I am rejecting this response because: NCB's response was not a response at all. It was a request to call them. I should not have to call Daniel V[redacted] to discuss this matter. I submitted my complaint in writing and I want NCB's actual response in writing.

I established a payment plan with a man named john last year and before I ever gave him my card number I made sure to ask about the deletion on BOTH NCB AND [redacted] from my credit. john reassured me that day and ever month when I called in to make a payment. my account was transferred to a woman when john left, she confirmed the agreement made between john and myself, then when she left and my account was given to another man I MADE SURE TO GO OVER THE AGREEMENT AND HE REASSURED ME THAT BOTH NCB AND [redacted] WOULD BE DELETED. I have several emails to ncb dating back last april requesting written confirmation and I get a response of the settlement letter saying I fulfilled my end and have paid it off, but [redacted] remains on my credit. our calls are all recorded from the date the arrangement was made to EVERY TIME I called in to make a payment so the convo can be heard where I clearly asked and was apparently lied to. Okay, so I feel behind on a loan that I had with a different company and the debt was purchased by NCB. They called me, worked out a payment plan with me for what I could afford to pay monthly. They insisted that the payments had to be automatic ACH payments every month so we set that up. August 2nd I check my bank account and they took two payments out of my account. They told me on the second that they would submit a refund and it would be done in 7-10 days. I called back again on the 12th because I still hasn't gotten the money back. They informed me when I called on the 12th that the refund hadn't even been initiated yet! Not even started! I transfered to a manager named Robert S[redacted] at the time, who told me that he was taking it directly over to get it processed. I then asked him to call me back immediately to inform me of the status, he agreed and told me that he would have the gentlemen handling my case call me back. I have other bills to pay and I am on a tight budget being a fill time student. Not having this money has really messed up my other bills I have to pay. Today is the 16th and I still don't have the money back. I also called three times on the 15th directly to Robert S[redacted]'s extension and got his voice-mail all three times, so I left a message, never received a phone call back from him. This morning I called the gentleman who handles my account and got his voice-mail as well. It took a message being left this morning informing them that I would be leaving this review and going through my bank to report this fraudulent transaction to get a call back. Ridiculous. Terrible service from a "manager"

June 15, 2017 [redacted]North Miami Beach FL [redacted] Joseph K[redacted]SVP of Audit and Compliance NCB Management Services, Inc RE: Complaint Number 12136684 Dear: Mr. K[redacted] Please find attached for your review and validation [redacted] response, CFPB Case Number [redacted] dated April 3, 2017 and paragraph 3 of [redacted] letter clearly states the alleged account was sold in "October 2015."Based on NCB Management Services Inc statement the alleged account was purchased in "September of 2015." There is collusion amongst both companies and fraudulent activity. Mr. K[redacted] how could you and NCB Management Services Inc, ethically take such a position that [redacted] response to my complaint through CFPB doesn’t have any bearing on the validity of the alleged debt purchased and the alleged debt that NCB management services Inc attempts to collect by using deceptive and abusive tactics to collect an alleged debt that I do not owe. This is ludicrous both companies was involved in a Purchase/Sales agreement of a debt can’t ethically validate when the alleged debt was Purchase/Sold.  Each company has now given a different variation as to when the alleged transaction took place. Under the laws of the Federal Trade Commission, FTC rules and regulations this is a violation. Under the FDCPA, NCB Management services Inc is in violation by reporting the alleged debt as a collection account to the credit reporting bureaus before first notifying me.  I acknowledge that your office has submitted documentation in a timely manner in my complaint to the various agencies. But based on my investigation of the documents that I have received I have no evidence to corroborate NCB Management Services Inc claimed that I was ever notified by US Postal Mail. And so, I have concluded my investigation and the facts are NCB management Services Inc has been in violation of FDCPA by not first notifying me of this alleged debt and collection account before placing it on my credit report.  And the mere reporting to the credit bureaus as a collection account is a violation under FDCPA.  NCB Management Services Inc has been in violation of this law and I demand to see a copy of a certified mail return receipt with my signature on it as proof that NCB Management services Inc was in compliance with FDCPA when they first notified me of the alleged debt and collection account by US POSTAL MAIL a few years ago. It is the law as per FDCPA and since I have filed complaints with federal agency and other agencies in 2017 and during this process is when I received documentation but this isn't compliance with FDCPA as NCB Management Services Inc has asserted. This is a VIOLATION of FDCPA.I acknowledge NCB Management Services Inc has responded to my disputes with the Credit Reporting Agencies, CRA in September, October and November of 2016 and also January 2017 but it behooves me that in May 2017 the month in which NCB Management Services Inc responded to my complaint through the Revdex.com they continue to perpetuate a lie by saying that NCB stand by accuracy of its credit bureau reporting and compliance with all applicable regulations. Base on my investigation and review of my [redacted] and [redacted] credit report NCB has been in violation of FCRA because on April 13, 2017 NCB account number [redacted] was deleted/removed from the Credit Reporting Agency [redacted], report number [redacted] and this collection account is no longer reporting on my [redacted] credit report and it cannot be re-reported as per FCRA.  And on January 25, 2016 NCB account number [redacted] was deleted/removed from the Credit Reporting Agency  [redacted], report number [redacted] and this collection account is no longer reporting on my [redacted] credit report and it cannot be re-reported as per FCRA.  Because of my ongoing disputes with the Credit Reporting Agencies NCB did not provide verifiable proof in accordance with FCRA section 609 (a)(1)(A) and NCB was in violation of the applicable laws and regulations as per FCRA and subsequently the accounts was deleted/removed from my credit report because the Credit Reporting Agencies couldn’t verify the validity of the account and the CRA’s must adhere to the FCRA and if the validity cannot be confirmed the account must be deleted/removed otherwise the CRA's will be sued.  Mr. K[redacted], how could NCB ethically stand by accuracy of its credit bureau reporting and compliance with all applicable regulations?  I demand that NCB remove the alleged collection account from [redacted] Credit Reporting Agency immediately. It’s obvious that NCB has perpetuated a lie and I will not hesitate to expose NCB unethical, deceptive and abusive tactics in the court of law. Please, I ask SVP of Audit and compliance at NCB Management Services Inc to adhere to my demand and remove the alleged collection account from [redacted] Credit Reporting Agency immediately. NCB willful noncompliance to adhere to the applicable FCRA, FDCPA and FTC laws and regulations has hurt my ability to obtain credit and my rights have been abrogated. The resolution I seek is that NCB adhered to the applicable laws and remove the erroneous collection account from [redacted] Credit Report Agency and if NCB fails to remove this account immediately I shall sue NCB Management Services Inc. Sincerely, [redacted]

The arrangement was presented to me as a legal settlement for my credit card debt. I am sure NCB would have a copy of the settlement arrangement.
