institution in order to complete his evaluation.Shortly after on 12/**/16 and 12/**/16, [redacted] contacted us explaining that he is unable to contact his institution to send official academic transcripts. We informed [redacted] that he may contact the ministry of education in his country to request his documents.On 12/**/16, [redacted] submitted a request for cancellation via email. As requested, we cancelled his application and issued a refund. As stated in the attached terms and conditions, there is a processing fee that applies upon cancellation. We cancelled [redacted]’s application upon his request and deducted a $50 cancellation fee. When submitting his application, [redacted] agreed to these terms. What they said on regards of the documents is true but I contact them to let them know that it was not possible for me to contact my previous college to have them send over the documents that I have which are original with a seal from the department of education of my country I told them to send forget about college and just complete my HS documentation after I said that they have never got in contact with me or respond to my emails. So this is information is just partially true and all I want is my HS transcript and the rest of the money that correspond to my college transcript; because I was direct to another institution that perform the same work and will take the documents that I already have. What they request the only way that I can have is if I travel to my country and do the request again and for the documents that I already have I paid around $300.00 dollars. I can't afford to paid more or even travel to my country to obtain again this documents.

WES ignored my messages twice and my calls as well. I'm not sure if they will really help and finish this with the university, I prefer to keep this complaint open until I hear back an actual resolution. For the university part, WES would need to contact the evaluation specialist who contacted me about the missing paper in the first place:[redacted]

changes to her extra copies, we removed the copies and emailed her accordingly.  This action would allow the applicant to make her own personal changes independently. The applicant has to now go online and make the necessary upgrades before June *, 2015. Status Update:  As May **,2015 we have received the degree certificate and the applicants file is currently in progress. appeal was already in progress. As stated on our evaluations once a file is completed concerns must be placed in writing. The applicant clearly took the right action, but [redacted]’s frustration is not warranted.    The applicants file was completed and mailed on August **, 2014.  [redacted] wrote an appeal nearly 3 months later regarding his report on December **, 2014.  Please note as mentioned before the email was acknowledged by our customer support center and forwarded to the evaluator. I must inform you that appeals are not handled within the same time frame as evaluations and rush services are not offered. Depending on the nature of the appeal/challenge research or verification may have to be considered.  [redacted]’s file has been revised and mailed to both the applicant and 3rd party recipient on December **, 2014. that it is standard for the [redacted] to send all PhD attested credentials along with the conferral of degree letter by mail. The conferral of degree form as well as our phone number is supplied on our website. The evaluation will commence upon arrival of the hard copy credentials from the [redacted] by mail.    
 
We have not reached out to any potential employers, so I can only suggest that the applicant follow up with them for more clarity.

World Education Services has not offered any solutions to my complaint or made any effort in good will to resolve the issue. As stated previously, the company failed to evaluate the documents included in my evaluation and their report is not in compliance with Italian law regarding advanced education degrees. The company did not contact me or ask for any additional information in order to formulate an accurate report, but instead completed an inaccurate report that I did not order and will not pay for.

When it has been determined that any document submitted has been altered, forged or tampered with or issued by a degree/diploma mill, the entire application will be canceled. The documents shall become the property of World Education Services and no evaluation report will be prepared.  Dear [redacted],
It is a positive sign in light of our
extensive previous experience that a real person at WES has made an effort to
read and to respond to our complaint. 
However, it is a second response from WES that does not address the
nature of this complaint which is not a response from the school in Ukraine but
a customer experience with the company itself. To summarize in few short points
as previously stated, it is as follows:
- In July we made numerous phone calls
attempting to cancel our application for evaluation. After a 40-60min wait time
each phone call and explaining our situation in great detail to Customer
Service representatives we would receive the same scripted answer that they
cannot help us with the cancellation nor can they transfer us to speak to the
right person/department that can. The only solution offered is to submit
electronically our request and explain our situation in writing.
- In August we repeatedly submitted 3
written requests as instructed. In response at first WES has given no response
at all and later responded with only our online status snapshots as was
provided for a public review in our attachments. Nothing has ever been received
stating that they have read our letters and will cancel our application with or
without a $50 fee.
-In September we received a letter stating
that our documents were unauthentic and hence we will not get our money back. It
was the first and only response from WES to our previous two month of calling
and writing them about our cancellation of evaluation. However, how does their
response letter and the fact that WES ignoring ALL of our previous cancellation
requests (by phone or in writing) decided to contact the School in Ukraine instead
and having no original documents to submit yet requested a verification from
the University - is still a complete mystery to us. The only reasonable
explanation would be that they have never read our cancellation requests nor
allowed us to speak to the right personnel by phone as we also tried. Hence all
of the confusion followed.
Evidently it is a clear pattern with WES
experienced not only by us but many others that the company is using their
policies selectively and one-sidedly to justify any mistakes they make and to ultimately
withhold people’s money. Their customers unfortunately cannot quote the
company’s policies that would state that WES is responsible and guaranties to
respond to their clients, read customers requests, follow company’s own
deadlines, provide a Customer Service phone line that can actually provide a
‘service’ and not just a scripted answers with no way of escalating your
request for help. And that contacting Bureau is not the ONLY way a real person
will respond to a customer or issue a refund for overcharges they commonly
charge their clients.
If WES response assumes that this level of
communication (or in reality - complete absence of it) and the kind of
treatment they offer their customers is ‘normal’ and justified way of doing
business (as one can easily conclude from other people revives and company’s
response to ours) and NO correction on their part is necessary - then the mere
volume of complaints of their clients all with similar experiences should at
least provide an apology and a full refund to everyone that was wronged and
taken advantage of.
In light of that, we don’t see how
providing the letter from the School in Ukraine can void or justify the fact of
this experience and confusion created by WES even though we as their customers in
the course of over two month in great patience did ALL we could to communicate,
explain and cancel our application. Hence, as stated previously we will address
directly with the School in Ukraine their response to WES without involving a
broker. Having a planned trip to Ukraine we should be able to visit the School
in [redacted] and get some clarifying documents, if necessary, issued by them about
these credentials for our future reference if need ever arises again. Understandably,
we are no longer interested in any services from WES now or in the future.
Since no mentioning of the required
resolution to this experience with a full refund has been given again we must
repeat that what WES has done unilaterally in response
to our numerous requests for cancellation is NOT our responsibility nor our
fault but theirs ONLY and we do not accept this financial liability wrongly
imposed on us by WES’s actions and selective policy applications. It is unfair
and wrong business practice and that is why we expect a full refund and also an apology from WES.
Thank you again for your time and attention
to this matter. I hope this will bring some light and clear any doubts
concerning this situation or WES response to our complaint.
