sorry that the consumer is not satisfied with the flight times/itinerary received.

In this case, the consumer selected Priceline’s Name Your
Own Price® service for greater savings, and agreed to travel during
off-peak hours for this trip. Your trip may start anytime

In calculating their "25%+" percentage savings, Priceline based their calculations on an inflated $129 base price for the hotel.  This base price inflation fundamentally flawed Priceline's percentage savings.  
 
On the date of the reservation, other hotel retailers - including [redacted] and even [redacted] own site - were selling the room at $119.  When I contacted [redacted] in Priceline's Excecutive Office about this discrepancy, he did not reply - suggesting he understood my complaint, but had no rebuttal.

Thank you for the explanation. If I would have been given this information when I originally talked to Priceline we could have avoided all this. The agent was very vague about the reason for the price difference, and seemed confused about how to respond. He kept saying the hotel made a mistake.

We understand your request for a refund of both reservations since you ended up not using the rooms due to issues with the accommodation at your confirmed hotel.
We apologize that you were unhappy with your hotel accommodations. We evaluate each participating hotel on many different criteria, including cleanliness, guest satisfaction, dcor, etc. We are sorry to hear that your hotel fell short of this expectation during your stay. According to the consumer, Priceline did not notify her/him
via email or cell that her ticket request had not been accepted for purchase.
 
I am sorry that the consumer was unaware of the status of
her request.  With Priceline, consumers are
instructed to check the status of each request by visiting the Check Your Request section of the Priceline
website or, contacting Priceline. Due to possible errors in email address' or
technical problems beyond our control that could delay email, at no time during
the request process do we commit to providing e-mail confirmation notice or
cell phone notice to consumers. It is the consumer’s responsibility to check
the status of each request submitted on our website.
Additionally, travel
rates fluctuate constantly due to changing availability, and we are unable to
guarantee confirmation for airline ticket requests. Priceline tells consumers
that rates are not guaranteed until purchased.

I am rejecting this response because:
First, the person who responded to my complaint clearly did not read it carefully!  I'm not disputing about paying mandatory/resort fee, I was upset with Priceline.com for providing me with an "INCORRECT"  resort fee, which "LED ME TO CHOOSE"  that particular hotel by thinking it was an acceptable price for a resort fee.  If I knew the actual resort fee beforehand, I wouldn't have chose that hotel!!
Second, in the contract it states that "the hotel charges 16% mandatory fee." I completely understand that part, but here again, how am I supposed to calculate the exact resort fee!? Since the costs of flight and hotel are combined together as a package...

with the following cancelation policy, and
according to that policy, payment for the first night’s stay is due when
cancelling the reservation on April 21. Our record indicates that the consumer
contacted Priceline on Tuesday, April 21, 2015 requesting to cancel the

refund up until noon on Monday, April 20th (local hotel time). If you decide to cancel your reservation anytime between noon on

Attached hereto, is a copy of the consumer’s initialed

$12.14 added to the $49 room rate.
Priceline discloses the following taxes and fees information
when submitting a reservation.
What
taxes and service fees will I pay?
For Pay When You Stay Retail
hotel reservations, we do not charge your credit card but instead pass your
credit card information along to the hotel in order to secure your reservation.
For those reservations, the hotel will charge your card in local currency for
the room rate and for taxes. Some hotels, consisting mostly of hotels outside
of the United States, charge a tax inclusive rate that includes your room rate
and taxes. If the hotel you select is charging a tax inclusive rate, it will be
indicated on your contract page prior to finalizing your reservation.
For other hotel
reservations, we will charge your credit card directly in the currency you
selected. You will be informed on our website whether we are charging you
directly or are passing your credit card information to the hotel to secure
your reservation. In
connection with facilitating your hotel transaction when Priceline charges your
card, the charge to your payment method will include a charge for Taxes and

I am rejecting this response because:
You have to enter the email address twice and I highly doubt I could have provided it wrong both times. Even if I haven't provided it, the email should have bounced back in which case the business should have contacted me using a mobile number.  Additionally,  the business failed to acknowledge that it took me three to four attempts to finally book the ticket,  because the system rejected my previous attempts, indicating something was obviously wrong with the system.
