CUSTOMER SAID: I
am rejecting this response because:
This company is not
responding correctly. I have made
numerous attempts as well as another family member to contact this agency. We cannot get through to them.
COMPANY RESPONSE:
We responded correctly and addressed each complaint the customer
hadIf you call us, and for some unforeseen reason or we are very busy and
cannot answer the call, all callers are presented with the opportunity to leave
a voicemailIn fact, when on hold, the opportunity to leave the queue and
leave a voicemail is offered
CUSTOMER SAID: If
there site is so secure then why did my debit card information get hacked
within minutes of giving them my numbers.
COMPANY RESPONSE: Our Company had NOTHING to do with any fraud
committed against the customer’s credit cardThe insinuation is fraudulent and
is without merit as she cannot prove that the information came from our
companyIf the fraud happened at all, it could have been from a restaurant,
another transaction or from someone she knew, but if there were any type of
breach of security, it would have been systemic and as I mentioned we are fully
compliant with the very strict and stringent requirements set forth by PCI
Also we use Authorize.net to process credit card payments and they are the top
and most secure credit card gateway
Her problem was not caused by us, and unless she has proof, she
should be cautious about putting such clai** I writing as is exposes her to
litigation, which we would pursue vehemently to protect out reputation
CUSTOMER SAID: I
even told him I was nervous about giving my numbers outI guess I should have
went with my gut instinct. Clearly, the
information was not secure,
COMPANY RESPONSE: As stated, her claim is fact less and
unsubstantiatedFurther claims of our company causing her alleged fraud will
be held as liable and through vigorous litigation, substantial financial awards
will be sought for damagesWe therefore encourage *** to be more
cautious in saying such things without any proof whatsoeverThey are wrong and
it is a lie
“Libel and Slander
Defined:
Two torts that involve
the communication of information about a person, a group, or an entity
such as a corporationLibel is any Defamation that can be seen,
such as a writing, printing, effigy, movie, or statueSlander is any
defamation that is spoken and heard
Collectively known as defamation, libel and slander are civil
wrongs that harm a reputation; decrease respect, regard, or confidence; or
induce disparaging, hostile, or disagreeable opinions or feelings against an
individual or entityThe injury to one's good name or reputation is affected
through written or spoken words or visual imagesThe laws governing these
torts are identical
To recover in a libel or slander suit, the plaintiff must show
evidence of four elements: that the defendant conveyed a defamatory message;
that the material was published, meaning that it was conveyed to someone other
than the plaintiff; that the plaintiff could be identified as the person
referred to in the defamatory material; and that the plaintiff suffered some
injury to his or her reputation as a result of the communication
To prove that the material was defamatory, the plaintiff must show
that at least one other person who saw or heard it understood it as having
defamatory meaningIt is necessary to show not that all who heard or read the
statement understood it to be defamatory, but only that one person other than
the plaintiff did soTherefore, even if the defendant contends that the
communication was a joke, if one person other than the plaintiff took it
seriously, the communication is considered defamatory
Defamatory matter is
published when it is communicated to someone other than the plaintiffThis can
be done in several different waysThe defendant might loudly accuse the
plaintiff of something in a public place where others are present, or make
defamatory statements about the plaintiff in a newsletter or an on-line
bulletin boardThe defamation need not be printed or distributedHowever, if
the defendant does not intend it to be conveyed to anyone other than the
plaintiff, and conveys it in a manner that ordinarily would prevent others from
seeing or hearing it, the requirement of publication has not been satisfied
even if a third party inadvertently overhears or witnesses the communication
Liability for republication of a defamatory statement is the same as for original
publication, provided that the defendant had knowledge of the contents of the
statementThus, newspapers, magazines, and broadcasters are liable for
republication of libel or slander because they have editorial control over
their communicationsOn the other hand, bookstores, libraries, and other
distributors of material are liable for republication only if they know, or had
reason to know, that the statement is defamatory.”
CUSTOMER SAID: and
as for being charged $1` for each page of paperwork, how did they get my debit
card information to charge it, if not through this business? So for them to say
they had no control over this, clearly they did.
COMPANY RESPONSE:
We “clearly” did notIf the customer paid for faxing that is
beyond our control
If however she is talking about the times her card was run by us
I can explain as follows, but… she was NEVER charged anything other than the
$fee:
When we process a credit card, we do not “CHARGE” the cardRather,
in keeping with best practice procedures set forth by *** and the
current PCI standards, we perform an address check against the cardThe authorization
of $is used to check the address, zip code and cvvsecurity code for
verification before the final amount is authorizedIn this case, her card was
declined times previous and not until it was put through the 4th time, did
the card authorize the payment of $These authorization charge(s) are
never captured and will never appear as a charge against the customerSo
though she claims to have been “Charged” or as she says an “unseen charge” she
was never charged anything other than the $feeThe other $
authorization attempts will never show on her statement as they are never
captured and are voidedHer bank may have deemed those three $
authorizations as “unavailable funds” but they never left her account
This is common practice mostly see at gas stations when you use a
card for gas purchases they typically place an authorization against the card
for either $or sometimes as much as $However, when you stop at
$50.00, they only capture the actual amount purchased, but if you called your
bank for available funds, there would be $that were “Unavailable Funds”
until the bank released the holdThe bank has control over that, NOT the
merchantAs your bank and they will tell you the exact same thing
CUSTOMER SAID: The
reason I have not used the website is because of what has transpired since
linking up with them
COMPANY RESPONSE:
Firstly as stated herein, what “transpired” had nothing to do with
us!
Secondly, she paid for access to our database of rental properties
and once paid, she would never have to enter her credit card information again,
so the continued use of our system has no relationship to the purported misuse
of her credit card
CUSTOMER SAID: I
work too hard to be subjected to losing everything because I was too trusting
COMPANY RESPONSE:
“Losing Everything…” There was no loss of “everything, nor any
possibility of it from using our servicesShe was not required to use our web
site as we also fax information on demand as wellShe also had the ability to
come into our office to receive new listings
In conclusion, we were not responsible for any misdoing with regard
to her credit cardThe accusation is without proof whatsoever and the
declaration of it in the two writings to the Revdex.com is wholly libelous
in nature
There were no other charges placed against her credit card account,
which is completely verifiableIt will be an impossibility for her to provide
any proof showing such a charge because it (they) did not happen
We provided the services to her as described verbally and as
described in writing in the contractual agreement which the received, read,
agreed to, signed and returned to us, thereby indicating her understanding, her
willingness to participate according to the terms and conditions contained
therein
ONLY AFTER we received the signed contractual agreement and
authorization to charge her credit card the fee of $was her credit card
account actually charged the feeWe only charge the customer if and only AFTER
they sign the contractual agreement
A refund at this time will not be forthcoming, and in closing, I would
like to reiterate that Locators was not responsible for any fraud committed
against her credit card, and we ask that she refrain from saying so bother
verbally or in writingWe had nothing to do with that

Please find this response from Locators explaining "our side" of the complaint which is being filed by *** ***Below, please find a detailed response to each of the complainant’s issues Customer’s Statement of the Problem: Locators IncMisrepresented an add on *** *** I
want a refundShe is not qualified for a refund per the terms of the signed contractual agreement They represented the property I was looking at as their own listing property and listed it by putting their phone number next to add which is different then number associated with their business address Several things here: Firstly, we never “represent” that a property is owned by our companyWe explain in specific detail that the purpose of our service is to connect Tenants with Landlords Secondly, the number associated with our business is the number we place in our advertisingIt is not different that the number associated with our businessWe have many phone numbers so that no person gets a busy signal Thirdly, I don’t know where she gets information about our business address and any associated numbers, but we certainly cannot be held responsible for someone else’s information if it is not correct The number under add was a ###-###-#### right next to the picture of the house for rent and address of the house for rentAnd when I called the number specifically asking for that particular house for rent, Again, several things are not correct about her statements: Firstly, we do not use pictures of housesWe do not use picturesShe is wrong Secondly, we NEVER and have never used ANY address of ANY house in any ad EVER Steve the fast talker said he could help meWe have no employee named SteveThe person she talked with did say he could help her and then explained to her exactly HOW we could help herWe explained that we could release property information to her with details and descriptions, so that she in turn could contact the person responsible for leasing the propertyWe explain that our service is a 90-day program that has a full refund policy if clients do not move during those 90-days There is no “Fast Talking.” To the contrary, client may not use the service at ALL unless and until they review and sign our terms of service, which is our binding contractI say binding because it binds both parties to the terms contained thereinWe are bound to provide service to the client for 90-days and bound to give a refund if clients follow the terms of service and have not movedClients are bound by their agreement to follow the terms of service Before I knew it he talked me into purchasing listings of rented places on their website www.***.com which aren't guaranteed! I don’t understand the term she usedWe explain the services and customers decide whether or not what we do, will or will not work for their needsWe cannot “Talk” someone into purchasing our servicesIt either makes sense or it does notHer other statement also makes no sense: Purchasing listings or RENTED properties…? ON their web site that is not guaranteed…? The contract states the following with regard to what she purchased: “THIS SUBSCRIPTION AGREEMENT (HEREIN CALLED POLICY) EXPIRES ON September 5, AND IS TO BE USED EXCLUSIVELY BY MEI UNDERSTAND THAT PAYMENT TO LOCATORS IS NOT TO RECEIVE INFORMATION OF ANY PARTICULAR DWELLING WHETHER ADVERTISED OR NOT, BUT RATHER FOR A SERVICE THAT WILL PROVIDE ME WITH ACCESS TO LISTINGS OF RENTAL PROPERTIES ONLY OF THE CRITERIA DESCRIBED ABOVE.” This understanding between both parties is that clients are NOT purchasing our services to “…RECEIVE INFORMATION OF ANY PARTICULAR DWELLING WHETHER ADVERTISED OR NOT, BUT RATHER FOR A SERVICE THAT WILL PROVIDE ME WITH ACCESS TO LISTINGS OF RENTAL PROPERTIES ONLY OF THE CRITERIA DESCRIBED ABOVE.” Meaning they are paying for access to our database of rental property informationNot… as she states, to get info on one propertyThat is not the purpose of our services and we have never done soWe are very explicit about this in our discussions and in writing And he never got me the correct number to contact about the property I was interested in the first place Addressed above The number that is with their business address is ###-###-#### which when I called the operator said number temporarily disconnectedWe do not own that numberIt is not our numberFrom my understanding that number appears on bank statements, but that is beyond our controlThat number is not our number and the customer had our number as she stated above… It was printed on the advertisementFurthermore, when the customer originally logged into our web site, she was given our telephone numbers and we have a contact us page on our web site that contains our phone numbers We have no control over another company that is printing a wrong number not associated with our businessI contacted our credit card processor today immediately after reading this and they inform me that they will change itThey offered no reason why that number was on or why it was being associated with our business nameHowever, as I stated, the customer knew full well what our phone numbers are They charged me $and then charged me another $1.00(without my consent) to my bank on 6/9/ Completely untrueWe use accepted standards when processing credit cards to verify credit card ownershipWe use *** and obtain *** information in keeping with proper credit card processing standards In this regard, a verification of those standards are placed which requires an “Authorization Only” transaction of $to be processed to verify the cardholder information When the information is verified (and in this case they were) then an “Authorization Only” for the full amount is then transacted Subsequently we send a copy of the terms of service which also contain the credit card authorization and the customer statement of understanding and acknowledgement of the terms which serves as the agreement between the two parties Once the customer signs and agrees to the terms and understands the purpose of the services (which *** *** did) we then “Capture” the “Prior Authorization” for the full amount(In this case $185.00) However… The $verification check is NEVER captured and there is NEVER a $chargeShe is wrongThat $authorization NEVER left her accountBanks typically term those auth’s as “Unavailable Funds” but typically, those funds become available to the cardholder in a few days depending on each bank rule *** *** was NEVER charged any more than $She is wrong and whoever told her she was charged (meaning her bank) was wrong too Steve from Locators Inctold me I would be charged $but not told about charging another $I closed my bank card afraid they would charge me more and requested and was issued a new oneAgain… We have no Steve that works here and as stated above, we never charged her anything other than $WHICH WAS WITH HER PERMISSIONCancelling her card was her choiceBut… wow Also I tried calling to get a refund and was told by a rude woman I have days and then I can apply for a refund Okay, this is what happened because we have notes and I have personally reviewed the call*** *** called up and when our representative said hello, she just yelled REFUND, REFUND, REFUND! Here are the notes from our file: “I answered and all she said was refund refund refundI said excuse me? she said she wanted a refund she thought she was going to get the house she called about she didn't realize we were just gonna give a list I tried to explain but she cut me off and said that she canceled her card bc there was an extra $charge on thereI told her what it was and she said that's not how the bank described it then she went back to the ads on cl with addresses and our number told her we don't have addresses in the ads then she screamed refund refund refund and then said she was calling the Revdex.com” We… were not rude*** *** was very rude Desired Outcome/Settlement: I would like a refundThey misrepresented the add I was looking at We never misrepresented anything to her or any person They made me believe that I was calling the actual number for that particular listing by adding their phone number to the picture and address of the rented house Completely untrueThen when I called they fast talked me into buying rental listings on a website for $and I never got the real number for that house I was looking at in the first place Addressed and untrueA refund will not be forthcoming We hope that the information we provide to our clients is useful to them right awayIf not, as stated in the contract, they are encouraged to continue to access the listings until; they either find a suitable rental or obtain a full refund providing of course that they have fulfilled the terms of the policy agreement

So, I read the reviews & complaints, but I decided to give them a tryIt's not a scam, but it might not be for everyoneI found a place using their service, and I would say its worth the moneyDo your research, listen to what they tell you, and it should work for you tooHopefully this helps :)

I HAVE CONTACTED THEM IN REGARDS TO THE REFUND POLICY, WHEN ENROLLING I ASKED THE CUSTOMER SERVICE REP IF I MOVED TO A DIFFERENT PLACE NOT ON THE LIST PROVIDED WOULD I BE ENTITLED TO A REFUND HE STATED YES BUT AFTER DAYSI REVIEWED THE LISTS PROVIDED TO ME AND ALSO THE INFO THAT WAS ADVERTISED BY THEM ON *** AND NONE OF THE PROPERTIES ON *** WAS ON THE LISTTHEY EXPLAINED THE LSIT IS UPDATED DAILY AND IT IS NOT BECAUSE I CHECKED LIST EVERY 2-DAYS AND THE SAME PROPERTIES WERE LISTED AND WHEN CALLED THEY WERE ALREADY RENTED OUT BUT NOT REMOVED FROM THEIR LISTI HAVE NOW FOUND ANOTHER PROPERTY TO MOVE INTO THAT WAS NOT ON THE LIST AND WHEN CONTACTING THEM FOR THE PROCEDURE TO GET REFUND THEY STATED I AM NOT ENTITLED TO ONE SINCE I DIDNT USE THEIR SITE AND I AM MOVING TO SOMEWHERE NOT ADVERTISED BY THEM, I EXPLAINED THE ISSUE THA T I HAD WITH THE LIST AND EXPLAINED I WAS TOLD THAT IF I DIDNT MOVE TO SOMEWHERE ON LIST THAT I CAN GET A REFUNDTHEY STATED THAT IS NOT PR

The company is a rental company that advertises itself in having large amounts of rental properties that match the area that you are searching for as well as matching the price range that is accommodating for you When I spoke with an employee of this company the reassured me that normally within days of paying for the service you find a property that is matching to your criteriaI purchased this service on 3/23/and as of today have found nothing on the website they have providedSince I have started looking on their website the maximum properties I have ever saw on there is Three of them being the same since I went on the first time in March I was mislead about this service and am extremely unhappy with the outcome

I believe Locators is a fraud preying on those desperate to find housingI've used themAs I was speaking to the representative I explained I was looking for private owners, not real estate agenciesHe explained there were plenty of private owners on their website whom were renting apartmentsThis was a lieOut of every listings, one was a private owner and the rest were real estate companiesAs I was using their service I was still checking websitesI found many listings that were on websites, with Locators telephone number that were not listed on the Locators websiteThe listings on their website were out of date and rarely updatedI believe they are using advertisement to lure people in to their serviceI recent months, I've noticed Locators change their title, they now use may different phone numbers instead of the single number they were using when I bought the service and when you call them it no longer states they are Locators, IncThey clearly do not want people to know the adds and telephone numbers are theirsThis company should be shut down and its owners and management should be investigated for crimes

Enclosed you will find a letter of response from Locators,
Incexplaining "our side" of the complaint which is being filed by ***
***Below, please find a detailed response to the
complainant’s issues
*** in her complaint mentions that she was assured
that she would be able to get her money back after 90-days if she was not
satisfied but in reality that is not quite entirely accurate
We offer all customers our full refund policy which is
available to any client that uses the service through the entire 90-day term
and have not moved
The refund policy is only issued to clients that do not
move
The refund policy does not say that a client can receive a
refund if they are not satisfiedIn fact, the refund policy is as follows:
“LI OFFERS A FULL MONEY BACK GUARANTEE IF YOU HAVE NOT MOVED INTO
A SATISFACTORY RENTAL UNIT WITHIN THE FIRST (90) DAYS”
So the refund is only given to clients that have not moved
As for her emailing our office, we have not received any
email from her from ***
Further, had we received an email from her from another
address, we would have made a mention of it in the notes on her account, but there
are no notes
However, refund request must be submitted in writing and be
mailed to our office per the terms contained in the signed contractual
agreementBut we never received any written refund request from her
In the contract that *** signed, the refund policy
indicates that the refund request must be maied into our office and must
contain proof or current residence
No such request was ever received
Further, the refund policy indicates that we give clients
days after the expiration of their policy term to apply for a refundHer 90-day
contract expired on November 6, and the deadline to submit a refund
request was November 21,
It is now May of
A refund will not be issued at this time as the terms of the
policy were not followed by the policy holder
We hope that the information we provide to our clients is
useful to them right awayIf not, as stated in the contract, they are
encouraged to continue to access the listings until; they either find a
suitable rental or obtain a full refund providing of course that they have
fulfilled the terms of the policy agreementIn this case, the customer never
applied for a refund in writing and therefore a refund will not be issued

Customer’s Statement of the Problem: I signed up with locators to find a place I understood that a refund would be issued upon request if I didnt find a place using their services She is correct about thatWe offer clients a full
refund if clients have not moved after using our services for 90-days After days I requested my refund because I never used their servicesCorrect and not correct: The customer signed up for the service on February 23, Her 90th day was May 26th We must have received the refund request after May 26th but before June 10thWe received her request for a refund on June 1st, which was timelyThe post mark on her envelope was May 26th, She said “… because I never used their service…” But she did however “Use” the services by receiving the listings on February 26th, 28th & 29th and March 2nd, 3rd & 7th and then again on May 25th I sent in a copy of the listings as it stated in the contract As just mentioned above, she now corroborates our position that she did “use” the service I didnt use the listings because all of the numbers were flukes...most of the people didnt answer or respond to messagesNone of the numbers are “flukes.” There was never any notification from the customer that any number was incorrectIn our contract we have the following with regard to this issue: “WE DO NOT REPRESENT LANDLORDS AND THEREFORE CANNOT GUARANTEE THE INFORMATION WILL BE ENTIRELY CORRECTWE RELY ON THE INFORMATION GIVEN TO US BY THE LANDLORDLOCATORS TAKES AFFIRMATIVE STEPS TO DETERMINE THE ACCURACY OF THE INFORMATION GIVENERRORS BROUGHT TO OUR ATTENTION SHALL BE CORRECTED.” She never notified us that any information was incorrectPlus, we stand that the information was correct and there was no mistakesOthers picked up the phone asking how I got their numberIf a landlord remembers our company does not matterWe are free to all landlords and because of that, they may not recall giving us their informationOur job is to give as much information to the clientThe fact that she contacted the landlord and they had a rental that was of enough interest to the client that she wanted to rent is, is our goal I was very displeased so I waited days and then sent in my requestDispleased about what? We gave her information to her that lead to her speaking with prospective landlordsThat’s our job and we did it wellThey never asked for a bill with a new address on it I had nothing to give them if I have no place of my ownSeveral issues here: When she signed up for our services her address was *** *** *** Philadelphia, PA***.The address on her refund request came from *** *** *** *** *** Philadelphia, PA***.We specifically state that clients MUST submit proof of address.LOCATORS OFFERS A FULL MONEY BACK GUARANTEE IF YOU HAVE NOT MOVED INTO A SATISFACTORY RENTAL UNIT WITHIN THE FIRST (90) DAYS AND HAVE: (1) RECEIVED OUR PRINTED LISTINGS AT LEAST (3) DAYS PER CALENDAR WEEK DURING THE INITIAL (90) DAYS; (2) MAILED THEM TO OUR CORPORATE OFFICE ALONG WITH YOUR WRITTEN REQUEST FOR A REFUND AND VERIFICATION (CURRENT UTILITY BILLS IN YOUR NAME) OF PRESENT ADDRESS.The customer did move, therefore she us ineligible for a refund. The customer did NOT obtain the listings throughout the 90-day termShe accessed them times in totalTherefore she is ineligible for a refund. The customer returned pages showing the same date on the listing of May 25th Therefore she is ineligible for a refund. I do not have money to give away and the information I read over more than once was misguided information Misguided? Actually, the printed information cannot be clearerIn fact, we specifically state: “REFUNDS ARE ISSUED PROVIDED YOU HAVE COMPLETED THE PROCEDURES LISTED ABOVEREFUNDS WILL ONLY BE CONSIDERED AFTER (90) DAYS BUT BEFORE (105) DAYS FROM THE DATE OF THIS CONTRACTFINDING A RENTAL UNIT THROUGH MY OWN EFFORTS OR DECIDING NOT TO UTILIZE THE SERVICES, FOR WHATEVER REASON(S), DOES NOT JUSTIFY A REFUNDLOCATORS MAKES NO WARRANTY EXPRESSED OR IMPLIED OTHER THAN AS STATED HEREINTHERE ARE NO CANCELLATIONSNO OTHER CIRCUMSTANCES WARRANT THE ISSUING OF A REFUNDI AM AWARE THAT THIS IS THE FULL AGREEMENT, AND THAT THIS AGREEMENT MAY NOT BE ORALLY MODIFIED.” There is an impossibility to make it clearer than thatThe customer knew before she ever used the service about the terms and the entire simple refund policyShe did not complete the terms and therefore according to the contract, she is not eligible for a refund They are now telling me that I am not eligible for my refundShe is correctAs Mentioned above we sent a letter to her explaining in detail why she was not eligibleIt was sent to her *** *** *** *** *** Philadelphia, PA*** addressShe is referring to this letterAdditionally She called on June 1st and asked about her refundShe mentioned that since she moved, she wanted to know where the letter would be sentWe confirmed that we would use the new address .I did not use their services and I would need my refund She did “use” the service, but as stated above, she is not eligible for a refundWe were quite specific about this both up front before we collected any funds and also after in the letter explaining WHY she was not eligible They took my money knowing that they wouldn't be of help She paid for a service that was to give her access to our database of rental property informationAs with every client, we provide this access hoping, but never “knowing” that it will helpCertainly we never accept a client that we “Know” we cannot helpIt is for this reason we offer a Full Refund Policy to every client in case the client use the service and do not moveHOWEVER, as stated above, she is not eligible for a refund They assured me before I made a payment that they could certainly help mePlease help me get my money back We help clients by giving them access to our database of rental property informationWhich property they choose or do not choose is up to themWe offer a full refund policy if clients use the service as described for 90-days and do not movedBut again…As stated above, the client did not obtain the listings as required, the client did move and the client sent us ONE of the property listingsHowever and primarily, the customer movedWe offer a full refund policy to clients that have not moved I dont want to have to sue and go to court because I have a child and all I need is my money back I struggle everyday and I have no money to give awayThe customer entered into a legally binding agreement and signed a legally binding contractShe was aware of the terms contained therein and because she did not conform to the contract, she is not eligible for a refundKnowing this, pursuing any action in The Commonwealth would be termed in the statute as “Malicious “At common law, Pennsylvania provided a cause of action for “malicious use of process” or “malicious prosecution” (not to be confused with “abuse of process”) Prior to the Dragonetti Act, in order to prevail against someone who had wrongfully pursued civil or criminal process, the plaintiff had to establish malicious motive as well as an arrest or seizure of property Relaxing the standards, in part, of the common law tort, the Act statutorily does not require an arrest or seizure.” *** *** knew of the terms before she ever used the serviceProving this, any action taken by her would be subject to a violation of law in the Commonwealth of Pennsylvania They have turned out to be frauds and its unfair for them to keep my money*** *** is fraudulently portraying her position and the position of our company to obtain monetary gainThis is the definition of fraudIt is not Locators that is a fraud I never found a place using their services and it seems that the denial letter states information that was never stated in the contractShe mentioned to us that she movedThe return address on her letter was differentShe moved They have falsified information UmWhat? Desired Outcome/Settlement: I would like my refund that was supposed to be given back to me as I have not used this service to find a placeA refund was NOT “… SUPPOSED TO HAVE BEEN GIVEN…” to herShe is not qualified and she knew it, she knows it and she is not eligible for a refund We always hope that the information we provide to our clients is useful to them right awayIf not, as stated in the contract, they are encouraged to continue to access the listings until; they either find a suitable rental or obtain a full refund providing of course that they have fulfilled the terms of the policy agreement In summaryThe customer contacted our companyWe have provided services exactly as described in our policy agreementThe customer is not eligible for a refund as statedTherefore we request that you mark this file as a resolution because we provided the services as described and the customer is not eligible for a refund

So, I read the reviews & complaints, but I decided to give them a tryIt's not a scam, but it might not be for everyoneI found a place using their service, and I would say its worth the moneyDo your research, listen to what they tell you, and it should work for you tooHopefully this helps :)

I had used this service near the end of 2017, and I'm doing this late complaint after doing some research when I paid for a county listing when looking to move at that timeIn September of I was looking at ***.org and found several listings for rentals that were where what I wantedI called the number left a message and minutes later Locators inccalled and was told the fee is $for days of listings for Montgomery and Berks county PaThe instructions were days a week I must look at the listings and if after days I do not find a place I can request a refundI received the email with my contract and link to a website, ***.comWhen I clicked the link I signed up with the info they gave me, I filtered my search to rent amt and # of bedrooms, excited to get the address's for the beautiful homes/apartments listed on *** by Locators! Surprisingly the areas that were listed on the *** ad's were NOT part of the listings that came back from

I signed up with locators to find a place I understood that a refund would be issued upon request if I didnt find a place using their servicesAfter days I requested my refund because I never used their services...I sent in a copy of the listings as it stated in the contractI didnt use the listings because all of the numbers were flukes...most of the people didnt answer or respond to messagesOthers picked up the phone asking how I got their numberI was very displeased so I waited days and then sent in my requestThey never asked for a bill with a new address on it I had nothing to give them if I have no place of my own....I do not have money to give away and the information I read over more than once was misguided informationThey are now telling me that I am not eligible for my refund....I did not use their services and I would need my refundThey took my money knowing that they wouldn't be of helpThey assured me before I made a payment that they could certainly help

Enclosed you will find a letter of response from Locators,
Incexplaining "our side" of the complaint which is being filed by **
***Below, please find a detailed response to the
complainant’s issues
Firstly, please accept our apology for the delayed response
This simply slipped past my attention and I was reminded by the email sent
today
The property listings that are developed for every client
are developed based on properties that are in the market placeWe have many
landlords that accept section properties but in a real world, the amount,
quality and location vary from minute by minute and day by day
This customer is using the services as described and she is
obtaining the new listings regularlyWe feel confident that she will find a
suitable rental property, but if she does not find a rental, we offer a full refund
policy
Additionally, if she is unable to find a rental after using
our services, we would be very willing to offer her an extension of time if she
would like
There are many great reviews about our company and there are
also bad reviewsThis customer is certainly doing what needs to be done, and
again, we will try to develop as many leads as possible, but in the event she
does not place, our full refund policy is in writing and we will certainly
honor the refund based on the written terms
***, please keep using the service and we believe the
work will yield you a viable property
As we mentioned, we always hope that the information we
provide to our clients is useful to them right awayIf not, as stated in the
contract, they are encouraged to continue to access the listings until; they either
find a suitable rental or obtain a full refund providing of course that they
have fulfilled the terms of the policy agreement
Again, we sincerely apologize for the delayed response
Kind regards,
Locators, Inc

Scam scam scam DONT NOT GUVE THESE PEOPLE ANY MONEY!!!!! They are scam artists at best who screw people who are in a bad place with dreams of finding a home

I have been in and out of the hospital from the day I signed up for this I am unable to even move or look for an apartment I need my refund to pay my hospital bills

I had a very good experience with LocatorsI've had several apartments in the area over the years, and I didn't want to go with another big apartment complexLocators had some really unique properties, and I'm very happy with my new placeThe price could have been better, but I wouldn't have found my new apartment without themThanks!

The customer states that he was upset because only a few of
the properties that he received were something he was willing to consider and
that some of those were shown by the same
landlord
Also he makes a mention that there were properties that
never changed
In looking at the file, I can clearly see that he was not
logging out after logging into the web site and accordingly, was keeping a window
open, thereby causing the property listings the same
We instruct clients to log out of the site each timeThere were many times when he did not
Now, he did log out also, but as an example, he viewed the
listings many times between February 22, through March 13, 2014, but he
never logged out at all during that timeAccordingly, those listings would remain
as he was not pulling from the new properties, but rather showing the same
ones
Had he logged out, he may have seen new ones
As I mentioned in February from the 22nd through
March 13th he never logged out, although he viewed the listings on February
22, 24, 25, 26, 27, March 1, 2, 4, 5, 6, 10, 11, ,but again, never
logged OUT and accordingly never logged in
In April, he logged in and viewed properties on the 4th,
7th, 16th, and on the 17th he logged in but
never logged out until the 22nd againThen logged in on the 24th
but then didn’t log in again until the 4th of MayDuring that month
he acceded the listings only on the 4th, 6th, 8th,
20th & finally on the 23rd
When we received the refund request, we in fact sent to the
customer wherein we explained that the refund would not be issued because the
terms of the refund policy were not followedSince refunds are ONLY issued to
clients that do follow the termsThose terms must be followed per the written
signed contractual agreementClients must obtain the listings throughout the
entire 90-day termSpecifically days per calendar week
As mentioned, this client did not obtain the listings as
required and therefore was denied a refund based solely on those rules
Simply, the quality, quantity or frequency of property availability does not determine the quality of service nor the ability to obtain a refundThe service is provided without guarantee of placement, but rather a guarantee that if the client participates as directed and does not move, we offer a full refund policy
We hope that the information we provide to our clients is
useful to them right awayIf not, as written in the signed contractual
agreement, they are encouraged to continue to access the listings until; they
either find a suitable rental or obtain a full refund providing of course that
they have fulfilled the terms of the policy agreement
In summary
The
customer contacted our company
We
have provided services exactly as described in our policy agreement
The
customer did not qualify for a refund per the terms of the refund policy
and therefore a refund cannot be issued at this time
Sincerely,
Locators, Inc

The main complaint of the customer seems to be that they are
looking at properties advertised on ***, and they were trying to ask our
company about properties advertised on
***
We have very specific statements in out contractual
agreement which state very clearly that once a property is advertised anywhere,
we have no way of tracking that particular property or whether it is still
available
Specifically, we give the following as advice and direction
regarding advertised properties:
BECAUSE OF ADVERTISING DEADLINES AND OR THE CONSTANT
REVISION OF LI'S LISTINGS, PARTICULAR PROPERTIES THAT APPEARED IN ANY
ADVERTISEMENTS MAY NOT APPEAR IN LI'S LISTINGS.
THEY MAY HAVE BEEN PREVIOUSLY RENTED OR REMOVED FROM OUR DATABASE, OR
THEY DO NOT MATCH YOUR CRITERIATHEREFORE WE DO NOT GIVE OUT INFORMATION ON
ANY ADVERTISED PROPERTIES OVER THE TELEPHONE OR IN PERSONYOU MUST REFER TO
YOUR CURRENT LISTINGS ONLY
Basically, the customer signed up for our service and was
obtaining the property listings from our databaseThe customer called and it was
explained to her that we have no way to track a property or the availability of
that property once it is advertised
Though she was not satisfied with that answer, the truth is
that we do not put a tracking number in every advertisement, and simply refer
people (Customers) to the property listings displayed in the database, and we
encourage them to NOT depend on properties that are advertised in ***
Having said all of that, the customer accessed & obtained
the listings on December 6th, 7th, 8th, 9th,
10th, 11th, 12th, 13th & 17th
onlyThe customer viewed properties in the entire York County, PAVicinitySimply,
the total number of properties that were added was far greater than the number
of properties that the customer was searching for in the customer’s areaThis
means that the search criteria that was agreed upon between the customer and
our company was a full county wide search of all of York County, PAWhat the customer
was willing to look at may have been smaller than the entire York County, PAarea
For example, even though we showed property listings throughout the entire York
County, PAarea, the customer may have only been interested in the city of
York
Accordingly, even though we showed properties in Cross Roads,
Dallastown, Delta, Dillsburg, Dover, East Prospect, Fawn Grove, Felton, Franklintown,
Glen Rock, Goldsboro, Hallam, Hanover, Jacobus, Jefferson, Lewisberry, Loganville,
Manchester, Mount Wolf, New Freedom, New
Salem, North York, Railroad, Red Lion, Seven Valleys, Shrewsbury, Spring Grove,
Stewartstown, Wellsville, West York, Windsor, Winterstown, Wrightsville, Yoe, York
Haven, Yorkana, Carroll, Chanceford, Codorus, Conewago, Dover, East Hopewell, East
Manchester, Fairview, Fawn, Franklin, Heidelberg, Hellam, Hopewell, Jackson, Lower
Chanceford, Lower Windsor, Manchester, Manheim, Monaghan, Newberry, North
Codorus, North Hopewell, Paradise, Peach Bottom, Penn, Shrewsbury, Spring Garden,
Springettsbury, Springfield, Warrington, Washington, West Manchester, West
Manheim, Windsor, York Township areas then if no new properties appeared within
the search criteria of or more bedrooms within the $to $1,price
range perhaps none of those were in the city of York that were within the
bedroom size under the $1,price range that she was willing to look at
Though many other areas WERE available, there may or may not
have been a number of other properties in the area she was looking atEither
way, we certainly DID provide our services as described
We provided all of the rentals that were available to us
during that time frameSimply however, the customer stopped using the service
after only a few days
Though many properties DID change, this does not infer that
we in any way did not provide the service as describedJust because the
customer did not find a satisfactory rental unit and move, does not mean that
we did not provide the services as described
In fact, the opposite is true: We in fact DID provide the services
as describedIn fact we offer her and all clients a full refund policy if they
have not moved during the policy termUnfortunately, she is not eligible for a
refund based on the terms of the refund policy described in the signed contractual
agreement
The end result is that the customer joined a service that was
to provide access to rental listings based on a criteria driven searchWe
provided that data based on that search parameterThe customer signed up for and
joined the service on December 6, and although we provided the service for
90-days, the customer used the service for only of the possible 90-days of
service
The customer is not eligible for a refund at this time as
per the terms of the signed contractual agreement

I am rejecting this response because I feel that the info provided to me was not correct and I made a specific request regarding this and the info was not clear and not indicated as their below response.I also feel that it is advertisement to indicate they update the list daily when I pulled the list every two days and the same listings were on it and some had been rented out for weeks but not removed for tge listing. This company has provided info on other sites as well such as *** and the properties on *** was never on the list that I purchased so I had no other options but to look elsewhere.

I am rejecting this response because:

Still a scam$for a poorly designed rental aggregation spreadsheetThey use fake ads on Craig List to draw you in then tell you they match the owners with qualified renters

The service is COMPLETELY unreliable, and rude to customersthey never call you back, you need to call them over and over to get an answer and demand serviceI've had issues getting a refund back with this company, and we didn't even get a house through their company, we found out house on ***!! Every listing they gave us I called and either I never received a phone call back, number not in service, or they don't call me back until 2-weeks later! I've looked on plenty sites and articles with this company and this is a scam!! I am NEVER recommending to friends and familyStay far away from this business!
