The learner first enrolled in the EdD program in Fall Quarter (October-December) She progressed through the coursework phase and enrolled in the dissertation phase in October During the ensuing three quarters, she progressed in her dissertation planning through the initial steps (milestones) of research planning, ending in Spring Quarter (April-June) with Milestone 4, committee approval of her research plan
On June 15, 2012, the learner submitted a credit authorization for the 2011-financial aid yearShe was notified later that day (June 15, 2012) that she had submitted the authorization for the incorrect year, and she was asked to re-submit the credit authorization for 2012-instead
On July 18, 2012, the learner inquired regarding having her 2012-funds reallocated to the remaining two quarters in 2012, since she intended to enroll for those two quarters onlyOn July 20, the learner was alerted by Capella's financial aid office that she had only $remaining in Stafford loan eligibility before she reached her lifetime limit, and she was advised again to pursue alternate funding When her credit application was denied, her dissertation course enrollment for Summer Quarter was dropped and she incurred a balance for the quarter's tuition
Two years later, in August 2014, the learner contacted the university, asking for assistance regarding resolving her balance and returning to her programOn 8/07/2014, as a good faith response to the learner's request, the learner's balance was credited for the full debt of $However, the learner's academic program had been completely restructured and rewritten at the beginning of 2014, and none of her 2009-completed courses could be applied to the current program Per Capella's Admissions Policy (Policy 2.01.01) learners who do not register for courses for four consecutive quarters are administratively withdrawn and must re-apply for admissionIf admitted, learners must meet the program specific requirements effective in the catalog current at the time of admissionThe learner attempted a second time in May of to be re-admitted to her academic program, but was again informed that her prior coursework did not align with the current EdD program requirements
We do appreciate and share in the learner's disappointment regarding the effects of the learner delaying a return to her program; however, the Capella University's School of Education must abide by the changes in the EdD program structure that have been in place since the beginning of

I am rejecting this response because: Please be advised, I did not willingly cease participation in the courseCapella involuntarily withdrew me from the course. In late December or early January, I called to confirm if the reason they “blocked” me from the course room was related to the $outstanding balanceI was told by their representative that was in fact the reasonThe same representative stated that once the $was paid, I would regain access to my courseShortly thereafter, I called the business office and was told that $3K plus must be paid before I could returnAgain, I was given incorrect information and was NEVER told financial aid would be returnedFurther, I was never told I was AT RISK of this occurringHad I known, I would have quickly paid the $to avoid the risk of not being able to returnAfter all, $is much easier to pay than $3KWhy would I willingly throw away all the time and effort I’ve put into my education? I would not and did not do thatHowever, Capella made the decision to take that away from meI am convinced that they are thieves and outright liarsAt this point, they will not let allow me to return, and they are holding my school transcripts hostage. What I am witnessing is the most unethical, unprofessional, and unconscionable business practices We can continue to go back and forth, but Capella University will continue to avoid taking ownership of this error by hiding behind their handbookI could careless what their handbook says, but what I do care about is the incorrect information their employees conveyed to me, because that is the root cause of this situation.

This letter is in response to Ms***'s complaint #***Ms***'s complaint is centered on a change in enrollment policy that occurred during her enrollment process that is requiring the submission of additional transcripts in order to be accepted to the university
Capella University requires learner's to submit transcripts for all schools which they have attendedAlthough there may have been a change in the process shortly after Ms*** submitted her application, this requirement is enforced of all students at the time of the admission review and not based upon the date their application was submitted
We apologize for any delays the enrollment and admissions process this requirement may have caused Ms***, but this is a requirement all applicants must adhere to on the date the application and admission decision is reviewedWe encourage her to continue working with our enrollment department for assistance on her admission to the universityPlease feel free to reach out with any additional questions or concerns

March 7, To whom it may concern: This letter is in response to Mrs*** ***’s complaint #***The nature of Ms***’s complaint is in regard the remaining balance due on her account from the Spring term In response to Ms***’s rejection of our response, we are attaching a screen shot showing that she dropped her course on 5/3/Ms*** would have been required to drop her course prior to 4/24/to be eligible for any refund of the course charge for the Spring termIn addition; there were outreach attempts from our advising team on 4/3/15, 4/21/15, and 4/23/with no response from Ms***Instead of dropping her course prior to the drop date, she dropped after her financial aid and refund disbursed to her account on 4/ We apologize for any hardship or confusion this situation has caused Ms***, but the balance that is due to Capella is a result of her not completing enough of her course to earn all of her financial aidWe encourage Ms*** to continue working with our business office to arrange a suitable payment plan if she is unable to resolve the balance all at once, but we will not be taking any action to reduce the amount due on her account due to dropping after the drop deadlinePlease feel free to reach out with any additional questions or concerns Regards, Joe *** Learner Affairs Associate Learner Services & Operations (LSO) Toll Free: 1.888.CAPELLA (###-###-####) Fax: ###-###-#### E-mail: Joseph.***@capella.edu

September 13, To whom it may concern: This letter is in response to Ms*** ***’s complaint #***Ms*** has stated she should not be charged 100% for her tuition, but only 75% due to misunderstanding the date she could drop Although Ms*** states that there was a miscommunication regarding what was defined as “two weeks”, the time frame is clearly stated in the tuition and fees refund policy in calendar daysThis information was available to Ms*** at any time both on her student center, as well as the iGuide (Campus) page, and would also have been made clear had she consulted with advising prior to dropping her courses We apologize for any confusion or frustration this situation may have caused Ms***, but there is no evidence that she was misinformed about when she needed to drop courses to be eligible for a refundAs there was no misinformation or error on the part of Capella, we will not be offering any credit for the balance due on MS***’s accountI would be more than happy to assist Ms*** in contacting our business office to arrange a payment plan if resolving the balance at one time is not an optionPlease feel free to reach out if there are any additional questions or concerns Regards, Joe *** Learner Affairs Associate Learner Services & Operations (LSO) Toll Free: 1.888.CAPELLA (###-###-####) Fax: ###-###-#### E-mail: Joseph.***@capella.edu

Initial Consumer Rebuttal /* (2000, 7, 2015/12/03) */

I am rejecting this response because: Between May and June I have tried to contact Rightskill.Com and on I was able to get the names of Amy *** - Program Manager ###-###-####, Tim *** - Senior Director of Sourcing Solution ###-###-#### and Kristi *** - Project Strategist of Sourcing Solutions through Capella University main number. On and around 5/25/I emailed Amy ***.com and I asked her about the qualification criteria for the program that's listed on RIGHTSKILL.COM such as the FRONT END WEB DEVELOPMENT and SYSTEM ADMINISTRATION and later on about the INFORMATION SECURITYAmy *** responded and CC Tim that in order for them to tell me if Im qualified or not I had to submit my resume to themI didn't submit my resume right away to them because all I needed was for them to tell me what their qualification criteria was (were)I told them that its not listed on the RIGHTSKILL.COM web site and because I was curiousThey again responded to me that I don't qualify because I refuse to submit my resume to them.In the meantime I have a son who is over years old, ( his name is *** ***) is unemployed currently and so I told him about itI told my son I don't really know what their qualifications criteria's were because its not listed on the web site and I'm trying to find outIt does say the online training are less than months and after training, after days it does say it guarantees you a jobIts an online training and it does say after days so it looks like the training are less than days each. Anyway, I just told him to go ahead and apply for the Front End Web Development Program because he was interested in this oneAfter week he hasn't received any respond so I emailed Amy *** at careerbuilder asking why they didnt even respondThey responded by telling me that the course "Front End Web Development " is already closed and that they claim they get in touch with him when it opens up againOf course I asked if that means if he will have to wait after days ( because its an online short term courses ) but they never respondedI was also interested in the SYSTEM ADMINISTRATION course so I submitted my resume to them as they told me a couple of weeks agoThey responded by telling me that I don't qualify without any type of explanationBecause of this I emailed them again asking why I don't qualify and to please give me an explanation of why I don't qualifyWhat I got instead is a reply from them telling me that they will no longer answer, or respond to my email and that they will now refuse to answer any of my questionSo basically they refuse to answer to tell me anythingI accidentally deleted some of my email so I'm only able to attached one from someone that I didnt even get I touch with
