When a customer pays for a public records search, we do guarantee that we will search every database available to us, however, we cannot guarantee which records will or will not show up in the final report since we are not in control of the records themselves. We get our information from local county courthouses and census bureaus. This information is then uploaded to the database that we pull from. There is a possibility that some information may not show on a given individual because some state and local laws restrict us from accessing certain records which may not be considered “public” in that jurisdiction. We would like to thank Ms. [redacted] for her patience and cooperation while we investigated this issue. We were able to locate the PayPal transactions with the provided IDs. We went ahead and refunded all transactions, however, two of the transactions returned an error saying they were previously refunded. We also attempted to stop the recurring payment within PayPal but received an error as well. We suggest Ms. [redacted] visit this PayPal FAQ page to ensure her automatic billing is cancelled: https://www.paypal.com/selfhelp/article/FAQ2327. We sincerely apologize that we are not able to do more on our end.

We were looking to buy a house, and wanted to be sure the guy was not a scam artist since we had recently been scammed. So, we used Instant Checkmate to run a check on him. Turns out this organization scams people out of their money. We paid 22.89 dollars for a complete check on this person, and got his birthdate, age (duh, they gave us his birthdate) and his horoscope sign. The info offered was exactly nothing. In the process of charging that, they incidentally charged $1.99 for processing the charge.
So, the next step, according to them was to pay them $19.99 for the information I was told I was paying for in the first place. Naturally, I stopped there, called them, and asked for a refund.
At first, she said she would stop future charges. Since I was unaware of future charges, I realized I was in real trouble, but told her I not only wanted future charges stopped, but I also wanted my money back. and that she should be ashamed of herself for what she was doing. I told her if I didn't get my money back, I would report them as scammers, and go to the bank and resolve this with them. She informed me she was only authorized to give me half of my money back. So I let her know I would be reporting them, and going to the bank, thanked her and hung up.
While outside, telling my husband I was going to the bank to resolved this, I came in to the answering machine saying that they would refund the 22.96, in 3 to 5 business days, (don't ever use a debit credit card for this type of transaction, they can't cancel the transactions) and to call back.
I went to the bank and had to cancel my actual card to stop the transaction.

I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution would be satisfactory to me.  The company has performend this action and I consider this complaint resolved.
However, I do object to the business practices of the company in its misleading prompts through the course of its web interactions with customers.  Its advertising is misleading in the sense that it states that purchasing a report will provide users with arrest and criminal records.  Upon paying the initial $20, only then does the user receive a sometimes empty or nearly empty report and a note that arrest and criminal records are only available on a premium account, which requires additional fees.  In addition, the screens that you click through imply that there are records in those categories and there are no prominant disclosures stating that the file may come back incomplete and devoid of material information.  I'm surprised that this business has recieved Revdex.com accreditation.

Sheesh!  Just got a third letter from you.....In that second email you sent, it said that if I was satisfied with the respond I didn't need to do anything so I didn't!  This third letter saidI was given 7 days to respond to the second and then it appears it the case was just closed because I didn't respond. You barely gave a moment to respond before closing the case!I have not received any refunds from this company even though they have stated they would issue s refund.  Can you please let me know how they intend to refund me?  The credit card they were charging me on is no longer open.  Because of their fraudulent charges my bank shut it down.Thank you so much for your help in resolving the final important part of this issue.
