In regard to the complaint filed by [redacted] , please see our position below Q: The customer states he went to the HIKO Energy website and typed in his utility account information and thought he signed up for an electric rate of cents per kWh A: Upon thorough review of this customers enrollment, our records indicate this customer enrolled using a Web Sight called [redacted] , This sight is controlled and regulated by the state of Connecticut Public Service Commission The webpage has a disclaimer which informs customers of the following information"The offered information on this website is provided solely for educational and informational purposes and may not represent a complete and/or accurate listing of all offers in the Connecticut marketplaceAs with any contract, you should call individual suppliers to confirm offers, terms, and conditions before enrolling." As an extra layer of protection customers are prompted to check two boxes before the enrollment can be submitted HIKO terms and conditions, which clearly specifies that HIKO only offers a variable rate The consumer Bill of Rights Once the enrollment has been processed, HIKO sends customers a welcome packet which is mailed to the service address provided by the customerThis also includes the terms and conditions of the agreement, and the consumer bill of rightsIt also clearly specifies that HIKO only offers a variable rate service for electric and gas supplyThirdly the customer is also notified with a letter from the local utility company advising of the switch to HIKO Variable rates increase at any moment without notice because they are subject to market conditions, in that retail prices fall and rise due to supply and demand principles on a daily basisPeriods of extreme weather such as this unusually cold winter can cause substantial price fluctuationsAs opposed to a fixed rate contract where the rate will remain the same for a set period of time Q: Customer states he wants full refund for the term of his enrollment at the utilities price to compare A: We feel that we have been compliant with the enrollment and at this point there is nothing further we can offer this customer The customers account has since been canceled as of without penalty

At HIKO Energy we offer a monthly variable rate, month to month contract that would save our customers 1-7% savings over the course of a yearAfter twelve months of service HIKO would provide the customer a free month of service by reimbursing the supply portion for the bill from the month of the customer’s choiceThe term is month to month and can be canceled any time without any termination chargesUnfortunately we have not been able to achieve these savings due to the weather and market conditionsWe can assure that our rates will be decreasing in the next coming monthsWe reached out to customer with our resolution

1pt solid # The rate that we offer is a variable rate with savings over the course of one year plus one free month of energy supply after months of servicesUnfortunately, because of the extreme weather and other determining factors, the cost of electricity and natural gas skyrocketed this winterBecause we only offer variable rates, our rates went up to reflect our costWe reached out to the customer by phone and informed we will be processing her free month of energy supply

Good Afternoon, We received this customer's rebuttal on we received the original rebuttal and as per further review at that time a full rate adjustment and refund has been given to this customer At this time, we have done everything in our power to settle this with the customerWe feel that we have been compliant and at this point there is nothing further that we can offer this customer Thank you

The response from Hiko is not acceptable to meI have already wrote a letter to corporate regarding this same matterI received a voicemail message from corporate/no name given staying that my charges were correct and I disagree with the chargesBefore signing up with Hiko, I've never accrued such a large utility bill based off of the amount of usage they are claiming are associated to my householdWhen BGE was my sole provider, my highest monthly bill never rose to $200+ in one monthThat's ridiculous and outrageousI'm paying more for my utility bill then my car note at this time and I've lived in my apartment/been a customer of BGE for 3+ yearsPer my contract, Hiko guaranteed me that they would be 3% lower than my utility's standard offer service rateI signed my contract on 11/**/I just want a resolution, so I can be rid of Hiko for good. files will not upload

All I've gotten from HIKO so far is the following canned letter (exact verbiage enclosed), received via mail on approximately 4/**/14:

A Message From HIKO Energy
Dear ***:
In recent months customers of all energy services, including HIKO customers such as yourself, have experienced much turmoil due to the extreme cold weather this winter season, which has created price volatility in energy markets
Many of our customers enroll for variable rate service under which the price each month is modified to reflect the then current market costs associated with the electricity or gas commodity service. Therefore, the price charged by HIKO for electricity used primarily in January and February reflects the actual market costs experienced in those months. As has been well publicized (See, Case *** - Petition of *** d/b/a National Grid for Waiver of Tariff Rule 46.3.2, Order Granting Request For Waiver (issued January **, 2014)) during the month of January, electric prices increased significantly due to a variety of market factors over which HIKO had no control. The prices HIKO has charged you increased as a result of these market conditions
Because of these spikes in energy costs, HIKO has also experienced an increase in it's customer call volume due to these price developments. For this reason, HIKO has been delayed in responding to some customer inquiries. HIKO has been addressing this problem by expanding its customer response team. If you do experience a delay in contacting HIKO by telephone, please send an email to *** and/or leave a message on the voice mail and a customer representative will return your call as soon as they can
HIKO is committed to providing its customers with quality commodity services. We are sorry for any inconvenience that may have been caused by the recent market developments

Additional comment from *** *** (complainant): Contrary to what it states in the above letter, as of this writing (4/**/14), I have yet to be contacted by a HIKO customer service representative, even though I left them voicemails during March asking to have someone contact me at their earliest opportunity to discuss my concerns

As per customer's request, we have done a one-time courtesy refund.
A copy of this resolution has been sent to the customer.

We have doubled our Customer Service staff because our call volume has drastically increased recentlyThis will ensure that customers are able to reach us

The standard transfer back to the utility is to days and is controlled by the utilityThe customer called to cancel and the cancellation request was submitted to the utility the same day
