Attached are e-mails with communication with GCI and copy of contract as requested.
My statement regarding the issue... I want to give information regarding the representative for GCI named [redacted]. He came to our home and was a very pleasant and trusting man. As he represented GCI solar and gave us his speech and testimony about installing solar panels on our house, I took detailed notes. My detailed notes insured that our current electric bill from PG&E would NEVER be over approximately $50.00 a month. He even told us to call others to verify. We did not do this because we trusted GCI. We had looked into the reputation of GCI before we had [redacted] come to our home. We also were referred by a friend. Therefore, we trusted in what we were to receive from this company (GCI). My first years bill came to approximately $1800, which is more than promised. This results in more than $200 a month. We have contacted GCI several times concerning our issues and complaints. I was told the first time we contacted GCI to refer to our contract. I find nothing in our contract (attached) that insures we will get a bill for no more than $50.00 a month.  I was asked to send pre and post PG&E bills so they could review our usage. I have e-mailed (attached) several times along with phone communication to find results and have received none. After [redacted] left our home, I requested a copy of his notes, which matched my own notes. These notes were documentation of my claims. [redacted] assured me I would be sent a copy after he turned them in to GCI.  When I inquired about these notes, I was told  I could not be sent a copy. This left me with no real evidence of the conversation we had with [redacted]. We are very disappointed with the integrity of GCI. This discretion has put us in a financial hardship, and I believe and want them to be true to what their hired representative sold to us. We have had many many friends and family ask us about our solar and we want to refer them, but are not able to at this time. We are very disappointed in the service and communication we have received from GCI, and only want them to make it right.  We are very honest citizens and feel everyone should follow suite. Just a side note: We have been told that [redacted] no longer works for this company. This should mean something to the arbitration of this claim. Thank you [redacted]

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
Mr. [redacted] did NOT say that he would refer to the DNC List BEFORE he cold -called people as far as one thousand miles away to solicit business.  I will therefore make a complaint against GCI with the Federal trade Commission where such complainys reside.  As far as I can tell GCI intends to continue the practice of calling people with whom it has never done business without consulting the DNC List.

I'm a bit confused by your most recent complaint, I thought we had addressed each and every one of your aforementioned issues in a phone call with Dalia last week and during the course of this phone call you were satisfied and understanding of what transpired. Today (June 1, 2014) is your the final inspection of your project and again I believe you had spoken with Dalia who has walked you through the schedule of events for today.  I've also confirmed that our inspection representative Alfred is at your home to help answer any questions from the city's inspector.  Your job will be completed soon and we'll expedite Permission To Operate (PTO) to the best of our abilities with your utility company shortly thereafter.  If I'm missing anything please feel free to call me directly to address.

inspection, we did not know your husband had installed an electrical sub-panel prior to our solar installation and according to the city inspector there was no permits obtained for the installation of the sub-panel.  The city inspector gave us specific request to have the sub-panel be inspected first and passed then he would inspect our solar project, which we had done and passed both.  The additional $240 cost was for the permit to the city for the sub-panel which was a separate issue from the solar project. For the PTO issue, we do apologize as there was a missing document that we didn't initially submit but we got it all rectified within the time frame that we originally had proposed.  Again, we look forward to resolving your issues and appreciate your willingness to work with us.
