Dear Ms***: Thank you for your letter regarding the above-referenced complaint ID numberKeystone Collections Group appreciates the opportunity provided by the Revdex.com to resolve the concerns of taxpayers.
Since receiving your letter I have reviewed the taxpayer’s account and prepared a detailed response to the taxpayer addressing their concerns In their complaint, the taxpayer indicated that Keystone made multiple attempts to cash the taxpayer’s Check #*** resulting in numerous overdraft fees charged by his bank. After reviewing the taxpayer’s account, I confirmed that Keystone only submitted the taxpayer’s check to his bank for payment one time. It is our understanding that different banking institutions have different policies regarding their handling of checks which could result in multiple attempts to negotiate the check. However, Keystone’s policy is to only make two attempts to cash a check. And in this situation, Keystone only submitted this check to the bank for payment one time. Therefore, it would appear that the taxpayer’s complaint may actually be with his own banking institution which he should have contacted to stop their multiple attempts to cash Check# *** Furthermore, Keystone does not assess a $fee for insufficient funds in a bank account; Keystone assesses a $fee. As Keystone did not initiate the further attempts by the taxpayer’s banking institution to cash Check# ***, we are not willing to reimburse any of their overdraft fees. While Keystone would normally assess a taxpayer with insufficient funds a charge of $29.00we are extending this particular taxpayer a one-time waiver of this fee. Thank you for your letter regarding the above-referenced complaint ID numberIn their complaint the taxpayer disputed the imposition of penalty, interest and fees on his delinquent earned income tax (EIT) accountFurthermore, the taxpayer expressed concern with the delay associated with his
receipt of a delinquent notice for EIT. Please know that upon receipt of the taxpayer’s complaint I personally reviewed his account to resolve any discrepanciesIn separate correspondence, I explained in detail how Keystone’s audit process worksSpecifically, using earnings information provided by the Pennsylvania Department of Revenue, and its power as Tax Officer, Keystone audits individual taxpayers to determine if a discrepancy exists between what a taxpayer has filed with Keystone and with the State of Pennsylvania I further advised that it is not until the Department of Revenue provides Keystone with taxpayer earnings information that Keystone can identify discrepancies with the submitted filingsUnfortunately, the delay associated with the Department’s provision of taxpayer information is unavoidable The information provided by the Department of Revenue evidenced a discrepancy with the taxpayer’s State and Local tax returnsAccordingly, a balance due remained on the taxpayer’s accountFurthermore, the penalty and interest assessed on the taxpayer’s account are mandated by law, and the fees constitute the statutorily authorized collection costs Keystone is entitled to recoup As the taxpayer remitted payment in full, my office considers this matter resolvedI appreciate the opportunity provided by the Revdex.com to resolve the concerns of taxpayers and improve our processes. Dear Ms***: Thank you for your cooperation in working with the taxpayer and Keystone to address this matter. Please be advised that I have thoroughly reviewed the taxpayer’s account and all relevant documents. Based on the information provided by the taxpayer to Keystone on
his relevant final returns and W-2s, the taxpayer used the incorrect local earned income tax rate for the 2012, and tax years. This error led the taxpayer to believe refunds were due, when they were not. A separate letter has been sent to the taxpayer further explaining the errors. Despite these errors, a refund was due for both the and tax years. The refund for the tax year was sent via check #*** on June 10, 2015. The refund for the tax year was sent via check #*** on April 14, 2016. Accordingly, the taxpayers concerns have been addressed and my office considers this issue resolved. *** ***I have a fax transmission receipt from showing that my fax to them was RECEIVED I believe my Wand tax forms were thrown awayI received a bill from them in asking me to pay Qtaxes for Schukyhill township I no longer live in Schukyhill township When I called to complain they stated that I needed to send a change of address The bill came to my new address so obviously they have it I don't know of any law that requires people to pay taxes in townships that they don't live or work in I believe they're committing fraud/theft, taking money not owed to them. I have also been cleared by Keystone for of the years in question The rude reply said that I allegedly paid taxes in Wilmington, but Keystone has now said I'm cleared I didn't allegedly pay, I actually paid.My concern is what happened to the fax I sent over in I have a transmission receipt saying it was received, but there's no record of it I faxed over confidential tax information containing personal information I can't believe it was "misplaced" Someone could have stolen my identity due to their carelessness

Keystone takes no accountability that the return and payment was filed timely and either lost by them or the postal service. I filed and made another payment as soon as I received their letter and verified my check to them was not cashed. Charging $for either their mistake or the postal service seems quite high. Tax Agency collections throughout the country do not charge a penalty. What Makes Keystone special in that they make there own rules and not governed by anyone>?

For your reference, details of the offer I reviewed appear below.Per correspondence from Keystone Collections they state that "this is an attempt to collect a debt and please request debt verification" I requested and never received I also sent a letter from the homeowner in Pine Richland saying I was not a permanent resident and I requested them to not contact me again which Keystone did not abide bySince then I received a letter saying they are going to file suitBelow is a copy of an email I sent them in attempting to resolve and dispute the issue:"I no longer have that WH&R block had instructed to save the information for three yearsIt has been past yearsI can try to contact that employer but they only keep records on file for years as well so it's a futile attemptI was informing you I did not rent or own because I received a letter requesting a lease and utility billsI simply used that address to file my taxes. I checked with the Revdex.com and your agency is in fact registered and classified as a collections agency and handles more accounts other than simply auditing taxesI understand from the information I have reviewed at the bureau that you are all required and have goals to "open accounts" and most of the people do not even owe which is not found out until disputingI have already requested proof of debt as outlined in the first letter (which I did not receive)At this point I will need proof that I have not been sent into collectionsIf I do not receive this I will contact the Revdex.com and file a claim against your agencyAlso, I paid my taxes and If you would have reviewed my account and return properly before you sent the first email you would have seen all of the information that I already provided showing that

Dear Ms***: Thank you for providing my office with an update from the taxpayer. The taxpayer correctly pointed out that Box of the W-form requires an employer to provide a six (6) digit numerical code which is used to identify the work place location. However, one of the taxpayer’s employers failed to provide the six (6) digit code and instead provided a two (2) digit code. Accordingly, Keystone is unable to determine the appropriate nonresident tax rate for the taxpayer.
