Blackhawk Network California, Inc. issues the Reloadit Pack. We sincerely apologize for the delay and inconvenience that Mr. [redacted] may have experienced. We have issued two refund checks to Mr. [redacted]. The checks have been issued via USPS standard delivery. We are unsure as to why Mr. [redacted] never received either check. Both checks were issued by our check processing company. In order to ensure that Mr. [redacted] receives this third check, we will be issuing this check directly and requiring a signature upon delivery. It does take a couple days for us to set Mr. [redacted] up in our systems so that the check may be created. The check should be ready by Monday, August 17, 2017, and will be sent via overnight delivery. We will provide Mr. [redacted] with tracking information once the check is mailed. respect to a Reloadit Pack. Blackhawk's affiliate, Blackhawk Network California, Inc., is the issuer of the Reloadit Pack.
On April 10, 2015, Mr. [redacted] purchased a Reloadit Pack and associated $240 with the Pack. He states that he attempted to transfer the money on his Pack to a prepaid card via the internet and was told that his money had been successfully transferred but that he would need to wait 180 minutes before the money would show up in his prepaid card account. Mr. [redacted] waited until April 11, 2015 to contact customer service because the funds had not been applied to his card.
Unfortunately, Mr. [redacted] appears to have been the victim of a cloned site. He certainly did not go to www.reloadit.com; instead, he went to a site that looked like www.reloadit.com but was not (we believe he may have gone to www.reloadite.com). We are positive this is the case, because the actual Reloadit site never tells the customer to wait 180 minutes (or any amount of time) before their funds will show up in their prepaid account. We know that a number of cloned sites use a waiting period in order for fraudsters to apply the money from the Pack before the customer realizes the mistake and calls customer service to block the Pack.
When Mr. [redacted] entered her Pack number on the cloned site, he gave the fraudsters the information they needed to transfer the money on his Pack to a prepaid card they controlled. By the time Ms. [redacted] called customer service, the fraudsters had done just that.
We are unable to provide a refund once the funds have been spent. Nevertheless, we were able to work with Safeway to resolve this matter. Safeway has provided this customer with a refund.

Very disappointed with Blackhawk's ability to resolve this incident in a professional manner. I will never use any of there products again and will share this story with every one I come across. Thankfully Safeway was able to resolve this problem and provide me with a full refund. Not only did they resolve Blackhawk's issue for them they listened to my problem with concern and apologized. Blackhawk not only didn't respond to me after contacting them via phone or e-mail they never even apologized. Hopefully they are at least taking steps on preventing scammers from taking there customers money rather than allowing and participating in a scam that steals money from there customers.

Dear [redacted],Heidi provided some of the correct information. However, she omitted and/or misstated some im**rtant details:1. The refund was initially sup**sed to be for $2000 per my corres**ndence with [redacted] on 5/23 and original emails with the corres**nding purchase documentation (please see attached). However, when "BlackHawk networks" determined that the refund was going to be $1925, no one from their company contacted me. They "allegedly" said they did, but there was no "proof of the call" according to my answering machine and missed calls. Additionally, there was no corres**nding acknowledgement from me stating that $1925 would be fine. During other phone calls to check on the refund check status, no representative ever mentioned the amount being $1925 instead of $2000.2. "We are, also, unable to refund more than the customer paid for the cards."The amount that I paid for the cards was $1994.50 and not $1925. The above statement is incorrect.3. The activation fee is paid to the store so we are unable to refund those fees. Doing research online, it seems that the issuing bank keeps the fees and not the stores ([redacted]). Isn't Blackhawk networks considered the "issuing bank"? Even with their mistakes in not notifying me, Blackhawk networks was not willing to get me back to "previous status quo" citing that it was "im**ssible for them to reactivate cards". I find this hard to believe. Why should the customer suffer for mistakes made by multiple employees of the company? This seems like bad business practices.Sincerely,[redacted]

with respect to seventeen Reloadit Packs that she purchased as a result of a scam. Blackhawk's affiliate, Blackhawk Network California, Inc. is the issuer of the Reloadit Pack.
Unfortunately, Ms. [redacted] was a victim of a very common fraud scheme. Typically, the fraudster [redacted] call a potential victim and impersonate a government official. The victim is told that they must pay money immediately in order to avoid some impending disaster. The victim is asked to use a cash-like money transfer device. When the victim provides the codes for the device to the fraudster, the fraudster transfers the money to one or more prepaid cards they control (as a result of identity theft) and disappears.
The most prevalent variant of this scheme is the IRS impersonation scam. The IRS has put out a number of press releases and videos in an attempt to warn the public. Regrettably, their efforts have not been entirely successful.
Ms. [redacted]'s case fits the pattern all too well. On February 24, 2015, Ms. [redacted] received a call from someone (a fraudster) claiming to be from the IRS. She was asked to purchase seventeen Reloadit Packs for a total of $8486 in order to pay taxes she allegedly owed. She purchased the Packs in 3 separate transactions during the course of 5 hours. Each time she provided the PINs to the fraudster over the phone immediately after completing the purchases. Within 2 hours of each purchase, all but four Packs were used.
On February 25, 2015, Ms. [redacted] contacted customer service to report the fraud. At that time, we were able to block 4 Packs for $500 each that had not been used. In addition, during the process of our investigation into this fraud, we were able to recover $2000 from accounts that had not been spent by the fraudster. Ms. [redacted] provided us with copies of her photo ID, receipts, and the backs of the packs to verify her as the purchaser. We have processed a refund for the total amount of funds recovered in the amount of $4000. Ms. [redacted] should receive a check by the end of this month.
We are sorry that Ms. [redacted] was victimized by this fraud scheme. We are unable to refund anything further since the remaining funds have been used by the fraudster. We suggest that Ms. [redacted] file a police report regarding this matter. We [redacted] assist law enforcement agencies in their efforts to apprehend the perpetrators.

respect to a $25Nintendo Wii gift card he purchased over two years ago at Kmart as a gift for his son. Nintendo issues this card; Blackhawk distributes the card to various retailers for sale. Apparently, Mr. [redacted] bought the wrong system card; his son does not have a Nintendo system. Mr. [redacted] complained that Kmart, Nintendo, and Blackhawk all refused to give him a refund.
Mr. [redacted]'s gift card is still good for $25 on the Nintendo Wii. Gift cards generally are non-refundable. As Blackhawk is merely the distributor of the card, we [redacted] not give Mr. [redacted] $25 (which we would not be able to recover) simply because he bought the wrong card. We [redacted] contact Nintendo on Mr. [redacted]'s behalf to see if they [redacted] take their card back and provide Mr. [redacted] with a refund. We [redacted] update this response when we hear back from Nintendo.

I absolutely do not accept their response. There are number of problems with Ms. [redacted]'s answer. First, she implies this is a "gift card." This is not a gift card. It is a points cards for a nintendo system required to use the full functionality of the sytem. Second, she states they are "generally non-refundable". In fact, nowhere does it say this card is non-refundable if the points are never used or the "silver area" never "scratched off." It does say "For refunds on un-reedemed cards, please send email to: [redacted]@blackhawk-net.com", which I did several time with not even the courtesy of a response. Third, I am not sure how to respond to their rejection of a common consumer practice of returning the wrong purchased item when there is nothing that says there are no returns and, in facts, identifies how to get a refund written right on the product itself. Since I was only asking for a return of $19.99 not $25 as Ms. [redacted] keeps referring to in here response, I [redacted] accept $19.99 as a refund.

We believe that Nintendo [redacted] attempt to resolve Mr. [redacted]'s complaint if he contacts them as they requested. As we neither issue nor sell the card, we cannot provide a refund.

On November 18, 2015, Ms. [redacted] purchased a Reloadit Pack and associated $300 to it. Ms. [redacted] states that she experienced difficulties applying the Pack to her prepaid card. She attempted to load the Pack to a prepaid card several times, but the loads were rejected by the card company and the funds reversed back to the Pack.
On November 19, 2015, Ms. [redacted] contacted us and requested a refund for her Reloadit Pack. It generally takes 30 business days for a refund check to be received. A check was supposed to be issued on January 7, 2016, but a technical issue prevented it from being sent. The check was successfully reissued on January 26, 2016. The customer should receive it in 7-10 business days. It [redacted] arrive in a "postcard" style format.

It usually takes 5-8 business days for the orders to be delivered. The tracking shows that this order was delivered on March 4, 2015. We are unsure as to why it took so long to be delivered. On March 5, 2015, we processed a refund for Ms. [redacted]' order, per her request. The card she received has been devalued and cannot be used.

scam. After he gave the pack numbers to the scammers, he realized it was a scam and he called Reloadit to have the cards blocked. At that point, the funds had already been depleted and Mr. [redacted] was advised that BHN could not recover the funds.
As stated in the Reloadit Terms and Conditions, you agree to safeguard your Reloadit Pack and Reloadit Pack Number and treat them like cash. BHN is not responsible for the quality, safety, legality, or any other aspect of any transactions you make with your Reloadit Pack(s) or through your Safe. If you permit other persons to use your Reloadit Pack(s) or Reloadit Pack Number(s) or give them your password or other means to use your Safe, you are responsible for any transactions they authorize. You acknowledge that Loads and Bill Payments made with Reloadit Packs are similar to cash transactions. You cannot "stop payment" or lodge a "billing dispute" on transactions you make.
In the event that you give your Reloadit Pack numbers to a fraudster, BHN will make an attempt to block the cards prior to their depletion; however, we were unable to do so in the timeframe Mr. [redacted] realized it was a scam, as the funds had already been taken from the packs.
Additionally, BHN is happy to assist law enforcement in an investigation by providing the information we can see.

On December 20, 2014, Ms. [redacted] became aware of two unauthorized charges on her account for a total of $36.22. That same day, Ms. [redacted] contacted customer service to begin the dispute process.
On December 22, 2014, our Disputes team received the completed documentation from Ms. [redacted]. Both of the alleged errors have been resolved in Ms. [redacted]' favor, and her card has been credited for $36.22. As a courtesy, we have also reversed fees on Ms. [redacted]' account in the amount of $11.90.

a block on four Reloadit Packs he claims he purchased and loaded to his Reloadit Safe. Blackhawk's affiliate, Blackhawk Network California, Inc., is the issuer of the Reloadit Pack.
Mr. [redacted] lives in the [redacted] area. On February 19, 2015, three of the Reloadit Packs in question were purchased in [redacted] NV. Mr. [redacted] loaded these Reloadit Packs to his Reloadit Safe. Later that day, an individual who lives in[redacted] called to report that he had been a victim of a scam. The victim claimed that he purchased the Packs and gave the code numbers to a fraudster, who had told him that he needed to do so in order to claim a large lottery prize he had won. The victim sent the Packs and the purchase receipt to us, and we refunded that portion we were able to stop the fraudster from using. We also blocked Mr. [redacted]'s Reloadit Safe, as one or more Packs in it were associated with fraud.
The next day (February 20, 2015), the fourth Reloadit Pack was purchased in [redacted] Mr. [redacted] loaded this Pack to his Safe as well. He cannot use it, because his Safe is blocked.
We have asked Mr. [redacted] repeatedly to send in proof of purchase for these Packs, copies of the Packs, proof of his identification, and proof of residence. So far, we have not received these documents. We doubt we [redacted] ever receive proof of purchase, because we do not believe Mr. [redacted] purchased these Packs.
Accordingly, we decline to provide any sort of refund to Mr. [redacted].

On March 21, 2016, Blackhawk Network, Inc. (“Blackhawk”) received a complaint from [redacted] with respect to his dissatisfaction with the fees associated with his PayPower Prepaid Visa Card.  Blackhawk is the program manager for this card on behalf of the issuer, MetaBank.

most general purpose reloadable cards, the PayPower Visa card includes a monthly fee.  That fee is clearly stated on the back of the package and in the cardholder agreement.  [redacted] believed that the fees would not begin until after the card was fully activated.  Actually, the fees begin to accrue after the initial activation that occurs at the time of purchase. 
 
On March 21, 2016, we reversed the fees on [redacted]’s account as a courtesy to him since he had not used the card.  The full balance was restored to the card at that time.  On March 26, 2016, [redacted] used the card at a retail location leaving a remaining balance on the card of $0.

On May 4, 2015, Mr. [redacted] purchased a Reloadit Pack. On May 13, 2015, Mr. [redacted] added the Pack to his Reloadit safe at www.reloadit.com. The safe is now a requirement for all Reloadit customers in an effort to safeguard our customers from fraud. Unfortunately, Mr. [redacted] had difficulty accessing his safe. Since the safe is the only way that a customer may apply funds from a Reloadit Pack to a prepaid card, Mr. [redacted] requested a refund for his Reloadit Pack.
We apologize for any inconvenience that Mr. [redacted] has experienced. We have processed a refund for his Pack including the purchase fee. Mr. [redacted] should receive a check for the full amount within two weeks.

to a PayPower Visa Prepaid Card to which he opted to have his tax refund deposited. Blackhawk is the program manager for this card on behalf of the issuer, MetaBank.
On March 2, 2015, Ms. [redacted] purchased a PayPower card at a Winn-Dixie store. He filed his taxes and requested that his refund be applied to this card. A very large tax refund posted to Mr. [redacted]' account on March 6, 2015. Our fraud detection systems flagged this as likely fraud and blocked Mr. [redacted]' account pending additional verification.
We have attempted to contact Mr. [redacted] on several occasions regarding this matter at the phone number listed on his account. He has not responded to the messages that we have left for him. We have also attempted to call the phone number listed on this complaint, but it has been disconnected. We are sending the funds back to the IRS, since we are unable to successfully identify Mr. [redacted]. Mr. [redacted] should contact the IRS regarding this refund.

BEWARE, SCAM ALERT

I received a paypower visa card for the transfer of $400 from a relative. I attempted to activate the card online and it did not activate. However the card did go through the system. I was informed that I could only use the card for purchases and not cash withdraw which was the reason the card was given to me. The representative suggested I try to activate the card again. Same result - card unrecognized. I am able to check the balance of the card, noticing a $5.95 charge for monthly maintenance fee incurred on the date of the purchase of the card. I made a purchase at a local grocery store as I wanted to see if it worked at all. It did. However, cash over was not an option as it said insufficient funds. I called paypower again and have initiated a refund of the remaining amount of the card. They suggest that it will take 30 business days. In real time that is 6 weeks. They could not send to me a confirmation of the conversation, but I was issued a confirmation no. We shall see.

Reading the reviews here and other places on the net suggests that the inability to access the full use of the card is a common problem. Failing to activate the card for confidential reasons allows them the benefit of adding additional fees over time and negates the advertised benefits of the card.

I will wait and see if I get my money returned to me as suggested by their representative. If not I will burn up the internet with scam alerts and take them to court for pain and suffering. I have the means to initiate a class action suit and will not hesitate to do so.

On August 13, 2015, Ms. [redacted] purchased a Reloadit Pack and associated $120 to it. Ms. [redacted] states that she experienced difficulties applying the Pack to her prepaid card and accessing the website. She initially attempted to load the Pack to a prepaid card, but the load was rejected by the card company and the funds reversed back to the Pack. On August 20, 2015, the funds were successfully applied to a different prepaid card. We apologize for any inconvenience or delay that Ms. [redacted] may have experienced.

On October 27, 2015, Blackhawk Network Inc. ("Blackhawk") received a complaint...

from [redacted] with respect to a refund for 11 Reloadit Packs that were purchased as the result of a scam. Blackhawk's affiliate, Blackhawk Network California, Inc., operates issues the Reloadit Pack.
On July 6, 2015, between 10:46 a.m. and 12:52 p.m., Ms. [redacted] purchased eleven Reloadit Packs at Safeway stores in [redacted]. Eleven of the Packs were for $500 and the other was for $427.89. Previously, Ms. [redacted] had filed another complaint for this same issue with the Washington Office of the Attorney General. In that complaint, she stated that she was aware that she was the victim of a scam. As a result, nine of the Packs totaling $4500 were depleted by the fraudsters to whom she must have provided the Pack PINs.
On July 7, 2015, Ms. [redacted] contacted us to report the scam. By this time, she had secured two Reloadit Packs in an online safe at www.reloadit.com, but the remaining Packs had already been redeemed by the fraudsters. On August 17, 2015, we issued a check to Ms. [redacted] for the two, secured Packs in the amount of $927.89. We were able to confirm that the check that had been sent was never received. We have placed a stop payment on the original check and have reissued another in that amount to Ms. [redacted]. She should receive have received it by now.
We apologize for any inconvenience or delay that Ms. [redacted] may have experienced. We are unable to refund the other nine Packs because the funds are no longer available. Ms. [redacted] provided the Pack information to criminals. We suggest that Ms. [redacted] file a police report. We [redacted] assist law enforcement in their efforts to apprehend the perpetrators.

respect to an unauthorized charge on her Visa Gift card. Blackhawk is the program manager for this card on behalf of the issuer, MetaBank.
On November 20, 2014, Ms. [redacted] contacted customer service. She stated that: (i) she made a purchase from PayPal [redacted]; (ii) the merchandise was returned to the merchant and (iii) the merchant refused to refund her for the merchandise. We sent Ms. [redacted] a letter and a dispute form which explained the dispute process and the information required.
On November 21, 2014, a dispute form was received from someone other than Ms. [redacted]. Since Ms. [redacted] was the only person registered to the card, the dispute form would have needed to be in her name. That same day, we sent a letter to Ms. [redacted] requesting additional information including a completed dispute form.
We never received any of the requested documentation from Ms. [redacted]. Unfortunately, we are unable to assist a customer with a dispute unless this documentation is received. On April 21, 2015, we called Ms. [redacted] and left a voicemail requesting that she return our call. We have not heard back from Ms. [redacted]. Visa requires that all transaction disputes be filed within 60 days of the transaction date.

a PayPower Visa Prepaid Card to which his tax refund was deposited. Blackhawk's affiliate, Blackhawk Network California, Inc., is the program manager for this card on behalf of the issuer, The Bancorp Bank.
On March 19, 2015, Mr. [redacted]'s taxes were filed through TaxACT and a PayPower Card was registered in his name. A tax refund posted to Mr. [redacted]'s account on March 30, 2015. That same day, our fraud detection system flagged this account as suspected fraud, so we placed a block on the card. On April 1, 2015, Mr.[redacted] contacted customer service to have the block removed. He was transferred to our Risk department to verify his identity. Unfortunately, Mr. [redacted] was not able to pass [redacted] identity verification questions.
Since we were unable to successfully identify Mr. [redacted], we have sent the funds back to the IRS. Mr. [redacted] should contact the IRS regarding this refund.

We did contact the company on April 6th 2015. They did transfer me to another dept. And I was asked numerous questions regarding my address from my childhood, and a question regarding a man MY SISTER was married to in 96 for a very short time. And what state he lives in now. Those have nothing to do with me and who I am. They also then didn't send my refund back to the irs, for over a month and actually, I still haven't heard from the irs stating they received the direct deposit back... they held my money and collected interest on it and only moved the process along when I spoke with them numerous times and contacted the Revdex.com.

I have spoken to the irs, who is saying they have never received a check from them. I asked for proof that the document was sent, and they told me no, they could not do that... this place scams ppl out of their money, it's all over the internet... plz ask them to send you proof they sent said check and the irs cashed it.
