Thank you for your concern. According to CA Vehicle Code, your payment must be received on or before the due date, therefore, the fact that you did not get the money order till the day before the original payment was due and you mailed it the same day, indicates that it could not have been
received on time. The notice clearly states the date that your payment must be received by. Therefore according to *** *** CCD bail escalations, penalties were applied. Since there is an online application which is discussed on the reverse side of your citation and the notice you received, you could have paid online or via the toll-free phone number and avoided the penalties, however you chose to mail your payment and did not add the additional $penalty which would have closed the citation, paid in full. You could also have checked your citation online after mailing your payment to see if it showed paid in full. Apparently you did not do that either.If you have a citation number or your license plate/state information, we can listen to the recording of your phone call, however, the fact remains that you did not follow instructions properly to resolve the issue in a timely manner and the amount you ultimately paid was the amount owed to *** *** CCD.Thank you, The Citation Processing

You appear to be confused on the process. There were no penalties applied while you were appealing your citation. The issue was that you did not submit the required documentation requesting a waiver of the $citation fee in order to continue your appeal to the Hearing
Level in a timely manner. Your paperwork was clearly marked with a due date of 5/4/15, but was not mailed until 5/8/and was received until 5/11/15. When the deadline passed for the required documentation to be received, your citation automatically rolled off the Appeal Hold and penalties were added according to the Community College bail schedule.
For clarification, the appeal paperwork you received stated the original amount of the citation with no penalties. That was the amount owed. When you did not comply with the timeframes required to submit your waiver paperwork, the citation accrued penalties per the College bail schedule and the citation was added to your CA DMV registration. This information is on the back of the citation you received. The website reflected the amount owed as long as you were in an appeal status and now reflects the amount currently owed with penalties.
You have paid nothing on the citation, therefore, no reimbursement is due. Your citation has been placed on your CA DMV registration and will be due when the registration is renewed. We are sorry that you were unable to comply with the required timeframe.

I find it very concerning that this processing center is able to set such strict rules when their website is clearly not capable of delivering the service that they intend I tried to make a timely payment, thought it went through, but apparently the server failed and it did notAnd now they can't waive the fee when they can clearly see that I tried to make payment? I really have no other proof, because no I didn't get a receipt because I didn't know I needed one, and so feel that I am being strong-armed into paying this late fee, with absolutely no recourse whatsoeverIt just feels wrong, and I wish somebody could do something about itFeels like they are picking on the little guy

This citation has been researched and an error was found in the programHowever, it should be noted that we have no record of phone calls from Ms*** and multiple toll-free lines are answered every business day by a department of customer service representatives. If she had simply spoken
to one of them, this issue could have been resolved much sooner. We apologize for the inconvenience she has experienced, but again, a phone call would have resolved the problem. Although I do not have a citation number or a notice number, *** *** concern was that the Citation Processing Center required proof of the change of liability from CA DMV This is a state requirement. If CA DMV has not changed their records to show the change, proof is required as with any legal documentation, in order for the Citation Processing Center to change the responsible party

I am not satisfied with this response because I was never informed that if the payment was recieved late that there would be a late fee of $100.00. That is double the orginal fine! There is not mention on the citation that a late fee would be $100.00 nor was I notified that the payment had been recieved late. I allowed a few days for mail processing. There needs to be a warning clearly stating the fees that would be imposed  if the payment is late and notification that the payment was processed late would be good because trust that  if I had known that I was being charged a late fee of $100.00 I would have paid the fine on line instead of mailing it. I think this is robbery! No one should have to pay a $100.00 fee for being 1 day late so with that said I would like to restate that I do not accept the response the citation processing company provided and would like to take this complaint further. I'm sure I'm not the only person this has happened to and someone has to take a stand. I work hard for my money and will not just standby and give it away unjustly.

Hi [redacted] The City did remove all penalties as requested by [redacted] and he paid the original amount owed on one violation and a reduced amount owed on the other violation which was a sign-off violation for a total of $83.00 to the City.  This adjustment was agreed to by [redacted] and...

the City and we were informed of the changes and followed through on the database.  There is nothing owing on [redacted] violations. The customer service representative told [redacted] that we had received his address from CA [redacted] and that is correct.  Four months after the [redacted] address information was received, we were notified of a different address.  The Company does not benefit from a City’s bail increases and we are only allowed to process according to City Ordinances and CA Vehicle and Government Code. We are sorry that [redacted] was dissatisfied with the responses he received from our Customer Service Department, but assume that he is satisfied with the settlement he made with the City. Thank you, The Citation Processing Center

The information they are requesting was included with the documents I originally included with the complaint......but here it is again per their request. I had to pay the citation, as it shows on my DMV record. I clearly provided proof we were doing business in the shopping center where we were parked and received the ticket. I do not understand what the issue is? I feel I should get a refund of the $58.50 I had to pay.
