Of course, when the transaction reaches a settlement, only the amount of the

This letter is in response to your letter, dated May 15, 2014,
regarding the complaint of Mr[redacted]. Due to an operational problem,
we had to freeze certain accounts, including Mr[redacted]' MyVanilla Reloadable
Debit Card that presented transaction activity that appeared suspicious in
nature in order to stem any possible fraud that might have occurred while we
worked to address this problem. Products such as Mr[redacted]' MyVanilla
Reloadable Debit Card are consistently monitored and reviewed to protect our
cardholders.
Mr[redacted]' account was blocked on May 7, 2014. Once this issue
was resolved and we confirmed that Mr[redacted]' MyVanilla Reloadable Debit
Card was not being used fraudulently, it was placed in a Spend Down status on
May 22, 2014. This will allow him to use
the card to deplete the balance; however, he can no longer load funds to his
account. As such, all of the issues
presented in Mr[redacted]' complaint have been resolvedMr[redacted]
now has access to the full amount of funds in his accountHe is currently
using his card and his balance is $1,as of May 25,

from her account, but she will not have the ability to load funds. There is no logical reason to load funds on a
prepaid card and immediately withdraw the funds. This behavior is not an intended use of our

USA Patriot Act to obtain, verify and keep records related to the account ‘for
five years beyond the date of account closure'. These regulations are
designed to protect the financial infrastructure of the United States from
potential money laundering and terrorist financing. To complete the
authentication process we compare name, address, social security number and
date of birth against commercially available databases. We do not run
credit reports. Please know that, as a consumer, by law your credit file
cannot be accessed without your consentWe do not request consent from
our cardholders and we do not access credit filesThe information is obtained
strictly under the requirements of the USA PATRIOT Act and is protected on our
systems in a PCI compliant environment. Our obligation to collect information
and perform these checks is disclosed on the face of our card packaging

researching this inquiry, we discovered Ms[redacted] was unable to register her
cardDue to the USA Patriot Act we are unable to allow cash access or reloads
without being able to successfully identify our cardholdersWe offered to
activate the card as a Gift Card so that Ms[redacted] to use the card to deplete
the balance. This would allow her
immediate access to her funds. We place
a great deal of importance on customer satisfaction and want our customers to
have a positive experience. Because Ms
[redacted] was unable to register her card a fee will not be charged. We have issued a refund check for the full
balance plus her activation fee

researching this inquiry we found that the cards in question were blocked, due
to the system rules to prevent fraudulent scamsWe have reviewed the database
and determined we have never received a dispute against Ms[redacted]'s account

with Ms[redacted] and assisted her with loading one her $PIN's to her
PayPal account as she did not have access to the internetWe have provided her
with our Fraud Department's direct phone number if she needs assistance in
loading the second $PIN to her PayPal account
