This is stated in the ID Document Requirements on our Web site. Policies governing the administration of these tests are available to test takers year round so that they may be familiar with our policies and procedures prior to the day of the exam. Before completing the registration, test takers must acknowledge that they have carefully read and understood the requirements. Detailed information is too much to be included in the admission ticket and so test takers are referred to the immediate site via a link to be able to view this information. In performing the role as check and balance for our user states, we have an obligation to our clients to ensure that the documentation presented to our test centers are valid and are true representation of the requirements submitted by our test takers. I apologize if some centers permitted you to test in previous years but prior admission to a test center based on a given ID document does not ensure that the document will be considered acceptable for future testing. Your last documented test was August 15, 2014. Our procedures are updated annually. Procedures may change in any given testing year and so we reserve the right to revise and change procedures from 2014 as they become obsolete. You were denied entry to the test because you did not have the required identification. If you had been allowed to test, your score would have been canceled. When you contacted us, you made demands of which we were unable to comply. You were notified that the complaint is referred for further consideration. Unfortunately, we were not able to comply with your immediate on-the-spot demand. Instead, proper procedures had to be followed for a review process and authorization to be granted. There was no reason to “backpedal” as you mentioned. You were provided a phone number and contact. The information you were given was accurate and can be taken at your discretion. As notified last week when I spoke to you and [redacted], your concern was referred for further consideration. According to your complaint, you are seeking a full refund because you state that there was a failed transaction while registering for the exam. You advised that you never received a confirmation of your test appointment. Please note, per our records, you registered for your April 3, 2015 test on March 5, 2015 at 1:16 P.M. On that same day, at 1:56 P.M. you logged into your profile and canceled this appointment. Please note, the reschedule and cancellation policies are clearly stated on the website, http://www.ets.org/gre/subject/register/change. You must reschedule or cancel your test no later than four days before your test date or your test fee will be forfeited. If you reschedule your test date, you will be charged a fee of US$50. If you cancel your test no later than four full days prior to your test date, you will receive a refund equivalent to half of the original test fee. Please note, when registering for an exam via the Internet, you are presented with the following: "By clicking the "Complete Appointment" button below, you agree to all the terms and conditions related to payments, reschedules, cancellations, refunds and other policies set forth by your sponsoring organization." To complete your registration, you clicked "Complete Appointment". Our investigation shows that a refund in the amount of $97.50 was systematically processed on March 9, 2015. At the time of the incident, the test center discussed the violation with you and informed you that the matter had to be reported. The issue was reported to our Office of Test Integrity(OTI) which contacted you about the report and upon further investigation it was determined that the SLLA exam from the May 2015 administration should be canceled for as a result of the security violation of which you acknowledged. You also mentioned that you were not aware of the policies as you signed the document in haste. The test taker is accountable for the signed document notifying ETS that he/she is in agreement with the test center policies governing the administration. ETS and Prometric, the test administrator, have implemented certain measures intended to safeguard the security of the exams and the integrity of the testing process. In order to ensure that test takers are aware of the security measures and the purpose behind them, the Prometric website for test takers (available at https://www.prometric.com/en-us/for-test-takers/Prepare-for-Test-Day/Pages/what-...⇄ explains in detail “What to Expect” when you arrive at a test center. Although you may have had honest intentions, we had no choice but to implement these measures because we have found that some test takers seek to gain an unfair advantage during these test administrations. Such conduct hurts honest test takers, the states and school districts that rely on the validity of Praxis results, and, ultimately, the students who are taught by teachers who licensed based in part on Praxis scores obtained by dishonest means. As you know, an extensive investigation was conducted upon your return to the building at 10:38 on test day. The test center policies are updated annually and while some terms may be used interchangeably, you did exit the building. Test takers are only allowed to accessed certain approved facilities with limited amount of time. The incident which occurred was a violation in 2015 and in 2016. We are unable to comply with your request for a refund from this incident. I regret the inconvenience. We understand that because the test was canceled you needed to reschedule another exam. The new exam scheduled incurred cost as this too had to be administered by the third-party entity. While we are unable to issue a refund, we wish to congratulate you on your accomplishments. Revdex.com (Revdex.com) was forwarded to me for a response. You have expressed dissatisfaction with the score in the Reading section of the June 27, 2015 iBT TOEFL exam. We have reviewed your Reading section and we could not find any testing or scoring irregularities. You received 55 questions and you were given 80 minutes to answer all of the questions. The iBT TOEFL test does not have a question and answer service that would disclose the detailed scoring information for the Reading and Listening sections. Some test questions are used multiple times with different versions of the test. Earning 2 points in the Reading section does not mean that you only answered 2 questions correctly. Some test forms are easier or more difficult than others because it's impossible to build every form of exact difficulty in practice. The 80 minute allotted time limit elapsed leaving 19 questions unanswered in the Reading section. ETS takes great pride in the services we provide to our customers. Our certified agents are trained extensively and are experienced in taking calls from our valuable customers. All calls that come in to our customer service agents are recorded and constantly reviewed to identify areas for improvement. We were unable to identify any documented incident in which you were treated with disrespect. Unfortunately, we are not able to comply with every demand to meet every test taker’s satisfaction. However, our agents make every effort to address the issue and offer all the information we have available to our test takers. You mentioned the amount of test fees you believe you paid over a two-your period in an effort to meet your certification. Fortunately, unlike other programs, most score recipients do not limit the number of times the test taker may take a specific exam. Test takers for this program have the opportunity to take the exams as many times as they see fit. We expect our test takers to master the subject matter in school and in their teaching experience prior to taking their exams. Most test takers meet their requirement on their first attempt and do not find it necessary to retest. We cannot add points to test takers score for any reason. Such attempt is a violation of our code and ethics and the score recipients will not accept the tampered score. In order for the score to be validated, it must meet the criteria used to score the standardized test. Congratulations on meeting your requirements for three of the four test requirements. I hope you will be able to meet the Tennessee requirement for the 5018 test in the near future. This requirement is set by the Tennessee State Department of Education; not ETS. The test centers are third party entities that are authorized to administer our tests. While most test takers are honest and rely on their own knowledge when testing, some test takers go to extraordinary lengths to gain an unfair advantage over others. ETS and Prometric, the test administrator, have implemented certain measures intended to safeguard the security of the exams and the integrity of the testing process. ETS advises all test takers on our Website, www.ets.org/praxis, Information Bulletin, and on the admission ticket of the requirements needed in order to be permitted to test. The reservation is made in advance and the seat is paid for in advance. If the established procedures are not followed, the test taker cannot be allow to complete the exam and if access is granted, the test will be canceled. It is therefore incumbent on the test taker to have all the necessary ID in order to gain entry to the testing area. I apologize if you felt you were treated unfairly while the test center followed their procedure. You asked for desired outcome with the Revdex.com. As mentioned previously, your test requirement is mandated by the state of Tennessee. ETS cannot change your state requirement or change your score without justification to meet one’s requirement. Also, bear in mind that ETS is not hired by your state to teach the subject matter. Our role is to administer the test and report the score to your score recipients. The test prep is not meant to teach the subject matter or guarantee high score. The material is meant to familiarize the test takers with the test format and how the test is administered. There are hundreds of test items and not all the items can be included in the guide. The test score which you disputed is a selected-response test. We cannot offer a test review for the 5018 exam because all computer-delivered, selected-response Praxis tests are already scored twice to ensure accuracy. They are scored once at the test center immediately after completion of the test, and then, those scores are verified independently here at ETS through the Praxis system before being reported. Score review is only offered for tests with constructed responses and even so, we are unable to guarantee an increase in score. This process may result in no change, increase or decrease score. We are confident in the scoring of these exams as our user states rely on us to provide accurate and valid scores for their teacher candidates. This is stated in the ID Document Requirements on our Web site. Policies governing the administration of these tests are available to test takers year round so that they may be familiar with our policies and procedures prior to the day of the exam. Before completing the registration, test takers must acknowledge that they have carefully read and understood the requirements. Detailed information is too much to be included in the admission ticket and so test takers are referred to the immediate site via a link to be able to view this information. In performing the role as check and balance for our user states, we have an obligation to our clients to ensure that the documentation presented to our test centers are valid and are true representation of the requirements submitted by our test takers. I apologize if some centers permitted you to test in previous years but prior admission to a test center based on a given ID document does not ensure that the document will be considered acceptable for future testing. Your last documented test was August 15, 2014. Our procedures are updated annually. Procedures may change in any given testing year and so we reserve the right to revise and change procedures from 2014 as they become obsolete. On that same day, at 1:56 P.M. you logged into your profile and canceled this appointment. Please note, the reschedule and cancellation policies are clearly stated on the website, http://www.ets.org/gre/subject/register/change. You must reschedule or cancel your test no later than four days before your test date or your test fee will be forfeited. If you reschedule your test date, you will be charged a fee of US$50. If you cancel your test no later than four full days prior to your test date, you will receive a refund equivalent to half of the original test fee. At the time of the incident, the test center discussed the violation with you and informed you that the matter had to be reported. The issue was reported to our Office of Test Integrity(OTI) which contacted you about the report and upon further investigation it was determined that the SLLA exam from the May 2015 administration should be canceled for as a result of the security violation of which you acknowledged. You also mentioned that you were not aware of the policies as you signed the document in haste. The test taker is accountable for the signed document notifying ETS that he/she is in agreement with the test center policies governing the administration. ETS and Prometric, the test administrator, have implemented certain measures intended to safeguard the security of the exams and the integrity of the testing process. In order to ensure that test takers are aware of the security measures and the purpose behind them, the Prometric website for test takers (available at https://www.prometric.com/en-us/for-test-takers/Prepare-for-Test-Day/Pages/what-...⇄ explains in detail “What to Expect” when you arrive at a test center. Although you may have had honest intentions, we had no choice but to implement these measures because we have found that some test takers seek to gain an unfair advantage during these test administrations. Such conduct hurts honest test takers, the states and school districts that rely on the validity of Praxis results, and, ultimately, the students who are taught by teachers who licensed based in part on Praxis scores obtained by dishonest means. As you know, an extensive investigation was conducted upon your return to the building at 10:38 on test day. The test center policies are updated annually and while some terms may be used interchangeably, you did exit the building. Test takers are only allowed to accessed certain approved facilities with limited amount of time. The incident which occurred was a violation in 2015 and in 2016. We are unable to comply with your request for a refund from this incident. I regret the inconvenience. We understand that because the test was canceled you needed to reschedule another exam. We have reviewed your Reading section and we could not find any testing or scoring irregularities. You received 55 questions and you were given 80 minutes to answer all of the questions. The iBT TOEFL test does not have a question and answer service that would disclose the detailed scoring information for the Reading and Listening sections. Some test questions are used multiple times with different versions of the test. Earning 2 points in the Reading section does not mean that you only answered 2 questions correctly. Some test forms are easier or more difficult than others because it's impossible to build every form of exact difficulty in practice. The 80 minute allotted time limit elapsed leaving 19 questions unanswered in the Reading section. ETS takes great pride in the services we provide to our customers. Our certified agents are trained extensively and are experienced in taking calls from our valuable customers. All calls that come in to our customer service agents are recorded and constantly reviewed to identify areas for improvement. We were unable to identify any documented incident in which you were treated with disrespect. Unfortunately, we are not able to comply with every demand to meet every test taker’s satisfaction. However, our agents make every effort to address the issue and offer all the information we have available to our test takers. You mentioned the amount of test fees you believe you paid over a two-your period in an effort to meet your certification. Fortunately, unlike other programs, most score recipients do not limit the number of times the test taker may take a specific exam. Test takers for this program have the opportunity to take the exams as many times as they see fit. We expect our test takers to master the subject matter in school and in their teaching experience prior to taking their exams. Most test takers meet their requirement on their first attempt and do not find it necessary to retest. We cannot add points to test takers score for any reason. Such attempt is a violation of our code and ethics and the score recipients will not accept the tampered score. In order for the score to be validated, it must meet the criteria used to score the standardized test. Congratulations on meeting your requirements for three of the four test requirements. I hope you will be able to meet the Tennessee requirement for the 5018 test in the near future. This requirement is set by the Tennessee State Department of Education; not ETS. Please note, the ID requirements are stated clearly in the TOEFL Registration Bulletin, as well as on the website, www.ets.org/toefl. The website says... When you register for a TOEFL iBT test, you will be required to provide identification (ID) information. In addition, you must spell your name exactly as it appears on the primary ID document(s) you plan to bring to the test center on test day (other than accents or apostrophes).Test takers are responsible for bringing valid and acceptable ID each time they report to a test center. It is your responsibility to ensure that your ID documents are up-to-date and available on the day of the test.For testing in the United States... General ID Document RequirementsWith few exceptions, ID documents must meet all of the following requirements. Each ID document must: * be an original document; photocopied documents are not acceptable * be valid; expired documents (bearing expiration dates that have passed) are not acceptable * include your full name exactly matching the name on the ID document used to register, excluding accents or diacritical marks * include a recent, recognizable photograph * include your signature (the name on the ID and the signature name must match) All ID documents must include your name, photograph and signature to be acceptable. Acceptable Primary ID Documents:If you are testing outside your country of citizenship: * You must present a valid passport with your name, photograph and signature as your primary ID. * If your passport is not written in English-language letters, you must also present at least one Supplemental ID Document (https://www.ets.org/toefl/ibt/register/id/supplemental) . This document must also include your name, a recent, recognizable photo and be in English. * Diplomatic and embassy IDs cannot be used as primary identification in place of passports. Per the website, "If you do not bring valid and acceptable ID, or if the name on your ID does not exactly match the name on your registration, you will not be permitted to test and your test fee will not be refunded." It is the test takers responsibility to know TOEFL policies before registering for an exam.
