I can confirm that Ms. [redacted] will be receiving two checks in the mail (Mailed 04/15, Check # [redacted] Amount: $48.42, Check #[redacted] Amount: $41.19), on 04/15 a refund was issued to her visa card ending in [redacted]for a total of $26.48. Ms. [redacted] will receive a total of $116.09 refunded back to her. She has spoken to [redacted]. in the corporate office, and will soon receive new copies of all transactions and call records.

I am rejecting this response because: You are forced as a consumer, to use a live agent. You do not have an option of using the web site, if you need to change credit or debit card. Therefore, you are forced to pay a higher fee. The company is not consumer friendly.

When a credit card transaction is disputed, the transaction is taken back from ICS with an additional $25.00 chargeback fee. Merchant services requires ICS to file paper work to dispute or explain the disputed transaction. Once ICS turns over the paper work, Merchant Services takes minimum 30 days...

to respond advising if the charge back has been resolved in the customer's favor or ICS' favor. Until ICS receives notice from Merchant Services, we are unable to remove blocks, accept additional payments, do funds transfers or issue a refund. The disputed amount can be paid back to ICS as well as the $25.00 Chargeback fee to get the block removed, but credit card transactions are no longer authorized. This is not personal to any one customer, this is standard for anyone that uses the ICS Service due to a high rate of national credit card fraud. ICS cannot move forward with a disputed transaction until Merchant Services advises on the status of the specific transaction. We apologize for the inconvenience of the 30 days. The customer may contact the department Supervisor, Alejandra, for more information regarding he Merchant Service process; [redacted].

Ms. [redacted] has been advised by the corporate office customer service supervisor that we have not received any requests from Mr. [redacted]. We have confirmed again that we have not received a refund request from Mr. [redacted]. The phone number Ms. [redacted] provided in her complaint is not a valid account...

number, but we were able to locate an account in the name of [redacted] with a different phone number. Once we were able to locate that telephone number, we were able to determine which inmate facility Mr. [redacted] was located in. After checking his Debit Calling account at the [redacted] County Jail, at no point was his balance $23.85. Because this account belongs to Mr. [redacted], we cannot disclose the account balance to Ms. [redacted]. Mr. [redacted] needs to mail his request to [redacted]. Mr. [redacted] may also contact the Corporate office customer service manager directly by calling [redacted] and asking for [redacted].

Ms. [redacted]r hascontinued to fund the account through April 12, 2015, the current availablebalance is $7.15....

A request to refund the full balance and waive the refund feehas been sent. The refund will be completed by ICS by end of business 07/29/15,Ms. [redacted] financial institution may take 2-3 business days to post. I am rejecting this response because: You should have received the second request from [redacted] over 10 days ago.He send a second letter to you, registered mail, as you requested for the second time.  ICS should have sent his refund by now.  Have you not?  You said inmates can request a refund while incarcerated, but it is not possible because you ask for an address, release date and phone number where the individual can be reached.  Once released, the individual account holder has no way to check the balance of what is owed to him.  [redacted] is at your mercy to refund to him only what you say his balance is/was.  He can't check his balance and he can't contest it either.  Stop stalling and send his $$!Here, again, is his name & mailing address:[redacted] W. There was a funds transfer from the [redacted] to the City of Las Vegas, Ms. [redacted] was not charged the funds transfer fee. During the month of June, processing fees will be adjusted to $5.95 for Agent transactions; $3.00 for online transactions; $3.00 for IVR transactions. Inmate Calling Solutions is abiding by FCC regulations for inmate telephone call rates.

$3.00 is the payment processing fee, not a a tax amount. The payment processing fee can be avoided by mailing in a cashiers check or money order. The taxes charged on payments for prepaid talk time are standard taxes paid on all phone bills, plus [redacted] and [redacted] ICS cannot refund taxes.

We apologize for any inconveniece, however, based on the information provided the issue is with Inmate Call Solutions, not Inmate Calling Solutions. It is recommended that the customer contact her financial institution for additional dispute resolution.

We apologize for any inconvenience. ICS has a policy that any funds left on an account are considered abandoned after 6 months of account inactivity. As a one time courtesy, the funds have been restored and a full refund has been issued, including the original payment processing fee.

A review of the account does show that the inmate has not elected to use the debit funds. The inmate has not listened to the automated system long enough to select the option to place a debit call. The inmate is give the option to make a COLLECT call or a Debit Call. Because the inmate makes the...

choice on what call type they want to use, we cannot control how an inmate makes a call or what portion of the automated system they have listened to. The payment cannot be transferred from one funded call type to another because of tax regulations. Since a funds transfer is not available, the payment will be reversed back to the card used to fund the account. The debit balance is now $0.00. the reversal will be processed today (01/08/15), depending on Mr. [redacted]'s financial institution and their transaction posting process, the reversal should appear back on his debit/credit card in 3-5 business days.

I am rejecting this response because: I want the payment of $12.00 and the fee of $6.95 to be refunded to my debit card.The service paid for was never used/received and I was misled by poor/missing information on I C Solutions website due to negligence on their(I C Solutions) part and no fault of my own.I would also like some kind of documented disciplinary action against the I C Solutions supervisor I spoke to that [redacted]/KNOWINGLY LIED TO ME stating that they would personally call the Boulder County Jail the morning of 01/05/2015 and have the jail reverse/refund all payments and fees back t onto my debit card. That kind of behavior displayed by a SUPERVISOR is COMPLETELY UNACCEPTABLE and should not be and is not tolerated by any reputable company.
