Republic Parking's position is the following.  The lot checker who issued the parking notice to Mr. [redacted]'s vehicle erred in the type of parking notice that was issued.  Mr. [redacted] was in a reserved stall that was not  open to public parking until 6 PM and should have received an "unauthorized vehicle" parking notice.  Mr. [redacted] was not authorized by the ownership of the property to park in the stall that he did on the evening that he received the parking notice, and certainly has not mentioned that he had authorization to do so in any of his previous statements.  One cannot enter onto private property and assume they can park wherever the want, and not understanding the stall use restrictions does not exonerate an individual from the consequences.  If Mr. [redacted] would care to explain why he felt that the property ownership would reasonably allow him to park in a stall within a privately owned garage that was outside the hours of the retail tenant's hours of use but before it was available for public parking, we afford him the opportunity to explain.  
If Mr. [redacted] was truly confused about the use of the stall where he parked, he certainly could have walked over to the electronic pay station, acquired our contact information from the sign above the pay station and called us to verify the use of the stall that he parked in as a prudent person would have done.  Yet Mr. [redacted] made no mention of attempting to contact Republic Parking regarding the use of the stall, nor do we have any record of such contact.  If Mr. [redacted] does have proof that he attempted to contact us (an email or cell phone record showing our phone number was called), we invite him to submit such evidence for consideration in this matter.  
Additionally, Mr. [redacted] has refused to answer any prior questions with respect to intent and duration of stay.  His refusal to do so only leads us to believe that this would cause him to admit that he was still in the stall after 6 PM, which would make him culpable to the same type of parking notice that was originally issued to him.  
In summary, Mr. [redacted]'s only defense is that he was parked in stall that was not yet available to public parking when he received a parking notice.  However, the use of the stall between the hours that it was available to the retail tenant and when it was available to public parking is not up to Mr. [redacted] to decide. If Mr. [redacted] was not an invitee of the property ownership and given a license to park in the stall that he did, he was unauthorized to do so.

Hello,All of our locations have signs stating the lots are unattended.  The garages that have attendants, have signs stating to pay them at the booth.What is the notice number you are referring to?I will look into the information within the notice.Thank You.

I spoke with the manager of the location & the notice dept. They have voided these notices out as a warning. Moving forward, please have your permit displayed at all times when parked. It can be either hung on the rear view mirror, or laid on the dashboard in visible view. The...

I was still in QFC (inside Factoria Village) waiting for my tea when the ticket was issued. How could I be walking off while I was making a purchase? Good afternoon.  After reviewing the notes and interactions you have had with many of our staff, it appears that this notice is valid and all the staff have instructed you that it is valid and why.  I am happy to forward these on to the Revdex.com if they contact us regarding the complaint.
As a bit of history, we were hired by property management to enforce the parking rules so that the tenants and businesses of this property had parking available for patrons while they were at the businesses.  The property management had tried many times to work with the neighboring properties and security staff to eliminate the abuse of the parking facility by neighboring properties employee’s, staff and visitors, but had little change.  They also handled the oversight of the towing of vehicles from their property when they witnessed walk offs from this location at the first offense. 
I have reached out to the property manager and asked if they wished to waive this notice on your behalf.  They agreed since this was the first violation.  This notice will stay open as a General Warning, ($0 fee) in our system and any potential future notices on this property will be enforced and the possibility of towing off the premises at your own risk and expense.
 
I do not feel that any further discussion is needed as our staff has communicated everything to you that I would have in this instance.

Notice [redacted] was issued on 12/28/16 for ‘Improperly Parked’ at our privately-owned location 29-04. ‘Improperly Parked’ notices are issued to vehicles parked over or outside the designated stall lines as improperly parked vehicles are deemed a safety issue. Numerous Terms and Conditions signs stating improperly parked vehicles are subject to a fine and/or impound at the time of notice issuance are displayed throughout the lot. By parking in this lot, the customer is agreeing to this contract. If the customer does not agree with this contract, they must leave the location immediately. The customer’s first correspondence was emailed to our notice department on 1/31/17 to which they replied to the customer on 2/3/17.  The customer did not contact us regarding this notice within the 15-day contest window, therefore, the $25 late fee was applied on 1/13/17. This notice is open for $70.00 and the customer has been emailed the payment methods.
