The consumer chose
to visit our “Retail” website where consumers have the opportunity to review
and compare hotel room rates prior to selecting and purchasing hotel room
reservations.
The consumer
selected a specific hotel property from a list of participating
properties, at the disclosed room rate, including taxes and fees. Upon
hotel room check-in/out the hotel representative
provided the consumer with the lower negotiated room rate established between
priceline.com and the hotel, which is not available to the public.
Priceline.com is a
travel agent and as such, makes hotel room rates available on behalf of the
hotels. Just like every other business, we receive reduced rates because we
sell in large volume, and if you compare our rates, you will find them to be
very competitive. We strive to offer customers the best alternatives for saving
money while at the same time maintaining profitability.
Priceline.com
provided the consumer with his/her selected hotel, at the disclosed summary of
charges.  We apologize if the consumer is
disappointed with the difference in rates; however, priceline will not be able
to offer a refund for the difference in rates.

Johnson Mesa / Scottsdale concerning the consumer’s claims.
Upon review of this matter
the hotel representative advised that the guest did not approach the front desk to
advise of any quality issues and did not give the hotel the opportunity to
review the consumer’s claims and/or accommodate the guest with another room.
The hotel representative advised that they were unaware of any guest concerns
and are unable to issue a refund.

We work really hard to avoid any confusion when customers
use our website. In order to book a reservation, we require that you review
your reservation details, including the terms and conditions prior to entering
your billing information. Your reservation is prepaid and non-refundable as
stated during the booking process.
 
In addition, we stated prior to purchase that a
refundable security deposit will be required in order to pick up the vehicle.
The amount for the refundable security deposit required at the rental counter
depends upon the car type, rental period, and optional items.
 
Since you did not have the funds for the security
deposit, we have decided to make an exception to our cancellation policy and
cancelled your reservation with a full refund. This refund for $213.61 was
issued today, September 1, 2016. Your refund will be processed through our
system within one business day. If you need to check the status of your refund
after a few business days, please contact your bank directly to inquire about
their processing time.

I am rejecting this response because: The guarantee for the minimum hotel rating was on the screen prior to the screenshot you provided.  It did list that a minimum guest rating on 8 would be guaranteed and this bait and switch you're trying to pull is lousy customer service.

I am rejecting this response because: 
 
1) This is an unfair business practice. The company had the hotel for 106 a night on it's own website and then charged me 145 a night for it. How is this right? It is unethical.
2) The "best price guaranteed" it at I found point number 1 out. At this point the "refunded the difference plus an extra 25 dollars. Which is still not the correct amount. See the math below. After bringing this up numerous times they have done nothing about it.

My total was  520.29
Priceline refund 142 (which included an "extra 25" somehow"
What I paid equals 378.29 (this includes 15 in insurance)
 
Priceline.com price for same hotel on same days is 358.59 inclusive of all taxes and fees
 
So if you take my price and exclude the insurance is it still HIGHER then priceline's best price. And somehow they are "giving me an extra $25". This is highly incorrect.

According to
the consumer, his daughter purchased a reservation
without his permission.
The consumer

“Please insist on a refund. I did not make or authorize this reservation. I do
not want to stay at [redacted] Atlantic City.”
 It is clearly not the
merchant’s responsibility to monitor and or distinguish that the user of the
credit card is a minor.  The responsible
party would certainly be that of the credit card holder.
In cases where fraud or an unauthorized purchase is alleged,
we would not rectify the claim with the customer.  In all matters such as these, the credit
card-issuing bank investigates the credit card holder’s claim.
We are
sorry that we are unable to assist the consumer in this situation.

verified with Christine that they can make a one time exception to modify the
name on your ticket but you need to contact the airline directly for
assistance. In order to change and modify the name on the ticket, they will
remove all [redacted] flights and it will be replaced by all United
Airlines flights. However, the consumer is responsible for paying the $200
Airline exchange fee, the $50 [redacted] service fee and the possible fare
difference. We are

The consumer chose to visit our published price” Retail
website and selected pet friendly hotel accommodations. The consumer is requesting
to cancel the reservation as the hotel requires a pet fee of $75. The consumer
provided a screen shot of the website indicating “Pets Allowed” and does not want
to pay a fee for the pet.
On behalf of the consumer, Priceline contacted the hotel and
confirmed that the hotel would provide pet friendly room accommodations and a
fee for the pet is required.
Priceline.com discloses the following:
Do Priceline hotels allow pets?
With our Retail
service, you can sort by specific amenities to include pet-friendly hotels.
Some pet-friendly hotels may indicate that they allow pets in the hotel
description. However, there may be additional restrictions. To best determine
if the hotel you are selecting allows pets and what restrictions may apply, you
should contact the hotel directly.

We are writing to let you know that we have received your
Revdex.com concern in our Executive Offices. As we understand, you
did not use the reservation and you would like to be refunded.
 
We checked our records and verified that the hotel you
received is in the designated area that you selected during the booking
process. I contacted the hotel and verified that you did not use the
reservation.
The reservation is supposed to be non refundable;
however, I refunded your reservation because we value your loyalty. I processed
a full refund in the amount of $94.16 back to the same card that was used to
place the request. Your refund will be processed by our system within one
business day and your bank will post the refund back to your account. Bank
processing time varies so please check with them if you don't see the refund
posted to your account within the next few days.
 
We apologize for the inconvenience and thank you for
giving us the opportunity to assist you.

Absolutely no resolution was offered. I am aware of Priceline's policies,  however this was an extreme situation and a generic apology simply will not do. There is absolutely no customer service with this company. This was the worst stay of our lives and I believe I am very deserving of a refund. Priceline wants me to contact the hotel,  but I paid through Priceline. I want a resolution from priceline. The hotel cannot help me because this transaction occurred through a third party a seller.I simply want a refund.

I am rejecting this response because:
 
I have screen shots of the conversation between I and a representative of Priceline.com stating the reservation can be refunded if the hotel agrees. The hotel manager has given me the run around and Priceline.com the rub around and unfortunately somehow this complaint was skipped by the hotel and sent to Priceline.com. I know that there are always acceptions made when circumstances allow. There is something a business can do to compensate me for a good I am returning in original condition. If there is nothing a business is willing to do for a returned unused good then it is a bad business because it is essentially robbing it's customer. I will not use Priceline for further travel expenses in the future and I will tell others of my probably un-unique experience.
