According to our records, [redacted] became a Starion customer in January 2013 when she enrolled in Starion's monthly variable rate plan. Due to unfavorable market conditions affecting wholesale energy costs in early 2014, the customer's variable rate for service increased. [redacted] called...

our customer service department in June 2014 regarding her variable rate and, after speaking with a representative, agreed to change to our fixed rate plan. The new agreement included an automatic renewal provision whereby, at the end of the Initial fixed rate term, the agreement would automatically renew with another fixed rate (with no early termination fee), unless the customer chose another option or terminated the agreement. On June 6, 2016, [redacted] contacted our customer service department to cancel, and expressed concerns regarding her agreement with Starion. During a follow-up review of her concerns, a customer service manager determined that the representative [redacted] had spoken with did not provide the customer with a level of assistance that would meet the Company's service quality expectations. In response, a customer service manager contacted [redacted] on June 7, 2016 to correct the matter, and offered her a one-time courtesy rebate of $264.77 for any inconvenience she may have experienced. Starion’s review of the [redacted] account shows she was charged for supply correctly in accordance with her Agreements. Notwithstanding, Starion’s previous rebate offer is still available to the customer should she wish to accept it.  Starion makes every effort to review and appropriately resolve consumer complaints. A representative from Starion’s compliance department spoke with [redacted] and her representative on August 17, 2017 regarding the complaint. [redacted] alleges they did not agree to enroll with Starion; however, our records confirm the enrollment was completed and authorized by Ms. Helen...

B[redacted] on June 1, 2017, via telephone. Moreover, this was the only time their telephone number was contacted on behalf of Starion. We provided this information to [redacted] during our recent conversation and also sent a copy of the enrollment agreement to her via email. Additionally, in response to [redacted]’s billing concerns, we explained that there are two portions of the electric bill. When a customer enrolls with a supplier, such as Starion, the utility continues to handle the delivery portion of the bill, but the supplier begins to handle the generation portion. The generation portion is calculated based on the amount of electricity used by the customer and the supplier’s retail price. [redacted] and her representative were provided with my direct line and expressed they would call should they have any future questions. Starion makes every effort to review and appropriately resolve consumer complaints. correctly in accordance with his agreement. The product in which he elected to enroll included a fixed rate of 7.99 cents per kwh for a term of twelve (12) billing cycles. Thereafter, the account renewed in a month-to-month variable rate, pursuant to the Terms of Service.
Starion‘s records indicate Mr. [redacted] contacted Starion’s customer service department on February 26, 2014 regarding his account. In an attempt to alleviate the customer’s concerns, Mr. [redacted] was offered the opportunity to enroll in a fixed rate product. As a result, Mr. [redacted] accepted the offer which included a rate of 5.79 cents per kwh for a term of twelve (12) billing cycles.
A representative from Starion’s compliance department attempted to contact Mr. [redacted] on October 2, 2014 to further discuss his concerns and left a voicemail. As of October 6, 2014, Starion has yet to receive a response.
The customer’s account is scheduled to end service with Starion on October 15, 2014. Additionally, the customer will not incur an early termination fee.

Starion takes compliance enforcement very seriously and requires its sales agents to accurately represent themselves when engaging a potential customer. To ensure compliance, Starion implements a quality control process before an enrollment to verify the customer understands the agent represents...

Starion and not the utility. In fact, it was during this process that it became clear the sales interaction with [redacted] not have been conducted at the standards our company expects.
