taxpayer expressed concern with the delay associated with her receipt of the notice? Please know that upon receipt of the taxpayer’s complaint I personally reviewed her account to help address the taxpayer’s concernsIn separate correspondence, I explained in detail how Keystone’s audit process worksSpecifically, using earnings information provided by the Pennsylvania Department of Revenue, and its power as Tax Officer, Keystone audits individual taxpayers to determine if a discrepancy exists between what a taxpayer has filed with Keystone and with the State of Pennsylvania? I further advised that it is not until the Department of Revenue provides Keystone with taxpayer earnings information that Keystone can identify discrepancies with the submitted filingsUnfortunately, the delay associated with the Department’s provision of taxpayer information is unavoidable? The information provided by the Department of Revenue evidenced a discrepancy with the taxpayer’s State and Local tax returnsAccordingly, a balance due remained on the taxpayer’s accountFurthermore, the penalty and interest assessed on the taxpayer’s account are mandated by law, and the fees constitute the statutorily authorized collection costs Keystone is entitled to recoup? Finally, I advised that taxpayer that Keystone does not report delinquent earned income taxes to any third-party credit reporting agency or bureauFurthermore, Keystone does not have access to the taxpayer’s credit reportHowever, please know that in June of my office provided the taxpayer with the taxing authority’s Disclosure Statement Under the Local Taxpayers Bill of Rights which outlines taxpayer rights with regard to the audit, appeal, enforcement, refund, and collection of local taxes? *** ***? I am unable to open the link on my computer, but was able to view the letter on my phone? A few things I'd like to point out? Mr H*** mentions I was not satisfied with the response I received from my phone call? The problem was that I contacted them five times and was not only not satisfied, but very upset in the unprofessional way I was spoken to? Yes, I finally did get the issue resolved, but I 'm sure my return was located before Mr H*** "personally investigated" itThe day afte I filed my complaint with Revdex.com, I contacted my local township manager and received the email of a contact person (Rose H***) with Keystone? I sent her a detailed email on December 4, and it was later that day that I received a call from a supervisor (Marilee) stating my return had been located? Rose followed up with a few emails, and then contacted me by phone to apologize for the way I was treated and the way this was handled? SHE is the one who took the time to call me and close this matter as far as I'm concerned? So, yes, I accept the response, but I do believe something must change in the way they receive and process tax forms? If I hadn't owed $this year and had the cancelled check, I would have had no way of proving that my return was received? Thank you very much for following through on this for me? *** ***? I spoke with my accountant, she has handled my returns for many years and while I have resided in many locations throughout the US.? Her comment was ‘if you do the math the way MrV*** has proposed that is accurate, however in all other states this number is applied as a percentage’? so this was perhaps the confusion.? The attached correspondence from MrV*** outlines what Keystone states is owed on the account.? As I have been pursuing Keystone for month to resolve this matter and have found some personnel within Keystone extremely challenging, it is not agree to pay the? penalty / Interest? of $and a? Maintenance- Late File? of $49.00.? With these adjustments we will forward a check for $and suggest the form be standardized like other states? ? Please confirm agreement.? ? Revdex.com:After extensively reviewing all my financial and tax records, I have found my complaint without meritI made sure everyone in the household submitted their payments, and while doing so, neglected to ensure I submitted payment for my own tax responsibility.Note, that thanks to the business's response in regards to not collecting in the county before the tax season, was the reason I found the discrepancy on my complaint.Would like to also apologize to both Revdex.com and Keystone Collection Group for the misinformed actions on the matter

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.Dear [redacted],Thank you for coordinating this whole process.Appears the representative from Keystone Collect did not go through my entire complaint.I understand that my old employer has offices in multiple tax jurisdictions and I also understand that each tax jurisdiction have different non-resident local earned income tax rates, as noted by Keystone Collect. Won’t a tax payer’s W2 give the required jurisdiction information? The locality is identified in box 20 on a W2.There are multiple issues which I have reported in my complaint.1.      How can a tax collector forget to process a tax payer’s application, for nearly a year?2.      Why is Keystone communicating with me through email and phone? Why not mail? This is the first time I have ever come across a government agency/contractor respond by saying – “Unfortunately sending a letter is something we do not do”.3.      As I have mentioned, my employer came back to me saying, they cannot provide letters for this purpose. They asked me and you (Keystone Collect) to refer to the W2 in order to get the tax jurisdiction. Please mail (no emails or phone calls please) me the list of acceptable documents so that I can forward the same to my employer. (NOTE: During the call(s) keystone never mentioned anything about other forms of proof. Keystone specifically kept saying, they needed a verification letter from employer and that letter SHOULD be on my pervious employer’s letter head.)For your references, I have copied the entire email conversations which I had with my previous employer. (I have not attached the actual email conversation, because I am unable to remove confidential/sensitive info)

Revdex.com to resolve the concerns of taxpayers.In their initial complaint, the taxpayer indicated that they received a notice from my office concerning unpaid 2012 local earned income taxes. After receiving your letter my office reviewed their account to confirm that the individual previously filed their 2012 local return and owed only a small balance. However, no payment was submitted with their return. Consequently, it has remained outstanding.After confirming this information, my office contacted the taxpayer to explain the outstanding balance and that a payment was never submitted with their 2012 local earned income tax return. The taxpayer then stated that they would remit that payment to one of our offices. Since receiving your letter I have reviewed the taxpayer’s account and prepared a detailed response to the taxpayer addressing their concerns.   In their complaint, the taxpayer indicated that they only recently received a notice from my office regarding delinquent 2010 and 2011 local earned income taxes. They raised concerns regarding the timeline in which they received notice of the unpaid taxes. Further, they raised concerns about the penalties assessed on their accounts.   It is important to note that under Pennsylvania law every taxpayer is required to file a local earned income tax final return.  This return would put the taxpayer on notice of any tax liability or refund if appropriate.  Additionally, earnings information supplied by the Pennsylvania Department of Revenue, which is necessary to start delinquent collections, can take years to be forwarded to collectors such as Keystone.  Moreover, although the taxpayer’s complaint states that she did not receive notice of the unpaid taxes until 2016, two letters regarding the delinquency were previously mailed to the taxpayer; one in 2013 and one in 2015.  Finally, the penalties and interest assessed on their unpaid local taxes are statutorily mandated by Pennsylvania law.   I appreciate the additional information provided by your letter and the opportunity to ensure that the taxpayer’s concerns are properly addressed.   Thank you for your attention to this matter.                                           ... taxpayer directly in an attempt to assist her.  As a result of this email, the taxpayer’s concerns have been addressed and this issue has been resolved.   Further, I personally reviewed the telephone call between the Taxpayer and Keystone’s Customer Service Representative.  During the call the Keystone representative attempted to help the Taxpayer by providing multiple secure ways to submit the Extension Request Form.  I note, that it is strongly recommended that taxpayers who know that they will be out of the country over the tax filing deadline file their taxes prior to traveling abroad.   As the taxpayer was able to timely remit the Extension Request Form, my office considers this matter resolved.  Thank you for your attention to this matter. Very truly yours, Keystone Collections Group By: Christopher *. taxpayers.In their complaint, the taxpayer indicated that they received a notice from my office requiring that they file a local earned income tax return and requesting $190.00. In addition, the taxpayer contacted my office by email and has been corresponding with one of our customer service representatives about the notice they received.The taxpayer did receive a notice for failing to file a local earned income tax return. Under the Local Tax Enabling Act (LTEA), codified at 53 P.S.§6924.101, et seq., all Pennsylvania residents who earn income and reside within a taxing authority assessing a local earned income tax, must file an annual return. As the duly appointed local tax collector for the taxpayer’s municipality and school district, my office mailed these notices to inform residents of this obligation.In their complaint the taxpayer stating that my office was requesting $190.00. I have reviewed their account and consulted with the customer service representative that they contacted. I do not know how they arrived at this figure. There is a late filing fee assessed, but my office cannot know if the taxpayer has any outstanding tax liability until receiving their required form. The taxpayer may have completely satisfied their local tax liability throughout the year and the required return provides an opportunity to reconcile their tax obligation.Since receiving the taxpayer’s initial email, a customer service representative from my office has been working with the taxpayer to ensure that they understand their annual filing obligation, where to obtain the proper form, and answer additional questions. My office is currently awaiting receipt of their local earned income tax return. \Based upon the latest correspondence my office has exchanged with the taxpayer, they understand their annual obligation to file these returns and intend to submit one shortly. Dear Mr. Baker:                Thank you for your follow-up letter regarding the above-referenced complaint ID number.               In my previous letter to the taxpayer, I advised that in order for my office to issue him his requested refund(s) my office would need additional information, including his resident location and physical work location for the 2015 and 2016 tax years. Additionally, the taxpayer did not file a 2016 local earned income tax return requesting a refund for the 2016 tax year. In his response, the taxpayer advised that he mailed Keystone Collections Group his 2016 local earned income tax return, including his 2016 W-2.   Be advised that this information has been received by my office.  Additionally, the taxpayer put my office in touch with a corporate accountant at his company who could provide additional employer information.   The corporate accountant from the taxpayer’s employer confirmed the taxpayer’s resident locations for the 2015 and 2016 tax years. However, the corporate accountant did not initially provide a physical work location for the taxpayer; the W-2s provided show a work location in Seattle, Washington. Accordingly, further communication with the corporate accountant was needed to determine the taxpayer’s physical work location. This information was required because while the taxpayer resides in a municipality that does not levy an earned income tax, his physical work location municipality could levy a nonresident earned income tax.   Per additional discussions with the corporate accountant, my office received the necessary information placing the taxpayer’s physical work location in a Pennsylvania municipality that does not levy a nonresident earned income tax. Accordingly, the taxpayer is entitled to refunds for the 2015 and 2016 tax years as requested. I have expedited his refund requests and a check will be issued to the taxpayer soon.   Please know that Keystone does not impose its own regulations on refunds. The requirement of providing all documentation necessary to determine appropriate resident and non-resident tax rates is a clear function of a Tax Officer fully supported by the Local Tax Enabling Act.  In fact, had the taxpayer provided this required information with his local earned income tax return(s), my office would have been able to issue his refunds sooner.   Accordingly, my office considers this matter resolved. As of 08-30-16 the issue has not been resolved with Keystone Collections Group. I have continued to operate in good faith and given Keystone the benefit of doubt but have been unsuccessful in resolving this issue. Here is the time line from the date of 08-02-16 when I made the first complaint to the Revdex.com. Prior to the complaint on 07-29-16 Heather at Keystone told me I needed a letter from my employer stating the correct address for my place of business. I work from home so that address is the same as my home address. I gave Heather the contact information and she worked with my employer and got a letter from them stating my work address. One week later I had not heard from Heather who promised to email and call did not return either that is when I made the complaint to the Revdex.com on 08-02-16. I waited another week and called and spoke with Esther on 08-15-16 who told me Heather had resolved the issue and a check was to be mailed on 08-17-16. As of 08-30-16 I have not received the check! On 08-20-16 I received a letter from Christopher V[redacted] at Keystone claiming Heather had it all wrong and I needed a W-2C his explanation is the reply on this site to my original complaint. His letter stated his employees were all confused and not trained well enough to understand simple tax codes. On 08-25-16 I again called Keystones “confused employees” and spoke with Mike who also told me the check was in the mail. Mike did call me back on 08-25-16 to let me know the check was in the mail and gave me the check number. A week later after speaking with another “confused employee” at Keystone I have not received the check. It is 2 weeks past the time a check was promised by two employees at Keystone. At this point I have no idea if or when a check will show since I have one of the “confused employee” Christopher V[redacted] insisting in his letter I need a W-2C something that has never been mentioned after dealing with Keystone for 5 months. So do I consider this issue resolved, NO I’m sure I call next week and I’ll get the same promise from another “confused employee” that the check is in the mail.
