I have reviewed the response made by the business in reference to complaint ID# [redacted], and have determined that my complaint has NOT been resolved because:

I am sending you attached the color copy of the documents which I have made before sending them to WES.As you can see the stamps are wet and in their original color and the stamps from the the issuing University of Helwan are in front of the page, the stamps of Ministry of Education of Egypt and Ministry of Foreign Affairs of Egypt with the necessary government stamps are on the back side of each page of the documents. Unfortunately I do not have the back scanned. The photos of [redacted], which appear on the attachment are stamped with staples as you can see - they are not part of the papers, as it will be as if it was a copy. To prove that this photo belong to the same document, the issuing university has stamped on part of the photo and part of the page. I can not understand how one can insist that this is a photocopy document with original stamps and photo attached with staple!!!These are considered original documents already provided for issuing equivalent documents in Bulgaria and in Norway. In both of these countries the documents we have sent to WES were considered original and based on them we have received Marian's equivalent reports. If there is need I can send the Bulgarian and Norwegian copies as a proof. The problem for us is loosing this originals.As already mentioned to WES in our previous e-mail, they can make and keep a copy for their records, if necessary, but we need our original documents back. Sincerely,

All of this is a complete and utter lie. WES has never communicated with me or responded to my complaints. I made $195 for the application to be expedited. It did not get received by [redacted] on time. I missed the application deadline because WES did not do what I paid them to do. I confirmed with [redacted] that the address was incorrect. This is just WES trying to steal my money. 
I will continue to fight to get my money back and am going to file a complaint with the Attorney General of New York.

 Not sure what application they reviewed but in my application, the full name of the individual concerned is listed in my original application. I specifically asked before attempting to use WES if I could open an account to certify a transcript for someone else and was told yes. Thus, the account was opened. Given the fact that thousands of international students require certification annually, it stands to reason that my situation would not be the first of its kind and this procedure would only make sense; not with WES. Disturbing aspects of my case are several: 1. Why was I told I could do something that was not possible? 2. Are all employee's trained to the same standard? 3. Are they all bound by the same standard or can they inject whatever changes they desire? 4. Why is it impossible to speak with a supervisor or another representative if you are having problems with the one you are talking to (numerous requests by me to speak with someone else were denied by the individual on the phone)? To date, WES has yet to give me any response regarding my account. My email follow up requests have met with negative results. Likewise, it appears to me to be Retaliation for writing to the Revdex.com; my account was closed!! In addition, I have received no response from World Education Services regarding the changes in my account or the answer to my two emails; only the Revdex.com. My account was with WES, not the Revdex.com.I just think this is a despicable way to do business. Just seems organizations can treat customers anyway they please with zero consequences. The world has changed. I think Colleges and Universities should do their own certifications to provide better and more timely service to prospective international students who are thousands of miles away and hanging their dreams on organizations who sometimes could care less.The individual who owns the transcript will attempt to do business direct with WES; especially since their transcript is already with WES and time is of essence. Will let you know how that goes.

application was placed on hold.   Contrary to [redacted]’s claims that she has made multiple requests for cancellation, we only received one cancellation request from [redacted] via our help page. We will cancel [redacted]’s application and provide a refund minus the $50 processing fee. applicant. The only phone calls registered came after [redacted] applied. He was informed that we could not match credentials to the file which clearly did not have the applicants name. He was informed to send a letter indicating that he was thesponsor and entered his name on the application  in error, he adamantly refused. The Revdex.com letter was received thereafter. Update received after the Revdex.com complaint: We have just received an email May [redacted] 2015 from [redacted] requesting that we make changes to the name. After carefully reviewing the file and transcripts  we see that the date of birth, user name, password and possibly social security number is also incorrect. We will cancel the file and provide a full refund. Thiswill allow [redacted] to have the applicant apply, create their own username, password and enter their personal information correctly.      Sincerely,

Copies are scanned into our date base and then discarded. We will refund the applicant the total amount of $212. Our documentation requirements  specifically states what is to be submitted. It also indicates that originals should not be issued unless required by WES. When filling out the online application it is required that all customers read the documentation requirements before completing the application.
