Mr. [redacted] submitted a first level appeal on 12/22/16 in which he did not dispute the fact that he parked in a metered location but did not pay for his parking.  He suggested that the meter would not take his credit card, however, City officials checked the meter and verified that it...

was in fact working properly.  They therefore denied his request and upheld the citation.  A notice was sent to Mr. [redacted] 1/6/17, at the address provided by Mr. [redacted] in his first appeal.  This notice informed him of the decision and provided until 1/27/17 for further appeal.  Nothing was received.According to CVC, on 1/28/17 penalties were accrued according to the city bail schedule.  On 3/27/17 a delinquent notice was sent to Mr. [redacted] informing him of his unpaid delinquent parking citation. On 4/11/17 Mr. [redacted] called the customer service department to complain that he did not want to pay the penalty fees and was told that since he did not respond in a [redacted]ely manner, he no longer had the right according to CVC to appeal.  He informed the Customer Service Manager that he would contact the Revdex.com to complain.  The City was contacted regarding his concerns and responded that this is a matter that was handled according to law and the fees were due in full.  On 4/13/17, Mr. [redacted] paid his citation, which is now marked paid in full and closed.  There is nothing further that can be done.  Thank you for your concern.  The Citation Processing Center

Since your Mother's citation shows on our website as "paid in full" with date and citation number, we suggest that you print that and take it to the Inland Valley Humane Society and show them that the matter is closed and therefore your animal should be licensed for the period covered by the citation.  The Citation Processing Center does not have your payment, the Inland Valley Humane Society does.

Thank you for your comments.  It is important to understand that neither [redacted] Community College District, nor the [redacted] Processing Center govern the time frames and guidelines for appealing parking [redacted]s in the state of California.  All requirements for appeals are provided for by CVC, we simply follow state law.  We understand your concern and have researched you comments and contacted the College District regarding the [redacted].  With regard to the issue with the holidays interfering with the appeal, the option to appeal and pay online real-time is available to all appellants, but the US mail was chosen instead and with regard to your appeal, a copy of a valid permit was never provided. Nevertheless, the College District, as a one-time courtesy, has agreed to drop the additional fees that were added according to their bail schedule, and close the [redacted] as "paid in full" as you requested.  No additional fees are due.You will be able to check this status online if you wish any time after 3/28/17.  Thank you for you comments and concerns.  It was our pleasure to help you.  The [redacted] Processing Center.

First of all, it was my credit card I paid with not [redacted].  The ticket was issued to [redacted]  who is my mother and I, [redacted] paid for it with my credit card. I have the statement. Also, when I tried calling the citation processing center they were rude and hung up on me so why would there be any record of that. I also called the humane society numerous number of times and they told me a number of times they didn't receive any payment from the citation processing center therefore someone is being untruthful. Nobody from the citation processing center or the humane society is providing me any kind of help.

We are sorry that you do not accept the response to your complaint, however the City responded according to CVC and your citation was upheld.  You did not request an Administrative Hearing or pay the citation as instructed in the Cities response, therefore there are no other options available according to California law.  And to reiterate, the Citation Processing Center does not make the laws, it simply processes according to CVC and local ordinances.

Thank you for the information requested on your citation.  We reviewed the  notes and noticed that this citation had been appealed and the Agency had upheld the citation.  A letter of decision was sent to you with very specific information on continuing your appeal or paying the citation.  Options included paying online or mailing in a check or money order for the original amount of the fine and additional information was included telling you about any escalations that would occur if the timelines for payment of the original bail were not met.  The web site is secure and  PCI compliant and a notice is provided on the payment screen if the payment information is accepted and is also provided if the payment does not go through for any reason.  If the payment is accepted and processed a receipt is generated for the amount of the payment and this receipt can be printed and retained as proof of payment.  The citation is marked real-time if the payment is applied and that too can be checked online, immediately after the payment is accepted and printed if desired.  Therefore, we cannot understand why you would be under the impression that the payment was successful if you did not receive confirmation.We have no authority to remove or reduce penalties that are applied according to the Agency's bail schedule, therefore the information you received from the Customer Service Representative is correct.  We are sorry you had difficulty, however, the total amount is currently due. Thank you for your inquiry.

Unfortunately, when you do not make payment in full, penalties continue to accrue, just as interest would accrue if you had an overdue bill.  These penalties are applied according to the [redacted] CCD bail schedule.  As you mention, this was your responsibility, just as it was your responsibility to read your citation, front and back.  It is a legal document.  Since you did not provide either your license plate/state or your citation number we cannot research this further however, again, this was your responsibility.  The Citation Processing Center simply acts according to CVC and [redacted] CCD ordinances and all processes were followed properly.  Thank you for your inquiry.

I reject this response and reasoning to some degree. My understanding is the ticket was only $15 had I took action after receiving it, but I am 52 and have had less than a hand full of tickets since driving at age 16. My experience in past tickets is waiting for amount via mail, which when receiving the notice of $33 due, I paid it. As far as your response about viewing online, I am not a person who does all business online, I actually do not have internet at home and do use smartphone at times. I did not keep the ticket to read the back because again, I thought it could come by mail as my past tickets have come years ago. I work full-time, class a class or two and night and coordinate care with siblings for a mother whom had a stroke so I don't have time to get online much. I realize all these reasons or excuse still fall on me, regardless your response does not explain nor justify the fact that I had to pay the third tier of fees, the highest when that their started weeks away from when you received my payment even if it was a day late, with no communication from your busines there is no opportunity to pay the second tier. You can justify your response all you want but if you were a consumer based business you would have better customer relations skills, notifying someone that haven't met the deadline would have prompted a response a payment (2nd tier amount) , in addition to got being blindsided when going to DMV, again, the IRS doesn't seem to have a problem with going with post-marked date and many other businesses, so your company can sit on something because it to profitable for you.In addition your response doesn't explain the different answers from your employees about partial payments because again why wasn't my payment returned if I owed more, not paid in full, if partial payments not accepted? Why because it bought you more time to collect the highest amount. Finally, I asked that a manager call me back to discuss this, but a call never came do I filed a complaint with Revdex.com. Wow, you sure responded to that quickly but without this opportunity no call back, no return of payment explaining the situation from your side ( more money needed due to received date).

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.The citation company has completely neglected to look into the response I did submit AFTER they mailed me a letter stating that they looked into my complaint and looked at the meters next to mine. The company is saying my claim is "baseless" but they have not (1) upheld my right to a written hearing in which I followed their protocol to request, (2) they did not send me photographic proof of my meter being expired (this is something that I requested twice and they ignored every time), (3) they NEVER sent anything with an increase in fines nor does the ticket state the increase in fines.  This citation company has acted unethically by ignoring my due right to appeal my ticket and gauging my ticket without any consent or information being supplied to me. I do not accept their last email and request that a supervisor look into this matter and contact me DIRECTLY.

The issuing Agency, the City of Walnut Creek, responded to your appeal on 5/3/17, as you mentioned in your complaint.  A letter was sent to you informing you of the result of the Administrative Appeal, which was that the citation was upheld and you were responsible for the violation and...

corresponding fine.  You were also notified in that letter of the fact that the City had checked your meter as well as those on both sides and they were all found to be working accurately.  In fact the meters on either side had money posted at the time your citation was issued, however yours did not.  The issuance of citations, fees, penalties and appeals are all provided for by CVC and local ordinance.  Therefore, your complaints about the Citation Processing Center are baseless.  The Citation Processing Center simply processes data provided by the City.Instructions were provided for payment or how to request an Administrative Hearing.  That letter was sent to the address you provided and it provided the required timeframe for your response.  No action was taken on your part, so the citation was re-opened, showing unpaid and penalties were applied according to the City bail schedule.  At this point, your only option according to law is to pay the citation, the timeframe for appeal has lapsed. The Citation Processing Center does not benefit from increased fines.  This is City revenue.

Your citation was issued by Ventura Community College District on 6/1/16.  Photo's were taken by the citing officer showing that there was no parking permit displayed and therefore the citation was issued for NO Valid Parking Permit Displayed.  The Citation Processing Center sent a notice...

dated 6/23/16 telling you that the citation was issued and providing additional time for you to pay the original bail or appeal the citation but you did neither within the time allowed by CVC.  You went online on 7/22/16 and paid the citation in full.  It currently shows paid in full and closed.  There is nothing further to be done on this citation.

This citation was closed paid in full, effective 7/18/16 as Mr. [redacted] requested, per the City of Orlando.  Please add this response to the rest! Thanks, [redacted]
