Complaint: ***I am rejecting this response because: the response is written with canned responses and not specific to my concerns. I didn't ask why this company monitors parking lots, as I am well aware why this needs to be done.My issue is being charged $for not having my ticket in view for the monitor to see. Yes, they offered a reduced fee to $after submitting my proof of the ticket purchase; however, I was still disputing to paying $for not having a ticket within view, as I feel that is still extremely excessive, since I proved that I was not trespassing as REPUBLIC Parking suggests is their main concern and purpose for monitoring. Because I was taking the time to still dispute this, they revoked the opportunity for a reduced payment and are still requiring the full $75, despite their depiction that a reduced option is still available.I have also emailed them on numerous occasions asking for their legal information, as I find it hard to believe that a judge would suggest I still need to pay $or even $simply because my ticket wasn't visible. I wasn't trespassing and I paid for my parking service and proved that. And while I've asked repeatedly for legal information, I've only received one email on May 15th that stated, "Your request was sent to the manager on 5/8/She is out of the country until May 28th." It is now 6/and I've still never heard back.On May 17th, I sent the following email and never received a response back:"I am requesting to save us both time and effort. You don't have my social, so this will not impact my credit and I don't have this car anymore or the plates, so it will not impact me. I would still rather close this out. I have provided proof that I actually had a ticket on this day and it simply fell off the dashboard.I will be willing to pay $25, even though I shouldn't pay anything, as I purchased a ticket on this day. If you do not accept this, I will pursue my original plan to take this to small claims court.Please advise."I except the company to either provide me with their legal information to file a small claims suit or work with me at my $offer, as again, I didn't break a law and I paid for parking on the day in question. $is my way of offering something that I believe is reasonable for this situation.

I have read and reviewed this complaint. First of all this consumer is incorrect, PRR does not operate this parking lot, *** *** does. This parking lot requires each user to prepay for their parking space and display the receipt on the dash. When the monitor checked
her vehicle, there was no receipt displayed on the dash. Next, this consumer did not contact PRR after receiving the notice to dispute this notice and show proof of her payment with a receipt showing the time of purchase. She then waited for the days to pass and an attorney reminder letter was sent from Gregg V** ** ***, Esq.'s office. She then sent a letter stating only her notice number and that the notice was not valid. She has never provided any receipt showing proof of payment. Until we receive this information, we believe this notice is valid and due

I was not able to respond in the complaint itself. The parking lot this consumer parks in is located at 16th and Platte. The posted rules of this lot states that the lot is for monthly parkers only from 5am-4pm. For any monthly parking customer the contract states that a valid parking pass be displayed at all times while parked on the parking lotThis consumer's vehicle has received notices for unauthorized parking since 10/30/and he owes Alpha Park $360.00. I have reviewed all the photos taken by the Alpha Park lot attendant and there is no monthly pass displayed so no way for the attendant to know if this guy is a monthly parker in good standing or not. Even in this complaint he has not provided proof he is a monthly parker. Nonetheless, we believe the notices are valid and cannot be dismissed. Even if this consumer had a pass and it would not stay hung up, it could be displayed on the dash and there is nothing showing in these photos

On November 24th, 2018, I parked my car at the 1326 Cherokee Parking Lot, I paid $15 and I qualified to park my car until 5PM on that day. Upon returning to my car, I had a penalty notice (for $75) on my vehicle, stating my receipt was not on the dash.
I wrote a letter to appeal the parking ticket for the following reasons:

1/I had paid to park at the lot until 5:00PM on the date of November 23rd, 2018 (receipt in PDF Format attached)

2/ The penalty charge is mentioned on the ticket is “No Ticket On Dash”. I did place the ticket on the dash but unfortunately it was blew off the dash and was laid on the floor matt when I shut the passenger door after placing the ticket on dash.

3/ I don’t see any sign around the parking lot to indicate that the ticket should have been placed on the dash, neither instruction on parking payment machine nor on the printing ticket to say that the ticket has to be placed on the dash.

They replied my letter as following:

Thank you for your recent communication regarding the PARKING NOTICE described above. The vehicle with this plate number received the PARKING NOTICE, resulting in the BALANCE DUE stated above

Our office has read your appeal and/or dispute and reviewed the documentation provided. The parking lot you used is a private parking lot with signage identifying the parking company, the payment rates and the additional requirements and/or rules for parking on the lot. You must pay for the license plate of your vehicle and you must display the receipt visibly face up on your dash. This is stated on the lot signage and/or on the parking receipt. By not having a receipt displayed properly, the lot attendant was unable to verify prepayment for parking that day and the above PARKING NOTICE was issued. The Notice is upheld, as the posted instructions in the parking lot were not properly followed.
Since this is your first Notice, WE HAVE BEEN AUTHORIZED TO SETTLE THIS NOTICE FOR $25.00. This reduced amount must be paid within 14 days or the full amount of the Notice will remain due.

There were no prominently placed signs on the lot that clearly stated that I needed to place the receipt on my dash, nor was any information at the pay site or on my receipt (front and back of the receipt). I had two witnesses who were coincidently at the parking lot at the same time, they both gave me their number to testify that there was no sign on the lot at that moment.

I scan the front and back of my receipt and email to PRRS together with my dispute in order to prove that there is no instruction of placing ticket on the dash.

It’s a rip off company trying to extort money from honest individuals. Since PRRS has not adequately addressed the issue, I still assert that this penalty fee was issued under invalid circumstances, and should be voided immediately.

I received a parking citation from a Platinum Parking Lot. I wrote an appeal below. Notice Number: 1000437857

Yesterday, I received a citation from a parking lot located near Discovery Green in downtown Houston, TX. I attended a conference, National Council for Teachers of English at the George R. Brown Convention Center.

I am appealing this citation for the following reasons. I entered your parking lot a bit after 6am on Friday, 11/16. At this time, it was dark and there was no surface lights on the lot. The pay station was also not illuminated, nor was signage for the lot. I paid for my ticket, put it in my windshield, and went on my way.

When I returned to my car after my last conference session at 7p, I found this notice on my car. I walked the lot to find a sign that was not visible when I entered the lot in the morning, I realized that I should have been out of the lot at 6:30p.

I assure you that if I was able to see this sign, I would have parked elsewhere or left the conference beforehand.

Also, how do charge a $75 fine when it was $7 to initially park? Even though they did not accept my appeal, PRR is willing to lower the fine to $55? I appreciate your assistance.

I have attached a copy of one of the photos taken by our lot attendant of this consumer's dash.  While this consumer received 3 parking notices for a total of $180.00, our office has requested authorization to reduce each notice to $20.00 for a total of $60.00 due.  The notices have been adjusted and can be paid online.

This parking lot does not require that a receipt be displayed on the dash.  It does require that the user prepay for the space their vehicle was...

parked in.  This consumer has admitted in his correspondence to our office that he did not correctly pay for the space his vehicle occupied.  I have, as a one time courtesy reduced this notice to $25.00 if paid by 4/20/16.  In the future this consumer needs to be careful to pay for the space his vehicle will occupy.

This parking notice was issued by the parking company and we believe the notice is valid.  The consumer even admits he did not input his correct license plate and therefore, the lot attendant would have no way of knowing if he paid to park or not.  This consumer's allegations are...

outrageous and  we feel, not really worthy of any further response.

I do apologize, we had a glitch in our database and the remarks regarding this consumer's email and phone message did pop up.  Our agent did call him back and he explained that he had submitted a dispute.  '' We have very strict guidelines for this parking lot and we are only able to get authorization to waive a notice if we receive proof of payment.   There is clear signage,  a yellow pay station which is very visible and he should have paid to park.  The notice is due in full.

Tell us why here...As you know, Republic, operates private parking lots in Denver.  The surface lot which is the subject of your complaint is operated on an honor system; this lot is not manned, but is set up with a pay station and parking customers are expected to pay if they park in this...

lot.  Unfortunately, many parking customers do not pay and do not follow the posted rules of the lot. In addition, some parking customers even attempt to defraud the parking companies by creating false monthly parking permits, sharing tickets, ect.  This is a significant and substantial problem for Republic Parking, as it is for all parking companies who operate surface parking lots.  Republic Parking has retained our office's services to assist them with monitoring their parking lots, dispute resolution and their collections. As you may also know, property owners have the right to protect their property from trespassers.   Specifically, private parking companies, as the owners/authorized managers of these private parking lots, have the right to establish terms and conditions under which a customer is permitted to park their vehicle or use the parking lot.  A customer is permitted to use the parking lot only if they fully comply with the terms and conditions established by the parking company.  If a parking customer does not fully comply with the terms and conditions, they are trespassing. Republic Parking has clear and prominent signage posted at this parking lot detailing the terms and conditions of using their lots, including payment rates, rules and general guidelines (pre-paying for the space utilized, prepaying for the amount of time they will park). Issuing parking notices is one way for Republic Parking to enforce their property rights.  Towing or booting vehicles would be alternative ways for a parking company to enforce their property rights. I have carefully read the consumers complaint.  I have reviewed the parking notice written by our attendant and I have reviewed his photos taken on the day in question.  First of all I would like to say that Parking Revenue Recovery does not own this parking lot, it is operated and managed by Republic Parking.  We do not believe this consumer is forced to park anywhere and specifically not this lot.  The consumer is choosing to park in this lot and is free to find parking at alternate lots of their choosing.   On 4/11/2018 this consumer’s vehicle was parked at Republic’s parking lot located at 1215-1221 Sherman St.  This parking lot is unmanned and has a pay station in which the consumer needs to pay for their parking and display the ticket face up on the dash.  When the lot attendant enters the lot, they immediately go to the pay station and get a report of all paid vehicles.  They then check the parking lot and each vehicle and verify payment has been made for each vehicle parked by checking to see the ticket face up in the dash so they are able to verify payment and time.  When they arrived at the consumer’s vehicle, the ticket was not face up on the dash.  Due to the ticket not being displayed properly, the lot attendant issued a ticket for “No Ticket on Dash”. The consumer has contacted our office, repeatedly sending a receipt, but the parking notice was not written for non-payment, it was written for no ticket on dash.  Sending in a receipt does not change the fact that the ticket was not displayed on the dash, which is what the notice was issued for.  Again, the parking company has the right to set the rules and regulations of the parking lot.  Our office has not refused to work with the consumer and in fact, our office has offered him a reduced settlement.  We believe the notice was valid in being issued and is due.   It is not illegal or unethical; we are a license collection agency in good standing in the state of Colorado.  We have a B rating with the Revdex.com and have not violated any laws, rules or statutes.

I am rejecting this response because:as stated in my complaint, we were in a rental car. We did not know the tag number to that vechile. Their sign says "bill to plate. we assumed it meant " we will send your bill to the address on the plate." Because we were in a rental , we did not want tje car rental company to be billed. If you view other consumers complaints, you will see this is something the company is known for. I am from Kansas . The parking lot does not have clear instructions on how to properly do this. Furthermore, the attendant also stated that he doesn't feel we should have the ticket because we were not aware or fully instructed on what it meant by bill to plate. However if you look at their cameras from the evening we were cited you will see me and several other parents from the tournament looking very confused on what to do and how to do it. I would like for this company to aknowledge that a mistake was made and a customer should not be billed for something they did were not clearly instructed on how it worked. It also does not state what will happen if you enter the wrong tag number and if entering all zeros is incorrect why would the system allow you to do so. I feel like the company sets thier customers up for failure. Especailly those on vacation. I paid $30 to park- what more do you want from me? I would like for the company to look at their consumers reviews and see that they are getting over on innocent people

Complaint: [redacted]I am rejecting this response because:I provided proof as best I can in my emailed appeal to Parking Revenue Recovery. I have posted the same picture of my parking pass, but they are perfectly capable of looking up my license plate number as I provided to them when I purchased parking and on an annual basis. I am provided no receipt, but I can post my pay stub with deductions if necessary. I don't believe that Parking Revenue Recovery is unable to verify that I have valid monthly parking with their service. I also do not believe that there is any valid claim that I agreed to these terms that were neither provided to me nor posted. If we are discussing evidence, please share the signed copy of these terms where I allegedly agreed to paying charges when my pass is not visible or point to where they are and have been posted and I will close this appeal. The signs there do not refer to monthly parking passes and were not present when I received the majority of these tickets. The previous lot owner allowed such appeals. Your acquiring this lot or the contract for it without my knowledge does not provide you free reign to begin invoicing me and forwarding those to collections. At minimum you must actually provide me these terms of service.I also find the 4pm term particularly distressing having been added without my knowledge as this is a parking lot required for my workplace which is not limited to 5-4 M-F. I find it very unlikely these terms were shared with my employer.Sincerely,[redacted]
