Thank you for the opportunity to respond to the complaint filed with your office by our student, ***
***Mr*** enrolled in the associate of applied science degree program in Visual Communications (VC) at ITT Technical Institute-Owings Mills, *** began attending his courses in the June quarter
In his complaint, Mr*** alleges he was misled at the time of his enrollment regarding the status of his program of study and-misled regarding the process for earning course credits by examinationHe also disputes the grade he earned in his Group Dynamics (GE347) course in the June quarterMr*** further alleges that he has been improperly denied access to his student email account and that his grievance has been handled improperly because the school will not respond to his calls, and the Student Relations Department at ITT Technical Institute's Headquarters has not responded to his complaintMr*** has asked that he be refunded in the amount of $37,for his student loans as well as an additional $62,for a total of $100,We have reviewed Mr***'s allegations and determined the following:
Mr*** claims that the VC program was "shut down"midway through his education and that he was misled because he was not informed this would happen at the time of his enrollmentITT Technical Institute does not represent new classes in a program of study will begin in each academic quarterThis is discussed in the Programs and Courses Offered section of the school's Catalog, the receipt of which Mr*** acknowledged at the time of his enrollmentThis Catalog section states in pertinent part:
New classes in every program of study do not begin every academic quarterCourse offerings and new classes in programs of study are dependent on a variety of factors, including student interest and faculty availability, among othersThe school will, in its discretion, determine which courses will be offered each academic quarter and which programs of study will begin new classes each academic quarterThe school does not make any representation or promise Whatsoever that any course will be offered by the school in any academic quarter or that a new class in any program of study will begin in any academic quarter
While it is true that the Owings Mills school is not currently enrolling students in the VC program, Mr***'s allegation that the program was "shut down" is not accurateAs long as students remain enrolled in a program of study, these students are able to continue in their coursework to finish the programNot enrolling new students in a program has no impact on a student who maintains Satisfactory Academic Progress (SAP), takes the courses in sequence when they are offered, and remains continuously enrolledWe are unable to substantiate,that Mr*** was misled about the VC program status at the time of his enrollment because the program was actively enrolling students at that time, and we would not have known then whether or not the program would be enrolling students in future quarters
2. Mr*** also disputes the grade he received for his Online 0Ecourse that he completed in the June quarter and claims online courses are provided by a different companyThere is no record of Mr*** filing an official grade dispute for this course or providing evidence to support his claim that he completed the final assignment in the GEcourseIf Mr*** will supply us with the evidence he refers to in his complaint, we will review this claimOnline courses are offered thrpugh ITT Technical Institute's Indianapolis, IN Online Division and not from a separate company as Mr*** alleges
3. Mr*** additionally claims he was misled about the credit by examination processConsistent with our institutional policy, students can request credit by examination as described in the school's Catalog in pertinent part:
Upon the Registrar's receipt of the student's written request, a $processing charge will be due and payable by the student to the school, unless the student's previous experience is based solely on military experience (e.g., a SMART transcript)Following the Registrar's receipt of the student's written request, the school: (a) will add the $processing charge, as applicable, to the amount that is due and payable by the student to the school; and (b) may grant the student credit for course(s) in the student's program of study based on the student's previous experience, if the student demonstrates, to the school's satisfaction, that he or she has sufficiently grasped the knowledge and skills offered by the specific course(s) contained in the student's program of study at the school that the student desires credit for previous experienceThe student must demonstrate such knowledge and skills by completing a proficiency examination(s) and/or project(s) acceptable to the school for each such course and receiving a grade or score thereon as required by the schoolNotwithstanding the foregoing, a student may not receive credit based on the student's previous experience with respect to any course(s) in the student's program of study at the school that the student previously attempted at the school or at any other ITT Technical Institute
This process and the requirements for each examination are reviewed with the student by a member of the academic team when the student makes the request to attempt credit by examination
4. Mr*** requested and was provided the opportunity to attempt the credit by examinations for Broadcast Graphics (IT212), Readings in the Arts (EG363), Composition II (0E217), Readings in the Physical Sciences (GE254), and Art Appreciation (GE364)As a result of a processing error made by the school, Mr***'s charges for each examination were waived, but that is the only exception made to this process for Mr***A portion of the credit by examination for GEincluded a presentationMr*** was informed that a presentation was part of the requirement for credit by examination for GEwhen the requirements were reviewed with him by Associate Dean Brenda *** at the beginning of the September quarterMr*** was also informed that he would have to make his presentation prior to the beginning of the December quarter in order to graduate at the end of the September quarterWhen Mr*** had not scheduled the GEpresentation and was in danger of not meeting the established completion deadline, attempts were made to contact him, but the contact information he had previously giventhe school was no longer currentBy the end of the September quarter on December 7, 2013, Mr*** had not completed the presentation requirement for the GEcredit by examination, and the school was forced to change his student status from "active" to "inalive." We are unable to substantiate that Mr*** was in any way misled regarding the process for credit by examination as the information provided to him was consistent with our institutional policies as provided by the school's Catalog
5. Mr*** further alleges he was improperly denied access to his HT Technical Institute email accountMr***'s "inactive" status that resulted from his failure to complete the presentation requirement for the GEcredit by examination before the end the September quarter caused Mr*** to lose access to his ITT Technical Institute email account as only "active" students and graduates are authorized to use these accountsAssociate Dean *** and other school staff continued to try to contact Mr***, who came to the school on December 27, to complete remaining credit for examination paperwork with Registrar Ashley *** As he had supplied current contact information on this paperwork, Associate Dean *** was able to contact him, and the GEpresentation was scheduled for January 6, 2014, which was the earliest possible date that was convenient for Mr***Once the 0Epresentation was completed, Mr*** was then required to complete his graduation paperworkThere was a delay in completing this paperwork as Mr*** did not respond to attempts by the school to contact him to let him know the graduation paperwork was still pendingOnce Mr*** completed his graduation paperwork and it was processed by the school, Mr***'s status was changed to "graduate," and his access to his ITT Technical Institute email account was restoredWe are unable, therefore, to substantiate that Mr*** was inappropriately denied access to his school email account as he claims
6. Finally, Mr*** claims no one at the Owings Mills school will respond to his calls and that the Student Relations Department at ITT Technical Institute's Headquarters has improperly handled his complaintMr*** notified the Student Relations Department on January 29, that he was unable to access his student email accountStudent Relations contacted the school, who explained they had been trying contact Mr*** to complete his graduation paperwork and that once this paperwork was completed and processed, his status would change to "graduate," and his email access would be restoredStudent Relations conveyed this information in an email to Mr*** on February 6, Mr*** then left Student Relations a voice mail alleging he received a poor quality of education at the Owings Mills schoolStudent Relations asked Director Chad *** to meet with Mr*** to discuss his new issues, and this meeting took place on February 10, when Mr*** came to the school to complete his graduation paperwork At this time, Director *** discussed Mr***'s allegations concerning the quality of education he received at the Owings Mills schoolAfter receiving a report of this meeting from Director ***, Student Relations considered the matter resolved
On February 11, 2013, Mr*** returned to the Owings Mills school to complete his exit paperwork in the Finance DepartmentDirector *** had discovered there were approximately fifteen "sticky notes" posted around the school containing derogatory statements against ITT Technical InstituteDirector *** saw Mr*** in the hallway and asked if he knew anything about the "sticky notes" as Mr*** had also emailed the school on January 28, threatening to disrupt school operations if his demands for a $100,"refund" were not metMr*** denied any knowledge of the notes; however, security footage that Director *** viewed after talking tot4r*** clearly shows Mr*** posting the disparaging "sticky notes" in public view in various places on the school groundsWe are unable, therefore, to substantiate that no one at the Owings Mills school would respond to Mr***'s calls as the school staffwas trying to contact him to come in and complete his graduation paperworkWe are also unable to substantiate that the Student Relations Department did not review his complaint or that his grievance was handled improperly as Student Relations communicated the initial resolution to Mr*** by email and then asked Director *** to meet with Mr*** and report the results of this meeting after Mr*** raised additional concerns
As a result of our review, we are unable to substantiate any of Mr***'s allegationsWe are, therefore, unable to refund his student loans in the amount of $37,as well as an additional $62,for a total of $100,as he has requested

My complaint is that ITT tech Institue is charging me whole lot money which is $34, dollar that I do not have the one in Indiana online course they are the one kick me out the school they shouldn't not charging me all that money plus I went back Itt tech Institue in Philadelphia Pa now double it for $12,which I don't have my father claim I suppose owe Itt tech school I want this resolve because I on social security they should not take any money for me they said when I graduate I will pay that all back but I didn't so now taking 34, now 12, out my income tax or social security

I have reviewed the response made by the business in reference to complaint ID ***, and find that their reply is not a resolution at all It is merely an acknowledgement that they received my complaint.
I cannot verify the public relations state about customer satisfaction I have been talking to them since Decabout taking legal action Their financial officer said it did not matter when I started they were going to charge me for one full course I also do not know if they had a form to sign five years ago with my agreeing to work within their frame work for any disputes Why is it that it has taken over five years to mention that idea?
My lawyer contact told me that applying for triple damages would be appropriate in this case of contract law as they have acted it bad faith They have done nothing to resolve this issue except supplying the documentation I asked for occasionally over the period of five years My lawyer friend did not proceed as I had hoped She just gave it back to me with a few hints every few years I have not had the money to even file a small claim

ITT makes ALL sorts of promise they are unable to keep! They promised me job making at least 35-40k a yearThey only got me one make $an hour! They use predatory lending techniques which screwed up my credit rating

Go to a different school where they actually care about there students and actually teach themThe whole faculty staff does not care, it's a business and it is all done for max profitEvery move they make is done in the best interest for them instead of their studentsI wasted my time and money
