My complaint is not resolved because WES continues to violate their own policies by notreturning my document to me. WES specific guidelines for documentsubmission require original documents. They also list  “[redacted]”  as an official formof academic transcript under originals. This can be found on the following pageafter selecting “Ukraine”: [redacted]It is also noted WES requires that academic documents verified (via apostille)by the Ministry of Education and Science of Ukraine. The page also contains thefollowing statement: “All original documents submitted to WES with an apostille from the Ministry of Educationwill be returned to the applicant upon completion of the evaluation.”  I requested academic transcripts from theinstitution that I graduated from in 1983.For reference in 1983 the universitywas part of Ministry of Education of Soviet Union and now is part of Ministryof Education of Ukraine. That is obvious that Soviet Union not exist anymore. Usingarchival information, the institution created original document “[redacted]”. Ministry of Education of Ukraine verified and confirmed the legitimacy of document viaapostille. The question is why the document is recognized by my country as anoriginal and meets all of WES requirements, but WES is still considering it a copy? It is a violation of their policy. On top of this, I am not sure WES realizes that I spent more than four months toget academic transcript done and it cost a lot of money to get the document?This is all in addition to the fact that I was told this document would bereturned to me multiple times by customer service.

Dear [redacted], I have reviewed the complaint submitted on behalf of [redacted]. Before I proceed with a response to [redacted]’s concerns, I would like to provide a history of her file with WES:   [redacted] applied to our service on 7/**/16 for an evaluation of her...

Diploma di Composizione. We completed her evaluation on 8/**/16 and provided an equivalency of completion of study at a U.S. conservatory. A $60 refund was also provided to [redacted] on the same day since we were unable to complete a Course by Course evaluation as initially requested when she applied for the service.As a result, [redacted] submitted a request in writing on 8/**/16 via our help portal for a review of her completed evaluation. On 8/**/16, we responded to [redacted]’s concerns via email.   As per our response on 8/**/16 to [redacted], we have reviewed her evaluation report and we have concluded that there are no errors in her report. Although [redacted] requested a Course by Course evaluation, upon analyzing her qualification, we have determined that the Diploma di Composizioné she received is comparable to completion of study at a conservatory in the United States. WES does not provide a course-by-course analysis of this specific program of study. Please see the attached terms and conditions which note the reason for the downgrade. Please note that evaluations prepared by World Education Services are offered as an advisory opinion and is not binding upon any person or institution. [redacted] engaged WES to provide our expert opinion and we cannot issue a refund because she disagrees with the evaluation. Furthermore as stated in our terms and conditions, “completed evaluations are not subject to cancellation”.  Firstly, This explanation which you gave just now was required when your customer service sent me the sorry for inconveinence message when I clearly states if the documents cannot be done on time its of no use for me, then why was not I told they wont be done on time. The status was updated so late, if you accepted the documents on Jan **, why did the review start so late.I will continue to defame your organisation on every social site and take this matter to higher levels as well, after you charge so much of fees the least your customer service can do is communicate, whereas they do exactly the opposite, to reach them on phone is a challenge in itself and on mail they take a hell lot of time to respond.Your transcript reached [redacted] on time and I am fine with it thus, I am looking for a reasonable solution here of 50% refund. As not only did your transcripts not reach CMU but the issue you did not even address their is consistency errors as well such as subjects are not named properly like applied mathematics -I is mentioned with roman numerals but digital circuits is not.This kind of output from a reputed organization in USA is unaccceptable, and as I mentioned I am not going to leave this matter like this, you guys have sent TAMu on time and it has not costed me anything but if I dont receive my refund I will do everything in my power to defame and take this further up, its a huge sum you take and the stakes are pretty high for an applicant.

  I paid express mail service in cameroon to send WES my original transcripts  for my bachelor which were duely  received by this company. WES sent part of the cost but did not send my  original transcripts, and   original transcripts are made  only once.  If they had estalished the evaluation ,it would have been    feasible for them to keep the three copies of the transcripts. They sent me $ 160 and remained with $ 50 for no work done.      I am requesting  the Wes to please get cost  of postage  from the $50 and send the originals of my transcripts by priority  mail to the following address: [redacted]  [redacted],;                                                    [redacted]

 From the last page of the attachment they attached, there is details for billing they will charge, why don't they add one line as "canceling fee" $20 which is the most controversial part?They give a remark as "If they try, a message
pops up reminding them", almost webesite give a long declaration, feckless website take it as a tool to avoid their responsibilities, why don't they automatically pop out the policy and high light controversial part? Isn't it a way for the feckless website to charge all improper expense they want?What web concelling fee is need to charge $20? They didn't nothing, there is no evident indication for the controversial charge, compared to other website, they only charge when they receive the paper docs, the point is they didn't charge the expense using a proper way, they didn't have any labor cost to charge this expense

traceable delivery.  [redacted] contacted us again on 08/**/2016 requesting to cancel his application. Shortly after, as requested, we cancelled his application and refunded the fees.   [redacted] applied for the service again on 08/18/2016. Simultaneously, we received his second package with tracking number [redacted]. However, [redacted]’s new file was not updated with the second set of documents received until 09/**/2016 due to processing delays. At this time, we have confirmed that all necessary documents were received to complete his evaluation. [redacted]’s original documents were returned to him via [redacted] ground mail on 09/**/2016. We have received the complaint from [redacted] regarding
her credential evaluation.  First, I
would like to point out to [redacted] that WES has been evaluating credentials
from [redacted], which was established in 2011, since October
2012.  Since that time...

we have completed
53 applications.  In each of these we
have used both the transcript issued by [redacted] and verified by the
CDGDC for the first 2 years of study and the UK transcript from [redacted] for
the final 2 years.  This requirement for
documents from both countries is not unique to China.  For joint studies programs in UK/Singapore,
UK/Canada, Japan/China, etc., we require documents from both institutions in
their respective countries.  Admission
requirements and educational systems differ widely between countries making it
necessary for WES to get the full credential documentation from both institutions
attended.  In addition, I would like to
point out that WES has no affiliation with CDGDC.  It is the office of the [redacted]
in China and as such provides verification for educational credentials.
I understand that WES’ document requirements are
strict.  We maintain this strict policy
so that we can provide the end user with the utmost confidence in our
evaluation.  This is why many
institutions insist upon a WES evaluation.
If [redacted] would like to cancel her file, I will be happy
to refund her fee less a processing charge.

We carefully reviewed the document requirement for UK universities before purchasing the credential evaluation and did not find the particular requirement that UK/China joint program must also submit transcript from China. It was only when WES received my UK transcript that they informed me they also needed transcript from China. By then there is no time for me to request transcript from China. Their lack of clear requirement on UK/China joint program has led to the missing of deadline for my application.
Since my application deadline is November [redacted], 2014. I insist WES process my evaluation and send it to the university because the transcript already contains all four years of courses. If WES cannot process the first two years of courses in China, I can accept that they only evaluate the last two years of study in UK.

We have received the correspondence from [redacted]. We have communicated with [redacted] on several occasions informing her that the address was correct and that the University of the District of Columbia received the evaluation report. If the applicant did not meet her...

deadline it is not at the fault of WES.
 
I decided to delve a little deeper into this case and had one of our regional directors contact the university. The university has mentioned that they indeed received the report and unfortunately there was a bit of confusion on their part, thus the reason for the late follow up. My  colleague has alerted me that someone who works with transfer students at the [redacted]  will contact [redacted] directly.
 
We have complied and completed the evaluation on time. We however have no control over the end user or how they process the evaluations internally. There will be no refunds granted for this case. If the applicants has any further questions she is welcomed to contact me directly.

receive updates/ communication concerning their report. The application will not be refunded since the work has been completed and mailed to the applicant and [redacted]. As stated under our Terms and Conditions , once an application is submitted fees are non re-fundable. We will however have the evaluator review the evaluation based on the applicants concerns and respond in writing. I encourage [redacted] to check his online status for all future updates.  Be advised that the appeal  may take seven to ten days to process. If the applicant forgot his username and password, he can click on the links( supplied in My Account) and an email will be sent to his email address on file. Please note that it is our policy to purge the physical translations after they are scanned into our system. We also state in our terms and conditions that a processing fee applies upon cancellation. At this time we would not be able to provide a refund of the cancellation fee. As an alternative, we can offer to provide [redacted] copies of the translations that we have already scanned. Nowhere did this page appear when I was completing my application. Nowhere in the French version of the form I had to send my universities was there ever mention of the need for an English translation. If you make information impossible to access isn't it the same as it not existing? And once again, I add: how do I translate a document that is sent directly to WES by my institution? That's the real problem here. And I sent them 3 communications asking that very question, they were never answered. If they had said, "yes you need to have them translated, this is how you go about it", I would have gladly followed their instructions. They never did.It was only after weeks of waiting for a response that I finally gave up. And to be frank, I was hoping that by saying I was fed up, they would finally answer me. They only sent me a check, and kept 50$, never addressing my interrogations...From what I see on the internet, they have become masters of this type of fraud. If it was only me, I might have given them the benefit of the doubt, but too many people have been taken advantage of for this to be a coincidence.
