Caratgz has been a BPA and Occupational Licensee and under contract with the CA [redacted] for over 10 years. Cartagz has over 1mm visitors each year who need help or need information regarding their CA Vehicle Registrations. The Occupational Licensing (OL) Branch is responsible for licensing and monitoring a wide range of motor vehicle related businesses and individuals.The automobile industry is one of the largest in the United States. There are currently over 31 million vehicles with more than 24 million licensed drivers on the road in California today. The sale and use of automobiles in California has resulted in widely diversified industries that address the various needs of California drivers. The industries range from the initial sale of automobiles, boats, and other vehicles, training of drivers, traffic violator schools, and vehicle dismantlers. For consumer protection the Department of Motor Vehicles ([redacted]) has been given the responsibility of regulating these industries. Can I Charge a Fee For My Services?
Yes, you may charge for your services. Companies participating in the BPA Program are allowed to charge their customers a service fee for each type of transaction processed through to completion. However, licensed vehicle dealers and dismantlers are restricted to charging up to $25.00 for each type of transaction, in addition to any other fees authorized by statute.
 
Ms [redacted] says she went online and she thought she was on the CA [redacted] website. 
 
We are truly sorry she feels that she was on the CA [redacted] website when she used the Cartagz website to order and pay her vehicle registration.

Ms [redacted] says she thought she was dealing with the CA [redacted] and she gives no reason why she felt she was on the CA [redacted] website.

Please visit www.cartagz.com and enter the same information that Ms [redacted] used placing her order you will be able to see clearly the amount that Cartagz charges and all the instructions that Ms [redacted] claims she did not see.
 
We would invite anyone to visit the Cartagz.com website to see if the claims made by Ms [redacted] are valid.
 
The CLAIMS that Ms [redacted] is making are not consistent with the facts provided here and the website itself.
 
I would ask again Ms [redacted] why she had the feelings that she mentions several times in her letter. 
 
Ms [redacted] never explains why she thinks Cartagz website is the CA [redacted] website. 
 
Below is a calculation for Ms [redacted]s vehicle as of today. As you can see there is a CARTAGZ SERVICE FEE OF $29.00.
Ms [redacted] says she the registration was delivered to her overnight and when she opened it she discovered she had not used the CA [redacted] website.Ms [redacted] was wondering why she would get a courier delivery.

Once your fees have been deposited and set with the [redacted], we will either ship your validated registration card and sticker immediately or; if the [redacted] requires additional items, we will post your fees with the [redacted] as a 'Report of Deposit of Fees' and notify you by e-mail and US Mail of the necessary items required to complete and validate your vehicle registration.
The CA [redacted] requires additional items to complete the registration in this order the CA [redacted] requires a smog inspection be completed.
The instructions clearly say to notify Cartagz once the smog has been completed.
Ms [redacted] asked why we don't operate the same manner with smog test the way the CA [redacted] website does, The answer is that the BPA program is not setup the same as the Ca [redacted].
Ms [redacted] mention the CA [redacted] clerk says this happens unfortunately to people who think they are using the CA [redacted] site.
Ms [redacted]  says she pulled her confirmation email and the $29.00 fee appeared on the receipt along with the transaction details and instruction for smog required. As stated in her letter she acknowledged receiving her order.
 Cartagz strives to have %100 satisfaction with all customer orders and We appreciate a opportunity to respond to Ms [redacted]s concerns. We would request additional information from Ms [redacted].

I am rejecting this response because: the company did not address the deceitful advertising or acknowledge that the consumer was directed to their business instead of the intended official site.  The canned response from the company is insufficient.

I am rejecting this response because:I paid them for a service they were unable or unwilling to provide, I asked that my entire fee be refunded not just the fee they charged.To suggest that my address is "quite complicated" is absurd as I have been at this location 6 months & have received everything mailed to me with the exception of my tags.I have already explained in my last response that the [redacted] refunded the additional fee I paid directly to them because I paid Cartagz & should have them.

The customer clearly states they clicked to accept the Terms of Use. Our system will not allow the user to pay until they have clicked the agree and the system requires a 2nd click. The customer chose standard shipping, which does not include overnight.

In order to place an order on Cartagz.com, the customer has to read and agree to the "Terms of Use". We have issued a refund to the customer for $52.45. Please allow 7 business days.

I am rejecting this response because:I did provide proof of smog certification, I never received an email copy of my registration, as soon as I noticed I provided an incorrect address I corrected it,twice.All I want is for them to provide the service they were paid for,nothing more.

I am rejecting this response because: I feel I was deceived because I was intending to use the CA [redacted] renewal system. I did not have the [redacted] paperwork in front of me to get the web address for renewal, which is why I [redacted] it. The way the site is laid out, it seemed as though this was who the [redacted] was now having process the payment for the registration. I in no way, ever intended to purposely use an outside processing company, I only did so under the assumption that I was connected to their site based on the direction of the [redacted].  I didn't realize I wasn't dealing with the [redacted] or a [redacted] hired service until I actually spoke with the [redacted] on the telephone. I called because I didn't understand why the smog notification wasn't able to be automatically submitted/received as it always had been in the past and why the [redacted] would chose to outsource to a company who couldn't accept the reporting methods that have always been used. It was not obvious that I was being charged a processing fee while I was completing my registration. The day I learned that I was duped into using a third party processing company that I didn't have to use, someone mentioned that I probably was charged a processing fee. That is why I went back to my email and realized I was charged this fee. I was surprised that I had fallen prey to their misrepresentation and began to search the internet, where I saw numerous complaints about cartagz for the very same thing that happened to me. I feel they absolutely know the way they portray themselves leads people to believe that they are either dealing with the [redacted] or an agency hired by the [redacted], and are just counting on the majority of us to not realize it.

Mr [redacted],We received an email from you stating to mail the registration to a different address which we did per your request. Since you stated you have been charged by the DMV as well, please provide a copy of the receipt and we will reimburse the fees. We have issued a refund of the Cartagz fees in good faith, and will follow-thru on the remaining once receive the copy of the payment to DMV or copy of the Registration card will suffice as well.
