According to 
[redacted], the terms and conditions listed on her contract page do
not include cross border...

country restrictions, and although [redacted]
Rent-A-Car allowed her to drive the vehicle into [redacted], she was charged an
additional fee of 202.09 EUR. [redacted] also states that she was charged
a higher fee at the [redacted] rental car counter than the estimate shown
on  her reservation.

note that the consumer selected a Retail rental car reservation with [redacted]
Rental a Car. Payment for this reservation is due when the car
is returned and will be charged by [redacted].
Consumers are instructed to see [redacted] Rental Policy and Rules, which

selected, you can cancel your reservation for a full refund up until noon on
Sunday, May 31st (local hotel time). If you decide to cancel your reservation
anytime between noon on Sunday, May 31st and noon on Monday, June 1st (local
hotel time), the hotel requires payment for the first night's stay. You will
be charged for the first night's stay including taxes and fees. Any remaining
amount will be refunded to you. Refunds or cancellations are not available
after noon local hotel time on your day of arrival (Monday, June 1st).

[redacted] claims that a refund was offered to him on May 25th but no notes indicate he was offered a refund on his restricted reservation. He also claims the hotel billed him for the last night of the reservation. We contacted the hotel and spoke with [redacted], the General Manager. She said that they did
not offer a refund. Instead, they allowed him to still use the reservation when
he only came in a day after his scheduled check-in date.
 
The customer purchased a reservation using our Name Your Own Price® service, and you do not have the option to change or cancel the reservation once accepted. The hotel allowed the customer to check-in after he was marked as a no-show since he did not contact them by phone to alert them of the late arrival. The hotel did not bill the customer for the last night and the last 4 digits of the credit card on file is the Priceline credit card used to reserve the reservation.  We are unable to offer a refund back to the customer as requested.

As you requested, we have again reviewed this matter to see if we
overlooked anything that might support a more favorable conclusion. Unfortunately,
there is nothing we can add to what has already been stated in our previous
correspondence. We reviewed the reservation details and
confirmed that the first submitted request was accepted and purchased with the
confirmation number provided by the consumer. After again viewing the accepted
status of his booking at 11:36AM EST, the consumer then chose to submit two
additional requests, both being rejected. The consumer then submitted a third
request which was accepted. We confirmed that the consumer viewed the accepted status
of his first purchase and was aware that the first request was accepted prior
to submitting additional offers. The selected reservations are non-changeable,
non-refundable and non-transferable and we are sorry that we are unable to assist the consumer any further
in this situation.

found a lower rate online compared to your rental reservation with Priceline.
Please note that one of the Terms and Conditions of our
Best Price Guarantee is that the lower rate found must be found online,
including priceline.com, or published-price rental car reservation sites and
sites operated by the car rental companies. The rate must also be with the same
rental car company as reserved with Priceline.
Since you found a lower rate with [redacted] Rent a Car, and not
[redacted] Rent A Car as confirmed on your reservation, we cannot process our Best
Price Guarantee.
However, if you find a lower price online for the exact
same itinerary, including the rental car company ([redacted]), excluding taxes and
fees, you can call us prior to midnight the day before travel, and we will
refund the difference.
Furthermore, we checked our system and verified that you
saved $205.53 or 50% on the total cost of your rental when compared to the
published retail rate (at the time of booking for the same rental and rental
company).
