investigated the issue with Mr. [redacted]’s PayPal MyCash Reload Card.
 
Mr. [redacted] originally contacted us on July 15, 2015. Mr. [redacted] advised
us that he had an invalid load to his PayPal
MyCash Reload Card. As standard procedure we requested documentation from Mr. [redacted]
in order to investigate and resolve his issue.
 
Mr. [redacted] purchased a $150.00 PayPal MyCash Reload Card at Walmart;
however, the load only processed on the account for $33.00 due to an activation
issue at the merchant. We have reviewed Mr. [redacted]’s documents and determined the
purchase was for $150.00. We have been in contact with Mr. [redacted] and provided
him with a replacement PIN for the difference of $117.00.

to advise her that her MyVanilla Reloadable Debit Card had been activated.

reviewed the reload pack as well as the receiving account. We found that both
the reload pack and the receiving accounts had been fully redeemed. We will
remain willing to assist law enforcement with the ongoing investigation and
resolution of any crimes which may have been committed. It is important to
remember you should never give your PIN to anyone.

Each Momentum Visa
Prepaid Debit Card is accompanied by a printed Cardholder Agreement, which
constitutes an agreement between the Cardholder and the issuer of the Card, and
sets forth terms and conditions, including fees, which apply to the Card. The
terms and conditions are received with the Card and are available at any time
for viewing online at www.momentumcard.com.
 
In accordance with the
terms and conditions, Ms. [redacted]’s account has been assessed a monthly fee
of $10.00 each month there has been a balance. All fee amounts will be
withdrawn from a card and will be accessed as long as there is a remaining
balance on a card.
 
We place a great deal
of importance on customer satisfaction and want to be sure that our customers
have a positive experience with our product.  As evidence thereof, we have closed Ms. [redacted]’s
account as requested and sent a refund to her in the amount of $6.48 to the

We attempted to contact Ms. [redacted] via telephone July 24, 2014, followed
by two more telephone attempts on July 25, 2014.  Ms. [redacted] has not returned our calls. 
 
When we received the original complaint, in accordance with our normal
procedures we thoroughly reviewed and investigated the reload pack as well as
the receiving account.  We have certain
measures in place that help us determine if the PIN was tampered with or if it
was voluntarily provided. We found that the reload pack was redeemed to a
victim assisted scam account and had been fully depleted.  As stated in our original response, we have
marked the account as fraud and blocked it from further use.  We will remain willing to assist law
enforcement with the ongoing investigation and resolution of any crimes which
may have been committed.  Again, we
highly recommend Ms. [redacted] visit our website www.vanillareload.com to read about the
top 10 ways to prevent fraud.  It is
important to remember you should never give your PIN to anyone. 
 
Hopefully this provides more clarity to our actions pursuant to Ms.
[redacted]’s claim.  We are still unable to
reimburse this loss since the reload pack was redeemed with her consent. We

We have investigated the issue with Mr. [redacted]’s MyVanilla Reloadable Debit Card.   Please know that the MyVanilla Reloadable Debit Card is not sold or marketed as a Gift Card. In accordance with the USA Patriot Act, we, like all other issuers of General Purpose Reloadable card accounts, are required to verify the identity of each person who opens a card account.  We are further obligated by the USA Patriot Act to obtain, verify and keep records related to the account ‘for five years beyond the date of account closure’. These regulations are designed to protect the financial infrastructure of the United States from potential money laundering and terrorist financing. To complete the authentication process we compare name, address, social security number and date of birth against commercially available databases. We do not run credit reports. Please know that, as a consumer, by law your credit file cannot be accessed without your consent. We do not request consent from our cardholders and we do not access credit files. The information is obtained strictly under the requirements of the USA PATRIOT Act and is protected on our systems in a PCI compliant environment. Our obligation to collect information and perform these checks is disclosed on the face of our card packaging.   Mr. [redacted] contacted us because he was unsuccessful in registering his card. We were able to verify Mr. [redacted]’s personal information and we assisted him with registering his card on May 22, 2016. He has been successful in using his card.   We place a great deal of importance on customer satisfaction and want to be sure that our customers have a positive experience with our product. However, I must add, that  One Vanilla has said all of this prior to my complaint being filed with Revdex.com.  The complaint was filed because One Vanilla is not doing what they claim they are going to do.  As stated in my complaint the story changes every time they are contacted.  As of today I have still not received a check from this business. 
We are now way beyond 60 days.   They know it is a fraudulent charge.  The company that supposedly made the charge does not even exist!!  How long am I expected to wait for One Vanilla to get off their [redacted] and refund my account??  Sixty days should have been more than adequate.  I will never do business with these people again.  I will continue to urge others to avoid dealing with them as well.  They are a disgrace.
