On March 2, 2015, Mr*** had an unusually large tax refund posted to his accountThis caused our system to block his card account due to suspected fraudThe refund also exceeded the maximum $10,limit allowed on this type of prepaid cardIn order to approve an exception to this limit, multiple forms of documentation are required including a photo ID, Social Security card, and utility ***On March 4, 2015, Mr*** contacted our customer service for assistance and was advised that we needed this documentation in order to remove the block on his account
As of March 27, 2015, despite Mr***' statement, to the contrary, we still had not received the necessary documentsWe are sending the funds back to the IRS via checkWe have advised Mr*** to contact the IRS regarding his refund

This appears to be a case of identity theftAs a result, this account has been closed and the funds from the tax refund have been sent back to the IRSWe suggest that Ms*** contact the IRS regarding this refund

Now I have to wait till the IRS process my return and send it through the mail

This company PAYPOWER was overseas and NEVER spoke proper english
I still want to let all the consumers know about my experience with this company
Fraudulent company from the beginning

On December 18, 2015, Mr*** attempted to complete a cash back transaction at a retail locationMr*** did not receive the cash because the merchant declined the transactionOn January 8, 2015, Mr*** contacted customer service to file a dispute for this transaction, since it had posted to his accountOn January 21, 2015, we received a completed dispute form from Mr***That same day, we sent Mr*** a letter requesting additional information that was needed to resolve this matterAs of February 22, 2015, we still had not received the requested information and were forced to close this caseWe sent another letter to Mr*** stating that no error was found and that the case had been resolved
On March 2, 2015, we received Mr***'s Revdex.com complaintWe further investigated this matter and were able to locate the missing credit in Visa's transaction portal, Visa Resolve OnlineThe credit was applied to Mr***'s account

On July 31, 2017, Blackhawk Network Inc(“Blackhawk”) received a complaint from *** *** with respect to a $OmniCard
Visa. OmniCard, a Blackhawk brand, manages the program that fulfills this card type on behalf of the issuer and sponsor bank, MetaBank
Mr*** received an OmniCard Visa that was loaded with $on March 4, 2016. Mr*** activated this card on July 28, so that he could use it for online purchases. Mr*** attempted to use the card to make a payment on *** for $11.99. These attempts were unsuccessful because the amount exceeded the value of the card and because these types of cards cannot be used for recurring payments or subscriptions, since they cannot be reloaded
On July 31, 2017, Mr*** was successful in completing a transaction on Facebook for $3.83. Mr*** may use the remaining balance on the card prior to the card’s expiration in March of 2018. As a courtesy to Mr*** for any inconvenience, we are issuing him a check for $10. The check will be mailed by the end of next week. It generally takes 7-business days for the card to be received once it is sent. It will arrive in a “postcard” style format. We have provided this information to Mr*** along with a copy of a sample check so that he know what to expect
Our attempts to contact Mr*** were to assist him with a matter for which he had contacted usThey were not for telemarketing or other unsolicited purposes. In addition, the calls were made by an actual individual, not by an automated dialerThus, the Telephone Consumer Protection Act (“TCPA”) does not applyThe FTC and state “Do Not Call” lists likewise do not apply to customer service calls that are made in response to a complaint. We apologize for any disturbance that this may have caused Mr***, but our attempts to contact him were a result of our attempts to resolve issues with his card that he had brought to our attention. As a result, we are unable to offer any additional compensation

On October 23, 2015, after several attempts to register a PayPower card, Mr***'s mother's account was blocked due to suspected fraudNo fraud detection system is perfect, and occasionally, systems block cards where no fraud is involvedThat same day, Mr*** contacted customer service to inquire on the status of her accountWe explained to him that the account had been blocked and to send in documentation that proves that he has Power of Attorney in regards to her affairsOn October 30, 2015, we received the requested documentation and forwarded it to our legal departmentOn November 6, 2015, we received approval from our Legal team to unblock the cardThat same day, the card was unblocked and the customer was notified of thisSince that time, the customer has used the card numerous times to make purchases at local retailersWe apologize for any inconvenience or delay that Mr*** may have experienced, but it resulted from our attempt to protect his mother and her account

still had all the information about this card
Blackhawk should have safeguarded the card's information if they wanted to resell it to their customers.If for any reason that the card was used without customer's knowledge, Blackhawk should reimburse the customers for any loss
Without accepting responsibility and reimbursing the customer for their loss shows what kind of business Blackhawk is

Federal law requires us to obtain, verify and record information pertaining to a person's identityThis includes first name and last name, verifiable U.Sstreet address (no P.OBoxes), date of birth, Social Security Number and other information that will allow us to reasonably identify a personThis requirement helps to prevent the card from being used for illegal purposes
On March 17, 2015, this customer filed taxes through TaxAct and registered for a PayPower cardWe placed a block on the card, because we could not verify the customer's identity without additional informationOn March 25, 2015, the customer contacted customer service to have the block removedOur representative explained that the issue would be escalated to our Risk Department and someone would be in contact
We attempted to contact the customer, but were unable reach them or leave a message
Since the cardholder's identity could not be completely verified at the time of registration, the tax refund was never applied to a PayPower accountWhen a customer obtains a card through TaxAct, the fee for obtaining the card is deducted from the refund amount after it posts to the cardThis fee was never charged, since the refund never postedWe suggest that the customer contact the IRS and make arrangements to receive his money

This is unacceptable due to I never received a call and why is it that a phone number is given but no information can be given to you until business days after contacting it regarding this cardThat's absurd ,also, when preparing taxes its a verification process you go through before they even approve you for the card if the name on the card matched the name of the tax return social security number matches what else is there to verify? The address matches if not I would not have received the card to try to activate it

We may cancel or suspend your card account at any time without notice for any reason (for example, if we suspect fraud or unauthorized activity on your card account), subject to applicable law
Mr***'s account showed numerous loads from Reloadit Packs purchased all across the country, followed by ATM withdrawals and transactions at the local post officeThis is highly unusual activity and often indicates that the card is being used fraudulentlyWe do not believe Mr*** used his account to perpetrate fraudWe suspect, however, that Mr*** is using his account for business purposes, which is in direct violation of the Terms and Conditions of the card:
Your card account is for personal, family, or household purposes; it may not be used for business purposes
