Please help us with our urgent situation; we are at risk of losing our home and are hoping you can provide us with consumer protection. We are no longer able to afford our home mortgage payment because of an unexpected, increased monthly expense with the solar panel system we had installed by *** Energy Fund's contractor, Green Solar Technologies (contract dated 11/21/16). We were given fraudulent information about the solar system's production and believe *** failed to follow California law that, "Requires PACE program administrators to supervise PACE solicitors and solicitor agents". - AB 1284
When we were deciding to have solar panels installed on our property by Green Solar Technologies, we trusted the sales representatives' verbal confirmations by Harold Shields. We were told: we would no longer have a monthly power bill, we would produce extra creditable power by Pacific Power, and our monthly solar loan payment would be $240 per month. We figured the solar system would save us, on a yearly average, $100 per month, not including credit for extra power generated.
However, the system we received is not a full capacity system and does not provide 100% of our power needs, but only 15% or $30/month. Additionally, the system, in the signed contract, is to provide 7 kWh, but ours has a limit of 6 kWh.
Instead of saving money, we are now paying an average of $230 per month in power and $293 per month for the solar loan. To estimate, our average power bill before the solar system installation was $260 month; now, with the system, it is $520. We are not saving money, but paying more than $260 every month.
Additionally, California Legislation, "Requires program administrators to determine that a property owner has a reasonable ability to pay the annual obligations of a PACE contract." - AB 1284 *** did not review our family's monthly income/expenses to afford the loan, but used our home equity to approve the loan qualifications. We would have been able to afford the understood monthly loan payment of $240, but not the higher loan and the continued power bill we currently face.
I have spoken with two representatives for Green Solar Technologies, *** and ***, and *** a consumer resolution specialist for *** Energy Fund about our problem and solutions. I have asked them to: upgrade our system to provide 100% of our power, remove the system from us, or to take a business loss and terminate our $*** loan with ***, which would leave us with the average monthly power bill of $230 per month. They offered me no help in solving our problem because of our e-signed contract documents. The Green Solar Technologies contract states, "You will not be required to indemnify us for our own intentional or gross negligence or willful misconduct." I hold both parties responsible and liable for not providing my family with the full capacity solar system and lower loan payment we agreed to be installed.
In closing, Green Solar Technologies and *** Energy Fund failed to furnish us with the solar system we were promised and have been deceived/conned with one that is inferior. Without remedy from these companies, our family struggles with a financial burden which was never to procure.

initially entered into a contract with Green Solar Technologies for a solar system that would provide her with 6.75kWh. Ms. originally applied for a loan for $*** for a 7.980 KW system. Based on her financial situation, she was unable to qualify for a loan of $***. However, she was approved for a $33,598.00 loan, which provided for a smaller system size. Because she paid for a smaller system than she was originally contracting for, the system produced less kWh, but does produce the amount that she actually installed onto her property. Ms. was explained numerous times verbally and through a written agreement that she was not obtaining a 7.980 KW system, but instead obtained a 6.75 KW system. Green Solar Technologies took the extra step to have Ms. sign a PV Watts Report that shows a breakdown of the estimated power output of the system. Green Solar Technologies always strives to provide its customers with the best system for their property, however, Green Solar Technologies is only able to provide the customer with a system that the customer can afford. In this situation, Ms. was unable to afford the $*** for the 7.980 KW system. In the event that Ms. can later afford a larger system, Green Solar Technologies would be happy to assist Ms. in obtaining such a system, but she could not make up the approximately $*** difference for the 7.980 KW system.

We realize our situation is similar to thousands of homeowners as evidenced in new CA legislation for PACE consumer protections, support from the Department of Business Oversight, several class-action lawsuits against the PACE administrators who oversee solar contractors including Green Solar Technologies, and many articles found online. This article describes us well "...public-interest lawyers and housing advocates-some of whom are representing plaintiffs in civil suits over PACE financing-warn that aggressive salespeople dupe homeowners into high-cost projects they can't afford...Using hard-sell tactics promising increased home values, lower energy bills, and massive tax benefits, contractors approve tens of thousands of dollars in work in a couple hours.... "They're targeting a very vulnerable group with excellent salespeople who know how to pitch it," said *** of Elder Law & Advocacy in San Diego. "They're just plain lied to by the masters." If Green Solar Technologies had been forthright in informing us of our energy savings, we would not have agreed to the contract. In reply to Green Solar Technologies, in order of addressed:
1. Initially we entered in to a verbal agreement for a 100%, full capacity system.
2. Originally, on 11/18/16, we e-signed a contract for the 7.98kWh system and the Commencement to Proceed document. We now understand this larder system size would not have provided us the 100% energy Green Solar determined would meet the requirements for our household. We were conned from the start.
3. Under pressure from the salesperson to meet a deadline and lock-in a price for the system, we signed a second contract three days later on 11/21/16, for the 6.72kWh system. We have the site plan for the project, approved by the building department, 12/29/16, for a 7.0kWh system. Moreover, we have the installed system with a control panel that shows the system's power limit is 6.0kWh.
4. We did not understand the system would only provide us with 15.7% power based on the contract's system description of 6.72kWh. No where in the contract was is written in layman terms what our energy savings would be. We trusted them to do the calculations for the system we were wanting and anticipating.
5. What typical homeowner would understand the PV Watts report? Green Solar Technologies did not discuss the data findings with us.
6. We understood we were receiving a smaller system, but not one that would cost us about twice the amount for power than without the system, considering our existing power bill and loan lowered by only an average savings of $30 with the system. If Green Solar Technologies had wanted to help our family save money with renewable energy and not making a quick sale only for their benefit, they would have explained "numerous times" the specific facts for our family, verbally and in writing.
7. Green Solar Technologies stated it "always strives to provide its customers with the best system for their property"; they have failed to do so and have caused us a tremendous financial hardship and risk of losing our property.
8. With our PACE loan (through Green Solar's lender ***), our $*** system, over the 20 amortization schedule, will cost us $*** (more than what we have now figured our power would have cost us over the duration without solar panels). At the start, Green Solar Technologies wanted to "sucker" us in to a $*** system; a federal class action lawsuit "alleges that *** markets PACE loans through a network of 3,200 "ill-trained and self-interested" home improvement contractors who misrepresent the risks and restrictions of the loans to maximize their own profits. Green Solar Technologies maintains its position that it more than adequately explained and informed the customer of the size and kWh production of the system throughout the entire sales process. By entering a contract with Green Solar Technologies for the installation of her system and financing the system through ***, a PACE home improvement financing company, Ms. agreed to comply with and fulfill the terms of that contract, just as Green Solar Technologies fulfills its end of the fully executed contract. Green Solar Technologies provides our customers with the installation of a specific quantity of premium solar panels and inverters at a competitive price, as specified in the solar contract with the customer. The initial proposal presented to Customer may differ from the actual system that is ultimately purchased and signed by Customer. Green Solar Technologies makes no assurances as to the production coverage of the system in relation to electricity billing or usage due to many factors, including but not limited to, varying weather conditions, future electricity usage, and other unforeseen conditions out of Green Solar Technologies' control. Additional factors limiting production coverage include customer's aesthetic preferences, roof space, mounting limitations, or financial restraints. In Ms. case, after it was determined that Ms. was not financially able to purchase a full coverage system, she was specifically advised as to the estimated production of the system, both in writing through the contract, and verbally. If Ms. financial situation improves to the point where she is able to qualify for a larger loan, or finance a larger system, Green Solar Technologies would be happy to assist her in obtaining a larger system, at the most competitive prices in the market at that time.

I am grateful the National Housing Law Project, Housing and Economic Rights Advocates, and National Consumer Law Center are addressing problems with PACE including ones similar to my family's; "The contractors who solicit PACE loans, frequently door-to-door, have a powerful financial self-interest in seeing a PACE loan application go through. Homeowners who sign up for PACE loans usually rely on the soliciting contractor's representations about the nature and terms of the loans, yet the PACE laws do not provide clear remedies for contractor overreaching and fraud in the solicitation process or for shoddy and/or incomplete work." - NHLP April 11, 2018

I look forward to new state regulations, proposed by the Department of Business Oversight, including:
Protections from fraudulent contractor conduct
Foreclosure defenses for harmed homeowners
Accountability for promised energy savings through an energy audit to quantify project costs and energy savings
A direct private right of action for homeowners to seek damages from contractors and program administrators who violate PACE rules
Procedures for homeowners previously harmed by subsequently restricted PACE practices to apply for and receive relief - NHLP April 11, 2018

Green Solar Technologies maintains its position as do we; we were duped in to buying their solar panel system believing we would have a $0/month power bill and would save our family money. However, due to Green Solar's "fraudulent conduct" and "promised energy savings", our electricity with the solar system is costing us roughly double than what we paid prior. We would not have agreed to the system if we understood the actual energy savings.

Because Green Solar Technologies and *** are not offering a solution, we have contacted organizations who are aware of problems with PACE including: the Department of Business Oversight, the Public Utilities Commission, the State Contractors' Licensing Board, the Solar and Storage Association, and the Siskiyou County Tax Collector (complaints filed). We are also seeking remedy with the National Consumer Law Center, National Housing Law Project, Housing and Economic Rights Advocates, Consumer financial Protection Bureau, and Public Counsel.

This company keeps harassing us. A certain *** stillkeeps calling even after we've told him we were not interested in solar. STOP CALLING OUR US!!

We have removed the consumer from our call list and apologize for the repetitive calls.

GST pushes an application, ignores instructions a then yelled at me ( in writing) for them not following my request. I was treated like dirt.
GST was aware through their soft pull that I was slightly out of range ficowise. They pushed to move forward stating they had several financing options. I agreed,stipulating they wait to pull credit for 2 days when my card would report paid off. My credit was pulled immediately and per the finance company the main reason I don't qualify was excessive balance on my card and my credit has been impacted with a hard pull. Since then I have been ignored and then treated with most rudely. Too bad, I really like their product and hoped to work with them. Still do,but not with this yelling fool.

(***)We did not get approved and finance recommended waiting until the credit card payments are processed and applied. But, they also stated that the bureaus dont update the score until the end of the month. So they recommended waiting until the first of the month. They have me on the phone constantly. There is no contract, we did not get an approval. We will re-process the application when you tell us to do so at the appropriate time. But there is NO CONTRACT, as we did not get an approval

(***)I deal with credit all day long. and that is incorrect on the bureaus. The reporting date is guided by the company doing the reporting.and the agency credit is updated on the date the report is picked up. The new information is available immediately on a credit pull.
The adverse action letter is stating that the credit card balance is too high ( the reason why I wanted you to wait to pull credit ) I went ahead and put the monthly bills on there today so we will for sure have to wait until the end of next month to proceed.It also states the my income is insufficient. I have a mortgage payment of *** credit card payments of 25 and 60 (which are going away and the proposed payment for GST at 140. if you add in the roof that amount would go to appx. 220 and if the credit cards were not paid off total obligation would be $***. pm. That is 19% DTI based on the 7200 pm income. If that is insufficient then how are they financing anyone? I don't think that ratio is going to get any better for me. Is there another company you deal with? I do not want to have my credit pulled again by this lender as I will never qualify with them.I am very disappointed we can't proceed at this time. I have attached the cancellation of the contract and do revoked my permission to pull credit at this time.so we don't have any miscommunication. I really hope we can do business in the future.

ONCE WE GET AN APPROVAL, THEN, YOU SUBSEQUENTLY SIGN LOAN DOCS, THEN AND ONLY THEN DO WE HAVE A CONTRACT, IF THE SITE INSPECTION APPROVES THE HOME AS APPROPRIATE FOR A SOLAR INSTALLATION. I TOLD YOU IT IS A STEP BY STEP PROCESS. THE FIRST STEP BEING AN APPROVAL WHICH WE DID NOT GET. SO THERE IS NOTHING TO CANCEL

If there is no contract then what the heck do you care if I send over a cancellation? You should have respected my wishes to pulled credit on the right date. We would be on the road to getting the job done. Instead I have you yelling at me, complaining that your company has you on the phone all the time. If it's too rough in your world to listen to your clients and you're so overloaded that you feel its within your rights to take it out on your clients then you are obviously in the wrong profession. I hear unemployment is taking applications 'cause that's the only place you won't get fired from with your nasty attitude and exactly where you belong.

It would be nice to work with a sales person that has an interest in more than "right now". It may take a little longer than this absolute minute to make your dime but I want to be a customer. I thought we had a good plan and I was so close to qualifying. I am a mortgage lender and I speak with homeowners every day. It's a no brainer that I can potentially send new business though my own experienece, a practice I in fact exercise. If there is an interest from GST then please contact me. Please exclude the current parties involved. i would appreciate it. Thanks

Green Solar Technologies maintains consistent protocol during the financing process. As Ms. stated, Green Solar Technologies ran a soft pull of her credit which indicated that she was out of range. Ms. wanted to wait a few days to run her credit because she believed paying off her credit cards would change her credit score. The salesman, *** was advised by the finance department and the financing company that if Ms. made payments on her credit cards it would not improve her credit score enough to qualify her for financing. If Ms. would like to reapply in the future, Green Solar Technologies would be more than willing to try to figure out a financing option, however we are not a financing company and qualification for financing is done through a third party. Green Solar Technologies constantly strives to provide the best financing options for our potential customers or provides a discounted rate for cash purchasers. Unfortunately, in Ms. situation, we have been unable to meet her financing through our payment options and do not want to sell her an insufficient solar system just to lower the price for her to possibly qualify for a solar system.

I understood they were not a financing company from the beginning which was why its Green solar not green funding. I told the setup guy I didn't think I was at the 680 at the very beginning. He insisted on a soft pull which I agreed to and like I thought, I was just under. He then proceeded to call back on a DAILY basis to get me to his sales guy stating there were other financing options. I wanted to wait but he was persistent I agreed to the meeting and found I could not make the first one He then set up another one. I met with this Mr. and told him the same information about the fico score. He let me know they may have a solution and even discussed the cost of including roof replacement agreeing to all that I requested and explaining how it all would work together. I told him he needed to wait to pull credit and he did agree. So we proceeded through the contract. on the last day of rescission I still had not heard back from anyone. I called several times and left messages. When I finally did reach the setup guy he was able to talk to Mr. and both told me there was no contract. Of so then why was there a rescission option? I did the responsible thing and used the cancellation option and for that I was sent a nasty email yelling throughout.

As to the information supposedly provided by the finance company. The 12 points I need to gain for the requesit 680 score I was told I needed, was not only possible but probable by paying off or down on those credit cards. Your set up guy was also told supposedly by the finance company that bureaus only update at the end of the month. That is as far from the truth as as possible
and really rather doubt the finance company would put that pout there. I am in lending and I do know these things for a fact.

However this is all immaterial. GS has an employee with a nasty attitude and somehow feels empowered to take treat customers like dirt including but not limited to yelling at them. My question is why was he so mad? My guess is I would have been locked into that contract and rescinding as I did cost him commission. That type f behavior is reprehensible and for GS to condone it reflects
directly on them.

I do appreciate GS's polite response and invitation to reapply which I stated I would like to do. I don't need nor have I asked for an apology from anyone. If GS likes their sales people to act like this Mr. did that is their choice. I prefer not to be berated, yelled at, ignored and lied to and that is my choice. I think GS has a good product and I would like to work with a different sales person. Is that possible?

Green Solar Technologies reached out to and resolved the issue directly with Ms.. Green Solar Technologies acknowledged the customer service issue and remedied it by connecting Ms. with another sales associate in the company. The main issue may have been miscommunication between the former salesperson and Ms.. However, Green Solar Technologies and Ms. new sales associate was able to work with Ms. to qualify her for financing in order to obtain a solar system for her property. Green Solar Technologies will be moving forward with the installation of a solar system for Ms. home and will continue to handle her installation and any questions until the installation is complete.

From start to finish Green Solar Technologies has been awesome. Everything was installed in a timely manner and and professionally. They agreed to all my terms and conditions in writing to assure my heirs wouldn't be saddled with a debt for my solar installation should something happen to me. They discovered that Oncor /TXU was not billing correctly and crediting me for Dolores production properly and immediately went to work to get it corrected. Green Solar reviewed my TXU bills for an entire year and they issued me a check for credits that I didn't receive from TXU. That's what I call service. If you are considering going solar I highly recommend Green Solar Technologies.

I have only good and positive feelings with our experience with Green Solar from the beginning to the end of getting our whole House Solar system We highly recommend them if you are considering going green with solar!

Top Notch, no problems and nice people to deal with

Green Solar installation was easy and precise. They made sure all paperwork was submitted with my home owners association, home energy facility. They went over everything, trained, how to use our system and talked to us with any problem was raised. Are system is working perfectly.

Green Solar were great to work with they fead me all the information along the way all the people were great and I learned a lot along the way . I am so happy with our Solar our light I'll has been great since we got everything going Thanks a lot to all involved

I had a (85% of my electric needs) system install in 2017. The project was done quickly and I was kept informed of the schedule. Most of the time was waiting for government and my electricity provider to certify the hardware, and that was not bad - maybe two weeks. As far as GreenSolar's part, that was very efficiently and professionally done. They coordinated the panel shipment and the construction perfectly and the project was done in two days. I love this system because I do nothing but pay my electric bill which are much less. I haven't calculated how long it will take to pay for itself because I know it will. I got my federal income tax credit this year for $10,000. You know that was nice. I have to highly recommend this company. There is a 25 year warranty but I've had zero issues and I've had it up and running for over a year. There is even an App that shows me how much the system is providing on my iPhone. The entire year's history is available in seconds.The Arizona sun cut my electric bill to $21 in April 2018 and most of that was fees and taxes. You gotta love it.

They did a great job explaining then installing the solar panels went online Jan.4,2018 my power bill has dropped $70.00 a month, the long term investment will pay off

I have had solar for almost a year now and have had no issues whatsoever.

The Green Solar people were very kind and considerate throughout the process. With the exception of a salesman that didn't relate all of the necessary information at the start of the process, they were thorough and knowledgeable. The installation company, Emerald Green was outstanding. Emerald is still helping with questions about the system still at this time, when needed. Kudos to John*** of Emerald Green for being there whenever necessary.

Green Solar Technologies, Inc.'s solar system has saved us a bunch on electricity. Our monthly electric bill was about $165 and with the solar system, it is now less than $50. Also, the technicians hired to install the solar system were professional and courteous. When we had a minor electrical problem and the contractors were not sure who should be responsible for the impending changes, Green Solar Technologies, Inc. made it good. The paid for the changes. We are thankful for their professionalism and integrity.

Green solar was very professional and knowledgeable about their product. They worked with me on a timeline of installation and answered all of my questions.

Green Solar Tech was an absolute pleasure to work with. I was very uneducated in solar power when the process began and their entire team was very courteous and helpful through the process.
