Unless a student does not have enough competency units (CUs) remaining in their program to be enrolled full-time, WGU requires full-time enrollment in at least CUs for undergraduate students and CUs for graduate students, as has been the case during the entirety of this student’s time at WGU Unless a payment plan has been arranged prior to the due date, tuition for the full term is due by the 1st day of each term Acceptance of term registration confirms agreement to pay tuition in full The term registration process requires students to accept registration for each individual course by manually selecting specific links within the WGU Student Portal website WGU cannot force a student to accept registration for any course, as this process requires physical actions on the part of the student.A recent policy change by the third-party billing service utilized by the student’s employer now requires requests for tuition reimbursement to include all enrolled courses for the term WGU did not anticipate this change and had no control over it, but we must adhere to the new requirement in order to use the service mandated by the student’s employer WGU instructed the student on how to obtain revised documentation, but apparently the student’s efforts were unsuccessful We are sympathetic to the fact that the student was expecting tuition to be covered but was unable to procure the required documentation, so we have already arranged for the student’s term registration to be rescinded and tuition charges to be reversed We are also in the process of facilitating the student’s withdrawal from WGU as requested

Admissions criteria are available to prospective students on the WGU website at http://www.wgu.edu/admissions/requirements While prior college experience is one factor that is considered when making admissions decisions, it is not sole the reason he was denied admission WGU has refunded the $application fee to the complainant's credit card

WGU has administered the withdrawal in accordance with the Institutional Withdrawal Refund Policy, and respectfully declines to issue a refund beyond the prorated portion previously communicatedThe complaint has been reviewed by the Associate Provost for Academic Services and is considered final

FERPA regulations prohibit the release of details necessary to provide specific rebuttals to the student’s allegations, but the description of the events in the student’s complaint is incomplete and inaccurate The student was unresponsive to WGU’s extensive efforts to assist with concerns referenced in the complaint that occurred during the student’s enrollment at WGU The WGU Teachers College has a high expectation for the demonstrated ethics, behaviors, and dispositions of our students as they transition from the role of student, to teacher candidate, to graduate, and ultimately to a certified teacher in our nation’s schools These expectations are outlined in our Teachers College Code of Ethics, Professional Behaviors and Dispositions Students are expected to demonstrate professional behavior in their interactions (written, verbal, and non-verbal) with other WGU students, WGU faculty and staff, as well as with those they encounter in the field.WGU’s Readmission Policy states that only students who appear to have potential for success in the WGU model and within their selected program of study will be readmitted Readmission is not automatic and could be denied for any of the following reasons:Failure to comply with the WGU code of student conduct;Failure to meet academic progress requirements;Administratively withdrawn for non-payment, non-response or inactivity;Multiple withdrawals, either administratively or by request.Unfortunately, the decision not to readmit this student into a teaching licensure program is final However, the student is eligible for readmission to other, non-licensure programs at WGU, and we would be more than happy to assist with this process if the student wishes to submit another application for readmission / [redacted] Style Definitions */

Access to this student’s WGU email account and course material was never restricted as described in the student’s complaint, and efforts were made to accommodate the student’s financial needs The student withdrew from WGU in the midst of the term, which left a prorated balance remaining on the account in accordance with WGU’s Institutional Withdrawal Refund Policy WGU attempted to negotiate payment options on the withdrawal balance to no avail, and the student was correctly advised of the consequences of non-payment WGU thoroughly refutes the student’s allegations However, we are sympathetic to the student’s reported health issues and wish to resolve this matter amicably as a show of good faith, so we have arranged for the student’s account to be removed from collections and the outstanding tuition balance to be waived / [redacted] Style Definitions */

FERPA regulations prohibit the release of details necessary to provide specific rebuttals to some of the allegationsWGU strongly disputes the claim made by the student that coercion was used to force enrollment via tuition payment at the conclusion of a term breakTerm breaks are only available for one, two or three months in lengthOtherwise, students consider withdrawing from the University if more time off is necessaryWhile it is accurate that students returning after a withdrawal are required to pay a nominal $readmission fee, it will be waived for students that return to WGU within six monthsOnly students who appear to have potential for success in the WGU model and within their selected program of study will be readmitted, and readmission is not automatic. The student acknowledges in their complaint that they were advised they would receive a prorated tuition from the university upon withdrawalAs disclosed in article of the public WGU Student Handbook, student-initiated withdrawal occurs when the student notifies WGU of the intent to withdraw, which was previously documented internally and satisfied the requirementStudents who withdraw before completing 60% of a term (the number of calendar days enrolled divided by the total number of calendar days in the term), are eligible for a prorated refund of tuitionThe resource fee and other program specific fees are non-refundableOnce eligibility for a refund is calculated, the Student Accounts Office adjusts tuition charges and issues refunds, as applicableWGU Student Services confirmed that tuition for the term would indeed be prorated according to policy and as explained by the Student Accounts Office. As always, WGU wishes the student the very best in their academic endeavors

FERPA regulations prohibit the release of details necessary to provide specific rebuttals to the allegationsAs disclosed in article of the public WGU Student Handbook, withdrawal dates are decided when the university determines that the student is no longer enrolled based on a variety of reasons, such as not remaining in contact with the mentor as described in the Communication ProtocolIn this case, students with a withdrawal date that occurs after 60% of the term has been completed are not eligible for a refundThe admission application fee and resource fee are likewise non-refundable.Per Student Handbook article 1035, if a student misses a regularly scheduled weekly call, the mentor immediately sends an email to the student requesting to re-schedule the appointment Students who do not respond to this email or other phone outreach within the next days of the last call with the mentor will be deemed inactiveThe mentor will attempt to contact inactive students via telephone and email prior to initiating an administrative withdrawalInactive students who fail to re-establish phone contact with the mentor within days of the last call attended by the student may be administratively withdrawn from WGUStudents who are repeatedly inactive are subject to more immediate withdrawalWGU Registrar management has communicated that students withdrawn from the university, whether administratively or upon request, may appeal for readmission at the end of the term from which they withdrewThis student is eligible now to proceed with their appeal for readmissionPlease note that readmitting students are required to fulfill all degree program requirements imposed or initiated before or on the scheduled readmission date, including any and all new courses, licensing exams, field experiences, work samples or otherStudents appealing to be readmitted must conform and comply with new admission policies unless granted an exemption through an escalated appealIf the readmission request is denied, the student may appeal the decision to the Records Department whose decision is finalThe readmission fee will be waived for this student

WGU publishes an Institutional Catalog, which describes the academic requirements of each degree programAlthough students are required to complete the program version current at the time of theirenrollment, WGU may modify requirements and course offerings within that version of the program to maintain the currency and relevance of WGU’s competencies and programs.WGU would welcome the opportunity to further support the student in their pursuit of completing an online teaching degree programAs noted in the public WGU student handbook, the BAES and MAES programs are non-licensure programs available to students who begin an initial licensure program at Western Governors University (WGU) and determine that they cannot or do not wish to pursue a teaching degreeWGU students who opt to change programs to pursue a non-preclinical experiences (non-PCE) BAES or MAES and graduate are not eligible to return to WGU at a later date and reenroll in a bachelor's level or post-baccalaureate certificate, or Master of Arts in Teaching licensure programBy opting for the BAES or MAES (non-PCE), students are making the choice not to pursue a teaching degree or certificate at WGU.Should a student be placed into the BAES or MAES, all missing content courses required in the Interdisciplinary Studies must be satisfied through either transfer credit or course completionBe advised that completion of the Educational Theory, Reasoning and Problem Solving, and Integration courses are required to graduate from the BAES or MAES programs and no credit is awarded toward the same for demonstration teaching experience(s)The student may have some courses from their prior program that do not transfer into their new program. If interested, the student may begin an appeal for readmission by emailing [email protected], or by contacting the Student Records Department at (877) 435-7948, extReadmitted students must be eligible for their desired program of study and are subject to admission and graduation requirements of the degree program at the time of reentryAdditionally, students are placed into the most current catalog version of their program of studyReadmitting students are required to fulfill all degree program requirements imposed or initiated before or on their scheduled readmission date, including any and all new courses, licensing exams, field experiences, work samples or other

The WGU admission process is designed to assess the likelihood of student success in its programs and with the competency-based online academic model overallSeveral criteria are considered when making an admission decision, including but not limited to: interviews with an Enrollment Counselor, a review of prior college and work experience, the results from the WGU Readiness Assessment, and the time commitment a student can make to their studiesAn evaluation of transfer credit is also part of the process, and all official transcripts must be received by the 1st of the month prior to the intended start dateStudents who wait to request transcripts risk delaying their start dateThe student’s complaint stated that transcripts were ordered from her prior school on 9/2/15.WGU maintains faculty-to-student ratios which provide students with the appropriate support to be successfulUnfortunately, the 10/1/cohort became full during the admission and evaluation process for this studentWGU certainly regrets being unable to meet the desired start date due to timing of the admission request and capacity constraintsWGU is eager to work together towards an anticipated start date of 11/1/An Enrollment Counselor will contact the student to review the transfer evaluation, answer any further questions, and help complete any remaining requirements if desired

As disclosed in article of the public WGU Student Handbook, withdrawal dates are decided when the university determines that the student is no longer enrolled based on a variety of reasonsThe date of administrative withdrawal is based on the last date of the student’s academic activity, and was accurately assessed for the studentStudents who withdraw before completing 60% of a term (the number of calendar days enrolled divided by the total number of calendar days in the term), are eligible for a prorated refund of tuitionThe amount of the tuition refund is calculated by multiplying the tuition billed for the term (less any tuition discounts) by the percentage of the term the student was not enrolled, and subtracting the amount of tuition already paidPlease note that the resource fee and other program specific fees are non-refundable.The student offered that the account has been referred to a collection agencyFailure to meet financial obligations of any kind to the university may result in a financial hold and suspension of future services including enrollment for subsequent termsIn addition, delinquent accounts may indeed be referred to a collection agency and the student will be responsible for additional late payment charges, interest, attorney's fees, and other costs and charges necessary for the collection of any amount not paid when dueWGU has authorized the collection agency to contact the student and offer settlement options in an effort to resolve the issue

FERPA regulations prohibit the release of some details necessary to address some concerns. There is no evidence of any service lapse during the student’s abbreviated term with the university in early 2016. WGU also disputes the veracity of accusations regarding purported negligence or... discrimination. As disclosed in article 1061 of the public WGU Student Handbook, administrative withdrawal occurs when WGU determines that students are no longer enrolled based on a variety of reasons, such as lack of academic activity, failure to establish enrollment at the beginning of a new term, or failure to pay tuition. Students who withdraw before completing 60% of a term (the number of calendar days enrolled divided by the total number of calendar days in the term), are eligible for a prorated refund of tuition. The resource fee and other program specific fees are non-refundable. Once eligibility for a refund is calculated, the Student Accounts Office adjusts tuition charges and issues refunds, as applicable. The withdrawal date is considered the last date of student academic activity, and was calculated accurately. WGU confirmed that tuition for the term was indeed prorated and the withdrawal was administered in accordance with established policy. The student offered that the account has been referred to a collection agency. Failure to meet financial obligations of any kind to the university may result in a financial hold and suspension of future services including enrollment for subsequent terms. In addition, delinquent accounts may be referred to a collection agency and the student will be responsible for additional late payment charges, interest, attorney's fees, and other costs and charges necessary for the collection of any amount not paid when due.As always, WGU wishes the student the very best in their academic endeavors.

FERPA regulations prohibit the release of details necessary to provide specific rebuttals to some of the allegationsThe student acknowledged in the complaint that they would not be registering for any more classes at WGUStudents may be administratively withdrawn (unofficial withdrawal) from the
university and assigned an “inactive” status for a variety of reasons, including not remaining in contact with the mentor as described in the Communication Protocol or failure to complete registration and enrollment at the beginning of the new term.As noted in the WGU public website, students interested in transferring to another institution, either before or after completing their studies at WGU, should keep in mind the points as followsAll institutions reserve the right to determine their own transfer policies, and not all academic work completed at one institution may transfer to anotherStudents should check the transfer policies at the institution or institutions they are considering by consulting with the admissions or registrar office at those institutionsStudents who transfer should request that the WGU registrar send an official transcript of their WGU transfer credits and academic work to the institution(s) where they are applying for admissionThe WGU transcript will note subject areas (domains) that were successfully completedWGU transfer credits and equivalencies for the completed domains will be listed. At the time of the student’s enrollment, WGU’s authorization from the VA to provide MGIB education benefits required an adjustment in enrollment status for every course “not passed” as a means to prevent overpayment of benefitsFor the reasons discussed in their complaint, WGU reported an adjustment in the student’s enrollment status and the VA is seeking to recover the overpaymentWGU applied VA policy as required to maintain its ability to provide MGIB benefits and has responded to each of student’s prior communications on this topicThe student may be eligible for a limited appeal offered by the VA to recognize mitigating circumstances including military training. As always, WGU wishes the student the very best in their academic endeavors

An Enrollment Supervisor contacted the student on 9/22/and apologized
for the situation and the related capacity constraintsShe explained the
reasons further and also addressed additional concernsWGU and the student are
currently working together towards the mutual goal of beginning the academic
experience, with an anticipated start date of 11/1/

Complaint: ***
I am rejecting this response because: WGU makes no mention of the term break policy anywhere in their advertisementsThey do however make reference to a flexible, self paced degree program and rolling enrollmentEverything that they advertise leads students to believe that they are able to start a new semester at any time (hence the rolling enrollment) claimThey do not make the truth available until AFTER students have enrolled and paid for their first semesterThis is deceptive and misleadingIn Texas, businesses are required to make a full reimbursement of tuition and fees if they mislead and deceive students through advertisingWGU has certainly done this, and that is why I am requesting a full reimbursement
Sincerely,

I disagree with the business complain I do have proof of lapse services which were done by Kristin s*** in a discriminatory waymy dependency override should have been not if under federal law I did met the guidelines but it was not like I said Kristin s*** should be fired for causing me a malice in a manner of outrageous behaviors she had towards me. Complaint: ***
I am rejecting this response because: these rules and by laws have nothing to do with what is actually happening once I became a student in this school, I was delayed with most of my classes because class mentor failed to teach the classes properly and mismanaged my academics and sucess at this school, if I get nothing else from this school, I want some one to read my case and not attend this school, if I can prevent this, my complaint is more than justified, thanks
Sincerely,
