I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  
Telecheck's response that their analytic's platform is designed to protect merchant's from check fraud is patently false.  The merchant's agreement with Telecheck specifically states that merchants using their service are shielded from check return liability by using the service.  The only entity protected as a result of my fraudulently declined transaction is Telecheck.  Again, and in their own words, Telecheck used economic data, instead of my own transactional history, as a rationale for declining the transaction.  Even after I spoke to an attendant at Telecheck and provided my personal information as well as my bank information they refused to authorize the transaction.  Telecheck has tools at its disposal (Cashedge) to verify any bank account at participating institutions, of which my institution is one, and they refused to use it.  As a result of their poor procedure and repeated intransigence, I was embarrassed at a merchant we regularly patronize.I will make it a point to tell merchants that display the Telecheck logo that their customers who choose to pay with a check must obtain pre-clearance from Telecheck, or risk that their transaction will be declined.  And that their customer's payment can be refused based on demographics instead of their own banking activity, creating unnecessary and unjustified embarrassment to their patrons.

your check received a risk decline. Below is a more elaborate explanation of the type of decline you received and why it was issued.
The above-referenced check was submitted by [redacted] to TeleCheck for review and pre-acceptance.  Based on our process for determining the risk level associated with the check, we issued a risk based decline (referred to by TeleCheck as a “Code 3”).
Please be assured that a “Code 3” does not indicate the presence of unpaid debt in TeleCheck’s data systems, nor does it indicate insufficient funds in your checking account, as TeleCheck does not verify account balance. A Code 3 is not reported to third-party consumer reporting agencies and in no way reflects negatively on your credit status. Rather, TeleCheck’s analysis of the transaction revealed indicators that have been historically and statistically associated to a high degree with fraudulent check transactions.
In the case of the above referenced check, the transaction was declined primarily because of:
TeleCheck has no history on your account or ID

Yes[redacted] was very helpful in resolving this issue and did all he could to make sure that my check privileges at local Telechecks retailers was reinstated. He told me what to look for in my check writing history per week/monthly and gave me his direct number should I have any issues. I have also contacted my banks for debit cards associated with my accounts for when I am making larger than normal purchases.  He was very helpful and understanding to my situation and did everything that he could to help me with this situation.
