Review: On 8/**/2014 I placed an order with World Education Service (WES) for the verification of my PhD which was earned in the ** (verification - document by document and additional copies). On 9/*/2014 I forwarded the required documentation to my university in the **. On 9/*/2014 I received an email from a representative of my ** university stating that they had received and completed the documentation and faxed it to WES. On 9/**/2014 I received an email confirmation from my potential employer, a U.S. university, that my verification from WES had been received and that my ** PhD was deemed equivelant to a US PhD. On 9/**/2014 I logged onto my WES account to download my copy of the verification (which I paid for) yet noted that my account still stated that WES was waiting for documentation from the ** university. WES does not have a customer service telephone number, and the only way to reach WES with customer service concerns is via an online contact form, thus between 9/** and 9/** I contacted them numerous times, each time providing detailed information about my situation, including that WES had clearly received the required documentation from my ** school as it had already evaluated my PhD and sent the verification to my potential employer, a US university, which had subsequently offered me employment. Each of my online communications was responded to by a succinct and non-responsive email stating that WES had not received the required documentation from my ** school. There was no attempt to resolve the problem, there was no reference to the content of my concerns, and my requests to be contact via the telephone were ignored. In my last two communications I explained that I believed their customer service was unacceptable and I wanted to be contacted by a [redacted]. Not only have all of my concerns and requests been ignored, but WES's email method is through a no-reply email thus I am unable to have any consistent reciprocal exchanges with the customer service reps, and must use the online contact form which is then sent to a different customer service rep.Desired Settlement: I am requesting that a [redacted] complete a full investigation into my complaint and contact me via my telephone number (provided numerous times). I am further requesting an explanation as to why WES's customer service is so poor, and what steps are being taken to improve on their customer service. I am a US citizen and understand how to navigate US systems. If I am having this level of difficulty, I cannot imagine what a non-English speaker must endure with this organization. Further, the cost of doing business with WES is extremely high, thus their customer service should be far more sensitive, responsive and professional.

Response:

Dear [redacted],

We have received the correspondence from [redacted].WES apologizes for any inconvenience the applicant may have experienced.

Please note that we have not received any faxes from the [redacted] on behalf of [redacted]. I must inform you that it is standard for the [redacted] to send all PhD attested credentials along with the conferral of degree letter by mail. The conferral of degree form as well as our phone number is supplied on our website. The evaluation will commence upon arrival of the hard copy credentials from the [redacted] by mail.

We have not reached out to any potential employers, so I can only suggest that the applicant follow up with them for more clarity.

Sincerely,

Consumer

Response:

I have reviewed the response made by the business in reference to complaint ID# [redacted], and have determined that my complaint has NOT been resolved because:

[Your Answer Here]

I have reached out to WES 11 times and to date have received only 2 responses. How is this acceptable? In each written correspondence I have asked detailed questions and asked someone to please contact me via telephone, again, to no avail. I have spoken with [redacted] in HUB-Research at the [redacted] and she has FAXed the required documentation two times (at my request due to the urgency of the situation) and has also mailed the documentation. There is simply no reasonable explanation for WES not receiving the fax when [redacted] has received verification that the fax went through successfully, nor is there any reasonable explanation for WES not communicating with me in a way that allows for a reciprocal conversation.

With regard to WES providing verification to my employer, WES is correct as I was mistaken. I received a letter of employment offer thus presumed that the verification had been received, but when I asked for more clarification, I was told that the offer letter was pending verification from WES, which had not yet been received.

I am asking that a [redacted] from WES contact me via telephone, ###-###-####, or via an email that I can actually respond to. I purchased this service 8/** and it is now October *. If my employer does not receive verification by 10/** they will rescind the offer. This is not the way to do business, and this is very poor customer service.

In order for the Revdex.com to appropriately process your response, you MUST answer the question above.

Sincerely,

Business

Response:

Dear [redacted],

As stated in our last communication, we have not received any faxes as yet. [redacted] has now reached out to one of our regional directors who will continue to assist her.

Consumer

Response:

I have reviewed the response made by the business in reference to complaint ID [redacted], and find that this resolution is satisfactory to me and the matter has been resolved. WES is correct - I was able to speak with a [redacted] at WES who has been fantastic in helping me problem-solve this issue. While there is no explanation as to why the faxes weren't being received, the [redacted] gave me an alternate way of having my school send information. I am very satisfied with [redacted]'s professionalism and willingness to extend herself and help me. I would also like to reiterate that a part of my complaint was based upon incorrect information and my misunderstanding, in that my potential employer did not receive an evaluation from WES, thus this aspect of my complaint was rightfully disregarded, and while I still believe that WES could work to improve their customer service, I am very pleased with my interactions with [redacted] who has gone out of her way to help me.

Sincerely,

Review: Hello. I applied with the World Education Services (WES) in may *, 2014 to evaluate my documents. They required the original documents to be sent to them through my university in Alexandria, Egypt. From my experience, my university does not respond to the evaluation offices. So I sent the original certificates, the original transcripts and the original English translations that I got issued before I immigrate to US to one of the doctors ( a coworker) in Egypt and she gave them to the university to return them back to WES. The university sent them to WES but as WES claimed the envelope was not stamped. WES took my documents and refused to release them and asked me to send them again through the university and suspended the evaluation process. I don't have any additional original documents to send, they took all the documents I have. Issuing another documents is something impossible because it's a very complicated process and I don't have any relatives in Egypt to do this for me. When I was in Egypt, it took me six months to issue these documents and to get them issued again I have to go back to Egypt which is impossible now. So now I can't do the evaluation in any place else because they took my original documents and I will not be able to continue my education. They spoiled my future. Now I don't want them to evaluate my documents, I want to get my documents back. The documents that they received through the university are:

The original certificate of the bachelor's degree in Medicine and General Surgery.

The original transcripts of the bachelor's degree in Medicine and General Surgery.

The original certificate of Master's degree in Ophthalmology.

The original transcripts of Master's degree in Ophthalmology.

The original transcripts of Master's degree in Human Genetics.

The original English translation for:

The transcripts of Master's degree in Ophthalmology.

The transcripts of Master's degree in Human Genetics

These documents are so precious to me, I need them to be returned back together with the money I paid which was $212.00

The reference number of my case with WES is: [redacted]

I have the receipt from Fedex that I sent the documents to my coworker in Egypt to give them to the university, and I have two witnesses that these documents are mine ; my coworker to whom I sent the documents and the university clerk who sent the documents to WES.

Thank you.Desired Settlement: I need to get the original documents listed above, they are mine and so precious to me, also I need a refund of the money I paid.

Thank you.

Response:

Dear [redacted],

We have received the correspondence from [redacted]. We have never requested originals from the applicant. Our documentation requirements specifically say transcripts directly from the institution or attested photocopies from the university. Universities in Egypt are familiar with the process of shipping official transcripts to US institutions or I have reviewed the file with the evaluator and was able to decipher what the applicant deems as originals. These documents will be sent back to the applicant via UPS and the evaluation will be cancelled. The applicant shall receive a full refund of $212. Please note that the refund will take approximately 2 weeks to process.

Sincerely,

World Education Services

Thank you so much for your efforts to protect people's rights. I accept the business's response but please I need the tracking number of the documents' shipping to make sure they sent the documents back to me.

Note: In addition to the documents I mentioned in my complaint, the documents include the following:

-The original certificate of completion of internship in Alexandria University Hospitals.

-The original certificate of completion of one year of residency in the Ophthalmology department, Alexandria University.

Again, thank you so much.

Response:

We have received the correspondence from [redacted]. The applicant did not follow our documentation requirements for a WES credential evaluation. He instead submitted his original academic transcript which clearly does not meet our policy.

Our website has very specific instructions for Egypt which states that transcripts should be mailed directly from the foreign academic university to WES. Fees are generally non refundable, but we are willing to cancel this file less a $50 cancellation fee. In the future should [redacted] decide to obtain an evaluation of his academic records, he will be required to comply with our documentation requirements.

I have attached a copy of [redacted]’s receipt along with a copy of the documentation requirements which can be found on our website.

Review: WES lost one of my official documents, lied about it first, then admitted to it, then finally promised to resolve the issue in a timely fashion and did not. I will likely lose a year of my career and have to change plans because of this error.

I needed an [redacted] evaluation for my studies at [redacted] in [redacted] for application for PhD in Epidemiology this year. I paid $291 to WES for this service. Transcripts were sent from registrar and diploma photocopy from me exactly as requested by WES (transcripts signed and sealed by the Dean of Health Sciences Faculty at [redacted]) and verified as received at WES. The first time I called I was told the transcripts were photocopies, and not originals and therefore would not be accepted. When I contacted the registrar at [redacted] I was told that they were originals, signed and sealed by the Dean of Heath Sciences Faculty as stated above. When I called WES again I talked to representative [redacted] (After being on hold for 30-40 minutes) who first told me that they were originals, but the envelope was not sealed. After continuing the conversation, she told me that they suspect I actually sent the transcripts because there is no evidence of an envelope from the University and the only envelope they have was the one I sent the diploma in. Finally, after a long conversation, she admitted that WES in fact could not find the envelope, and admitted they made an error. Because of this, she agreed to send a confirmation request by email to [redacted] that could be responded to by email, and could potentially resolve the problem in a matter of days. However, she explicitly told me she could send that email to my program's registrar, if I provided the email address and name. I sent the email address to her on Nov. [redacted] with the woman's name, email and phone number. I also alerted the registrar to expect the email, and then on Nov. [redacted] sent an email to [redacted] to tell her that the registrar is waiting for the confirmation request. On the same day, I received an automatic email that said that the request was sent out, but it did not say to who or by what means. Having heard nothing, today (Nov. [redacted]) I called WES and talked to [redacted] again. She told me that in fact they are not allowed to send a confirmation request to a contact provided by a client, and that the contact I provided was just an alternative contact. She said they faxed the request to a fax number she would not give me and perhaps sent to a different email, which she would also not give me. I requested to talk to her manager, and after being on hold 5-6 times, she hung up on me while I was talking. I called back and talked to another woman who told me they had in fact not sent the confirmation by fax (it was rejected supposedly), and that they sent it by mail and email, but could not tell me where. I asked both women several times to talk to their managers and were told they were not available, and finally, that I could leave a message, which I did, twice (not expecting an answer).

Now I am 11 days from my graduate school deadline and am certain that this will not be resolved on time. This means losing $291 to WES, an entire year of my career and a devastating delay of plans because of their incompetence.Desired Settlement: For WES to send evaluation of transcripts from [redacted] so that they arrive to institution before Dec. [redacted].

Response:

We have received the complaint from [redacted]. We received documents that were not in an official university envelope. [redacted] requested that we verify her credentials with the issuing university. She submitted a name and email of someone that she states works in the university. Unfortunately we cannot use this email since it is not a verified and reliable source used by WES. The verification letter has been mailed and email to the [redacted] on November **, 2013. I am sorry that this is causing a delay for [redacted], but in order to proceed with the report we must wait for the verification response from her university. I will be happy to rush the evaluation and send it out by express mail once the verification is received. Please feel free to have the applicant contact me if she has further questions regarding her report.

Review: I believe this company takes advantage of foreigners and immigrants.

I am a dual citizen from Sweden, and need my high school grades translated for admission to a university here.

I went to their website in hope of a quick and easy procedure. They proceeded to bill my almost $200 for no job performed over 2 weeks ago.

I have contacted them in every way possible, the only response I have gotten is an email stating that they will refund me for a fee of $20 if I respond to the email they sent, which states in bold red letter NOT TO RESPOND!

I have sent them email after email, tried calling but there is never anyone there.

I am a student and obviously don't have $200 to throw away to an incapable company who doesn't even translate the grades properly!

I decided not to proceed as they falsely stated on their website they could translate any type of grades, but did not include all the grades from my home country.

This company, and another company, was even recommended to me by Georgia Tech!

It is sad really since I found a legitimate agency who knew exactly what I need for $50.

I have never complained to you before, so I don't know how it works, but please help me!Desired Settlement: I would like the full amount back, there is NO REASON to charge a person $20 for a refund when no job was performed.

Response:

Dear [redacted], We have received the correspondence from [redacted]. We must disagree with the applicants’ claims. Our documentation requirements are supplied on the website and also on the application. In this case we were willing to cancel the file less a $20 processing fee. The applicant sent an email on February **, 2015 agreeing to the $20 deduction and the file was cancelled on February **, 2011. No further refunds will be issued. Review: On 7/*/14 I placed a WES ICAP order (Reference Number: [redacted]) totaling $249 to have 4 university courses completed in Australia evaluated on a course by course basis along with an evaluation of my high school diploma. On 7/**/14 the university transcript was delivered by courier and my order was updated to reflect that the transcript was received in accordance with the WES document policy. On 7/**/2014 an email was received by WES requesting a copy of my high school diploma as I have not completed a year of college, this diploma was in transport at the time and it was delivered on 8/**/14. Again, WES updated my order status in a timely manner to reflect it has been received in accordance with their document policy and per the 7 day service level they quote they sent an email to advise I would be in receipt of my order by 8/**/14 as they had all requested documents. 8/**/14 passed without the completion of the evaluation or an update from WES so on 8/**/14 I submitted an online "contact us" email to WES to check on the status of my order, to this date this email has not been replied to. On 8/**/14 I called their customer support number, after holding for 15 minutes the representative placed me on hold briefly to see if she could contact the evaluator but came back to me after 20 seconds and said they weren't responding, she did assure me that the report would be completed within 24 hours. No excuse was offered as to why my original email went unanswered or original deadline was missed. Today is 9/*/14 and I have still not received my evaluation after 2 missed deadlines (totaling 6 business days overdue on the original 7 day deadline) or a reply to my 8/**/14 "contact us" email asking why the report has not been produced. I contacted WES again by phone today to see if there is any additional updates as to why work has not been completed or even an update with an accurate deadline and I was again given the 24 hour time frame (48 hours after the last 24 hours time frame).Desired Settlement: Ideally I would have liked to have had my evaluation completed on the original deadline of 8/**/14 which was a deadline provided by WES themselves. Since that hasn't happen and my attempts to contact the company have gone unanswered or with a scripted and incorrect response then I would like to have my evaluation completed in a timely manner (24 hours of receipt of this complaint from Revdex.com seems an adequate timeline according to WES phone support) with an explanation as to why 4 university courses that WES have now had a transcript of for 51 business days, along with a simple high school diploma which WES has had for 24 days were not able to be completed in a timely manner. Heaven forbid I had a longer academic history. This business preys on foreigners, is not accountable by their own standards and they want payment upfront but are perfectly happy to continuously miss their own deadlines without acknowledgement.

Review: WES has become a scamming organization. They deceive people who are seeking to have foreign credentials evaluated. They took my money, 212$ for an evaluation and gave me a run around. when I canceled the evaluation and made a request for my money to be refunded they said they will do so and its now a month and I have not received anything. They have a phone number that really does not work or atleast will have you stay on it for 45mins. I applied for an evaluation in december and they do not do anything on it for 5 months

This has been a nightmareDesired Settlement: A refund check.

I paid express mail service in cameroon to send WES my original transcripts for my bachelor which were duely received by this company. WES sent part of the cost but did not send my original transcripts, and original transcripts are made only once. Review: World Education Services (WES) is one of the worst organizations in the United States. I had submitted all the necessary documentation on September **, 2014 and they keep rejecting my application based on no logical reasons. They have not responded to me on my several inquiries and in spite of waiting for over 1 hr and 30 mins they have not responded to my requests stating their stupid policies.Desired Settlement: I need a FULL refund of my money for the services that I had request for the last 6 months. After a lot of struggle with International Universities, stress and anxiety, I have had no solution for my educational evaluation. This business needs to be closed the soonest. I should have seen the 134 complaints against this organization with Revdex.com before submitting my documents to them. I am surprised even after so many complaints Revdex.com has not taken any steps towards shutting down this unscrupulous WES organization.

Review: Dear Sir/Madam,

I sent the original Academic Transcript to World Education Services for evaluation. All the documents that were sent was according to their requirements stated on their web site.

I paid for the services the same day I placed an order.

In a week I received the email from them stating that they cannot proceed with the evaluation since they do not have the necessary documents. When I called there, the person who answers the phones could not explain me what was the problem with my documents. I sent the email, but got the same exact answer without any clarification.

This is going on since 2 weeks ago. The problem is that they do not have an email address where I can send the email (just the form on line), the phone number that is lised on the website is answered by the random people, who do not have any information on the case and there is no walk-in service where I can come and get the info.

Since this company cannot help me with my evaluation, they should return my ORIGINAL (!!!) documents and money.

But for some reason, they are not willing to do so and withhold my documents and my money.

Since there is no one to talk to I decided to address this issue to your organization.

The WES reference number of my order is [redacted] Best regards, [redacted]Desired Settlement: I would like to get my documents and my money back. They have no right to withhold my personal property.

Response:

Dear [redacted],

We have received the communication from [redacted]. Please note that the file was placed on hold because the applicant did not comply with our Russian documentation policy. WES request that original academic documents be submitted with an apostille. Instructions are posted on our website and supplied again when the applicant applies for an evaluation. I have attached a copy of the documents which clearly does not have an apostille.

[redacted] called and spoke with an agent on March **, 2014. The agent informed her that the documents were not apostilled ; and she would be required to follow our documentation policy for the WES evaluation. The applicant then submitted a cancellation request which was answered by WES on March **, 2014. [redacted] signed and agreed to our non refund policy which is part of the terms and conditions. In this case we would be willing to cancel the file less a $50 processing fee. Please note that her academic documents have been mailed back today via UPS ground. The tracking number which is [redacted] is also supplied on the applicants online status page.

Response:

I have reviewed the response made by the business in reference to complaint ID# [redacted], and have determined that my complaint has NOT been resolved be

First of all, WES received 3 documents from me.

1. Original Academic Transcript

2. Translation

3. Apostille

I know exactly what kind of documents are required because I used their services in the past.

I also have the receipt from the UPS confirming the weight of the documents.

Last week I received the Original Academic Transcript, but I didn't get 2 other documents. Those documents are original and costed me money and time to go to Moscow and do the Apostile. I would like to have them back as well. For some reason WES does not recognize these documents.

Since they cannot provide me with the service I had no choice but to request my money and ALL my documents back.

"[redacted] called and spoke with an agent on March **, 2014. The agent informed her that the documents were not apostilled ; and she would be required to follow our documentation policy for the WES evaluation. The applicant then submitted a cancellation request which was answered by WES on March **, 2014. [redacted] signed and agreed to our non refund policy which is part of the terms and conditions" - THIS IS LIE. Yes, I called and yes I said that since they cannot provide me with the service I would like to cancel the order, but I NEVER SIGNED AND AGREED TO THEIR NON REFUND POLICY.

I am also attaching our correspondence which I had to have through their "contact us" from on their website because there is no other email.

The last email I received was dated March **, where they requested my confirmation for the cancellation fee in writing. I tried to attached it but they sent it in .gif format.

I would like to see my confirmation in writing, as WES stated that I signed upon it.

World Education Services

Review: Several days ago, I purchased two services, Duplicated Copies($30) and UPS Ground ($12), and then I tried to pay all money, $42. However, I was able to pay just $12, and the rest $30 was pending. I did not know the reason. But I was able to pay $12 for two services. It was Monday (June *, 2014). And June **, 2014, I got an email from WES, but at that time I was not able to read the email because I was a mountain. Next day, that is, June **, 2014, I could read the email. It was like this: "Dear [redacted], Our records show that on 6/**/2014, you made a credit card payment of $12.00. Unfortunately, due to technical problems, the service you requested was not applied to your order. Please respond to this email and included the services you purchased, any recipient information, and your reference number. Kindly respond within seven business days from the date of this email, or a refund will be issued to the credit card on file for this purchase." At that time, I did not understand because I already paid $12. After reading that email, I got another email from WES, it was about a request to pay the rest money, $28. So, I thought that problem was solved. So, I paid $28. And I checked my account, but I could not find the address that I chose to send Duplicated Copies. There was only my address. When I purchased these two services monday (June *, 2014), I chose [redacted] where Duplicated Copies should be sent by WES. So, it is natural for this institution's address to be on my account. But there was no the address of [redacted] on my account. So, I called to WES. What I got from a representative was that I should send an email about the problems that I experienced. I emailed several times. But what I received from WES was like this: "Dear Applicant, Thank you for your recent email to World Education Services. Since your file was completed and sent out no changes can be made. However you can order a duplicate report, please visit our page at [redacted] to order online." After my payment, WES sent Duplicated Copies to me. WES ddi not check its computer system's problem. In other words, there was no address of [redacted] that I chose first in order to send Duplicated Copies. When I purchased two services, WES handled my request with more haste than caution in spite of the fact that my requests were not correctly applied because of WES's system failure. But also, WES has tried to pass the can to me even though WES admitted there was system failure.Desired Settlement: Not only should WES refund the price ($42) paid, but it also must apologize for that inconvenience.

Review: My husband Edward applied for Evaluation of his foreign credentials through World Education Services (WES), on the recommendation of a reputable College in the USA. We paid $240.00 online through their website on December **, 2015 for Course by Course Evaluation. We contacted them several times on the phone and through the website to expedite the transaction. They were evasive, gave false and incomplete information about the processing time and the process itself. We paid $307 3 day-express to the College in Nigeria to send the transcripts to WES. They received the documents with plenty of time to complete the evaluation on time. They made excuses and were evasive about whether they received a letter of verification from the school in Nigeria. Every opportunity I made to work around the hurdles they presented was met with frustration. "Their response was the same, "give it time'. There is no physical address, or email where you can speak with or communicate to senior management. This is not a reputable organization; it is a phony business that do not follow proper ethics/protocol. You can only speak to a series of different customer reps who just give parroted information and no real resolution. This business should be investigated and corrective action taken in the interest of customers whose future education could be potentially jeopardized because of the incompetence of WES. Due process is not followed and the customer service is extremely poor. If critical questions could be answered up front then we would have opted to go elsewhere and eliminate the frustrations we experienced. No one is held accountable and that's not how business is done in the US. Time is of the essence and that's why businesses are in operation: for the satisfaction of consumer needs.Desired Settlement: We need a Government Audit of this business. They should have full disclosure and detailed information on their website. If they can't deliver on services on time there should be penalties/fines. Their processes should be clearly outlined with estimated timelines/delivery of service. The oversight/monitoring agency should be stated on the website. They claim to be a Not-for-Profit - do they receive Government funding and if so, they should be penalized for failing to deliver. The corporate office/headquarters contact information should be made available on the website. If they cannot meet our deadline we should be entitled to a full refund plus damages.

Review: I have referred hundreds of my international prospective student-athletes to WES for their high school or college transcript evaluations. WES's customer service is non-responsive (not returning phone calls or e-mails, or if they are returned it's not in a timely fashion). WES does not complete their evaluations in a timely manner and does not communicate effectively throughout the process. Most recently, they INCORRECTLY listed the years a student attended University (Ref#[redacted]). Based on their error, the [redacted] determines that this student-athlete is not eligible to compete in the [redacted]. As such, no [redacted] University in the US can issue an I-20 for this student-athlete to receive a scholarship to come to the US. Because of WES's slowness in correcting their error (it is still not yet corrected), this individual will permanently lose this opportunity to come to the US. Their error has forever affected the direction of this student-athlete's life. This is beyond unacceptable of WES!Desired Settlement: I will forever actively direct other coaches and student-athletes away from WES and to their competitors unless WES begins to answer phone calls, responds within 24 hours to e-mails, completes evaluations in a much more timely manner, communicates more promptly throughout the process, and when errors are made, WES needs to make it right the same day, not weeks later!

I have reviewed the response made by the business in reference to complaint ID# [redacted], and have determined that my complaint has NOT been resolved because:

[Your Answer Here]

On this case, World Education Services (WES) GUESSED as to [redacted]' start date. This is the problem and when a professional organization who is supposed to certify accuracy of transcripts there is no room for making guesses (especially when they guess wrong). Yes, [redacted] had the evaluation for sometime, but a ** year old foreign student who doesn't understand [redacted] rules or US admissions policies shouldn't be expected to find and fix WES' errors. Foreign students are told they have to pay a lot of money for WES to do their job and when the report is completed the kids are of the understanding that it was done right and the student is moving on to the next step of the admissions process. Our school did catch the error but not until very late because we didn't start talking to him until very late. WES has corrected their error; but they have not admitted their error and I would say that my frustration is warranted when they mess up and several people are scrambling last minute to compensate for this error. I don't understand why the evaluator didn't just pick up the phone to call [redacted]' school and confirm his start date (or simply transcribe exactly as it was written on his original transcript). I don't waste time to write up complaints, but this is at least the 3rd time in the last 12 months that I've had problems with WES not getting things done accurately or timely or communicating during delays. I will note that once I got a call back from WES, [redacted] who I spoke with was understanding, prompt, and communicated very well. I compliment her!

Review: In the course of a few months we have made numerous phone calls to WES, each call with extremely long waiting time, and tried to address our issue directly with the appropriate personnel at WES. Representatives that take calls at WES would always give us the same basic scripted answer to our situation and would not allow us to speak with the appropriate department that makes the decisions. They would respond that we need to contact Staff of Evaluators with our problem but they cannot transfer us to them nor would they be able to allow us to escalate it and speak with the supervisor or someone in charge. Instead they would offer only one option to connect with the right person and that is through electronic online request form. We have done just that in three separate attempts as instructed but each time we have received an automated email with no correlating information in response to our letter. Please see the attachments for more details on WES responses to our written requests. It is clear unfortunately that our written requests were also ignored each time.

In the end we have received a letter from WES stating that they are NOT going to refund us our payment in the amount of $152.00 as we have been requesting it many times because our credentials were deemed to be unauthentic and referred to some company policy that allows them to do that. It is clear that WES has created all this confusion in the first place and has done nothing to rectify it during the month that we patiently waited each time for their response. Instead they have put all responsibility on the customer.Desired Settlement: Unfortunately WES have provided none of services that they have withheld our payment for, offered extremely poor and unprofessional service experience regardless of how hard we tried to reach out to them, and in the end created much confusion with our documents stating nothing more than just that we are no longer eligible for the refund because of unauthentic credentials. It is because of these reasons we are requesting a full refund from WES as a small compensation for all the lost time we have unfortunately invested in doing business with them.

Thank you for your attention to this matter.

Since the University has made an official statement that the credentials are forged, WES will not reopen the case. Response:

I have reviewed the response made by the business in reference to complaint ID# [redacted], and have determined that my complaint has NOT been resolved because:

[Your Answer Here]

Dear [redacted],

In addition to extremely poor customer

service, negligence in responding to repeated written requests and as a result

- confusion and absence of communication, WES in their response now has also

added false and misleading statements. Based on the complete transcript of our

communications with WES provided for public review, one can easily see that “the

applicant” was given no response to any of the THREE requests made to WES in

order to be “well aware” of anything. The two responses that we did receive

were just automated email snapshots of my online account showing what has been

submitted thus far and that the original copies are still due. There was no

mentioning of anything correlating to the actual request submitted to WES and clearly

no mentioning of WES actually working on our documents or

contacting [redacted]. From such a response (or absence of it) one can

only conclude that no one at WES has even read these requests for

cancellation that we have submitted. The assumption

of the WES respondent that we could somehow become “well aware” of them working

on our credentials (assuming since our unresolved phone calls made in July and

written requests for cancellation throughout the month of August) is ungrounded

and not based on any evidence that WES has presented to us in their only two automated

responses. Also, it is the FIRST time we got a real person at WES actually

responding to us. Unfortunately it seems that it takes the RevDex.com’s involvement to get someone at WES to respond to a customer.

After reading other complaints against WES,

one can easily see that unfortunately our experience with 40-60min wait times

each phone call, inability to speak to the right person or to escalate your

concerns, negligence of their Staff to respond to written requests, overcharging

or refusal of refund of unfair charges, and overall extremely poor service is

not a very unique experience but rather a ‘normal’ way of WES doing their

business with their customers. Also, WES charges the applicant prior to

reviewing one’s transcripts or other required documents and requests documents

which are impossible to get in our situation (and many others based on customer

reviews). Then if one wishes to cancel the company's services that

have yet to be provided, they charge a $50 fee for no reason. Evidently, WES has a long list of

complaints from hundreds of people who were taken advantage of. Unfortunately,

it does not change the company’s policies nor does it affect their negligible

and poor customer service.

Regarding the accusations of forged credentials that

WES has used to justify over two months of a negative and now humiliating

experience and the fact of withholding of our payment - we will investigate

this matter directly with the School that has issued my credentials. It is not

possible that our documents that were submitted with our application could be

found “to have been altered, tampered with or forged” since we didn’t even send

the original transcripts for WES to review yet. The documents we submitted were

only photocopies until we could obtain the required Apostille back from Ukraine

to include with application. We have all of the original diplomas and

transcripts that were issued directly from [redacted]

with the official seal in 2002 on hand and will take the

necessary steps to contact the University in Ukraine to find out what exactly

WES is referring to in their accusatory statements. We are positively confident

that this matter will be resolved once we address it directly with the School

in Ukraine.

However, a response to the original reason for this complaint is clearly omitted and

ignored in WES’s reply and that is just another proof of the company’s lack of

accountability and bad business practices that they have been practicing for

many years as is clearly seen from their customers feedback. By ignoring stated

reasons and the nature of the complaint (with all the supporting evidence fully

documented and presented) WES is actually stating that they do not see (nor

acknowledge) how they have been repeatedly ignoring, misleading, overcharging

and confusing their customer(s) and that their business needs to make any

corrections to their unfair practices and communications with the clients.

Our original request stands the same – a

full refund of fees that we have been charged. Objectively

and factually WES has not provided any of the services that they have charged

us for upfront but instead have offered us an experience and treatment that

requires at least an apology if not compensation of all the hours and weeks of

lost time, missed deadlines and finally humiliation. Our sincere hopes are that

it will get the attention and publicity it requires so that many future

customers of WES will be spared of this kind of experiences and financial

losses we and many others have received from this company.

Thank you for your time and assistance in

bringing this to light.

Response:

I have reviewed the response made by the business in reference to complaint ID# [redacted], and have determined that my complaint has NOT been resolved because:

[Your Answer Here]

Dear [redacted],

It is a positive sign in light of our

extensive previous experience that a real person at WES has made an effort to

read and to respond to our complaint.

However, it is a second response from WES that does not address the

nature of this complaint which is not a response from the school in Ukraine but

a customer experience with the company itself. To summarize in few short points

as previously stated, it is as follows:

- In July we made numerous phone calls

attempting to cancel our application for evaluation. After a 40-60min wait time

each phone call and explaining our situation in great detail to Customer

Service representatives we would receive the same scripted answer that they

cannot help us with the cancellation nor can they transfer us to speak to the

right person/department that can. The only solution offered is to submit

electronically our request and explain our situation in writing.

- In August we repeatedly submitted 3

written requests as instructed. In response at first WES has given no response

at all and later responded with only our online status snapshots as was

provided for a public review in our attachments. Nothing has ever been received

stating that they have read our letters and will cancel our application with or

without a $50 fee.

-In September we received a letter stating

that our documents were unauthentic and hence we will not get our money back. It

was the first and only response from WES to our previous two month of calling

and writing them about our cancellation of evaluation. However, how does their

response letter and the fact that WES ignoring ALL of our previous cancellation

requests (by phone or in writing) decided to contact the School in Ukraine instead

and having no original documents to submit yet requested a verification from

the University - is still a complete mystery to us. The only reasonable

explanation would be that they have never read our cancellation requests nor

allowed us to speak to the right personnel by phone as we also tried. Hence all

of the confusion followed.

Evidently it is a clear pattern with WES

experienced not only by us but many others that the company is using their

policies selectively and one-sidedly to justify any mistakes they make and to ultimately

withhold people’s money. Their customers unfortunately cannot quote the

company’s policies that would state that WES is responsible and guaranties to

respond to their clients, read customers requests, follow company’s own

deadlines, provide a Customer Service phone line that can actually provide a

‘service’ and not just a scripted answers with no way of escalating your

request for help. And that contacting Bureau is not the ONLY way a real person

will respond to a customer or issue a refund for overcharges they commonly

charge their clients.

If WES response assumes that this level of

communication (or in reality - complete absence of it) and the kind of

treatment they offer their customers is ‘normal’ and justified way of doing

business (as one can easily conclude from other people revives and company’s

response to ours) and NO correction on their part is necessary - then the mere

volume of complaints of their clients all with similar experiences should at

least provide an apology and a full refund to everyone that was wronged and

taken advantage of.

In light of that, we don’t see how

providing the letter from the School in Ukraine can void or justify the fact of

this experience and confusion created by WES even though we as their customers in

the course of over two month in great patience did ALL we could to communicate,

explain and cancel our application. Hence, as stated previously we will address

directly with the School in Ukraine their response to WES without involving a

broker. Having a planned trip to Ukraine we should be able to visit the School

in [redacted] and get some clarifying documents, if necessary, issued by them about

these credentials for our future reference if need ever arises again. Understandably,

we are no longer interested in any services from WES now or in the future.

Since no mentioning of the required

resolution to this experience with a full refund has been given again we must

repeat that what WES has done unilaterally in response

to our numerous requests for cancellation is NOT our responsibility nor our

fault but theirs ONLY and we do not accept this financial liability wrongly

imposed on us by WES’s actions and selective policy applications. It is unfair

and wrong business practice and that is why we expect a full refund and also an apology from WES.

Thank you again for your time and attention

to this matter. I hope this will bring some light and clear any doubts

concerning this situation or WES response to our complaint.

I have tried to work on obtaining the necessary but the policy of the foreign body is that someone physcally has to come to their offices in Russia and obtain the apostal. I called wes and asked if there were any alterntatives to which they replied no, I asked to cancel my evalutation becuase they are not willing to work with me and they wanted a 30 dollar fee for nothing. I called on 3/**/14 at 10am and asked to speak with a manager to discuss this issue and was not granted an opportunity. I was told by the rep to leave a message but she did not transfer me to a mailbox. Response:

Dear [redacted],

We have received the correspondence from Michael Milshteyn on behalf of [redacted]. The applicant, [redacted] did not follow our documentation policy. She submitted original academic documents without the required apostille.

We are very sensitive to that fact that most applicants are currently residing in the US; and have posted our documentation requirements not only on the website, but the online application and receipt. All applicants are required to read the documentation requirements and then accept the terms and conditions. The application fee is non refundable, but If the applicant insist on cancelling the file, it would be cancelled less a$30 processing fee. The refund would be a total of $77.

I would be happy to speak with the applicant concerning her case and provide more information about the apostille process. It is not required that applicants travel back home for the apostille process. Please note that there is a disclaimer on the Ministries website which states that they have to work with students outside of the country. We have several students that have already gone through the process. I have supplied my contact information below.

Excerpt from the Ministry of Education and Science of the Russian Federation Website:

Here is a link with detailed information about Apostille. One of the paragraphs read (Google translate):

"The applicant provides personal statement and the attached documents to the executive body of the Russian Federation or sent by registered post with acknowledgment of receipt and list of contents.

Executive authorities of the Russian Federation should keep accepting applications and attached documents, regardless of the place of residence and regardless of the location of the organization that issued the document."

Review: WES is a business that validates education documents from outside of the US to facilitate continued education and employment here in the USA. The company states that they need the original documents of education along with the original transcripts. I called and spoke with a representative to confirm what I was sending along with confirmation that the originals would be returned as I was very concerned about sending originals. I was told that the originals would be returned to me. I sent the documents and paid $212. I checked the web site a few days later and found that WES had received the documents but they were not acceptable. I called and spoke with a customer service representative and was told that what I had sent was not acceptable as the documents had to be sent from the University in Russia. Remember that I called and told the representative of what I was going to send. I asked them to return my wife's documents and cancel my order. A few days later PARTIAL original documents were received. The 4 page translation of both the diploma and the transcripts with official seals from the chamber of commerce Far east Khabarovsk Russia was not returned. I called WES contacted a customer representative and was told they were not going to return this document, which was at a great expense to my wife and I think that the likelihood of having it replaced from Khabarovsk Russia is very unlikely. Response:

Dear [redacted],

Review: I received credential evaluation from WES back in 2001 AND UPDATED IN 2005. I rely on their services to apply for jobs, as most department of education sites and county schools sites ask for originals of this evaluation of foreign degrees. This means that their cooperation in this matter is of the utmost importance, and the speed of being able to obtain an original copy of the credential evaluation is very important. If they do not reply in time or I am unable to get hold of them I lose work.

I have been trying to contact them for over a year and a half to get this evaluation as the FL DOE requires original documents and can not return them. I have emailed them 7 times in this year and a half on their web site, this is the only way to contact them as they do not have an email address and their phone number has a 45+ minute wait and is only open until 2pm. I work 8am to 6pm and do not have time to hold for 45 minutes. I have never received a reply from them or a phone call from them, despite leaving my phone #, reference #, and leaving my address and telling them how important it is that I get these details. As you can imagine teaching jobs have a time limit, if you can not supply the information they need they move on without you. I have been unable to apply for teaching positions for the past year and a half as I do not have an original credential evaluation only copies and these are not acceptable as mentioned above, they require originals that they can not return. I paid WES for their services and after their original services back in 2001 they do not seem very concerned with answering their email or phone to help anyone once they have your money. I have read all of the terrible reviews, and I think it is about time they were held accountable for their terrible service as a lot of people are relying on them to get work.Desired Settlement: All I want is enough original copies of my credential evaluation that I will not have to contact them again (20 should be enough)

Business

Response:

Dear [redacted], We have received the correspondence regarding [redacted] and apologize for any hardship he may have experienced while trying to reach WES. Please note that the evaluation in question was submitted by a Law firm in 2001 and still remains the property of the laws firm. The applicant will have to contact the law firm and get a written release clearly stating that he is able to have copies of the evaluation report. The release should be faxed to WES at ###-###-#### attention “Accounts and Records” department along with the reference number. Upon receipt of the approved release form, [redacted] will be required to download the WES duplicate request form and submit payment by mail. I must remind him that the evaluation is a document by document for immigration and not a course by course which is multi –purpose and generally requested for teachers certification and licensing purposes.

He should also follow up with the Teachers Certification Boards directly and find out their requirements since quite a few recommend specific evaluating organizations within their State. Sincerely, [redacted]World Education Services

Review: In March of 2015, I submitted and paid the cost for a college transcript to be certified and mailed to a university of my choosing. The account is in my name and the transcript is for another person. To be sure this was OK to do, I called and received a caucasian male representative on the phone. He said this was OK to do just be sure the name of the individual is in the name of the document to be certified block (it is). On or about * May, I called WES and asked the status of my account. I was told by a [redacted] female that the transcript had not yet arrived. I was also told that sometimes it is difficult to match transcripts to one account when the names do not match and I might want to ensure it was received. On * May, after receiving confirmation from the sender that the document was received at WES, I called to confirm and to ensure that it was being certified as required. This time I received what sounded like a hispanic female on the phone. She was able to determine that the transcript had arrived but refused to match it up with my order although the name on the transcript is the exact name I put in my order. After telling her I was told that this was acceptable and there would be no problem, she said if I did not do it the way she tells me my order will continue to sit just like it has since March. I then asked several times to speak with a manager to which she replied that there was no one else to speak to. Quite ridiculous because; 1. my order is clear; 2. the University needs the transcript now; 3. If she is correct, then the other customer service representatives need training; 4. I should have been told this on ** march so the new requirement would have been met more than a month ago.Desired Settlement: A written letter eliminates the double-talk from representatives and ensures the customer and the service provider have the same expectations. In situations like mine (a sponsor whose name does not match that on the document) a letter to the person who created the contract outlining any additional reqirements to follow to ensure the order gets handled as advertised.

After carefully reviewing the file and transcripts we see that the date of birth, user name, password and possibly social security number is also incorrect. We will cancel the file and provide a full refund. Thiswill allow [redacted] to have the applicant apply, create their own username, password and enter their personal information correctly. Response:

I have reviewed the response made by the business in reference to complaint ID# [redacted], and have determined that my complaint has NOT been resolved because:

[Your Answer Here]

Not sure what application they reviewed but in my application, the full name of the individual concerned is listed in my original application. I specifically asked before attempting to use WES if I could open an account to certify a transcript for someone else and was told yes. Thus, the account was opened. Given the fact that thousands of international students require certification annually, it stands to reason that my situation would not be the first of its kind and this procedure would only make sense; not with WES. Disturbing aspects of my case are several: 1. Why was I told I could do something that was not possible? 2. Are all employee's trained to the same standard? 3. Are they all bound by the same standard or can they inject whatever changes they desire? 4. Why is it impossible to speak with a supervisor or another representative if you are having problems with the one you are talking to (numerous requests by me to speak with someone else were denied by the individual on the phone)? To date, WES has yet to give me any response regarding my account. My email follow up requests have met with negative results. Likewise, it appears to me to be Retaliation for writing to the Revdex.com; my account was closed!! In addition, I have received no response from World Education Services regarding the changes in my account or the answer to my two emails; only the Revdex.com. My account was with WES, not the Revdex.com.I just think this is a despicable way to do business. Just seems organizations can treat customers anyway they please with zero consequences. The world has changed. I think Colleges and Universities should do their own certifications to provide better and more timely service to prospective international students who are thousands of miles away and hanging their dreams on organizations who sometimes could care less. The individual who owns the transcript will attempt to do business direct with WES; especially since their transcript is already with WES and time is of essence. Will let you know how that goes.

In order for the Revdex.com to appropriately process your response, you MUST answer the question above.

Sincerely,

Business

Response:

Dear [redacted], The file has been closed in order for the rightful person to apply and enter their own personal information. We are sorry that [redacted] is unhappy with our services, but the previous application had not only the name, but also the email address, date of birth etc for [redacted]. Since this application is not for him, the rightful thing to do is to cancel, provide afull refund and let the applicant apply for themselves. As mentioned before the refund has been processed in order for [redacted] to apply. Thanks , [redacted]
