I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
I am an IT Manager at a mid size company.  My people have been bombarded by UNSOLICITED BULK EMAIL by these 'third party marketers' independent of instantcheckmate.com's terms of use.  Instantcheckmate and their MANY affiliated domain names claim that they are not responsible for the ads that they paid to send.  Ads that LIE about the relationship of the sending party with regard to contact with instantcheckmate.com and it's affiliates.  This is false marketing and advertising they paid for. 
These marketers use specific tactics akin to phishng techniques as well as 'snowshoeing' messages from a variety of sources to avoid spam detection efforts.  We have been unable to stop these message and the frequency is continuing to expand.
We feel that instantcheckmate.com is aware of these deceptive marketing scams and profiting from it as well.  Clicking on the link will randomly redirect you to one of instantcheckmate.com's affiliated web sites.  Most of these affiliates and employee agents are unaware of their relationship with each other.  ie [redacted].

In the bottom paragraph of our response, we informed Ms. [redacted] that we had issued her a full refund in the amount of $295.80, as per the request in the original complaint. This refund has been credited back to the card that was used to enroll in our services, and no further charges will be incurred.

On 10/27 Instant Checkmate responded that my email has been removed from their list but allow 10 days for the change to take effect.  Revdex.com closed the complaint before the 10 days occurred.  I was waiting to see if the junk emails I complained about would stop.  As of today 11/4 the # of emails per day have increased from 15 to 45!  Instant Checkmate has NOT done what it said it would do to satisfy the complaint!

I am very disappointed, they charge you and you get either the wrong information or very outdated information. I was looking for someone and instant checkmate gave me very outdated information, turns out information from a PI let me know the person I was looking for died 20 years ago. Instant checkmate didn't have that information. I also checked out my husbands information and it was 90 % false. I think it is horrible to charge people for false or outdated information. I have cancelled before my month was up, I hope they don't continue to charge me like others had complained about.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  To be clear, my complaint specifically outlined the need to address and review Revdex.com's accreditation status of a company that has had literally 'thousands of consumer complaints' for deceptive marketing practices and ancillary harm to consumers through distribution/sale of customer lists to other internet-based companies, including descriptive phonographic emails and access to phonographic websites.  Please note INSTANT CHECKMATE proudly announced to the Revdex.com that they had refunded 'charges'.  This is a false statement. I contacted the credit card company, filed a dispute, charges were removed, and a 'block' was enacted to prevent future charges to my credit card. The credit card company reviewed their data and concluded this company has a high number of customer-initiated disputes and 'blocks' to protect their customers and reduce the volume of activities spent by their administrative resources to address an issue generated by INSTANT CHECKMATE, a highly rated Revdex.com accredited company.  Other companies are taking action, my own perception is that the Revdex.com would also take action.  As evidenced by a response that did not address the complaint, the Revdex.com offered a computer-generated check-the-box, yes-or-no email. To paraphrase: 'the company responded, the Revdex.com interprets a response as resolution.
1.The response from [redacted] dba INSTANT CHECKMATE offered no more than a cut-and-paste of what is described as 'terms of agreement' and does not address the complaint filed with the Revdex.com.  This company pays annual dues to the Revdex.com, why would the Revdex.com risk loss of revenue by clearly understanding the consumer's specific complaint?  As the Revdex.com is not a government agency, of which I understand and some believe to be the case, the Attorney General's office and Federal Trade Commission are government agencies take consumer complaints seriously and act upon information provided in the complaint.  The Attorney General's office and The Federal Trade Commission do not measure success by 'speed of response' or measure effectiveness and success through 'administratively closing' consumer complaints.  2. Whether or not a business is accredited, it can be graded by the Revdex.com.  The grading system, ranging from A+ to F is confusing at best and useless at worst.  Business grades are determined by 16 factors, including how many complaints have been filed with the Revdex.com against the business and if how the business responded.  Notably however a business's grade won't necessarily be hurt if nothing much comes of a complaint and the customer is left unsatisfied.  rather, all that matters, grading-wise, is that the business responded and made a 'good faith effort to resolve complaints".  This means that a business could have a good grade even if it is the subject of a lot of complaints, as long as the business dutifully response, even in a pro-forma way.3. While the Revdex.com offers consumers many services and lists of popular scams to watch out for, the organization's mission isn't to have your back, as demonstrated by a request to close the complaint.  In this instance, a quick response equals resolution and another data point used to manage metrics.  From top to bottom, the Revdex.com is funded by the annual dues paid by businesses it anoints with 'accreditation', which allows companies to put iconic Revdex.com stamps of approval on websites, marketing materials, and storefronts.  This raises very obvious questions about 'conflict of interest':  the Revdex.com customers are businesses, not consumers. How can the Revdex.com serve as an honest broker between businesses and consumers when it is fully funded by parties such as [redacted] dba INSTANT CHECKMATE.  It would appear there's a natural incentive to portray dues-paying clients in the best possible light.4. In this case, content of my complaint specifically outlined the need to address the sale/distribution of INSTANT CHECKMATE customer lists to other internet organizations who generate vast amounts of spam and unauthorized charges to my email account: sale/distribution of customer lists adds value to INSTANT CHECKMATE and other companies marketing plan:  flood the market, or statistically 'hook' individuals who may interpret emails as official communication from banks, credit card companies, fortune 100 companies, and phonographic websites.  The unauthorized charge to my credit card and INSTANT CHECKMATE'S answer that I willingly entered into an agreement is inaccurate. The dues-paying INSTANT CHECKMATE is a customer of the Revdex.com and false/illegal business practices continue as long as INSTANT CHECKMATE will pay the Revdex.com for accreditation. 5. Filing a complaint with the Revdex.com would seem the right thing to do. In this case high expectations were set high the Revdex.com would address content, not speed of response.  It is apparent Revdex.com grades are not a reflection of customer experience or the overall quality of a business which the majority of customers believe is the mission of the Revdex.com. Instead, business grades are determined by what the Revdex.com determines as resolution, not the consumer who filed the complaint. 6. I understand the Revdex.com cannot shut down a business or tell companies how to run their business.  What the Revdex.com can do is evaluate and confirm the accuracy of the company's description of their business.  Revdex.com has the data!  Review your data! The sheer number of consumer-filed complaints for deceptive marketing is a strong indicator that there is a sizable and quantifiable gap.  A company-supplied description of core competencies by a dues-paying organization versus the sheer volume of consumer-generated complaints to the Revdex.com of deceptive business practice is confirmed by data, not perception or speculation. 7.  While it would seem the Revdex.com would take action with companies who profit from distribution of customer lists to organizations who distribute pornography, Federal law mandates pornography as legal when distributed to adults and illegal to distribute pornography to minors.  Companies know the line of demarcation and can offer customer lists knowing that the list contains email addresses who have identified themselves as adults.  In this case INSTANT CHECKMATE can offer a highly sought after 'no minor' customer lists.8.  How the Revdex.com can rate INSTANT CHECKMATE with an A- rating is beyond belief and validation that the Revdex.com does not adhere to its own criteria. Using Revdex.com measurement criteria to determine the Revdex.com-provided 'grade' confirms the Revdex.com has not followed its on publicly distributed checklist to determine a true and accurate rating of INSTANT CHECKMATE. A review of Revdex.com's 16 criteria used to rate and accredit companies is provided below with ITALICIZED elements that must be addressed immediately. *Summary: I fully anticipate the Revdex.com will offer and enact one of two types of resolution:  Revdex.com 'administratively' closing the case, or offer of Revdex.com mediation or a Revdex.com fee-based service. Consumer perception is that the Revdex.com is an organization who truly cares about the consumer which is why I filed a complaint, or 'why not it can't hurt to file a complaint'.  I had hoped the Revdex.com would engage in a manner other than managing metrics.  However hope is not a strategy, I am left without resolution, and the Revdex.com can transfer an open case to the bucket labeled 'issue resolved'.  By using Revdex.com's criteria, italicized items and point values do not add up to the Revdex.com published rating.  An INSTANT CHECKMATE press release touts a A- rating which according to the Revdex.com rating system is a 93.9 point score.  My complaint encompasses those items where INSTANT CHECKMATE does not meet criteria.  On a 100 point scale, INSTANT CHECKMATE'S score could be as low as 29 points, or far below an F rating. Using 'benefit of the doubt' that the maximum number of points would not be deducted, the math still shows the sheer number of violations are inconsistent with the number of points needed to achieve an A- rating.  I use fact-based data to determine whether an organization adheres to its own criteria.   Facts are truth, consumer complaints are truth, volume of complaints is truth, and Revdex.com's 'administrative close' is unfortunate, but true.   * Revdex.com ratings represent the Revdex.com's opinion of how the business is likely to interact with its customers. The Revdex.com rating is based on information Revdex.com is able to obtain about the business, including complaints received from the public. Revdex.com seeks and uses information directly from businesses and from public data sources. Revdex.com assigns ratings from A+ (highest) to F (lowest). In some cases, Revdex.com will not rate the business (indicated by an NR, or "No Rating”) for reasons that include insufficient information about a business or ongoing review/update of the business’s file.Revdex.com Business Reviews generally explain the most significant factors that raise or lower a business’s rating.Revdex.com ratings are not a guarantee of a business’s reliability or performance.  Revdex.com recommends that consumers consider a business’s Revdex.com rating in addition to all other available information about the business.RATING ELEMENTSRevdex.com ratings are based on information in Revdex.com files with respect to the following factors:Business’s complaint history with Revdex.com.The Revdex.com rating takes into account the following information with respect to closed complaints that relate to a business’s marketplace activities:Number of complaints filed with Revdex.com against the business.The size of the business.If complaints have been filed, whether in Revdex.com's opinion the business appropriately responded to them.If complaints have been filed, whether in Revdex.com’s opinion the business resolved the complaints in a timely manner to the customer's satisfaction.If complaints have been filed, whether in Revdex.com's opinion the business made a good faith effort to resolve complaints, even if the customer was not satisfied with the resolution.If complaints have been filed, whether in Revdex.com's opinion the business failed to resolve the underlying cause(s) of a pattern of complaints.The age of resolved complaints.
