I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.

This is simply a typed statement of what I am being "told" I owe. I would like to see my attendance hours showing insufficient hours of log in time for the attendance issue they claim I had. I also have my printout from my student loan ledger  showing that all the grants and loans they claim I receive for classes I did not attend were in fact rescinded and are listed as not disbursed. I have from their office just last month an account notice that says no balance owing and they have never contacted me in regards to this balance in writing or by phone. I actually have phone ledgers and emails from a Mr. [redacted] who attempted on many occasions to re-enroll me for classes at the University of Phoenix. The first I was told about a balance was when I called for my transcript. I have received no collection letters, collection calls or any contact initiated by the University of Phoenix regarding this balance they now say I owe. When I call I am told they do not have the information, yet they insist on talking to me to "come back". I have a right to receive a copy, not a typed statement--but a copy of the invoice that I requested yet was responded showing $0 balance owing which was sent as a part of my original complaint.

According to the Student Financial Agreement on file you selected Financial Aid as the primary payment option and Cash as the secondary payment option.Your application for 2010/2011 Financial Aid was certified with an Academic Year/Loan Period: April 5, 2011 to February 28, 2012 with a credit split of 9/6. This means you were required to successfully complete 9 credits and meet the calendar and instructional week mid point of your loan period before becoming eligible for the second disbursement of financial aid funds. A total of 15 credits are required to successfully complete the Academic Year/Loan Period.The first disbursement of financial aid funds released onto the student account on May 12, 2011. You earned six credits with the successful completion of the courses: BSA/310 (3 credits) which began on April 5, 2011 and BSA/375 (3 credits) which began on May 10, 2011. You earned a non-passing grade in the WEB/236 course which began on June 14, 2011. In the WEB/237 course which began July 19, 2011 you posted attendance up through week one of the required five weeks. Records show the appropriate drop adjustment of $1,368.00 was applied to this course per the institutional refund policy in the University Catalog. You earned three credits with the successful completion of the course WEB/236 which began on August 9, 2011. A tuition credit (AWTC) in the amount of $342.00 was applied to this course.It was determined you were overawarded and $73.00 in pell grant was returned to the payer on October 26, 2011. The second disbursement of financial aid funds released onto the student account on October 31, 2011.You earned three credits with the successful completion of the course WEB/237 which began on September 13, 2011. In the CMGT/410 course which began October 18, 2011 you posted attendance up through week three of the required five weeks. Records show the appropriate drop adjustment of $684.00 was applied to this course per the institutional refund policy in the University Catalog.You did not successfully complete the second disbursement period. Your last date of attendance was November 8, 2011. The University is obligated by Federal Title IV guidelines to recalculate the loan to determine the percentage of earned eligibility. It was determined you completed 50% of the second disbursement period of the Academic Year/Loan Period requirements. The University was required to return $1,762.00 of unearned funding to your lender on December 16, 2011. This created a shortfall in the amount due of $911.16.You returned to courses, you earned three credits with the successful completion of the course CMGT/410 which began on January 31, 2012. The returned financial aid was recovered and disbursed onto your account on February 16 and 17, 2012. You completed the financial aid year, but course costs exceeded the credits on account leaving a balance of $2,482.16.Your application for 2011/2012 Financial Aid was certified with an Academic Year/Loan Period: March 6, 2012 to December 4, 2012 with a credit split of 12/12. This means you were required to successfully complete 12 credits and meet the calendar and instructional week mid point of your loan period before becoming eligible for the second disbursement of financial aid funds. A total of 24 credits are required to successfully complete the Academic Year/Loan Period.The first disbursement of financial aid funds released onto the student account on April 5 and 6, 2012. You earned six credits with the successful completion of the courses: DBM/380 (3 credits) which began on March 6, 2012 and POS/410 (3 credits) which began on April 10, 2012.You did not successfully complete the first disbursement period. Your last date of attendance was May 11, 2012. The University is obligated by Federal Title IV guidelines to recalculate the loan to determine the percentage of earned eligibility. It was determined you completed 50% of the first disbursement period of the Academic Year/Loan Period requirements. The University was required to return $3,249.00 of unearned funding to your lender on June 13, 2012. This created a shortfall in the amount due of $2,861.22.Please understand that your attendance in class is voluntary and constitutes your acceptance of the services provided and acceptance of the applicable fees. You had signed documents for your admissions to the University, agreeing with the policies provided and the financial obligations associated with enrollment with University of Phoenix. You may request copies of your enrollment documentation by calling the University Registrar at ###-###-####.The campus can only hold an account for a limited amount of time. The account was transferred to collections on June 24, 2012 when payment was not received. After exhausting all collection efforts, including outside agencies, the balance was charged off and credit reported on December 20, 2012. This caused your account to reflect a $0.00 balance on the enclosed itemized account history.We find the campus provided guidance consistent with the status of your account at the time of your inquiries. The University has reviewed the validity of your debt and the documented efforts to collect prior to any consideration to report your account to the appropriate credit bureaus. The results have confirmed the Universities actions and found that there is no violation of the Fair Credit Reporting Act, or the Fair Debt Collection Practices Act. The University is very aware of its requirements to stay in compliance with these laws and takes careful measures to ensure the accuracy of its reporting.The University maintains the current balance of $2,861.22 is valid and correct. Your account will remain with a designated agency until paid in full. If you would like to resolve the balance or discuss resolution options, please contact Financial Business and Consumer Solutions at ###-###-####. We are unable to authorize release of your transcripts until the balance is paid.When your balance is paid in full, the appropriate credit agencies will be notified; however, the entry will remain on your credit report as a paid charge off for the amount of time as designated by the credit agencies.We would also like to address the concerns you outlined regarding the Associate of Arts with a concentration in Information Technology/Networking (AAIT/N) degree program you completed with the University of Phoenix. As outlined in your grievance you state that the University never advised you that a criminal record would prohibit employment in the field of IT. We have reviewed your student record and research of the available information does not reveal that at any point you were provided false or misleading information regarding the curriculum for the AAIT/N degree program. Additionally, records do not reflect that you were provided a guarantee of employment eligibility upon the completion of your degree program with the University of Phoenix.As further outlined in your grievance you expressed concerns regarding your ability to use your University of Phoenix degree to find employment within your chosen field. We regret that you have had a dissatisfying experience while applying for employment utilizing your University of Phoenix degree. However, due to many factors outside of the University’s control, University of Phoenix does not and has not at any time provided job placement guarantees. Please be aware that the University cannot force an employer to hire our students.The University is responsible for program design and the academic integrity of that design. A degree in any field indicates that the student has studied material that is relevant to the field of study, and that those materials are of sufficient rigor and focus to allow the student to succeed in that field.We understand your frustration with the responses from the employment market; however, employer requirements differ between states and entities. As such, students are responsible for considering their goals and electing the degree program they wish to pursue. Campus representatives serve to assist students in degree selection process by responding to student questions, providing information and support in order for students to make an informed decision. The adjusted tuition and fees for your attendance In your first two classes with all eligible discounts applied totaled $1,172.50. Additionally, because the funds disbursed exceeded the anticipated fees for your attendance in the first disbursement period, the university released a refund to you for $5,860.50 on August 8, 2014. Records reflect this refund cleared your account on August 11, 2014, respectively. As a result, your account reflected a $0.00 billa nee upon the completion of your first disbursement 6 credit obligation. Upon further review, University records Indicate that you completed the 6 credit requirement of your first disbursement period on September 8, 2014. Your second disbursement of [redacted] has been scheduled to disburse to your account, however Is currently on hold due to a pricing dispute that you have Initiated with your campus representatives, regarding the cost of attendance for the second half of your certificate program. University records reflect that you are currently in discussion with Ms. [redacted], Financial Services Manager. In your conversation with Ms. [redacted] on October 29,2014, she explained to you that the university acknowledged your concerns related to the current pricing your attendance In the certificate program, and proposed two solutions of which could be Implemented to accommodate your concerns. Based off of which solution you chose, this may affect your eligibility to retain the amount of funds previously certified for your attendance In this certificate program. As such, the University has placed the release of your second dlsburSllment of funds on hold so that your account may be certified accurately once your pricing dispute has been fully rllsolved. Ms. [redacted], we would encourage you to continue to work closely with Ms. [redacted], so that the University can resolve the concerns which you have presented to your satisfaction. Good afternoon Ms[redacted] We are in receipt of your inquiry submitted to the Arizona Revdex.com regarding your enrollment and attendance in the Bachelor of Science in Human Services/Concentration in Family and Child Services...

(BSHS/FCS) degree program with University of Phoenix.  As outlined in your complaint, you indicate that your stated intention at the time of enrollment was to become a licensed social worker and you were informed the BSHS/FCS was an equivalent degree.  You also indicate you were initially informed the anticipated period for degree completion was four years, and you have now determined the period for degree completion would be greater than four years. Review of your student record indicates that at the time of enrollment you stated that your motivation and goal was to become a child protective services (CPS) employee, but that you wanted to stay away from the areas of adoption and foster care.  Additionally, at the time of submitting your BSHS Service Agency Profile form in October 2015, a copy of which is enclosed, you indicated your plan with the identified agency would enable you to meet with a Child Investigative Specialist, “which is where I want to be after I graduate”.  Neither of these statements would be construed as being synonymous with a stated goal of becoming a licensed social worker. Upon signing of your Enrollment Agreement, a copy of which is enclosed, you acknowledged receipt of the student catalog.  As reflected in the student catalog in effect at the time of enrollment, the Bachelor of Science in Human Services Degree indicates the following (emphasis added): The BSHS program curriculum at University of Phoenix employs an interdisciplinary approach for assimilating theory, knowledge, skills and core competencies of today’s human service professional. The conceptual framework of the program draws from a range of human service domains such as counseling, biopsychosocial development, human systems and social change, social work, psychology, and management theories. The program is designed with experiential components, integrated within the academic foundation, to provide students with experience as service providers in a range of human service settings in both private and public sectors. The Human Services program’s interdisciplinary design builds core skills and competencies based on established methods for delivering a variety of direct service roles in the wide-ranging field of human services. In addition to completing core curriculum courses, students must declare and complete courses in an area of concentration selected from the following: 1) Management, 2) Addictions, 3) Family and Child Services, 4) Gerontology. Upon graduation from the program students will be qualified for Registry as Mental Health Facilitators with the National Board for Certified Counselors-International and prepared academically to sit for the Human Services-Board Certified Practitioner examination administered by the Center for Credentialing and Education. For more information about our graduation rates, the median debt of students who completed the program, and other important information, please visit our website at http://www.phoenix.edu/programs/bshs. The information available information does not indicate that at any point you stated your goal was to become a licensed social worker.  There is also no indication that you were provided false or misleading information regarding the curriculum for the BSHS/FCS degree program, the purpose of the program, or that it would lead to licensure eligibility as a social worker in any state or jurisdiction.  If you have additional information that you would like us to review in this regard, please provide that at your earliest convenience for consideration by forwarding to: [email protected].  Regarding the period for completion of all degree requirements, the BSHS/FCS degree program requires successful completion of 120 credits as identified on the enclosed Enrollment Agreement.   Included within the list of required courses are two Field Experience placement courses (BSHS/415 and BSHS/475), which are 15 weeks in length each.  The Field Experience requirement was explained to you in detail by your Academic Counselor in February 2014, as well as outline din the student catalog.  You also attended and successfully completed the required Orientation to Field Experience course BSHS/415O in June 2015. Transfer of credits from other institutions can also satisfy requirements for degree completion. However, it is important to note that although an institution’s course credits may be eligible for transfer, these credits must also be eligible for application to the degree requirements of the current degree program. Our records reflect that credits you had earned at Spokane Falls Community College were reviewed for matriculation to the BSHS/FCS program, and it was determined that 9.99 credits from Spoke Falls Community College were eligible for application to the current degree program. The University provided you with the educational services as it agreed, and the University respectfully declines your request for reimbursement or refund.  Campus representatives serve to assist students in the degree selection process by providing information and support in order for students to make an informed decision.
