was parked in my driveway for the entire month or October.  I ride a motorcycle to commute to and from work in BREMERTON.  I have never parked that vehicle in a garage or public parking.  It has never been in Seattle (since I purchased it, new, and it was licensed).  This business is is FALSELY accusing me of parking illegally on their patrolled parking, and not paying a fine for a ticket, and have levied a penalty, via mail notification.  They only identify the license, not make model or color.  I put it that they could have misread the license number from the ticket, that they could have made up the license number when falsely issuing the ticket.  Did they do their due diligence by comparing the year, make, model, and color on the ticket to the registration when they pulled my name and address?  I believe that they did not, and this and other mailings have been extortion attempts against innocent people, based upon what I have read on the Revdex.com website.

First Contact with Customer came via Revdex.com and AG Office requests, we reached out to the customer with the following message:

We have confirmed your payment for stall 13, however your vehicle was parked in stall 14. Being that this is your first offence we will go ahead and void this...

violation as a one time warning. Future violations will not be voided. To avoid future violations please make sure to enter the correct information into Park Mobile.
 
-Voided as courtesy for paying for one stall on the web app and using another stall on the lot (13/14 - side by side), we typically do this for first time issues for all customers of this type.
-parking ticket payment website on the envelope allows for dispute of ticket automatically , to be more efficient and create a log of all communication with the customer and our violations team.

Complaint: [redacted]I am rejecting this response because: Glad to see they posted an image of the ticket envelope, which I can confirm looks like the one I got.
While it states "$40.00 LATE FEE ADDED AFTER 14 DAYS DUE.", there is no explicit "DUE DATE" anywhere. There is a "date" the ticket was issues. But no referenced "due date". It is not standard to have payments due the date an incident took place.
Utility bills, medical bills, credit card bills, even traffic tickets by police all provide a (usually) 30-day grace period before payment is deemed "Due".
Attached are example evidence of this standard practice from a hospital and credit card. (I haven't had a ticket in years, so I don't have that handy). Both items clearly state a "Due Date" in the notice and both use a standard 30-day grace period before payment is 'due' from the time the charges were posted in a statement.
So my complaint, reaffirmed by the image posted by the company stands. There was no explicit due date stated on the ticket, only a date of incident. This made it unclear to me when payment was due. And the 14 days grace period is non-standard and too aggressive. I paid the ticket in full within 30 days of the incident, and should NOT have encountered a penalty fee that was larger than the ticket itself in doing so.

I am aware of the parking rules but there was not much I could do to avoid this emergency and am grateful that they have chosen to recognize this.

The notices do have the violations groups email contact and the website to contest tickets directly. If there is an error we would be more than happy to assist with this request at either, but email will be the fastest resolution for you.

We have refunded the requested amount as a courtesy and replied to the customer via the dispute forum twice now on the standard policy, but each attempt even after refunding is being rejected to keep the dispute active.
 
we do not have a further way to address the rejection without repeating the same facts, which I have even thanked the customer for the feedback and issued a credit even though they admitted to failure to pay in time.

Complaint: [redacted]I am rejecting this response because: The main components of this complaint were never addressed. This company adds a fine of more than the parking ticket value for payments within 30 days of issue (such as mine). I was not able to submit an appeal within 30 days of the ticket issue, which I tried. And they don't even have a due date on the parking ticket to make clear when a payment is actually due (!) - which was confusing to me and different than all other bills I get as original attached to this complaint. They state a fine will be added 14 days after 'being due', but never make clear when the payment is 'due' anywhere. All the original complaints about this broken process have not been changed, updated, or improved by this business. So why would I accept their response? My complaint stands.Sincerely,[redacted]

I however still believe that "courtesy" of waiving the late fee was not a courtesy at all. In fact I had not received a response to my question for weeks and instead received the payment reminder with late fee. While I will take this as a "lesson learnt", I still believe there is scope for the Parking Company to update signage to be consistent so that there is no room for mis-interpretation. And on this fact the violation should be waived and not because you sent an incorrect picture of the signage.Overall, I'm glad that we reached this resolution.Sincerely, [redacted]

We will be reaching out directly to you about this issue to resolve. we have requested the information on limits from the ownership/management of the location and the question posed on multiple parking in the same day periods.

We reached out [redacted] on this issue, this was being reviewed by our violations supervisor but was escalated last night as she contacted our Regional Manager as well.
The original denial was based on the wrong spot not being paid for, this was a small error as the customer had actually paid for...

stall 19, due to this being a first time issue we have voided the ticket for the Customer and our Manager Contacted her via phone today to discuss the issue and let [redacted] know that we would be taking care of this for her after researching all the information on this ticket.
