I am contacting you in regards to the complaint number listed above.  The complaint is currently closed due to an agreement between myself and...

[redacted] with the College Network, however the terms that were agreed upon have not been followed through.  I have left numerous messages for Mr. [redacted] to discuss this matter and have received no return phone calls.  The College Network has received all necessary paperwork from me as requested by Mr. [redacted] in our agreement.  The financial institution ([redacted] Financial) has now filed derogatory marks for 2 missed payments on my credit report resulting in my credit score to drop by 26 points.

company which provides study material and support to help its customers pass college equivalency examinations.  TCN has assisted many customers in obtaining their degrees at the Associate, Bachelor’s or Master’s level.
 
TCN had a 3-Day Cancellation Policy. [redacted] did not contact TCN within three business days to cancel her contract.
 
[redacted] enrolled with TCN on August 28, 2009 for the purchase of Comprehensive Learning Modules related to the Bachelor of Science in Nursing degree program offered by Indian State University.     
 
TCN would like to take this opportunity to remind [redacted] that her TCN program has a “Lifetime Guarantee”, including a testing guarantee**. In addition, TCN has developed the Academic Guidance Planner and TCN Resource Center.  Those features were designed to assist TCN customers in reaching their educational goals.  The Academic Guidance Planner offers resources to help TCN customers determine what type of learner they are and the best way for them to study, organize their studies, and have a point of reference for their degree program progression. The TCN Resource Center is a learning environment that allows TCN customers to access their Comprehensive Learning Module program in an online, interactive format. TCN also offers customers online practice testing and the ability to take examinations in the comfort of your home.

 I have sent supporting documents and in my response I will use them as references by name of file. TCN did give me 5 days to cancel my contract and I did not because I was under the impression that I was taking legitimate classes/courses until I reached out to them for my 1098 and a deferment of a previous student loan when I was denied both, like I mention in my previous letter.  Also at that time I was informed they were not accredited and were not a school. I have documentation proving that they are presenting themselves otherwise. first off they sent an academic adviser to my house to sit and talk with me about courses that he told me was called comprehensive learning modules. first refer to the file "receipt of program" the first thing it says I will be paying for is an undergraduate CLM( comprehensive learning modules). now if you will refer to file "Indiana state university" the paper work is step up phase 1, phase 2 and phase 3. phase 1 and 2 are completed through the college network and phase 3 is Indiana state university. When I asked how does the college network works he told me to think about TCN as your local community college and then you will have an guarantee acceptance into Indiana state university. It never states that they are study module. It shows what classes I need to take from TCN in order to purse my degree with ISU. I contacted  ISU and was told that I did not have to go through TCN in order to receive an degree from them. Also I was then inform how TCN works I'm not taking classes/course I am testing out of college level classes in order to receive credits. As they stated in the letter back to my I received an Academic Guidance Planner, for one I did not receive that and why would I receive that if TCN is only study modules why would I.  Now if you can open file " purchase agreement" it also states that I will be taking courses and it says I am pursing a degree at Indiana state university I'm not enrolled there. I also received an grant of 6,804. I don't not understand how I can receive a grant, take courses, have an academic adviser come to my home and receive credits from a place that is not accredited. I also contacted my local community college and some of the university to ask if my credit would be able to transfer. oh guess what! it wont and why not because they are not accredited nor are they a school. So now I am stuck paying them and they weren't completely honest. another thing is the type of loan i received. TCN works with a third party to give loans, okay no problem. well at least that's what I thought when I first signed. I seen they work with a credit union and I assumed everyone is looking out for the best interest of me. not at all!! I have my own credit union and if I wanted a student loan. I received a consumers loan for "college courses" that has to be the dumbest thing of all. I looked over the loan agreement and have uploaded for view. on this agreement its states I am the consumer and the credit union is the lender,very broad. their is nothing specific on there except how much my loan is.  I lost out on claiming over $2,000 I have paid them for the year 2013 on my taxes. you can refer to the "consumer promissory". Like I said in the beginning they do give you 5 days to cancel but when you think your doing something to better yourself and it suppose to be legitimate and its not, it don't just hurt me it hurt my spouse and family. I really want this loan forgiving and off my credit. I have been making payment until now. if I missed a month or two I have paid them in full.I refused to give them anymore of my money because I don't see what I am paying for, I cant transfer any of my so called credits I am going to receive from a place that not a school.I really wish thy were up front and honest with people. The academic adviser showed me all these success stories. When you look up TCN you'll find  them but when you look up TCN consumer loan and or scam you will see there are so many people out here who feel like their life has been taking because their credit is messed up due to their refusal to pay. I don't want my credit to messed up I want them off my credit.

The total amount that I paid for TCN was $5,670, plus $180 in exam fees, and they are only offering to refund $2,500. This is unacceptable. 
Just four months after I signed up, the LVN to BSN program was no longer recognized by the Board of Registered Nursing in California, and NO notification was given to me. Their contract with Sonoma State was probably hanging by a thread before they even signed me up. It seems like they were trying to hide this information from the consumers. This was important news, and they should have directly contacted me to let me know that if they were unable to get a new contract for clinical sites, all the studying I was doing would be for nothing. I am taking these courses to advance my career, not to be a college student forever. 
Another major concern, was that I could not trust TCN's materials to be completely accurate. There were many incorrect answers listed for the practice problems in the college algebra course. When the majority of their material is a quick overview followed by practice problems, it is a significant problem for the answer keys for those problems to be incorrect. I learned more from doing math worksheets online than from The College Network's materials, because at least their answer keys were right. This wasted my valuable time, working toward something that wouldn't even count! I am upset, to say the least. I do not want their "Education credit", I want my money back, because I don't trust the study materials that they offer.
Besides providing study materials, the College Network provided partnerships with Indiana State University and Sonoma State University that at one time provided the opportunity to complete an LVN to BSN program online in California. They lost their contract with these partners and can no longer offer what was promised in the contract that I signed. So no, they have not fulfilled their part of the contract. 
All I have to take away from this, is credit for one computer class, and hours of wasted time. That is not worth the money that I paid up front for TCN's study materials. 
I request that the full amount that I paid be refunded to me.

I have called [redacted] so many times to resolve this issue and he is not answering my calls or calling me back. [redacted] and TCN failed to uphold the contractual agreement I had with them by lying and scamming me to sign a loan that is not beneficial to my educational goal. If he is interested to pay off the remaining loan I have with [redacted] Financial Credit Union in the approximation amount of $3000.00 like he stated in his first offer, then I will accept the offer. However, I want him/TCN to forward all the documents I needed to sign to Revdex.com and clear my name from his loan scheme. I am tired of playing the phone tag game with [redacted] and his TCN company.

It has been SEVENTEEN weeks since I requested this test fee check. Waiting another 10-15 business days to receive this check is absolutely not acceptable! I am requesting once again that this check be sent out to me immediately! Thank you for your time and your help with this issue.
