TCN had a 5-Day Cancellation Policy. [redacted] did not contact TCN within five business days to cancel her contract.
 
[redacted] signed her contract with TCN on February 15, 2014 for the purchase of Comprehensive Learning Modules related to the Associate Degree of nursing degree program offered by Excelsior College.      
 
TCN would like to take this opportunity to remind [redacted] that her TCN program has a “Lifetime Guarantee”, including a testing guarantee**. In addition, TCN has developed the Academic Guidance Planner and TCN Resource Center.  Those features were designed to assist TCN customers in reaching their educational goals.  The Academic Guidance Planner offers resources to help TCN customers determine what type of learner they are and the best way for them to study, organize their studies, and have a point of reference for their degree program progression. The TCN Resource Center is a learning environment that allows TCN customers to access their Comprehensive Learning Module program in an online, interactive format. TCN also offers customers online practice testing and the ability to take examinations in the comfort of your home.

[Though it may be clearly stated in the paperwork I was told multiple times by the representative that came to my residence, Mr. James [redacted], that TCN is directly partnered with Excelsior. I was never given time to read all the fine print while he was at my residence. Also, as I said when I initially called to cancel, 1 week later, that I worked multiple 24 hour shifts and was unable to read all the fine print when I was assured multiple times in my residence with Mr. [redacted] that TCN was directly with Excelsior. I do not understand how there is such discretion between the fine print and Mr. Parker.]

The college Network failed to address any of the concerns I submitted. It appears that he utilized some sort of copy and paste blanket response that is probably used for the multiple complaints he responds to. This continues to be further evidence of the lack of customer service continually exhibited by The College Network. In addition to Mr. Bernard J[redacted] cookie cutter response, I attempted to contact him on the evening of 9/18/15, 9/21/15 and 9/28/15 as the "customer service" department provided his name as the "customer relations" department. Unfortunately, I have yet to receive a call back. He did indicate in his letter response to contact him if he could be any further assistance but it appears that is just for show and not a request he chooses to follow through on. 
To make this simple, I will highlight point by point Mr. [redacted] response in relation to my concerns. 
TCN has a 5-Day Cancellation Policy. [redacted] did not contact TCN within five business days to cancel her contract.
College Network is not reliable in their contacting practices.  I did contact the person I was advised I needed to contact.  I went through the channels that was provided to me.  I was told to contact the salesperson.  Once I noticed that no action was taken by the salesperson I contacted South East financial who held the loan information,  they then advised me to contact the program directly.  After several phone calls I was told that the 3 day window had passed and I was now bound by the contract. Now I am told I was within the 5 day cancellation window and my contract should have been terminated.
I sent a follow up email to TCN’s accounting department pertaining to the “Credit to Account” [redacted] is due in the amount of $240.00.
I contacted customer service and they stated they see no communication for an expedition of my testing fee refund.  I have checked South East Financial and they also have yet to receive a payment.  This is the same program that has assured me that I would be receiving my testing fee's " out of courtesy" and not because I was due.  Same company that continuously says one thing to the customer and does another.  I made my initial request for the testing fee in APRIL, then again in JULY, followed by AUGUST and one more time in SEPTEMBER.  it is now OCTOBER and nothing.  EVEN AFTER MR.SCHRADER responded NOTHING. 
I have been a trusting person and doing my due diligence with the phone calls and follow up calls and still nothing from College Network but empty assurances that it will taken care of.  Trusting those words have me here, years later still looking to get a refund. I did not even address the fraudulent practice of telling the customer that they are accredited everywhere.....  when I notified customer service that I would be moving to California, I was told me to just keep a CT address in order to be able to return to take the Connecticut state boards and then transfer my license to CA because they are not recognized there.  As I have stated in my complaint, I have paid $146.06 every month through direct debit to Southeast financial for 5/6 years.... that is a total of between $9,000 to $10,000.  I am asking again for a refund of the total cost of my contract which is approx. $6,000.  I have paid it in full already. 
I am by no means going to sit here and completely attempt to discredit a company,  I have heard that this is a great way for working people to obtain their degree, some have found success with it. In this case it is not one that was going to work for me so I requested to get out of it and am hopping that the company does the right thing and honor my request and issues me a refund for the contract amount. Regards,[redacted]

This is what is suppose to happen. I finish the modules and ask for a check to take a test. That check is suppose to arrive in 3 weeks. Somehow it never does. The College Network decides to give me and everyone else the run around. giving me excuses. They claim to be this exceptional college and want to see me succeed in my dreams. TCN is a joke and a scam and they know it. This Mr. Bernard [redacted] definitely knows how to ruin a dream, or a hundred thousand. I want my money back.

TCN is an educational services and eLearning company which provides study material and support to help its customers pass college equivalency examinations. TCN has assisted many customers in obtaining their degrees at the Associate, Bachelor's or Master's level
[redacted] signed his purchase agreement for his Bachelor of Science degree program according to its terms on June 13, 2012. At the time he signed his purchase agreement, the program that Mr. [redacted] purchased was approved by the California Board of Registered Nursing (the "CBRN")In December, 2012, the CBRN changed its position and determined that its prior approval was erroneous. TCN is working on solutions to this issue.
TCN believes it has fulfilled its obligations under the contract and that Mr. [redacted] is obligated to fulfill its obligations under the contract, specifically to pay TCN for the educational materials and services provided. It should be noted that Mr[redacted]'s contract with TCN under the heading Customer Acknowledgment clearly states that TCN customers understand that "TCN is not responsible for changes to state board of nursing or other regulatory requirements, nor is it responsible for changes to state board of nursing or other regulatory requirements, nor is it responsible for the approval of various programs by any boards or agencies."
However, as a good corporate citizen, and without any admission and without any waiver, at this time TCN is willing to grant Mr[redacted]'s request for cancellation under the following conditions:
1. Mr. [redacted] execute TCN's Release and Settlement Agreement; and
2. Upon that execution:
(a) TCN will pay off and close Mr[redacted]'s loan in the approximate amount of $3,with [redacted] Credit Union
(b) Monies paid by Mr. [redacted] under his contract with TCN will be treated as an "Educational Credit" which can be used by him at any time in the future to complete his advanced non-Certificate TCN educational program using TCN materials.

The College Network, Inc("TCN") has received and reviewed your email dated April 21, 2014, pertaining to [redacted] complaint

TCN is an educational services and eLearning company which provides study material and support to help its customers pass college equivalency examinations. TCN has assisted many customers in obtaining their degrees at the Associate, Bachelor's or Master's level
[redacted] signed her purchase agreement for her Bachelor of Science degree program according to its terms on May 25, 2011. At the time she signed her purchase agreement, the program that Ms[redacted] purchased was approved by the California Board of Registered Nursing (the "CBRN")In December, 2012, the CBRN changed its position and determined that its prior approval was erroneous. TCN is working on solutions to this issue.
TCN believes it has fulfilled its obligations under the contract and that Ms[redacted] is obligated to fulfill its obligations under the contract, specifically to pay TCN for the educational materials and services provided. It should be noted that Ms[redacted]' contract with TCN under the heading Customer Acknowledgment clearly states that TCN customers understand that "TCN is not responsible for changes to state board of nursing or other regulatory requirements, nor is it responsible for changes to state board of nursing or other regulatory requirements, nor is it responsible for the approval of various programs by any boards or agencies."
However, as a good corporate citizen, and without any admission and without any waiver, at this time TCN is willing to grant Ms[redacted]' request for cancellation under the following conditions:
1. Ms[redacted] execute TCN's Release and Settlement Agreement; and
2. Upon that execution:
(a) TCN will pay off and close Ms[redacted]' loan in the approximate amount of $4,with [redacted] Credit Union
(b) Monies paid by Ms[redacted] under her contract with TCN will be treated as an "Educational Credit" which can be used by her at any time in the future to complete her advanced non-Certificate TCN educational program using TCN materials.
Please have Ms[redacted] call me and I will make arrangements to forward to her TCN's Release and Settlement Agreement for her review and approval
