I understand the policy and I would have returned the flowers as soon as possible, but I had called the main shop and the flower shop that delivered the flowers and asked on what to do with the flowers but I got no answer. I even told the guy who answered if I return them and he said to wait for a response from the main company, but I never got a response.

seems to be lacking the pink blooms that the item you had selected displays so prominently. However, we have to disagree with you with what your take is on the value. We have a substitution policy that allows for our vendors to make changes to orders that are met with a time requirement, such as in the case of a wake or funeral. While it's true that there was nothing in the way of pink blooms, the item was within our substitution policy, and was certainly not as cheap or small as what you would have us believe. We can absolutely offer a full refund, but like with any other purchase, that is contingent upon the return of the order. If a return is undesirable, we can refund you for the cost of your service charge, $17.99, and an additional 15% off the cost of the item. I understand that by choosing to accept the business response that my complaint will be closed as resolved. I would like to add that, in addition to the written response, Mr. [redacted] called me this afternoon to speak about this matter and express his concern with regard to how this was handled.  He asked for some details and indicated that they will take steps to address the issues with the call center.  I appreciated the call, which was handled very well and was as pleasant as possible considering the circumstance.

delivery times, and even dates, are not guaranteed. Deliveries placed on holiday weekends are subject to being rescheduled to any of the days leading up to the holiday without notice. For instance, this Mother's Day was on Sunday the 14th. Any orders placed for this occasion on the 11th, 12th, 13th or 14th are subject to delivery on any of those dates. However, in this instance, it seems that we were able to prevent a late delivery, and were able refund you for your purchase on the 13th in the amount of $52.98. They say that I did not notify them in time to have a replacement sent out.  Apparently 2 hours after the flowers were delivered was not an appropriate time.  MY records indicate that I called on May 12th at 6:04pm Central time and the flowers were delivered on May 12th around 4:04 Eastern time.  When I called and asked for a re-delivery I was told that wouldn't be a problem and was told they would be sent out soon.  Once the flowers had not been received by May 16th I made another phone call that day at 6:06pm Central time.  At that point I just asked for a refund.  I was never told either time I called that I would need to return the flowers within 48 hours nor was I given instructions on how to return them.  So if they are wanting to go by "their records" then I want to go by my records and prove that I did notify them in a sufficient amount of time to have another arrangement sent out.  In other words, if records are going to be used then let's make sure they are accurate. So to answer your original question, NO I do not accept the buisness' response to my complaint and still want this to be resolved as soon as possible.
