Customer was spoken to by phone today 11/25 and the balance of the test fee was refunded to equal the full amount of the exam.

Please see the customer response below sent prior to the Revdex.com posting.  Dear [redacted] I have received your email regarding the TOEFL that you had taken on June 25, 2016. You are concerned that you did not have enough scratch paper during the listening section. Please see the link below that states you need to use all the scratch paper before you will be given another packet. [redacted] Scratch paper is provided and must be returned at the end of the test. You must use up all your scratch paper before you can ask the test center staff for more. I will make a one time exception and offer you the option of either keeping your results as is or canceling your test and received a free retest. Please reply. Sincerely,

Please see our customer response below: From: M[redacted], Linda S Sent: Thursday, December 29, 2016 2:51 PM To: D[redacted], Judith L <[redacted] Subject: response Revdex.com Case #: [redacted] Educational Testing Service (ETS) was notified by the Revdex.com...

(Revdex.com) that you submitted a complaint regarding the Identification (ID) Policy and the non-refundable test fee for not meeting the ID policy at the GRE® revised General Test that was scheduled for December 27, 2016.  We would like to apologize for any information that may have been ambiguous to you with regard to the ID policy as well as the difficulty you experienced in attempting to resolve your issue. Our intent is always to be forthcoming with all policies and procedures. If anything is unclear during the registration process, we do ask that you contact customer service prior to completion of the registration. Once you arrive at a testing center without the proper identification, the test fees are non refundable.  It is the candidate's responsibility to read and understand the Identification requirements prior to arriving at the test center for the exam.   On your confirmation email from Prometric, it states that: "Identification requirements are strictly enforced. If you arrive at the test center without the required ID, you will not be admitted and your test fee will be forfeited. It is your responsibility to read and understand the ID requirements in the GRE® Bulletin or on the GRE® website at www.ets.org/gre/revised_general/test_day/id."  Also, as previously stated in a prior email to you, when creating your ETS Account you are able to use letters, spaces, hyphens and apostrophes in the name fields.  Your name could have appeared as GV or G V and either would match your identification.  When creating your account, the populated field specifically states your registration and your identification need to match.  If you were having issues matching your account to your identification you would have need to call our Customer Service Team to make sure your account was created correctly.   There are no case notes showing you called when creating your account for name accuracy.  If you plan to test, you will need to send in a copy of your proper identification so we can correct your name.  You can reply with an attachment if you would like.  Please include your date of birth, mailing address on your account so we can access your account.  As such, ETS is unable to comply with your request for a reschedule or a refund of this exam. It should be considered that the fees we retain are used to recover the fees we are charged for seat time, which is assessed regardless of whether or not a person actually takes the test.  I regret that I cannot be of further assistance with this issue.  Sincerely,Linda M[redacted] AdvocateTest Taker Services / GRE®

and immediately rescheduled your registration, and incurred the $50.00 reschedule fee.  As indicated on the GRE website at: https://www.ets.org/gre/revised_general/about/fees, the fee to reschedule a GRE General Test appointment is $50.00. This policy reflects the fact that certain processing costs are incurred to complete this service. I have made a one-time exception to this policy and refunded the $50 reschedule fee. Please allow 7-10 business days for the transaction to post. I hope this information is helpful. Regards, Brian F[redacted], AdvocateEducational Testing ServiceGRE Test Taker Advocacy

I am rejecting this response because:I reject this response. First of all, who schedules a test and then cancels outright? No one except those who either no longer need it, or made a mistake. You are taking advantage of what you know will be a circumstance out of the control of the applicant.  Second of all, the below pasted paragraph is straight off of your website. It contradicts your ridiculous explanation of where the money goes. In short, you do not even advertise a cancellation fee, you simply say we won't give you 50% of your money back. There is no cancellation fee, there is simply you stealing 50% of my money for a service you did not provide. You cannot tell me you needed to keep $100 of my money to "cover expenses for processing registration and holding space at the test center". I held the space for what? 3 days? And you have 3 weeks to fill that seat. You are a bogus not for profit and have been reported to the IRS. You may not give me my $100, but I will make sure you lose 10x that amount for your unscrupulous business practices. What you are doing is not right, period. A reasonable cancellation fee would be appropriate, taking half of would-be students $200 and not even having the guts to call it a cancellation fee is not.   If you cancel your registration no later than four days before your test date, you will automatically receive a refund equivalent to half of the test fee. For example, the deadline to cancel a Saturday appointment at a testing location in the United States is Tuesday. The remainder of your payment will be retained to cover expenses for processing your registration and holding space at the test center.

Subject: [redacted] Revdex.com Case #: [redacted] ETS Case [redacted] Fee Waiver [#[redacted]]
[redacted]
ETS was...

notified by the Revdex.com (Revdex.com) of your request for a refund from a fee waiver transaction which you ordered for the GRE Revised exam. As you were aware at the time of making this request, fee waivers, once issued are not refundable.  The number of fee waivers available to our test takers are limited and once issued they cannot be reused.  It is for this reason that test takers must follow stringent procedures to become eligible, and they are advised to verify their need before making such request.  When the test taker rescinds on a request, it prevents another examinee from obtaining the same privilege of taking the exam at a reduced cost.
Although ETS reserves the right to deny such request, as a goodwill gesture, a onetime exception is granted to refund $102.50 to your account.  This transaction will take four to six weeks and will be reimbursed in the form of a check which will be mailed to the address listed on file.
Thank you for your interest in the GRE Program.  If I may be of further assistance, please let me know.
Regards,

inquiry regarding the problem with the delivery of your June 12, 2015 iBT TOEFL candidate score report was forwarded to me for assistance. Please accept our apologies for the problems with receiving your copy.     The original score report was processed and mailed from our facility to you approximately 15 days after the test date. Our records indicate additional candidate copies of your score report were ordered on April 19, 2016, June 14, 2016 and November 8, 2016. We are sorry that you have not received any of them.     As you may or may not be aware, all score reports are sent using the United States Postal Service via First Class Air Mail delivery. Unfortunately, once the report has been mailed, we have no control over the mail delivery system in other countries. The report, sent via Air Mail First Class, does not have tracking information.   Since you have not received the score report, I have requested that another report be sent to you via Express Delivery. Express Delivery does have tracking information. It will still take approximately 7 days for processing. Once it is processed, the report is sent to your listed mailing address. We have also added your phone number, in case the courier needs to contact you.   A tracking number will be forwarded to you as soon as it becomes available.   A $19.00 refund will be issued in the form of a credit on your [redacted] charge card, ending with [redacted] for the additional order you paid for. You will need to allow ten working days for the credit to post to your card. I would encourage ETS to review its confirmation policy and $50 change fee, perhaps putting in place a no change fee if the rebook is within minutes of receiving the confirmation.

My bank's fraud department will handle this from here on out. I wish the company would've helped me initially so we could've avoided the long drawn out process of dealing with the bank, but alas that wasn't the case.

I am rejecting this response because:I was told by the Educational Testing Service (ETS-GRE) via email at: [redacted] that I would need to contact the Educational Testing Service Office of Testing Integrity (ETS-OTI; [redacted] in order to remove the hold and bill on my MyGRE Account. To assist the Revdex.com, I was given the following information in the email regarding my case with ETS-GRE: GRE® revised General Test Appt#: [redacted] Case ID: [redacted] [#[redacted]]I have already called ETS-OTI and they told me that I would need to speak directly with ETS-GRE regarding my complaint. I keep getting told by the ETS-OTI to speak to ETS-GRE about my complaint and by ETS-GRE to speak to ETS-OTI. Neither of these departments are assisting me with my complaint. I need the Revdex.com's assistance to resolve this complaint as ETS-GRE is not addressing my complaint with a yes or no answer. If I need to upload an attachment of the scanned MyGRE bill statement or any other documents, please let me know.
Thank you greatly,

Complaint: [redacted]
I am rejecting this response because:
ETS provided false statements to my credit card company and the $205 chargeback was reversed in ETS's favor. So, no I did not received a $205 refund (see attached documentation). I wasn't even aware that ETS had charged me another $20 fee on top of the original $205. I can't believe that ETS canceled my exam and then charged me an extra $20 instead of providing a complete refund, that is unethical. I see my account was updated to remove the unethical $20 charge. You agreed in your response that I am owed the $205, so refund the $205.

[redacted]   I am writing in reference to the complaint you filed with the Revdex.com concerning the TOEFL iBT exam that you have registered for August 6, 2016.   According to your complaint, you are seeking a full refund of your test fees because you feel you are too ill to sit for your exam and you did not want to pay the rescheduling fee. Please note, the reschedule and cancellation policies are clearly stated on the website, http://www.ets.org/toefl/ibt/register/changes/   If you need to reschedule or cancel your registration, you have up to four full days before your test date. For example, if your test is on Saturday, you must reschedule or cancel by Tuesday. The fee to reschedule is US$60 and must be paid before you can register for a new date.   Please note, when register for an exam via the Internet, you are presented with this policy before completing your registration.   As a one-time exception, I have canceled your August 6, 2016 exam and issued you a voucher so that you may retest free of charge. Please us the voucher authorization number displayed in the “View Orders” section of your TOEFL Profile to schedule another test date. For security reasons, we do not provide the voucher number in the e-mail. The voucher number will pay for the test.   As stated above, this is a one-time exception and should you need to reschedule in the future for any reason you will be responsible for the $60 rescheduling fee.   Sincerely, Katie H[redacted], Advocate Educational Testing Service Test Taker Advocacy Dept.
