We understand that due to work related changes, you are

non-refundable. Our ability to assist you is dependent upon the airline policy.

We are sorry that the consumer is not satisfied with the 2.5 star quality of the [redacted] at [redacted] during his 9/26/2015 one night stay.
According to the consumer, the [redacted] at [redacted], ** is not a 2.5 star property, nor is it listed as one of the examples of [redacted] that fall within our 2.5 star ratings.
Priceline discloses that star hotel brands shown on the website for Express Deals/Name Your Own Price reservations are for example only. Hotel brand examples may encompass [redacted] that fall under other star levels and you may get another name-brand or independent hotel of equivalent quality. There is no guarantee that you will receive any particular brand when selecting a star rating.  
Please note that while we do provide examples of some [redacted] that fall within our star ratings, not all individual [redacted] within each chain will always achieve the same rating. Priceline evaluates each participating hotel based on specific criteria including available amenities and services.

is provided with the terms and conditions associated with each reservation.
In this case the consumer selected an Express Deals/Name Your Own
Price reservation that provided greater savings and less
flexibility.

a refund for the first night hotel accommodations due to an airline flight
delay.
Airline
flight schedule changes/delays are often unavoidable and beyond Priceline’s
control. In the process of providing air service over many different routes
each day, airlines sometimes encounter mechanical problems and other unavoidable
interruptions. These are situations faced by all airlines and no carrier can
guarantee that all flights will depart and arrive as planned.
 
In
conclusion, ultimately all claim requests due to  airline flight schedule changes/delays
must be addressed directly with, and borne by the airline in question. 
 
As a courtesy,
priceline contacted the hotel on behalf of the consumer, concerning the consumer’s
request, and the hotel advised that they are unable to issue a refund due to
the late notice of cancelation.

I am rejecting this response because: Nowhere in the contract page does it say anything about an authorization being held on the credit card at the time of "check-in" to get into the room. After contacting priceline several times about this issue, they sent an email six days after we were suppose to have our hotel stay finally admitting that sometimes an authorization is placed and could be up to $200. This was not on their contract page. The hotel stated that they even told priceline there would be a $100 hold before we could have the room. Priceline did not communicate this to us in any way, shape, or fashion. The email sent to us six days after stated:
"Hotels sometimes place an authorization on a customer's credit or debit
card at the time of check-in to verify that he/she can cover any
incidental charges that could occur during their stay. The amount of the
authorization varies by hotel, in some cases the hotel can authorize up
to $200 per night."
This was not on Pricelines contract page anywhere.

In the previous step for selecting the hotels for express deals, the requirements were specified as hotels in this area with free breakfast and free parking.
They are not normally not included as guaranteed but included in the hotel amenities in the same area.

The response claims that I was offered a room on the first floor with a King bed and Sofabed.  This is inaccurate as I was offered a room with only one King bed on the first floor when I paid for two Queen beds.  I was traveling with another adult and my complaint was that we do not sleep together in the same bed.  It is unethical to expect two adult females traveling together to sleep in the same bed when this was not our intention.  I clearly explained this to the hotel and I also clearly explained this to Priceline when I called them to report this on 11/1/14.  Neither the hotel nor Priceline ever offered a room with two beds since the elevator was out of order.  If the phone calls are recorded, I highly recommend that you pull the recorded phone call from me to Priceline when I called to report this issue because that was the reason I stated the hotel was unable to accommodate what I paid for.  I paid for a room with 2 Queen beds through Priceline and they were unable to accommodate my purchase.  I expect a refund for the 3 unused nights.

I understand what they are saying but the whole point is that the website ask for all your billing info just to get prices. After being on the website for over an hour my session timed out. I did not read what this said while the button was pushed. To charge someone all that money who won't be there is horrible plus its not like cancellations are being mad last minute

and a full refund in the amount of $55.91 was processed back to your card last
May 17, 2015. Please contact your bank directly if you don't see the refund

Our records confirm that...

on 5/13/15, at 9:32 AM, the
consumer authorized the purchase of a non-refundable Name Your Own Price hotel
room reservation in the area labeled [redacted]) - [redacted] Areas. The consumer received hotel accommodations
at the Residence
Inn by [redacted]
On 5/13/15, at 10:08:59, the consumer contacted Priceline advising that
he/she was not satisfied with the location of the hotel and requested a refund.
The representative reminded the consumer of the non-refundable, non-changeable terms
and conditions agreed upon at the time of booking and verified that the hotel
was located within the shaded area of the area labeled [redacted]) - [redacted].
 
Please note, that once the consumer made an agreement with
Priceline to purchase the reservation, Priceline committed the non-refundable
payment to the travel supplier based on that agreement.
 
Priceline was then contacted by the
consumer’s Credit Card bank advising that the consumer chose to dispute the
charge with the intent not to pay for the non-refundable purchase.
 
Once a credit card dispute is initiated and
the bank withdraws the funds outside the terms of the agreement, the
reservation is cancelled.   We are sorry that the consumer chose to
dispute the non-refundable purchase with the credit card issuing bank and we
are unable to assist the consumer any further in this matter.

We checked our records and verified that you were

hotel was unable to accommodate you for your reservation. As an apology for the
inconvenience, we processed a refund in the amount of 251.82 USD for your
reservation. We processed a one night refund for each room for a total of 3
nights. Your refund will be processed by our system within one business day and
your bank will post the refund back to your account. Bank processing time

I am rejecting this response because: Pricline.com and their telephone representatives purposely misrepresented their policies by NOT presenting and disclosing the policies at the time of purchase and not directing  me (The consumer) to where to view the Pricelines policy for Hotel reservations prepayments.  This misrepresentation plays a major role when I (the consumer) would  have concluded and agree upon  to allow them to place charges on my credit card.  I did not know that Priceline.com charged the credit card [redacted]) A total amount of  $894.00 until several days later when I finally printed the itinerary on May 29, 2015.
I have attached copies of the Priceline.com email sent to me on the day that I requested the service from Priceline.com (filename; Priceline email itinerary Trip  number [redacted]) If you review this email it does not show the charges to the credit card.  My complaint is not the Priceline.com policies, the problem was not disclosing the charges to the credit card at the time of service purchase, not disclosing that there is a no refund policy on prepayments, and not directing me where to find Priceline policies.  This is my major complaint and I should be refunded the money for the time after I had checked out of the hotel ([redacted]).

matter to see if we overlooked anything that might support a more favorable
conclusion. Unfortunately there is nothing we can add to our previous
correspondence. The consumer selected a Published Price [redacted] flight
itinerary from a list of disclosed airlines, airfares, and flight schedules. [redacted] is the merchant of record, and charged the consumer’s credit
card account for the airline ticket purchase. Passengers must contact the
airline/merchant of record, directly concerning any refund requests/exceptions
to the fare rules and restrictions listed for the selected airline ticket
purchase.
