this is what they have saying and when my receiver goes to pick it up in Germany they say it not there , this has been going on now far too long with the same result. I just want that my money be returned to me now because this is not correct at all the agent in Germany is not on the same page I have said this before.

Our records indicate that the transaction in question was paid correctly in accordance to our terms and conditions of service; however, Western Union has made the decision to issue a refund MTCN in the amount of 45.00 USD as a onetime courtesy due to your loyalty to our brand. This concession was issued on 10/25/2017. We have provided the details of your refund under separate cover. Western Union should not accept money if they aren't going to transfer it. When the Soldier puts in the personal info, if Western Union has an issue, they should address it BEFORE they take possession of the money. Instead, Western Union takes possession of the money and THEN they say WE ALREADY HAVE YOUR MONEY...PROVE YOU ARE ACTUALLY WHO YOU SAY YOU ARE, PROVE THE RECEIVER IS WHO THEY SAY THEY ARE, CALL CUSTOMER SERVICE THE NEXT DAY AND YOU MIGHT GET YOUR MONEY EVEN THOUGH YOU PAID MORE TO DELIVER THE MONEY WITHIN MINUTES NOT DAYS, STAY ON HOLD FOR AN HOUR WITH OUR CUSTOMER SERVICE THAT BARELY SPEAKS ENGLISH WHILE YOUR TRANSFERREDFROM PERSON TO PERSON TO EXPLAIN WHO YOU ARE AND WHY YOUR SENDING/RECEIVING MONEY. Unfortunately, Soldiers have easier access to western union since they are on most bases. If for some reason a Soldier can't fax/scan/or convince a foreign customer service representative they are in fact who their ID says they are, western union has up to 30 days to return the money to the Soldiers account. That is unacceptable. If you accept payment for a service, you are obligated to perform that service. Big Companies are not exempt from the law

We were able to locate a recent transaction Money Transfer Control Number XXX-XXX-0449 to [redacted] on May 12, 2015. You reported to our customer service department, that the Agent location misspelled the receiver's name. We have investigated this claim and have determined that there was no fault on the part of the [redacted] Agent, that they sent the transaction correctly, based on the information you provided to them in the To Send Money Form, the name was spelled [redacted] We have sent a copy of this form under separate cover for your records.
You contacted our customer service department and requested a name correction on May 13, 2015 and it was completed, you then changed your mind and asked for a refund. The refund was processed to you on May 14, 2015.

Your bank would have placed a hold on the funds but would have released them. In order to comply with government constraints and protect consumers against fraud, transfers may be blocked or limited. A previous transaction successfully sent does not guarantee that a future money transfer will be validated since each transfer is verified separately.
To address your request for compensation:
All transactions: (i) which exceed certain amounts; (ii) to certain destinations; and (iii) that implicate certain regulatory issues or consumer protection issues are subject to [redacted]'s terms and conditions.
