Whenever an issue is brought to our attention, we take it very seriously and move to correct the issue quickly.   Our records indicate that a refund was issued to you on July 17, 2016 per your request.   Your compensation amount was not specified and is also addressed in our Terms and Conditions by visiting [redacted].   All transactions: (i) which exceed certain amounts; (ii) to certain destinations; and (iii) that implicate certain regulatory issues or consumer protection issues are subject to Western Union’s terms and conditions. Specifically, Western Union shall not be liable for damages whether caused by negligence on the part of its employees, suppliers or agents or otherwise. Additionally, Western Union’s terms and conditions specifically state that unless you have obtained a higher liability limit by calling Western Union’s Customer Service Number and paying an additional fee, neither Western Union nor its agents shall be liable for any indirect, special, incidental, consequential, exemplary or punitive damages or the like.   We sincerely apologize for any inconvenience you have experienced with retrieving the specified Western Union transaction and in using our services. Bank Of First Deposit (BOFD) if the correct procedures to cash the check have been followed before a refund can be processed.  Western Union does not guarantee that the payment will be recovered from the BOFD. Western Union will be acting on your behalf to collect the funds from the BOFD. In addition, since we did not receive a response from BOFD, on 7/25/17, all documents were resubmitted. The Forgery Department will keep you posted and copied on all correspondence received back from the bank.  The Western Union Forgery Department has no power to influence the investigation process once the claim is submitted to the BOFD. February, 26, 2014, did not complete successfully, and for this reason a full refund has been processed. We will be providing feedback/coaching to the operator involved to avoid similar incidents in the future.
We contacted you by phone on August, 11, 2015 and provided the details of the refund. Confirmation was received from you that you were able to successfully collect the funds.

I am rejecting this response because:The second response from Western Union is an exact copy of the first response. This business is not willing to resolve the issue.  On 1/23/17, I received a phone call from a Western Union, [redacted], Operator #[redacted]. She said there has been no update since investigation was re-opened on 1/11/17. She will keep monitoring the case, will call me as soon as there is a update. I reiterate that after I sent the money on 11/4/16, it went missing. It was not available for my receiver in [redacted] to pick up.  I didn't request a cancellation, nor did I ever receive a refund.  Now I believe it is a fraud within Western Union, an organized crime of Western Union employees and others. Only they have the power to alter the fund transfer to different destination other than the money transfer form that I filled out. And yet, Western Union intentionally delayed reporting of this fraud and crime, first by saying giving them 30 days to investigate. After 30 days went by, they said now it would require 90 days for investigation. After 68 days, they mailed a letter saying the money was transferred CORRECTLY!  How amazing!   I called 911 as soon as I found out the money was not available for my receiver to pick up, within 24 hours after I sent the money.  Yet it took Western Union 68 days to tell me the money was sent correctly.

I am rejecting this response because: The Western Union's continued avowal of responsibility for the failure to deliver to the right person the money I entrusted to them is for obvious reasons unacceptable.  If the company has done a thorough investigation as they claim, they would have found that they delivered the money to the wrong person.  In which case it is their responsibility to recover the money from the wrong person for delivery to the right person.  Additionally, Western Union keeps saying the company collaborates with the local authority if subpoena is filed, but the company does not specify which local authority it refers to.  I transacted the business in the US but the money was to be paid in Nigeria.  So which local police authority is Western Union referring to?  If it is Nigeria, who pays for the expenses of traveling to Nigeria to secure a subpoena?  Moreover, if the company has followed proper procedure, it would not have given my money to anyone other than the person I named.  The money was put on hold and the authority who I was asked to call, obtained all the information regarding the transaction from me. I believe that this was the point at which my transaction was compromised because for the many years I had sent money through Western Union, my fund had never been put on hold and had been delivered to the right persons.  Western Union needs to thoroughly investigate what happened with my money at the holding site.  
Whichever way one looks at it, Western Union has been responsible for botching the transaction and should be responsible for recovering the money and refunding it plus interest and compensation for the multiple inconveniences the company has caused me and the intended recipient of the fund entrusted to Western Union.

stopped on March 3, 2015 as per your request since you did not receive it. Based on the communication that we have had with you via e-mail, you confirmed that your physical address is still the same as the one registered in the transfer.
An overnight delivery request was processed to send you the refund check as soon as possible. FedEx's tracking number was shared with you. The check will arrive to your physical address on October 26, 2015.
Western Union apologizes that you found difficulty working with our Customer Support. We regret any inconvenience this matter may have caused. When a concern such as this is brought to our attention, we take it very seriously and move to correct it quickly. My sister, The receiver, solved the problem in Brazil through her bank. But I want to emphasize that the company Western Union hasn't done anything to help, and I do not want to give them the credit for the resolution. The bank in Brazil though did a great job and in less than 2 days.
