customer service department on 11/17/15 and was told that the decision had been sent, first class mail, to the address he had supplied in his first appeal which is required by CVC.  He requested a copy of the letter, which is retained online and the customer service member sent it to him that day.  The same day Mr. [redacted] paid the citation online and it shows paid in full and closed according to CVC.

My response is that I cannot do any research on this complaint unless I have an issuing Agency name and a citation number or license plate/state associated with the citation.  The website does not “truncate” what is written and the appellant enters their own...

didn't mail that back to me till sometime late December. If they wanted it due prior to Jan 2nd (as the holidays were all in there, impossible to receive it 1/2 which they stated) then it should have been dated 12/29 or 12/30 as due date. Lastly, there was not sufficient explanation about when it was supposed to be received. I mailed it as requested and it was cashed within the proper timeframe.

I mailed them a complaint letter and a copy of my money order receipt. They have my original money order as well. My complaint should be on file. Below is the information they claim they need. I received my ticket on 6/26/2014. The citation number is  [redacted]. I mailed my $50 payment on 7/22/2014 and they claim not to have received it until 8/6/2014. By law I had 30 days to make the payment and I did.. I do not owe them $100. My license plate number is [redacted]. The vin is [redacted]. The excuse of not being able to look my claim up is now void as I have provided the information. They should have been able to find it under my name. In my opinion they are still being difficult.

Proof was provided in the previous response that the envelope was postmarked as discussed on your previous phone calls to the Customer Service Department, on the due date, therefore it was NOT received in the time frame allowed by CA CVC.  Your original payment was received late and therefore penalties accrued according to City bail schedule, therefore in compliance with local and state law, there is no refund due.  Thank you, The Citation Processing Center

Thank you for the additional information.  In spite of the fact that you think your name should be enough for the research needed, it is not, nor does it match the registered owner information on your DMV record.  However, we have now been able to research all informaiton associated with your claim and although the payment was received a day after the final due date, it appears that the US Postal service had an issue delivering in a timely manner.  Therefore, an exception has been made and the additional penalties that were correctly applied have been removed and your citation has been close, paid in full.  You may check your citation online October 1, 2014 to confirm this response.  Thank you for your inquiry, The Citation Processing Center

Again, without the citation number and issuing agency name or the notice number or state/plate and issuing agency name I cannot research anything.  However, I can tell you that your conjecture is simply that.  There is no issue with either the web site or the database dropping information.  I believe you are not in a position to analyze the business from the outside.  I am sorry I cannot help you further.  Thank you.

The problem is not of my citation or an issuing agency. The problem is with the company not getting the correct address to notify the appellant. The agency and citation does not have this information on where the appellant lives. It is entered by the appellant on the Citation Processing Center website. This is where the problem occurred. Somewhere from citationprocessingcenter website to mailing a contact letter the apartment number information was removed.

It is also my guess a malicious user could enter anybody's licence plate (or change the numbers on the end of the website request "the numbers at the end") and enter in bogus/malicious appeals, which seems like a major flaw in the website that should also be addressed.

have paid online up to the moment the date changed at midnight on 1/7/2016 but you chose to send you check through the mail and your payment was received 1/8/2016.  Unfortunately that was one day late and therefore according to California Vehicle Code and the bail ordinances of the City of Hesperia, a penalty was incurred.  The Citation Processing Center acts as an agent for the City and has NO authority to waive penalties applied according to law.  Thank you for your inquiry,The Citation Processing Center

While we understand your concern regarding the overpayment on your violations, records show that you chose to ignore the citation instructions as well as 5 additional notices sent to you informing you of your obligation to respond and the consequences according to CA law of non-response, including placement at both DMV and FTB.  Although you received your citation 7/20/2016, you did nothing until your tags were due in late April 2017 when you finally paid for the tags and the citation as required at DMV.  Coincidently, shortly thereafter your tax refund was attached at FTB for the payment due on the citation.  Neither agency had knowledge of the other's payment and until we were notified by both agencies in June 2017, neither the City of Napa or the Citation Processing Center had any knowledge either.  When you called the Customer Service Department June 5, 2017, only the payment received from CA DMV on June 1, 2017 showed.  This was not an overpayment, but in fact the amount due.  The Citation Processing Center received payment information from FTB on June 7, 2017, 2 days after your call.  Therefore the information you received was correct regarding the payments from the Customer Service Representative, who also had no knowledge of the interception at FTB.  If you had simply checked your citation online at any time after your call, you would have been able to see when the overpayment from FTB was received and you could have made a simple phone call to the Customer Service Department at your convenience, to request your refund.The City, not the Citation Processing Center, has now received both of your payments from CA DMV and FTB.  The Citation Processing Center has contacted the City on your behalf and requested that the refund to you be expedited, which the City has agreed to do.  The City of Napa will mail your refund to you at the address provided by CA DMV, no later than Thursday, 6/15/2017.  Thank you....

[I disagree because I did submit the paper work on time, plus when I called the office  on 5-19-15 upon speaking with the representative she said there was no paper work on file and it's contradictory because now there are dates that your providing.  So your office did receive my paperwork? Also if I was not accumulating penalties then why is my bill $55 and not $25 like the paper statement states .  The billing is contradictory to what I owe and  I did send the payment to your office so please revise file and never was I told or does it state on your website that if denied the appeal I have to pay late or penalties so I would appreciate not only for me as a continuing student at PC but for others that check your website for the appeal process, because if I would have known I would have paid the $25 and appeal for reimbursement now I have a higher balance it's just not right. Also there was pictures taken of my vehicle I believe students should not be charged when asking to see proof of those photos

We are sorry that the process was not fully explained to [redacted]  Receipt of payments must be fully documented so that a valid audit trail exists for the clients we serve.The Company has stringent procedures governing citation data and
the audit trail we provide our clients and those procedures include requirements
that CA DMV must release revenue collected for citations to the agencies that
issue the citations and provide that data to us, before we can show a citation
paid at CA DMV.  In other words, we
cannot alter payment data without the proof from DMV that the revenue has been received
by the Agency.  This proof comes from the
DMV monthly payment file, electronically sent to us.  Unfortunately, this process was compromised
in the case of Santa Clara’s DMV payment files, through no fault of our own. 
We are sorry that Ms. Gomez had a difficult time with
this citation.  The citation has been put
on a system hold pending receipt of the February CA DMV file which CA DMV has verified we will receive next week.  As soon as the
Payment file is received and applied, [redacted] will be notified via phone and

My issue is not with with the structure of a CA DMV. My issue is with the lack of structure of Data Ticket Inc.. If this company is in the business of collecting citations and they are aware that there are alternate agencies that can collect payment, such as CA DMV, they should have a way of checking that fees were paid to CA DMV. Since this business lacks that professionalism they choose to harrass consumers into paying a debt that has already been paid. It is not my duty to call CA DMV and ask them to send fees paid over to Citation Proceesing Center. Any other business would have accepted the CA DMV receipt as proof the citation has been paid. As a matter of fact I was asked by an agent to send this proof in which I took my time to do. So now we have two problems: misinformation provided by your employee and lack of resources to check with CA DMV. Both of which are not mine to resolve. Your company should contact CA DMV as the citation has been paid to them and I no longer owe this amount, as proved by the receipt provided to you.
