I spoke with the notice dept regarding this notice. Here is their response.
 
[redacted] was issued on 1/28/16 at our privately-owned location, 30-062 Waterfront Place 2, for ‘Time Expired’ $28.00. ‘Time Expired’ notices are issued when the receipt displayed in the dash board...

have expired time and are issued for a flat rate of $28.00. Our records show that the notice department sent the first late payment letter on 2/20/16 (with the additional $25 late payment fee) and the second late payment letter on 3/9/16. This notice was sent to collections on 12/5/16. The notice states, ‘Notices are considered valid if not contested in writing within 15 days.’  Our records show no contact from the customer prior to a phone call and an email from the customer on 12/30/16. In both the phone call and the return email sent on 1/3/17, our notice department explained the above information and that because the notice was now in collections, he would need to contact them directly with further questions or payment. The customer has been emailed the collections company’s contact information.

I spoke with the notice dept employee regarding this notice.  Here is the information she emailed you.  It looks like in order to get this notice voided, you have to contact the management company of the center.

‘Unauthorized Vehicle’ at our privately-owned location, Factoria Village Shopping Center. Parking at this location is only for customers patronizing the Factoria Village Shopping Center at all times while parked. Any parker seen walking off the location is considered ‘Unauthorized’ and is subject to a fine and/or impound as is stated in signs posted at the location. Notice [redacted] was issued as an ‘Unauthorized Vehicle’ as our checker saw the parker walk into the Starbucks, then leave the Starbucks and walk off the lot. The customer emailed the Notice Department on 5/11 with a screenshot of his purchase at Starbucks. Our department replied to the customer on 5/16, stating the Notice was issued because the checker saw the customer walk off the lot, in breach of the rules posted at the location. This email stated that he could contact the business he patronized in order to request the Notice be voided and also how he could pay the Notice if/when he chose to do so.

Complaint: [redacted]I am rejecting this response. It is quite obvious that at this point enough time has passed that the business has forgotten about the original parameters of the complaint. Firstly, that our parking occurred outside of the hours and days that are indicated on the signage that was over the parking spot at the time we were ticketed on Saturday the 24th of September at 5:37pm. Which, using a simple calendar, is not between a Monday or Friday. With that being said, the original request was for a refund for the fraudulent ticket that we received, and if at all possible for the business to effectively change the signage in order to curtail future instances such as this. All in all, the request on our part seems reasonable and justified, and at this point it seems like the business would have used less money simply fulfilling in at least the refund than they have probably spent on man-power hours trying to refute what is quite righteously and logically correct.

Complaint: [redacted]I am rejecting this response because the nature of the of the visit is irrelevant to the circumstances of being fraudulently charged for parking.
That is like asking what the interior of the car fraudulently ticketed smelled like.
