Please know that after receiving the taxpayer’s complaint I personally reviewed their accountI instructed the taxpayer that per capita tax is assessed on all adult residents living within *** TownshipAs such, every resident taxpayer is responsible for remitting payments A review of our records and the documentation provided by the taxpayer indicates that while they did change residences, their previous residence was also located in *** TownshipOur records reflect the taxpayer filed local earned income tax returns in and from different addresses in *** TownshipAccordingly, as both residences are located in *** Township, it is my office’s position that the taxpayer is responsible for *** Township per capita taxes. a detailed response to the taxpayer addressing their concerns. In their complaint, the taxpayer indicated that they received a tax bill from my office regarding local earned income taxes, which provided the taxpayer an opportunity to dispute the tax if they did not reside in the District and/or Municipality. As the taxpayer explained, he did comply with the requirements to provide supporting documentation concerning his address change. Upon receipt and processing of the supporting documentation, Keystone was able to adjust his account to a zero balance and we have notified the taxpayer accordingly. At the outset, Keystone is limited by the information provided by taxpayers on their local earned income tax returns and information supplied by the Pennsylvania Department of Revenue and therefore requires supplemental documentation to confirm account changes. Thank you for your letter regarding the above-referenced complaint ID number In her complaint the taxpayer stated that she received a second delinquent tax notice for the tax yearFurthermore, the taxpayer stated that the original delinquent notice was sent to her previous address
The taxpayer disputed the balance included on the second notice because additional fees were imposed Please know that the taxpayer did not file a local earned income tax return for tax year Furthermore, the taxpayer reported taxable income to the Pennsylvania Department of Revenue for the tax yearAs such, absent any supplemental documentation evidencing that local earned income taxes were paid, the income is not subject to local taxation or the taxpayer resided in a different political subdivision in the tax year, the taxpayer is responsible for satisfying any local earned income tax obligations Regardless, please know that after receiving the taxpayer’s complaint I personally reviewed her accountIn an effort to satisfactorily address the taxpayer’s concerns, a representative attempted to contact her on three (3) separate occasions to discuss her accountThe taxpayer did not answer or return any of these calls. My compliant is multifaceted,1) I have maintained a log of every call and email communication with Keystone and their ability to respond to my inquires with clean, open and honest communication has been less than professionalThe log can be submitted as needed to provide supporting evidence of my patience to deal openly and fairly to resolve the situation.2) I have filed my local taxes on time without fail for the years I have lived in PA.3) The local tax form provided by Keystone lacks clarity on the amounts to report on from the WAn error was made in 2012, due to this lack of clarity, and Keystone informed me and I promptly resubmitted my return with full payment as instructedI am unclear why they infer Mr*** taxes are routinely being submitted in error?4) The difference between the checks sent to me by Keystone and the amounts *** (my employeer) submitted do not matchThe differences can not be reconciled by any errors made by the tax payerI have discussed this situation with local my CPA and they strong suggest I get a lawyer as they see this type of activity with Keystone routinely and they want their to be resolution.I look forward to receiving the letter promised by Keystone in a prompt manner

Dear Ms***: Thank you for contacting my office regarding Complaint ID# ***. In their complaint, the taxpayer stated that the received a delinquent tax notice for the and *** *** School District per capita and occupation taxes.
The taxpayer alleges that they paid "a prior year's" invoice online in the amount of $244.00. After reviewing the taxpayer's account, my office sent notice to the taxpayer that the previous payment failed due to insufficient funds. As a result of the failure, my office attempted to reach the taxpayer via telephone on four (4) separate occasions. These attempts were unsuccessful as the taxpayer's voice mail box was full. Accordingly, the delinquent balance provided to the taxpayer was accurate. My office's letter to the taxpayer requests that payment be made to satisfy the and delinquent account. (“Keystone”) that she disputedThe complainant further claimed that she was a part-year resident and that her local earned income taxes were withheld by her employerPlease know that I have thoroughly reviewed the complainant’s account. By prior telephone communication with a Keystone representative, it was explained that supporting documentation was necessary to verify the complainant’s allegationsAccordingly, Keystone requested that she provide proof that she was a part-year resident as well as copies of her W-2s. These documents will evidence the complainant’s resident addresses and any local earned income taxes withheld by her employer. Its worth noting that the complainant has already provided proof of residency. By separate correspondence my office advised the complainant that Keystone Collections Group serves as the duly appointed Tax Officer responsible for the collection of local earned income taxes assessed by her resident political subdivisionMoreover, my office explained Keystone’s audit process generally and assured the complainant that the initiation of an audit affords taxpayers with the opportunity to supply Keystone with supporting documentation evidencing that they do not owe the tax Further, my office requested that local earned income tax returns be completed for the tax year. The returns will use the part-year residence schedule to prorate the appropriate tax liability to the respective taxing bodies. receiving your letter I have reviewed the taxpayer’s account and prepared a detailed response to the taxpayer addressing their concerns. The taxpayer received a “Failure to File” notice informing the taxpayer that they had not filed a local earned income tax return. The notice explained that under Pennsylvania law residents must file a local earned income tax return annually. The notice continued that as a result of failing to comply with the law, and in accordance with Act a late filing fee has been assessed on the taxpayer’s account. The notice further explained that any tax which was unpaid will accrue penalty and interest as required by law. Finally, the notice included a local earned income tax return and informs the taxpayer that they can also file online. Finally, the taxpayer raised concerns about incorrect contact information for Keystone. As Keystone has multiple offices throughout Pennsylvania, there are multiple phone numbers that a taxpayer can use to reach a Keystone representative. I directed the taxpayer to our website at www.keystonecollects.com for current contact information. Additionally, I have personally called the three telephone numbers listed in the taxpayer’s complaint and verified that all numbers are operational.
