We appreciate you taking time to present your concerns. After completing a thorough review, I find that Ms. [redacted] enrolled in the Graduate Mediation Certificate (G-MDT) program at the University of Phoenix Online in June 2014, selecting Financial Aid as her primary payment option. Her application was last certified for the academic year of June 10, 2014 through May 26, 2015 and a 6/6 credit split. This means she was required to earn 6 credits to become eligible for the second disbursement, and she was required to earn 12 credits to fulfill the academic year. The first disbursement of $7,033.00 in unsubsidized funds posted to her account on August 2, 2014.   The adjusted tuition and fees for her attendance in her first two classes with all eligible discounts applied totaled $1,172.50.  Additionally, because the funds disbursed exceeded the anticipated fees for her attendance in the first disbursement period, the University released a refund to her for $5,860.50 on August 8, 2014.  Records reflect this refund cleared her account on August 11, 2014, respectively.  As a result, her account reflected a $0.00 balance upon the completion of her first disbursement 6 credit obligation.Upon further review, University records indicate that Ms. [redacted] completed the 6 credit requirement of her first disbursement period on September 8, 2014.  Her second disbursement of [redacted] has been scheduled to disburse to her account, however is currently on hold due to a pricing dispute that she has initiated with her campus representatives, regarding the cost of attendance for the second half of her GMDT certificate program.  University records reflect that the cost of attendance in the Graduate Mediation Certificate (G-MDT) program was increased on July 1, 2014.  Due to the timing of her attendance in this program, her account experienced an increase in the cost per credit hour for all subsequent classes scheduled after this date.  Upon review of the pricing dispute that Ms. [redacted] initiated with her campus representatives, the University agreed to honor the cost per credit hour that she received at the start of her program, and has adjusted the cost of her attendance in the remainder of her program accordingly.  Due to the reduced cost of attendance in her program, the University may be obligated to return a portion of her previously certified Title IV funds to her lender as they may be considered unearned.  Once the revaluation process for these funds has been completed, all eligible second disbursement funds will be released to her account.  We would encourage Ms. [redacted] to continue to work closely with her campus representatives, as they will have the most up to date information regarding her account.  All eligible adjustments have been made to address the concerns of her complaint, and once the re-evaluation of her second disbursement funds has been completed, all funds in excess of the cost of her attendance in her remaining two classes will be returned to her.Although each student experiences many different situations, the University strives to provide the best possible service to all present, alumni, and prospective students. Dear Ms. [redacted]: This letter is in response to the complaint you filed with the Revdex.com (Revdex.com) received March 25, 2016 regarding your account with the University of Phoenix.  University records reflect we previously responded to you concerning this information on February 8, 2016.  The University strives to provide exceptional service to all present and past students. Your most recent correspondence is duplicative of your original inquiry and offers no new information.  Withdrawing from the University is the process of updating your enrollment status with the University.  Unfortunately, withdrawing from the University does not absolve you from your financial obligations.  Tuition and fees were calculated in accordance with the attendance and finance policies detailed in the University Catalog available on the student website.  When the University was unsuccessful in resolving the balance, the account was then transferred to collections for further collection efforts.  The University reserves the right to apply its standard procedures to collect the balance due on the account.  After exhausting all avenues for collections, credit reporting is the final action applied to a student’s account. As we have validated the balance due in the amount of $386.00, your account will remain with a designated collection agency until the balance is rectified. University records show you elected Military Direct Billing as the primary payment option. You earned three credits with the successful completion of the MGT/521 course which began on July 22, 2014. Tuition and Fees for this course totaled $2,335.00. On August 11, 2014 we received Post 9/11 GI Bill funding in the amount of $1,401.00. This left your account with a balance due of $934.00. According to University records you had a 60% certificate of eligibility for Post 9/11 GI Bill funds and the full 60% of your tuition and fees were paid with Post 9/11 GI Bill funds. You elected to discontinue your attendance on August 29, 2014. Mr. [redacted] one course at a time is considered full time. The full eligibility of Post 9/11 funds was received on your account for the one course you completed. You then elected to discontinue your enrollment. Please understand that your attendance in class is voluntary and constitutes your acceptance of the services provided and acceptance of the applicable fees. You had signed documents for your admissions to the University, agreeing with the policies provided and the financial obligations associated with enrollment with University of Phoenix. You may request copies of your enrollment documentation by calling the University Registrar at ###-###-####. The campus can only hold an account for a limited amount of time. The account was transferred to collections onSeptember 6, 2014 when payment was not received. charge issued to you in the Bachelor of Science in Business/Concentration in Management (BSB/M) degree program in which you are enrolled with the University.Upon a review of your record, I have found that you were charged with a Student Code of Conduct (SCOC) – Academic Integrity violation during the ACC/291 course in which you were enrolled from February 11, 2014 through March 17, 2014. You were notified of the charge via letter dated March 17, 2014, which was sent to your student website on March 24, 2014 and acknowledged by you on March 25, 2014. I have attached a copy of the charge letter for your reference.As stated in the charge letter, you will need to respond to the allegations in writing within 10 days of your receipt of the letter. You must follow the process outlined in the letter in order to submit your response. Once your written response is received, the Ethics Committee at your campus will be convened in order to review the charges and your response. This is the appropriate process through which to submit your response. In addition to the charge letter, I would encourage you to review the SCOC section within the student catalog, which you can access through your student website. Upon a review of your ACC/291 classroom, your instructor’s actions in the online classroom are within University standards. In the future, however, in the instance that you believe your instructor is not meeting University standards, I would encourage you to contact your Academic Counselor and submit a research ticket. This is the appropriate process to have the University investigate your claims.You have requested answers to several questions, and I would like to address those at this time. You inquired about how an instructor can go back over the last three to five weeks of posted questions and change the evaluation from a substantial rating to an unsubstantial rating. The authority to award academic credit and assign student grades is solely at the discretion of the faculty. The University of Phoenix subscribes to this concept as an obligatory protection of academic freedom, because the faculty member is the content-expert in the subject matter and was actually in the classroom. Your faculty member was responsive to your inquiries and provided appropriate feedback. Because your instructor found what appears to be plagiarized material in your discussion questions (DQs), it is within her authority to ensure that previous DQs did not also appear to be plagiarized. Academic integrity violations include all forms of academic dishonesty, including but not limited tothe following:a. It is not true that the University of Phoenix directly responded to my complaint. The funds was still in the account and the University is still holding it despite of the fact that I am already finish my schooling at the University. The business can contact me on my email address in their file or student email regarding their resolution.  I prefer everything to have paper trail in case that I need to escalate this matter.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.

[I felt that my request was reasonable enough for them to comply but apparently they're only out for money and not for keeping customers happy. They want me to pay for the class that I was unable to partake in and didnt even learn a thing, there wasnt even an assignment turned in for them to grade. I'm going to make sure everyone I know and more as to how horrible this university is, I wish I had listened when I was warned about them, their bad reputation will just continue to grow. It's a shame when they have great admissions representatives working for them to bring them new students]
